a gas explosion in harlem, new york. crews spending the night frantically digging through rubble in hopes of finding survivors. right now two people are unaccounted for. more than 60 others injured including at least three children. the blast flattened two buildings terrifying the entire neighborhood. >> knocked me from my bed on the floor. it was really loud. >> i thought i was going to die in my apartment and my kids aren't going to have a mom. >> this is a look at the incredible before and after picture showing the magnitude of the blast. people in the neighborhood reported smelling gas near the building the night before the explosion. we will have a live report from the scene in our next half hour. >> also another fox news alert to tell you about. tragedy hitting the south by southwest music festival in austin, texas. two people are dead after a

drunk driver plows into a crowd outside of a nightclub. 20 others hurt 5 critically. the man then hit a cab before jumping in a car and trying to run. he is now in police custody. >> breaking news to tell you about overnight in the case of the missing malaysia flight. search crews finding nothing when satellite images had shown debris. this as the plane may have flown for four hours before it disappeared from radar. we have the developing story. >> this is a stunning report out overnight by the wall street journal. what they are saying is forget a lot of the factors we have been talking about here. instead focus on the engrin. it sends out a constant stream of data so the performance can be monitored.

lose up to 5,000 dollars in annual budgets. it calls for 5 percent increase in cost of military housing and cap on pay increases at one percent annually. a controversial part of obamacare the white house putting a two-year delay on individual mandate for many people who lost their insurance. elizabeth prann joins us live with what this means for you. good morning elizabeth. >> good morning ainsley. when the government announced people would be allowed to keep their health plans for more than two years there was a definition of the hardship exemption. what that means is those who can't afford plans are not required to pay a fine for failing to buy new insurance through october 2016 while testifying before the house weighs and means committee health and human services says this is not an individual mandate delay.

>> more now on the fox news alert. six people confirmed dead in a gas explosion in harlem, new york. crews frantically digging through rubble right now searching for survivors. robert moses from wnyw live at the scene for us. >> we are two blocks north of where that blast took place 20 hours or so after it happened. the pile is still smoldering. firefighters are still pouring water on to it. a resident called the local utility at 9:13 to report the smell of gas in the area. the utility dispatched the crew two minutes later but it was too

late because the explosion took place before the crew could arrive. debris was sent every where included on to the elevated train tracks nearby. the blast could be felt up to a mile away. here's what people in the area saw and felt. >> it knocked me from my bed on the floor. it was really loud. scared me to death. >> i thought i was going to die in my apartment and my kids wouldn't have a mom. >> this was a tragedy of the worst kind there was no indication in time to safe people. the national transportation safety board which investigates pipeline accidents is investigating this one. they are looking at how the gas line was maintained in that area and also if the calls to con edison the utility were actually heated. one piece of good news buildings in this area outside of the blast site has been deemed to be

they receive 75 billion each year from the government. a residency government would give 24 riders a free round trip ticket to help inspire their riding. they are blasting the program saying that it is taxpayers paying for those free rides. amtrak insists that it is a low risk high reward marketing program. amtrak's yearly revenue not enough to cover its operating expenses. heather, listen to this story. you are paying for some government workers to live in luxury. the a new report says employees at the environmental protection agency misused tax payer money. and you won't believe on what. lori rockman joins us with all of the details. turns out we taxpayers have been footing the bill for pretty nice perks for workers at the environmental protection agency. a report by investigators from inside the epa found all kinds

of abuses and how they are using government issued credit cards. they found 75 of 80 transactions had waste fraud or abuse spending on jim member hips difficult cards ev-- gift cards even charity donations. th it found 79,000 was spent on what it characterized as prohibited or erroneous things. 93 percent of the transactions were used for improper purchases. here's the breakdown. epa workers spent more than 17,000 on gym memberships in some cases for their entire families. 7500 o split purchases where workers did transactions to avoid spending more than 3,000 at a time an amount that would put up a red flag. they also spent on 7,000 on hotels and 4,000 on food. the epa has a 14 billion budget more than the president ever asked for.
