you for watching, i'm paul gigot. hope to see you right here next week. ukraine is mobilizing its army as the white house warns russia there will be repercussion. welcome to america's news headquarters. i'm greg jarrett. uche yan is now calling a military reservist. they are on the brink of quote/unquote disaster. meanwhile, hundreds of russian soldiers form an ukrainian military base in crimea. secretary of state john kerry flat out calling it an invasion. >> russia chose a brazen action and moved in on its forces with a completely trumped up set of
12:31 pm
pretext, claiming that people are threatened. and the fact is that's not the act of somebody who is strong. that's the act of somebody who is acting out of weakness and out of certain kind of desperation. you just don't in the 21st century behave in 19th century fashion by invading another country. >> fox news radio roo reporter jessica gulaher joins us live from the ukraine peninsula. what's going on? >> reporter: what's going on, a lot of russian troops have ascended on the crimea peninsula and basically haven't taken over the peninsula. but there hasn't been any bloodshed. they captured one of several installments here, one is here. and ukrainian soldiers basically surrendered. they couldn't leave the base where they were. and also, the russian forces have as taken over, what we
12:32 pm
understand is the naval sea here. ukrainian naval commander basically surrendering saying he did not want to be a part of this and being tried for treason. and now moving towards the black sea. although he has maintained that everything is status quo and that the coast guard has not basically in effect gone with russia. other issues that we're having basically across ukraine is, a lot of people in the eastern part of ukraine, are basically insupport of russia. and they're very afraid now with the new government that was installed last week in kiev. they say they're going to be persecuted. lots of demonstrations with that. and basically a lot of the russian foreign ministry is basically telling us that they're asking to migrate to russia. >> global tensions are hitting
12:33 pm
certainly a deeper pitch as united states and other powers urge russian president vladimir putin to pull back his military from ukraine. in an exclusive interview with fox news sunday, house intelligence chairman mike rogers said the united states is being outmaneuvered. >> i think putin is playing chess and we're playing ma ing . >> jim miller say pulitzer prize winning author and fox news contributor. lindsey graham says nobody takes president obama seriously he says, because he has made, you know, threats before. and hasn't followed through. is that true? >> well, he's extremely good at assessing weakness in someone who is opposing. and i think he figured out a long time ago that there wasn't going to be any really serious
12:34 pm
consequence. >> so president obama is a guy who has lost credibility. >> that's absolutely clear. what we shouldn't do, gregg is draw a red line that he has no willingness or ability to enforce. >> ukraine's government is asking the united states and europe. removing russia from the g-8 or g-20 going to do any good? can it be done? >> i'm not sure that's necessary because we're not certain what game putin is playing at the moment. we know that he wants his navy base back. he wants it to be enhanced. the. >> the black sea. his entire naval fleet is there in crimea at the black sea. >> we're talking in crimea, 2 million people. but beyond that, we're talking about a country that is deeply divided between east and west. north and south. half of heim wants to be associated with russia and half
12:35 pm
of whom does not. before we kind of wander into something that we don't understand, brand we start laying down markers that we have have no ability to enforce, we ought to really try to work with our european allies who have been watching ukraine for a while and try to work out an economic package. we ought to be working with china. if we're going to have a revolution condemning russian behavior, we ought to be certain that another security member is on our side, we ought to be doing a lot of things instead of making statements that we're no in position to enforce. >> what do you think is going to happen? >> i don't know what putin wants. does he want just the naval base or crimea. >> that's all he cares about, naval base. they have a huge fleet down in the black sea. >> they do. >> and they have to have a port to service it. >> there's another problem with the new kiev government. saying we're not going to have
12:36 pm
russia as the number two language anymore. that sends a negative signal to every russian speaker in the i think caution is advised here. a lot of conversation between obama and putin. let's see if there's anything to work with to step back from the brinc brink. russia has all the forces there. we do not. ukraine does not. >> and i've been looking at social media throughout the day yesterday and today. everybody sort of seems to be saying why do we care? do we care? why should america care? why should we get involved in this? >> i think what we need to understand it's not in america's interest to enable putin to reassemble the russian empire. the old soviet union. now, we're not talking about a new cold war. that is not what's going on here. but like any leader, putin wants to maximize his strength and
12:37 pm
reassemble the republics that were in his era or once part of the soviet union. it's in america's interest to make sure that he doesn't do that easily without paying a price. that's not going to be easy given where we are in this crisis. >> what is putin? is it pro-democracy? >> no. >> that just said -- >> no, he's not. a silly question, but i have to ask it. what is he? >> you know, he's a russian nationalist. and i think as long as we understand that and not have any extraordinary illusions about him, and about the ability of a reset to restore relations that never existed between us, i think as long as we understand what he is, just as he understands what obama is, we can have a modus operandi. when i saw it in the fall, cow see the crisis coming. if only america had paid more attention in the beginning we
12:38 pm
might not be at the stage we are now. russian troops have moved in. it's in everyone's interest to make sure this crisis ends without further bloodshed. >> thank you very much. i appreciate you being with us. >> thank you. >> thanks. israeli prime minister benjamin netanyahu is boarding a plane for the united states today. he's heading to washington for a meeting with president obama tomorrow. they are expected to discuss the middle east peace process, assuming it is there. and nuclear negotiations with iran on thursday. -- on tuesday, actually. he is scheduled to address apac, the influential pro-israel lobby. fox extreme weather alert. another round of winter blasting much of the country. bringing a mix of freezing rain, heavy snow from the midwest to the northeast. meteorologist janice dean is

12:54 pm
was that put pressure on lois lerner to go after these groups. and what we've seen over the last couple months when this whole scandal hadn't been in the news that month is they've slowly accumulated evidence that the decision to go after these groups occurred much earlier than weieved and that as you noted that the pressure came from a far more politically-involved players. and that, it's that politically-involved pressure. that's what darrell issa wants to get at. if lois lerner can be granted some sort of immunity for herself, then she might be a hi little more willing to rat out whatever in the administration or there's some indication that
