we didn't hear it. that's why they're at 22% in the gallup poll. >> let me disagree. last week we agreed on one thing. i'm critical of the republican party in general. the one thing i did hear was solutions, answers. i heard them talk about energy, the penny plan, balancing the budget. >> the words i used were inclusive, optimistic, there's not a narrative for the country, the republicans need it. >> i come up with five things i want the penny plan, want to balance the budget, i think the answer to our problems is energy. we have more energy resources than the world combined. we're not using them. i want to control the borders and change america access educational system. would that unite the tea party? >> i think it would. there's an almost complete lack

of leadership on the part of the gop in congress. i'd love to see that same level of commitment and passion. >> and bring us together. you work in hispanic outreach. the republican party, does it have to be amnesty or is that a myth? >> it's both a myth and a reality. first of all, we have long ways to go. only 12% of all republicans today are made up of minorities and minorities are almost 40% of the population in this country. but that doesn't happen just with an immigration agenda. you got to be relevant. you have to do the outreach. you have to have candidates that are speaking to the issues that are important to the communities and go into the communities and have the conversations with them. >> rand paul is doing that. is he making progress? >> it is making progress, but it needs to be a concerted effort of the entire party at large. president obama outspend romney 11 times in spanish media

advertising. so when you're saying the right thing, just having the effort to do the outreach goes a long way to open the doors. >> i was watching ted cruz give a very passionate speech about why he stood up on obama care. you've been following that, key issue for you. republicans, have they fought hard enough on this? why have they not up to point come up to one plan they all support? >> i think there are plans they do support. >> not one plan. >> but they agree on principles and the principles to reform the health care system, they agree. whether it's a tax cut or deduction, doesn't matter, the fact that their ideas are a 180 from obama care, that's what's important. >> shouldn't they be explaining to america what a health care savings account is, that they can buy in competition, across state lines, take it job to job and we'll take care of preexisting conditions. >> most conservative plans take care of that.

all of them take care of preexisting conditions. >> unite behind one plan so they can say, this is what we will do, elect us. that's why i want five items. i want a mini contract with america. you agree with me as a democrat? >> absolutely. the republican party needs core principles, core ideas and a unifying message. without it, they're doing themselves a disservice. >> on health care, what the house republicans should do, pass small things, the ability to buy across state lines, universal health savings accounts. once they have a number of ideas passed, they can say this is the gop plan. if you have a republican senate, then they'll pass. >> let's go to the left, the communists. [ laughter ] >> you do think i'm a communist.

>> you did vote for obama the second time. >> thank you. i'm giving the credit to you. >> do you agree obama has failed? 38% approval rating this week in a fox news poll. i can put up numbers that will scare everybody. i bring them up as often as i can. >> you don't need to go into that. he's failed in many ways. i will agree with you when you find your numbers i'll agree with them, even if they come from wherever. >> americans on food stamps, fren french million. americans not in the labor force -- >> the deficit, bring up the deficit. >> we got that too. 7 trillion in new debt, headed to 25 trillion by the end of his term. then we have him with putin. juxtapose this picture with putin. >> here's the thing, what the republicans are lacking, this is where i agree with you, they're lacking major, not small ideas, doing a little bit here and there, but major themes, major

reform. you have isolationist republicans and then you have the interventionists. the ones who want us to intervene in russia and the ones who want us to stay out of israel. so which republican are we going to get? >> but if obama fails, isn't socialist policies, redistribution of wealth, reckless spending, the belief government can fix health care -- >> it's not just his fault. >> it's not? >> congress is at an all-time low. republicans and democrats, our elected leader says -- >> but he got everything he wanted. >> what about 2016, who are you going to -- >> the weakness, he's not viewed as a leader by this country. democrats and republicans are not happy with him. the world leaders don't respect him. he's getting trampled in everything that putin looks in his eyes and sees a weak man. i think the country sees a weak man. >> what do you expect obama to do? what is your position? >> easy.

welcome back to our studio aud yeps edition of "hannity." the stand-off -- joining me now, fox news contributor colonel alan west. how are you, sir? >> doing well. greetings from cpac. >> i hear you're getting great reaction.

must make you feel good. >> it does. it's an honor. >> what about where we are with putin, crimea, ukraine, the president's reaction, and also europe? they seem so dependent on the energy from the ukraine they're incapable of standing up to putin either. what would you advise the president to do at this point? >> well, you're absolutely right. i think one of the things we have to understand, putin said one of his greatest disappointments of 20th century was the collapse of the soviet union, you have to understand he's not done with the crimea peninsula. he's going to look to other places. the most important thing we do to send a message, have to go back and look at that 2009 missile defense shield we canceled and look at implementing that. look at extending nato security agreements and arrangements with the baltic nations and others that could be threatened. we need to look at how to put in

some military, small-scale exercises, such as maybe with poland and other countries, because i think that's the type of message you have to send to a dictator and an international bully who has invaded a sovereign nation. >> how about two things, we go back and put missile defense in poland and the czech republic. and number two, we approve the keystone pipeline and the president opens up the vast energy resources in this country. would that not put pressure on putin in terms of driving down the price of energy, which he depends on for his economy? >> you're absolutely right. you have to always understand what's the center of gravity or a weakness of your adversary. definitely the natural gas that putin has and the dependency that europe has and the ukraine. we're producing, consuming and exporting the oil and natural gas resources here. we should open up more federal lands to the exploration thereof. improve the keystone pipeline so we can get more resources to

europe and the ukraine so that even if putin threatens to cut them off, it's not suchm. >> thank you very much for being with us. >> danine, i got in trouble this week, i explained it last night. i said for the first time in my adult life, i rifed off michelle obama's comments, i'm humiliated for this country. partly because of the statistics on poverty and food stamps. and also the president with syria, iran and obviously with russ russia. >> right, i totally agree with you. i think he's an utter embarrassment. he can't lead the united states of america. he's ignoring really what is important in terms of job creation, lower taxes, lowering regulations and everything he's pushing for, sean, is harming hard-working americans. even obama care, all of the stats don't lie. anyone on that side in terms of trying to defend president

obama, the stats don't lie. but what he's doing is harming hard-working americans. >> erica, you're a democratic strategist. you see what i see? i don't think we need 50 million americans in poverty on food stamps. i don't think we need to be embarrassed. we're stupid to have this energy and not tap into it. you're a democrat. this is your party. are you angry? >> yes, i'm angry ats the party, i'm angry at the wealth inequality in this country. >> what does that mean? >> it's something that democrats haven't done a great job talking about. we're talking about how it's really an opportunity gap that we're now having. >> an opportunity gap? there's no opportunity in america? >> you say we're against poverty. why? because poverty breeds inopportunity. >> is the government hurting opportunity by not allowing drilling on public lands, by not allowing fracking, by not allowing coal exploration?

>> democrats can support bipartisan policies to grow the economy and create energy independent -- >> who is going to help us? >> i get tired of this narrative. the democrats like to run with it. i almost fell off the chair when you said the democrats don't do a good job talking aboutine equality. most americans, even democrats are tired of this narrative. >> that's the problem, you think we're punishing people that are wealthy. that's what i mean. that's not the point at all. the point is being able to help people lift up universal pre-k, de blasio, that's one of the things he -- >> when you say lift up, you want to pay for it?

it's nonsense. >> if you live in new york and you're one of those rich people, 60 cents of every dollar goes to the government. is that fair? >> i think it depends on what the goal is. actually i do think it's fair. >> 60 cents of every dollar you make goes to government. >> what de blasio is talking about is a latte a day. >> only a liberal knows what a latte is. [ laughter ] >> come on, who amongst us is going to pretend like we don't like good coffee? >> in all seriousness, 60 cents of a dollar a person makes in new york goes to state and local government. are you saying that's fair? >> we can debate tax rates, but there's a fundamental point that the government, state, local, federal, there's a role they have to play and we have to pay for it. we like roads, schools -- >> is it fair? 60 cents of every dollar! >> it's never -- it's never

enough for these guys. if it's 60, they want 70. if it's 70, they want 80. that's the bottom line. >> and by the way, that money spent in new york is misspent. new york spends more per pupil on public education than any other state in the nation. >> with the lieutenant governor? >> yes, ranked 39th in graduation rates. there are schools in rochester and buffalo where fewer than 1 out of 4 actually graduates and yet the democratic politicians take their money from the unions, they let the unions carry their water, they let the unions run their phone banks, they are totally indebted to the unions -- >> last word, chris. go ahead. >> we talked about cpac and conservative good afternoonance. the success is at the state level. we look at the opposite and it's failure. we're spending money on liberal causes and the money it not going where it's supposed to go.

>> new york lost the largest population loss of any state in the less census. 3.5 million people. the state of new jersey lost $70 billion in wealth in a four-year period of time. where are they going? low-tax states. florida, texas -- with whoa whoa, what does that say? >> i'm looking at economic opportunity like in texas where you do see -- >> why isn't it in new york? because of taxation and regulation. >> it's not just that. >> i want to pick on you more. >> i'll be honest, there's a lot of other issues. >> we'll let basil bail you out when we get back. >> there's opportunity in north dakota -- >> the biggest fracking opportunity in the country is in new york state, this state! >>. we continue our conversation on saving america. one of the area where republicans have a better platform than democrats in my mind is on the issue of education. for example, bill de blasio, recent move to cut more than $200 million for funding for charter schools in new york city and blocked three of the schools from actually having rent-free space. thousands of charter schoolteacher rs, parents, and teachers marched in albany, protesting the decision on tuesday and they're not giving up the fight. take a look at one parent's plea. >> if i had bill de blasio right here in front of me, i would plead to him and tell him, sit in one of our classrooms. live a day of one of our parents. live a day in a teacher's shoes. all i want is the best education for my children. and you're taking this away from us without being rational. you're not thinking about the people that you're hurting. he wants the best for his kids, right? so do we.

and as a community, i think that we are going to stick together and ride this out. until the end, until the wheels fall off. >> how can we save the issue of education in the country and this is impacting minorities more than anybody else. what about the democrats that claim they stick up for the little guy, stick up for minorities in america? basil, let me start with you. democrat, right? >> i am. >> you are. okay. here you have successful schools, kids love it, parents love it, the grades are better than the public schools, and here you have a mayor that claims to have the best interest of minorities -- black, hispanic children, and he's ripping this away from them, and i would argue, so he can appease a big base of the democratic party, which is the teachers union. tell me why democrats would do that to children and minority families in this country. >> this is a tough issue for me because i actually -- >> agree with me? >> i agree with you.

[ laughter ] >> i'm a democrat. i grew up in the bronx. my mother is a public schoolteacher 28 years and a union member, but she worked extra jobs to send me to the catholic schools in the area because they were safer -- >> he was the one that was in trouble, father. >> that's right. it was safer and she knew i was going to get a better education there. i really don't understand where the democrats, the leaders of the party are on this issue. they demonize the parents -- >> whoa whoa. what doug is about to say here is really important. they're in the pocket of the unions. >> the pocket of the unions because charter schools work. if we're going to be inclusive as a nation, we have to use solutions like charters, vouchers, giving poor kids every opportunity like your mother gave you, we as a society -- >> she shouldn't have to do that. >> that's correct. >> and your mom's a teacher and union member. amazing. >> battling the teachers unions

in the states that i do, it's a fundamental morality issue, not left and right. let me give you one statistic. 12% reading proficiency. we build jail cells based on reading proficiency. 88% of headed to jail based on that. >> tell him. >> school choice would empower parents to make the best decision so mothers don't have to work three and four jobs. they don't have to weep when they lose a lottery to get into the charter schools. it's not left or right. it's a moral issue. >> the democratic governor of new york, by the way, who doesn't want me here -- side note -- interestingly, he stood up for the charter schools this week, and he was right. now, he said he'll find a way to

keep them open. listen to what basil said about his own mother, teacher in the union. >> i'll argue that they should stay here. but it's easy to be successful on education when you cherry pick the students that you want. if you have a small pool of the best students, very easy to be successful. >> whoa whoa. these are minority kids. >> i live in harlem, around a lot of people who like charter schools. we have to do better with schools, with children, for everybody. >> these kids are going to be -- wait a minute. go ahead, basil. >> they don't cherry pick. they choose by lottery. so it's the same -- >> it takes into account performance -- >> no, it does not. no! it is not unfair. >> this is a lottery that is open to any parent in the neighborhood. and the alternative -- but the alternative -- >> do you love when democrats are fighting? this is good. >> the alternative is that these locations where the charter kids schools are pushing out and

taking services away from the public schools -- >> no, no, no. >> stop for a second. whoa whoa. they're telling you this is a lottery and it's fair for everybody. and here's the interesting part. aren't all these kids, aren't they begging? they want to go there. >> they have waiting lists to get in these schools. bill de blasio should be ashamed of himself. i think he's turned himself into the george wallace of the 20th century. he's standing in the door of the school, he's standing in the way of these little kids and denying them their chance to get ahead in society. >> can't ignore got in charter schools. >> certainly not. >> a lot of parents will sacrifice to send their kids to catholic schools, but they don't get any advantage. still pay for the public schools with their taxes, but they don't -- there's no opportunity. if you want to send your kid to

a better school, you got to pay the freight. >> catholic schools and others are closing down because most people can't afford paying for their kids to go to public schools even if they're not going to public schools and then sending them to the private schools. you know what, we mentioned before about being a statesman, about having strong principles, but also knowing -- having the wisdom to compromise and figure it out. this issue of school, this issue of school choice is the most obvious example. if you can't be a politician that says, these people are being successful, oh, no, but i can't do that because i'm not going to get the votes from the unions, that is immoral. that's wrong. >> you're the democrat, we have two other democrats that disagree. where do you stand? >> if you'd asked me five years ago, i would have been more against charter schools. today we've seen success. the democratic party's platform includes charter schools as

one -- >> doug right? is this about sucking up to the unions? >> i don't think it is. it's about democrats who believe there should be a strong public school system and they're afraid by having charter schools that we're not putting all the resources into public schools -- >> president obama ended funding for the school voucher program in washington, d.c., harming disadvantaged children. i'm a former board member with the opportunity charter school of harlem, new york, i know these kids want this opportunity and this chance. they appreciate it. it's a safe environment and it's working. and so you throw more money at public schools that are failing these kids, it's not solving the problem. >> we got to break. if you give kids an education, we save the whole country. coming up next, a story we broke this week. professors at rutgers trying to stop condoleezza rice from giving the commencement this year. when we return, i'll ask this

of problems out there that are, as you detailed very, very well in your shows, that things are getting worse, not better. maybe a little change from someone who really believes in the founding principles of our country is what we need. >> yeah. so who then would be your competition? i think rand is in. you might see a governor or two. rick perry might get back into it. ted cruz could get in. marco may get in. maybe bobby jindal. who do you think? >> i think there's more. you got john kasich in ohio. there may be other governors. rick scott in florida. there's a lot of folks out there that will look around and look at this. mike pence in indiana. there's another. there's a lot of good people out there and that's great. what we found in the last race, and we found in every race is
