was because of my wonderful floor director, right here, erin. she is giving me a wrap right now. for real this time? five second. i'm on o'reilly tonight. watch. i'm gretchen. here's shep. >> there is breaking news now on fox news channel live from kiev tonight. we're hearing multiple reports of russian troops right now storming a base in crimea with one local media outlet reporting russian forces used a military vehicle to smash through the gates. further we have gotten a tweet from personnel inside that base, who says that the particular military vehicle crashed through the gate. there's some 100 ukrainian troops there guarding and it 20 russian forces have gone in the word is they're trying to take over a command center at a defense installation. if this is happening, it would be a dramatic escalation. no reports of any shots fired.
12:01 pm
our reports and producers are working more on this news. >> it's 3:00 on the east coast. noon on the west coast. 10'm here kiev, where we're monitoring the reports of the russian troops at the military base and several other significant deep. s tonight. a spokesman for the russias president vladimir putin says a new cold war has not started and he would like to believe it will not start. but the pentagon confirmed russia is launching large-scale war games with live ammunition, and u.s.a. warship, steaming toward the scene of this global standoff for what the pentagon calls a routine mission. and what about those reports that ukrainian's fugitive former leader had a heart attack in a hospital. legitimate or propaganda from putin? you'll hear from a former u.s. ambassador says this soundses pretty convenience for the kremlin. so let's get too it.
12:02 pm
>> but first tonight, more breakings news from crimea. the word has come from multiple sources now, including a ukrainian military personnel inside a base. this is in what amounts to the capitol of crimea, a place we visited two days ago. one of the personnel there has sent out multiple tweets. here's the story we have thus far. a russian military vehicle has crashed through the gate of a ukrainian military installation. it's a defense installation with 100 ukrainian personnel inside. the word is that some 20 russian troops are working to get inside a command post there that is heavily guarded and welsh fortified, it's my understanding. so far we have no reports of any shots fired, but this would be part of pattern as the russians have taken over military installations all over crimea, at one point they occupied the airport but it is certain now
12:03 pm
that russia does control crimea for at least the foreseeable future. jennifer griffin at the passenger, amy kellogg in kiev, and our foreign desk. this comes as the russian president vladimir putin is taunting the united states and the rest of the west. his spokesman says the very idea of the west having talks to solve the global crisis, quote, makes us smile. a sarcastic purpose in the gut hours after president obama called vladimir putin and urged him to open talks with the ukrainian government. the back and forth comes as the russian iron grip on the criminal ya gets stronger, and judging from the scene in moscow's red square, russia's president, vladimir putin, has no intention of ever letting good. tens of thousands of people packed red square today, waving russian flags along the way, and chaned, crimea is russia."
12:04 pm
crimea's russian backed leader called the air ukraine government nazi bandits. a standing owe -- the crimean people will vote on a measure on march 16th. so in eight days, essentially a formality to make official what lawmakers already declared. president obama and other western leaders across the eu say that vote would be completely illegal, and a violation of ukrainian's constitution, not to mention international law. russia's parliament is working to change its own law so it can take over crima, because the russian constitution bans this type of power grab. it's important to note here that president putin said on tuesday he does not expect crimea to become part of russia. he said there was no way russia would try to make that happen. of course, we now know that's
12:05 pm
nonsense pentagon sisterses tell us there is some 20,000 russian troops on the ground. other reports indicate 30,000 on the ground in crimea. no matter what president putin claims his army is in complete control there. here in ukrainian's capital there is little people can do to fight back and keep their country intact. today we saw antirussian protesters. they waved signs portraying put a as masked thug. one poster showed a map of kiev putin face. here drops are dragging a crying protester away. one of them grabbing a fistful of her hair. so lots of developments on that front. sourceses at the pentagon are watching russia's moves very closely and the u.s. military is not ramping up its presence in
12:06 pm
the region but they don't underestimate that putin could take things further. the phone call last night between president obama and putin didn't solve anything. a spokesman says putin is trying to solve the crisis but putin is misunderstood. he slammed our president obama's move to punish russia economically, something russia says would spark retaliation. duke mckelway is live at the white house for us this afternoon. >> that's right, shep. mr. obama continues to believe and he expressed it to mr. putin in an hour-long phone call last night, this standoff can be resolved diplomatically with the interests of all parties taken care of. ukraine, the united states, the international community, and russia. he proposes that the government of ukraine and russia hold direct talks facilitated by the international community. that international monitors would ensure the rights of all ukraines are protected, including those of ethnic russians, and the russian forces
12:07 pm
would return to their base. and that secretary kerry would continue discussions with the foreign minister lavrov. in regard to any sanctions, mr. lavrov delivered probable through characterized as a devastating blow to the united states' hope when he says that u.s. sanctions against moscow would hit the out like a boomer -- boomerang. house spiker boehner has a plan that would dull leverage that putin has. he said, and i'm quoting, the ability to turn the tables and put the russian leader in check is right beneath our feet in the form of vast supplies of natural energy. he is advocating exporting natural gas to western super the ukraine. we heard in congressional testimony that the administration is considering just that. >> there's active discussions at high levels regarding that.
12:08 pm
>> there certainly is. >> thank you. >> but on air force one today deputy press secretary says it has been a mild winter in europe this winter in europe and there is plentiful gas. and that coupled with the leak of delivery system to get the natural gas to europe and the fact that winter is almost over, now suggests this plan may not be fruitful, at least in the short term. shep, back to you. >> doug mckelway, thank you. to reiterate, any u.s. sanctions against moscow would hit the united states like a boomerang. the threat from the foreign minister of russia. the russians say lavrov also warned the united states against take anything what he called reckless steps that could hurt realizations between the two countries, as if relations are in good.
12:09 pm
let's bring in chris wallace. the rhetoric is turned up. >> absolutely, and if those reports, those unconfirmed reports at the top of the hour are true so is the action. that would be a huge escalation if it turns out -- i repeat if -- the russian forces actually broke into a ukrainian base. it was an odd situation because the russians are in complete control of the peninsula but there were ukrainian bases with ukraineian troops only then, ukrainian warships in the harbor with ukrainian soars and at one point the russians were offering them apartments if they defected. but if they now used force to break into one of those ukrainian bases, that's a huge escalation. >> it certainly would be an escalation. chris gets word that putin and obama spoke on the phone last night for an hour. any idea what came out of that? >> well, clearly not very much. you hear that the president and the white house is talking about the fact the president has this
12:10 pm
plan that was just laid out by doug mckelway that would include russian troops returning to their bases and the troops who invaded the country going home, and all kinds of international monitors, and sounds like a wonderful solution, but there's absolutely no indication that vladimir putin or the kremlin has the slightest bit of interest in it. at this point they have control of crimea and want to maintain control of crimea. again, if these reports are true they want to extend their control of crimea, and they don't seem to be looking for the offramp the united states and the european union are so anxious to provide the kremlin. >> chris, i was talking to jen socky on this programmess yesterday and she said the european union and british are working with us and believe this has to be stopped but i don't see any signs of that. everything i hear out of germany is that angela merkel has no intention of getting involved with any sort of sanctions, and in great britain we know that
12:11 pm
the recommend was -- because we saw it on a piece of paper that accidently came on television -- they don't want economic sanctions. how does the united states go it alone? >> in fact there has been something of a change in europe, particularly yesterday, when the crimean parliament voting to secede from ukraine and become part of russia. that really lit a match under the europeans, and both cameron in britain and merkel in germany, said if that were to go forward, they would impose sanctions but they're talking about very mild sanctions. visas on individuals in the russian leadership or the ukrainian government who they feel have been involved in this invasion, this takeover of crimea, economic sanctions, freezing their bank assets, but not a dramatic move against russian in terms of really cutting off trade. we should point out in historic terms -- we have had the case of a hungary or -- but if they

took over crimea, and leave ukraine and become part of russia. that this first time russia has taken territory since world war ii, since the end of world war ii and the cold war when all of eastern europe fell under russia. so this would be a huge and historic change and that's one of the reasons why even the british and germans who have been slow, they're alarmed now, too. >> could be a domino because there oar areas of eastern ukraine that have the same sentiment as many of those in crima. thank you a, chris. we'll watch you this weekend. the program, talk about the crisis here in ukrainian with robert gates. chris will also sit down with the kentucky senator rand paul. one of the potential 2016 presidential contenders who has spoken at the cpac meeting this

there's a newspaper in russia known as mk that is reporting the former president of ukraine, viktor yanukovych had a heart attack and is now in grave condition at a hospital in moscow. the only source of that report is the newspaper, mk in russia. we have no idea what information is real and what is not real coming out of that country. a few days ago there 'twas a report he died in the hospital. he left his country after days of deadly protests here in kiev, independence square. those demonstrators, angry with the ukrainian government and demanding yanukovych step down. he reappeared in southern russia
12:51 pm
then there was a report he died of a heart attack in moscow. president putin denied it then. now according to the russian newspaper yanukovych did have a heart attack. amy, what more do we know about this? >> well, we do know that mk is moscow's newspaper and they reported once before that viktor yanukovych is dead. they're citing in this report unnamed sources and we just went on to facebook and found a page that purports to be that of viktor yanukovych's son, and has 15,000 followers and his picture, and someone put the question directly to the son, and he answered for hours ago, everything is fine with my dad. ukraine press is not reporting the story. the man is wanted for mass murder and under an incredible amount of stress. but putin when asked about the

rumors, in his typical dark sense of humor says, he's fine, i saw him a few days ago. he'll still have time to catch a cold at the funeral of those who have been spreading the rumors of his death. >> any update on president putin's reported nobel peace no? >> that is hitting the news for a couple of reasons. because of what is happening in the crimea and this is the month when the committee will look at the record 278 names put forth. putin is one of those. he was apparently putting for -- leaked by the russian advocacy group who put him forward for the nomination, and this happened after the people cal weapons deal on syria came about. and their logic, this group, which i have to check the name, called the international academy of spiritual unity and cooperation of people, said that if president obama got the nobel peace prize? 2009 and was advocating an
12:53 pm
attack on syria, then putin, who tried to stave off the attack with the chemical weapons, could certainly qualify for a peace prize. given that putin is up against malala and pop francis -- pope francis, not standing much of a chance. >> kind of preposterous. >> mr. ambassador, this idea that yanukovych would have died in a hospital over there you give it a one word, convenient, and that sounded right to me. >> mr. yanukovych is a liability to mr. putin. remember, one week ago when he was talking in southern russia he said that foreigners should stay out no foreign troops in ukraine and no secession. when mr. putin was stunned by the reaction of the international community to his
12:54 pm
aggression, he said yanukovych asked him to send troops, directly in contradiction to what yanukovych said. so if yanukovych suddenly disappeared because of a quote-unquote heart attack mr. putin would have less to explain. >> that wouldn't be outside of pattern that we have witnessed over the years, it would, mr. ambassador? >> i'm afraid not. with the -- in london, people are inconvenient to mr. putin turn up in jail or turn up dead. >> until hear from him again, what are your thoughts on how in the world putin is going to shut him up? i guess the fact is we haven't seen him since then, and i wouldn't expect to again. would you? >> i think he is fully under the control of russian security, so they can do with him whatever they would like. they my may treat him out again to say he endorses russian troops taking crimea, but he is
12:55 pm
on record opposing that and is of no further utility to the kremlin as a potential ally in ukraine where he is discredited, being charged with the vie violence taking place and living the luxurious lifestyle, so he is an embarrassment to the kremlin. >> former ambassador -- excuse me for the interruption. we'll wrap up the latest toes right here after this. why are house republicans "cooling," atlantic puts jobs on ice... forces us to lose out on revenue for roads and schools. and sends a message to millions of dreamers, who study hard and want to serve our country, they might as well dream on. no, nothing won't do. call house republicans today. tell them we've waited long enough:

know -- they did go into the base and had a standoff with the ukrainian military inside. it appears they were able to talk it out without a shot being fired. and these two russian vehicles, they call them volga trucks, two trucks have left that base. the standoff is over. the security of the base has been restored, and as i said, no shots fired. so, in crimea, the russians are in control, but that situation is over. >> and on this day in 1945, united states forces in germany found a passible bridge and crossed the rhine river, grabbing a foothold in the german heartland around the closing months of world war ii. the germans planned to destroy all the bridges over the rivers and missed one. and the days and weeks ahead the
