wife called me and like 9:30 and the building next door to us explodes. >> in our hallway, the lobby and the ceiling came down. it was a loud explosion like a bomb. >> give the idea of the blast before and after pictures. screen left and right. the explosion shut down the major train line. and that is live in northern manhattan. where does it stand now,>> reporter: good afternoon to you. let me set the scene for you. it is an active scene. it is a five alarm blaze and firefighters are still arriving on the scone and the fire is still not contained and there is a danger the mayor said the gas coming in the buildings underneath.

here's what he had to say about the deadly combination of gas and fire. >> con ed is in the process of shutting down all gas mains going in to the building. that is a detailed and complicated process that requires digging up the ground and manual labor to turn off the different supplies of gas to the building. >> reporter: moenl, bill, as firefighters pull in two buildings collapsed and two people are confirmed dead. 18 or more injured and some of them very seriously and they expect that number to rise. they can't search the rubble until they get the fire under control. residential apartments were in the building. and there was a church and store front on the main flow and nearby preschool where they are coping children inside at this hour. smoke and debrie covering metro

younger and healthier people will pay premiums and not use health care to subsiddize the older people who do need the health care. >> we'll go down to florida. as you know, the republican candidate eked out a win over the democratic candidate who got 46.7 percent. and of course, this is going to be a eracy for the health of political parties. with that in mind, and the win by the republican candidate, what does this is a in terms of what the republicans attack or lay back from obama care? >> it will encourage the republicans to talk about obama care. you can't tell from one special election or one congressional district. but alex singh, the democrat supported obama care but wanted to fix obama care. when she was asked what she would do to fix the obama care,

she only had two ideas. help the government purchase prescription drugs for medicare and repole the medical equipment tax. that doesn't attack the bigger problems of higher premiums and narrow choices of doctors and prescription drugs. democrats have to address the issue if they are going to argue that they are going to fix obama care. >> we'll see how the white house is addressing the issue. we'll take it live with jay carney. thank you for your perspective, bill? >> and meanwhile, with a stroke of a pen, president obama is set to sign an excutive order to force american businesses to give moreover time pay to millions of american workers. meiss france isz, what is the change and all of this about?

>> you may have wondered why you get paid over time for some jobs and not others. the federal law is if you earn less than $455 a week, you everyone over time. the president wants to double it and this would mean 5 million more people are eligible for paid hoefr time. >> is this good? >> those on the left people tend to spend every dollar they get. it is a boost for the economy and the money would recirc out. the problem is it doesn't grow on a money tree. you have to ask where is that coming from? small business owners have less workers or raise my prices. it will hurt someone else. it has to come from somewhere. >> sounds like the argument about the minimum wage.

the congressional budget office got out there if you raise minimum wage, the way the president has you will lift people out of poverty but 500,000 people will lose their job. you are taking from one and giving to another. i talked to a small business owner of mcdonald over the woke weekend, he is a small business owner. he wants folks to get better and become managers and earn 90,000 a year. but if he has to pay more to the lowest rung. he can't raise prices. he has a small margin. he will hire newer people or not open the next mcdonald. >> i know you will have more on fox business. and we'll find out if there is another option or model to this. >> there is another option.

the strongest candidate and yet he came from behind to boat alex singh who was well established. and she had greater. name recognition and won the direct four years earlier. and david jolly predicting big things for republicans come the fall mid- term election. >> we know what happened here portrends what happened in november. republicans will hold the house and we begin to look at taking the september for >> reporter: the democrat run on a message of mend it and don't end it. some republicans are openly worrying that anti- obama care will not be enough for them come november. and who knows what will happen with obama care enrollment and they need to mod foy the message to go beyond just repeal.

david jolly, the candidate elect from the 13th congressional direct agrees with that and saying the republican party needs to be more than just no. >> we owe solutions to the american people and we have had an opportunity to talk about that. you shouldn't take from this race to run on only repeal obama care. >> reporter: a lot of people are saying the win from a guy from behind, gives republicans a clear glide path to the november election and maybe even win the senate. the national republican congressional committee is enthusiastic and look at historical perspective. winning a special election in a midterm year doesn't guarantee the table on election day. >> does the win in florida mean trouble for democrats.

boston police seeking the public's help after this. take a look. a brutal boat down on the train caught on camera. police say six people took part in the attack on a man and two women. the male victim taken to a near by hospital for treatment. both female victims treated at the scene. the vicious attack began after an argument between the male victim and the group. too bad.

washington d.c. is acting today. if that extends beyond the west coast of florida, what is the midterm strategy and the message for republicans come november? >> the message has to be broader, bill. it is not just obama care, it is it all of the issues that are combined under the presidency to kistern's point and president obama and his failed issues and failed policies whether we agree on what failed or not. that's how they so. it the democrats will do what they did in the district. trying to participate the opponent as someone to run away. bringing up the social issues and it is overregalways and government intrusion and americans want to be free to make choice about their lives even for the democrats who turn on the progressive administration and look at it as a way that is frankly is
