approval ratings have a big affect on midterm elections. the other part of the freakout is the reaction to the special election down in florida for the house seat from the 13th district where democrats thought they were going to win, ended up losing. and they think that obamacare was a significant factor in that. put that together, and i don't think most of them want president obama standing on the stage with them in their own districts. >> is it any coincidence then that the president recently met with the hispanic caucus and the black caucus and made by executive order changes to immigration policy for more quote/unquote as humane deportation process? >> in a case like this, a political party wants to solidify its base and wants to make sure all of the base is ennews yak tnd ready to go. so i wouldn't be surprised to see the president and the white house concentrate on minorities, on women, on younger voters, on voters making less than $25,000

agenda of how to fix obamacare in a way that would address those high are premiums, though higher deductibles, those narrower choices of doctors and hospitals that people areare pr higher deductibles, those narrower choices of doctors and hospitals that people are afraid of. democrats have not come p with a way of addressing things that worry people most. >> given the fact that you say that these gallup and other number polls make a difference, let me ask my producers to put that poll screen back up with the numbers of the president's disapproval at 54%. how can he and his administration defend these numbers at this point? >> well, they can't. there is no good skas against the numbers. the fact is he's not very popular right now. and a lot of democrats are going to pay the price for his unpopularity. and we know historically that presidents don't do -- or the president's party doesn't do very well in second term midterm elections. which is what is coming up in

november. people are pretty much tired of the president and his party by then. so they generally don't do very well, so historically all the factors are lining up against him. >> so will the gop rest on its laurels or can it really seize an opportunity here? >> that is a great question. there is a real debate inside the republican party about what they should emphasize. should they just say obamacare and everybody will vote for republicans because they hate obamacare. or should they come up with their own health care plan to replace obamacare if they were to succeed in getting rid of it and more importantly, do they have a good jobs agenda that can appeal to people's economic anxieties where a country where unemployment is still very high and it's only what it is because millions have actually abandoned looking for work. the unemployment rate would be even higher if they were looking for work. so republicans feel they have to actually offer something

americans are still facing huge worries about finding work while the latest gallop poll finds a drop 19% of americans still see unemployment and jobs

as our country's biggest problem, higher than government incompetence arguably an oxymoron or health care? let's bring in anchor. the higher the economic growth the more it will create jobs because as the economy grows businesses reinvest and hire people? >> yes. and also, then, it helps boost economic growth because -- so it works together. more people working. they buy more. economic growth goes up. they go hand in hand. >> here is the wall street journal from about a week ago. the recession ended in june 2009. the growth surge that should

have followed never materialized. for five years the obama growth rate has averaged about 2.4%, well below the norm. that under performance is feeding directly into labor force participation rate stuckt at a 63%, near a 36% low. right? >> i think so. when you look at the labor participation rate that is a very important number. in the age group 25 to 54 there has been a two percentage point drop since 2007 in their labor participation rate. why is that so important? because they are the heart of the job market. they are what is going to drive economic growth. they are dropping out. they are not finding jobs. they can't look for good jobs. as president obama is focusing so much on fairness, the issue for americans, i think, as we see from that poll is we want a good job. that is the bottom line.

all of us know people unployed. when it is that direct an impact consumer confidence goes down and that feeds, again, into lower economic growth. >> i have a beef with the labor department, bureau of labor statistics, a division of the labor department. every month they publish the main unemployment number, most recent 6.7%. they obscure what is known as real unemployment. it is called in the business the u-6. that is anistoni astonishing 13 you are talking 13 million american whose are unemployed or under employed. >> when i look at the labor report that is the first number i go to. it is under employment rate. it is people working part time who don't want to, people who

dropped out of the labor force. it is a very high percentage. and a lot higher than 6.7% that everybody sees as the headline number. >> let's talk about what could be done, lessen regulations which critics say are onerous regulations. look at dodd-frank, many of which are undertaken january 1. the other would be higher taxes. is there a correlation there? >> you can't point to a time when taxes have been raised that you have seen more economic growth. i mean, we had tax cuts under kennedy and reagan, under clinton, even and have seen economic growth. higher taxes which they are talking about, raising the minimum wage, more regulations, all of that hurts business, especially small business which is trul ey the engine of the job market. >> if you are a business in
