therefore, it's once again left to the u.s.a. to attempt to right the wrong. putin clearly violating international law. there is no legal justification for this action. so, what will president obama do? the answer is unclear. anti-obama forces are pounding the president. >> we have created an image around the world not just to the russians of weakness and indecisive, syrian situation is a classic. we have got all ready to do something. a lot of the allies sign on at the last minnow bama backed off. >> do you think you don't you think that the president is trying to do and take all the diplomatic steps that he can take now? >> i think he is but i also think he hasn't done any credibility with our allies. >> to be fair, president obama should be given some time to formulate an effective plan against putin. it's not easy. and again our allies are cowardly. as i suggested last week. the way to hurt russia is to diminish its currency, the ruble. president obama has the power to do that by imposing

banking sanctions ordering u.s. financial institutions not to accept the russian currency. think about it. who is going to want to hold rubles if the u.s.a. won't accept them? there are other options, but that's the quickest and most devastating. there is no question we are living in a himp dangerous world where president obama is being tested by bad people. syria. now the world is paying a price for that just as we predicted here. vladimir putin well knows the western hours are weak and he has little to fear from them. however, the russian economy is also weak and that is where president obama should focus his efforts. one more thing if the president sits it out and does nothing he will go down in history as a weak leader. no doubt about it that's the memo. now for the top story tonight. reaction, joining us from texas, austin, fox news analyst karl rove, so, you remember, i know you are getting older but i know you

remember that you used to advise president bush the younger, you were one of his main advisors. and you dealt with this international chaos all the time. if you were advising barack obama right now, specifically what would you tell him to do? >> well, first of all, let's give him credit. he has taken three concrete steps that i think are important. economic aid to the ukrainian government. he sent u.s. navy vessels into the black sea and he has allowed air defense exercises with the baltic faces to go forward. all three of these send a signal that the united states is active when the strategy that show control concrete prices. missile defensive anything elses withdrew no praise to how many to to putin. check republic in poland. we ought to reenergize nato expansion. beginning they are already in place of sort of pathways to agreements with monday --

monte negro and -- we ought to reconfirm the 2008 agreement saying that there would be membership available to the ukraine. also ought to encourage our european allies to have a similar agreements with countries again pointing towards the united states and our allies in europe are going to be moving towards integration of ukraine into the west, we ought to reconstitute the g-8 without russia. it has an economy that is almost half the size of india. and we ought to re -- >> you can't do that with germany and france's approve will. he this are not going to do anything. have the president of the united states say we are going to do this and i'm going to lead it. i'm the guy our country led in the creation of the g-8 we need to reconstitute it have you hit on a very important thing. need to not just simply say we are not going to g.ing to september the ruble.

something nice? and he decided he was going to try to find the positive things to say to try to have a constructive relationship. and we did have a constructive relationship because putin knew bush was tough and would become an adam. where they really tested us was in 2008. bush is going out of office. beaten up by everybody including other republicans let alone the democrats they moved in to georgia with the goal of removing the regime. they wanted the leader out. they wanted a democratic government of georgia gone. and instead what happened is the united states moved quickly. we moved vessels to the black sea. we took the georgian troops. combat troops fighting with us in afghanistan. best of the best in the georgian army and conveyed them back to georgia. first of all you now face combat ready units. battle tested in afghanistan. second of all, the united states is unafraid of providing logistical support to those military units. and then we did a lot of

outfit and here some progress being made. as the irs is going to handover emails from ms. lerner and others to that committee. joining us from houston, a member of ways and means congressman kevin brady. okay. so, it took almost a year but you got the irs do tell you, are they handing over all? are they giving you everything? >> they are so far on ms. lerner and we think this is significant. what we learned from the earlier documents is that the irs was not only targeting conservative groups, applying for tax exempt status, but they are monitoring, surveying existing conservative groups based on their political beliefs. we think this troves of emails will help us pinpoint at what level the wrongdoing occurred and the deception. this is a pretty significant change. >> maybe they are going to cherry pick and not give you the ones that are the smoking gun emails. are you confident you are going to get them all? >> well, we think this is

helpful. but we are going to keep digging. the truth of the matter is we want to get to the bottom of the truth. we want to hold them accountable for those who did wrongdoing and then most importantly. >> okay. but you are not sure. >> happen again. >> you are not sure what you are going to get. you are going to have to be forensic detectives and piece this together. >> yes, sir. >> why are two two committees. oversight committee issa grilled lerner last week and she took the fifth. ways and means, you guys are getting the memos. why are there two? why don't you just combine? isn't that more efficient? >> well, actually we each bring to the investigation a separate strength. it's a joint investigation. ways and means has the expertise within the tax code, within the applications. in fact, our chairman is the only one who can view the tax exempt applications in which he has examined about 3,000 of them. and we have examined about 450,000 pages of documents. so, really it's been an inside, outside approach. i think. >> you guys are already

camp. congressman camp is the chair. you are already convinced that the irs did what they are accused of doing. abecauseing their power and surveying conservative groups. which is outrageous if you can prove it. then not a smidgen of evidence the irs abused the power what do you think. >> the truth doesn't back up his words. if the irs has clean hands then show them. right now they have barely trickled out the date that that -- data and the information we need. they in my view have tried to dismiss and cover up the investigation. we are the only committee in my belief that's going to get ultimately to the truth. but it's tough-going. >> okay. but if you are going to get to the truth, you have to get lerner to testify. and twice the oversight -- house oversight committee has failed to do that. now, are you going to call her? do you a different tact? are you going to give her immunity? something like that? >> the approach that we are using right now is to dig

through the evidence. the emails, documents, we have interviewed persons of interest more than 50 times which is where we quickly discredited much of the white house's earlier claims. so we are going to continue to work through the documents and the evidence with when the time is right, when we think we have a much clearer picture and a pinpoint of the wrongdoing, then we will deal with ms. lerner. >> okay. but if the irs does not hand over everything, if they stonewall the smoking gun memos, destroy them hide them, whatever, and give you innocuous stuff which you seem toind indicate could be the case. i don't know if we're ever going to find this out, what happened. >> we are just knot going to stop until we get the truth. earlier on, that's exactly what the irs did. we didn't accept it we have continued to press, you know, the movement last week. i think is acknowledgment from treasury that we are going to continue. >> tell me this: do you have an inside guy telling you what really happened
