path and what the u.s. will do to keep the pressure on putin and the russians first of all not to expand their presence in the eastern part of ukraine and pulling out of crimea. >> there will be new visa restrictions on russians and economic sanctions, do we know what they look like? >> the visa restrictions are individual restrictions on people who in russia or ukranian officials have contributed to the russian occupation of crimea. the economic sanctions, that i am not sure about. there is something of a split with the european union because the u.s. is more aggressive about wanting to impose sanctions and because of the fact we tonight have much trade with russia and the europeans do. and they are some what more concern. the u.s. has been talking about

sending air force to other country,not the ukraine but other countries that are on the border with russia. the baltic nations for instance to make it harder and send a message to moscow if you try to advance on other countries it is not as easy as it was in crimea. >> chris, the fact that we are seeing the press conference with the president coming out. does that mean putin is upping the a nte and the situation is getting hotter. >> you can speculate whether they have an agreement with the russians or putin is about to do something and they want to head them off. the best thing to do is wait and watch when you don't know. >> that would be a great idea. except that leaves dead air time which we can't have on the air

time. what is the thinking in the last 24 hours out of the white house. it appears that putin is operate nothing a parallel unverse why they are not telling the truth about ukraine and crimea. what do you think their next ploy could be? >> it is interesting, i heard two analysis of this recently alisyn. this is just what dictators do, they lie. not that it is a parallel unverse. we are going in crimea and we are not there as an act of aggression but there to defend our country men. there is another set of analysis that is worth talking about. i heard people in the

situation down. the people in the white house believe it is calming down because of the work the president is doing with allies like prime freedom cameron. and aifrjelica merkle. they say putin isoisealated and feeling the heat and pressure. and they also feel the economy in russia has taken a hit. the ruble dropping and there is enormous pressure on vladimar putin to calm the situation down and the president will do that more now. >> thank you, ed. >> good afternoon, everybody. before jay takes your questions i will provide a brief update on the efforts on the ongoing crisis in ukraine. since the russian intervention we have conchemmed the violation of international law and support

the people and government ukraine. this morning i signed an excutive order that it authorize sanctions on individuals and entitties that violate ukraine or stealing the assets of the ukranian people. according to my guidance, the state department put in place the restrictions of travel on certain individuals and officials. these decisions continue our ifrts to impose a cost on russia and those responsible for the situation in crimea and give us the flexibility to adjust our response going forward based on russia's actions. we took these steps in close coordination with european alloys. i spoke to our closest friends and i am pleased our international unitty is on display at this moment. we have moved together to announce substantial assistance for the government in kiev, and in brussels, our allies took similar steps to impose

sanctions on russia we are moving together and united to oppose actions that violate international law and support the government and people of ukraine and that includes standing up for the principle of state sovereignty. the imposed referemum would violate the international law. any discussion about the future of ukraine must include the lejetinate government of the ukraine. in 2014 we are beyond the idea of borders being drawn over the heads of democrat leaders. while we take the steps. i will be clear there is a way to resolve the crisis that respects the interest of the russian federation and the ukranian people. let international monitors in all of ukraine including crimea to insure all rights of

ukranians are respected. including rush yaps. and have the participation of the international community. russia would maintain the basing rights in crimeaa provided it a boyds by the agreements and respects ukraine's sovereignty and territorial integrity and the world should support the people of ukraine as they move to elections in may. secretary kerry is in discussioning including russia and ukraine to pursue that path. but if this violation of international law continuous, the of the united states and international community will remain firm. we have reaffirmed our support of the alloys in europe and ukraine. this is a lot of talk in congress about the issues. i am calling on congress to

follow-up on these words with action. specifically to support the imf's capacity to lend resources to ukraine and provide american assistance for the ukranian government so they can weather the storm is stabilize the economy and make needed reforps and deliver for their people to provide a smoother pathway for the elections that are scheduled in may. today the world can so the united states is united with allies and partners in upholding international law and pursuing a just outcome to have global security and future that the ukranian people deserve. that's what we will continue to do in the days to come until we have seen the resolution of this crisis. and thank you very much. and jay and ben and others will be out here to take your questions. >> so no questions in the end and brief statement, three minutes and jay carney will continue the briefing with

reporters. the president calls it a russian intervention, insisting that any vote on the crimea on behalf. parliment is a violation of international law and any decision would have to enclude the approval of the international community and talked about substantial assistance supporting kiev and impose a cost on russia. the administration believes that the sanctions are working and they are hurting vladimar putin and russia and for more on what is happening on the ground is alsip. sheppard smith is live in ukraine. what is the situation at this hour, shep? >> reporter: alisyn, we reported earlier that the organization for security and cooperation in europe was barred from entering crimea earlier today. that organization though not familiar with in the united states, is very familiar over here and it was sewn -- seen as

a way out for russian president putin and they were barred from entering crimea. you heard the president and he mention the vote from the parliment in crimea that that vote set up a referendum on the 16th of the month and allow the people of crimea to decide if they want to be a part of russia or ukraine. that vote is said to be illegitinate and set to go forward. the interim prime minister of ukraine came to the microphone and gave strongest rhetoric and asking what is up with the rest of the world? how is it possible that a nuclear nation can invade a a sovereignty nation. the president is putting in

sanctions but not a lot of the cooperation with the european nations. whether they will sign off is yet to be told. >> how close are the people watching and listening to what president obama or secretary kerry are saying? >> reporter: they are watching what the west and europe and united states are saying. they know neighbors to the south in crimea now will no longer have access to ukranian television. every channel that you watch has the ukranian flag and said in ukranian, ukraine united. those channels were blocked in crimea and all they get is russia state television and that is classic putin control of the message. and the message from russia state television is different than kiev and different than the facts on the ground. this manipulating the message and minds of those receiving is what putin is doing in crimea.

fox news alert. we just heard from president obama. he had a press conference in which he came out and talked about the situation in ukraine. he said that the u.s. is mobilizing the international community, we are imposing sanctions on individuals in russia. and we are imposing visa restrictions on people as well. and we are also calling for international monitors all cross ukraine to monitor the situation. we'll bring in colonel ralph peters, you heard the president, ralph, what do you think of those suggestions? >> you know the cliche jaw- dropping. my mouth opened when i heard the president's excursion in fantasy. >> why, what is the problem? >> the notion of denying visa to russia bureaucrats will change putin's mind? he doesn't care if they can't

dock their yacht in miami. it is not happening and not going to happen. ally, show me one instance where putin has backed down. putin has no reverse gear? unless putin hits a wall he doesn't stop and no one is willing to erect the wall. >> what would make him reconsider and what does a wall look like? >> obama renouncing his precious arms reduction treaty and that would get putin's attention and kill the star treaty and offer a significant military preps to baltic and poland and u.s. anti- mussil cruisers in the baltic sea on a paerm nept basis. putin establishes facts on the ground. the vote begging to be allowed to join russia is a done deal.

that is a done deal. crimea now belongs to russia. as i said on fox before. the only remaining question how much more ukraine putin will take and when he will take it. but the weakness and the lack of unitty between the eu and the u.s., and the greed, the financial cowardice is absolutely stunning and putin is not going to stop and he will do worse. this administration lives in a dream world that negotiations solve everything. the administration, they indulge in the fantasy and think they can talk put ep out of crimea. that is insane. putin is not crazy or delusional. the president and this administration are delusional. >> it sounds like it would take a military build up of the kind you explained to get his attention and that's not what the u.s. is prepared to do.

political oppregz in ukraine. it is also on top of other steps that the united states is already taken which we have announced. at the same time president obama has issued an executive order to give the treasury department the legal framework to safrpgz those who threaten ukraine sovereignty and democracy. those who contribute to the misappropriation of ukraine state assets and just as importantly those who try to assert government authority over any part of ukraine without authorization from the lejet mate government in kiev. >> i want to emphasize and reason why only the legal framework was put in place and not the specific desig nations. >> even as we keep faith with

what we said we would do, we want to be able to have the dialogue that leads to the the deescalation. we want to be able to continue the intense discussions with both sides in order to try to normalize and end this crisis. and we will absolutely consider if we have to additional steps beyond what we have done and our preference and the president said this and i said this. empsideways the possibilities for the dialogue that can lead to the normalization and defusing of the crisis. yesterday in paris, we had lengthy discussions and we met also obviously with our ukranian counterpart, the foreign minister of ukraine and discussed with him ukranian

thoughts about what should form the centerpiece of our approach of the effort to negotiate. and with the ukranian view in mind and the input of all of our allies in the european community, we have made suggestions to foreign minister labrov that he is taking to president putin in sochi i believe. and we have agreed to stay in close touch in order to see if there is a way forward, try to get to the negotiating table with the parties necessary to be able to stabilize this. we have been in very close touch all day with our european counterparts. both those here in room and those by telephone and those in

brussels. and we agreed that over the course of the next hours and next days, there is an imperative to try to move quickly in order to prevent mistake or misinterpretations or measures that might precloud our opportunity to be able to find the political solution that we believe is the best way to proceed. the ukranian people, we are convinced beyond any doubt what so ever, want nothing more than the right to determine their own future. and they want to be able to live freely in a safe and prosperous country where they make the choices that people make in other countries around the world and they have the international community's full support and while we reserve the right to take steps beyond those things announced today, we want president putin and russia and

everyone to understand that our preference is to get back to a normality and get back to a place where the rights of the people of ukraine will be respected and the territorial and sovereignty of the nation are respected. the united states will continue to stand with the ukranian people and as will the allies and friends and elsewhere in the international community in order to stand up for the values that we all believe in our fellow, define our fellow democracies and thank you very much. >> secretary kerry in rome, saying russia has choices to make in order to deescalate the matters. there is now a vote on the calendar 10 days from now in the parliment in crimea whether to say with ukraine or stay with russia that vote should not and will not be respected by the ukranian constitution or

anymore changes to obama care. for all of 2014, and 2015. mereddies, do you believe them? >> no. they are running out of things to delay in fact. we saw yesterday 27 democrats voted with republicans in the house to delay the penalty. and so again, it is unbelievable. the problem is that with the changes they have made that the gallop institute came up with 35 changes and 18 that obama has done unlaterally, it is making these millions of americans whose policies are affected. they feel the anxiety and uncertainty and unpredictability of what the obama administration has done with obama care. >> you believe it is done and changes are all taken care, all 31 at a minimum. >> i believe what the administration said in the conference call and they included wiggle room.
