person impeachments those are punishments. i want the president to do their job and they allow us to go to court and do a judicial entity the judicial branch to order to do what the constitution requires him to do. >> whether what you are saying when the president goes beyond changing a law this bill would allow congress to go to a judge and have a judge stop that. if that were the law today what specifically could ydo you see f or congress going to a judge to prevent the president from implementing or force him to enforce? >> well, individual members don't have standing but hopefully the body itself does. look at the affordable care act. look at the abstentions and delays. >> obamacare. >> look at the immigration law. if you have immigration reform what guarantee do you have this
