million and that means there is a chance. >> there is always a chance. that is the add here. occasionally i have done that. >> it is fun. we all have to do it. >> you never know. thanks for being with us. america's news headquarters begins now. fox news alert. the flight diversion was preprogrammed by someone in the cockpit possibility before it took off. i am bill hemmer and you came back for more pain. >> good afternoon. everyone. i am sandra smith. the hard left turn that the plane took off of the original path had been programmed into the on board computer that sits in between the two pilots. chief intelligence correspondent cathrein harris has the latest details. >> reporter: thank you, sandra.
10:01 am
u.s. officials are not commenting on the accuracy of the claim. the flight turned westward was programmed in the computer reenforcing the theory that the jet was redirected by the pilots or one or more individuals with flying experience. >> the aircraft was scheduled to fly to/beijing. >> it was reported in new york times today. >> it could be speculation. it is once you are in the aircraft, anything it possible. >> the malaysia media reported that a half dozen remote landing strips were found on the 53-year-old pilot simulator. also today malaysia opposition leader confirmed that he is related to the 53 year old pilot adding weight to the theory that he may have had a political motive for diverting the flight.
10:02 am
china said background checks are completes and no obvious signs of terrorism. anger is growing more visible. and here in washington they e emphasize maylasian authorities are in the lead. >> in so far as flights out of the united states and in so for flights 52 the united states is concerned, we check the interpoll database for stolen passports. >> what may be a significant development. malaysia authorities are asking u.s. counterparts to get more involved. thaw they are looking at the satellite and radar data. >> so where are we now? to tell us what happen ken
10:03 am
christianson is here. tell us what was in the new york times earlier today. it was a preprogrammed flight plan, what does that tell you? >> the preprogrammed flight plan all pilots on all airlines put in the flight management system. and then that flight plan is filed with air traffic control facilities. when you input the data, it can be changed, out of flight traffic control when you are flying over land. they will give you rerouting and you have to modify that in flight. any aircraft can do that. >> you can change it in flight, too? it so manies to be a common thing among pilots. what about the report of will malaysia media they found short air strips on the pilot's
10:04 am
simulator at home. the simoutor he built has been done by other pilots. it is not unusual to have a simulator and in this case the pilot took to youtube to show off expertise. why would you look for a short remote runway rather to land? >> that, there could be many reasons for that. i understand he is a flying enthusiast and flying professionally and he enjoys doing that and seeing how fast he can stop an aircraft. that might be for sport on his part or it could be other reasons. >> how much landing character would a plane of this size need i imagine quite a bit? >> it would need less runway to stop than for it to take off. >> you are talking about a mile, ken? >> yes. at lost a mile. >> okay, 6,000 foot if that is
10:05 am
the case. how do they know that this flight plan was either preprogrammed or changed in the air? how in the world would they get the idea that that is the case? >> i think you are going to look at the initial routing and what the airline foiled before that flight. that was the initial data put in the flight management system. outside of that air traffic control would give them instructions to reroute if necessary. that could be weather or traffic flow or whatever. outside of that, they would not really know if the pilot inputted that until he went off the preplanned course and then air traffic controllers would question. >> how would we know that now? >> you would only know that by interviewing the air traffic controller and people controlling the data at that
10:06 am
time. that data should be recorded. i am not sure if air traffic control is recorded in malaysia. >> they could have known this then if it is true, they could have known it a week ago and it is just reported now, right? >> they should have known that instantly. if a like incident happen in the u.s., they would have pulled the tapes captain controllers would be pulled off their station and interviewed. and the airlines would be interviewed and it would give experts to talk about it immediately. we are seven days behind where we should be. >> we are all playing the guessing game. thank you, sir, appreciate having you on. >> thank you, bill. the plane's disappearance prompted israeli leaders to step up security especially since two

iowa rannians were on board traveling with two stolen passports. iranian involvement in terrorism and the way iran is located in between the area where the aircraft is supposedly present if it survived, that is something that could not be completely ignored. now israel, living in a rather that neighborhood is careful watching theaur space. >> israel aircraft controllers will ask incoming planes to identify themselves sooner and other plans remain sesecurity. >> a family of prisoners. and protesting how the maylasian authorities handled the crisis.

china is joining in on the hunt. how in the world do you do that? who is in charge. is there any way to coordinate a massive effort? we'll talk about that coming up later in the program. >> obama care now. the administration releasing new enrollment and reporting 5 million people signed up for insurance as of monday. this is the sixth so far this year without revealing how many customers have actually paid for it. and unclear is how many people were previously uninsure issed. steve moore and a fox news contributor joins us now. i will ask a very important question here, how much do we look in to the 5 million enrollees. this is the latest update that included the age. and who they are previously
10:09 am
insured and whether or not they paid the premiums. >> that is the obama administration is not asking because they don't want to know the worry to it. we do know that surveys from health insurers signing people up for obama care, 15 or 20 percent are not paying prem yups and technically if you don't pay the premium you are not signed up for the insurance. you have to pay up front to be covered. i believe that 5 million figure is exaggerated and you raised a key point, if the purpose to get people without insurance enrolled so they have coverage, we discovered half of these people had health insurance and many of them simply lost the employer coverage when obama care was triggered and many of them just switched plans. and so this is a big problem. we are way, way short of 7
10:10 am
million new people signing up right now. >> let me make an important distinction. not only did they not release the details, but kathleen sebelius health and human services secretary in her testimony last week actually said that she had no idea how many people had made their premium payments because the government doesn't collect that information. seems odd that they would not collect this information but have this? >> it goes back to the poip, i don't think the administration wants to ask the question. young people might have signed up cool thing to do and i will do what lebron james tells me to do and they sign up and don't pay money. it is probably not their intension to pay the premiums. they are not covered for health shrps now. and another portion of the people are in the medicaid
10:11 am
system. and medicaid is not a good health insurance. we don't want to put millions of people on medicaid. it is one of the worst health insurance systems there are. major providers like mayo clinic don't accept medicaid. >> i want to show you from kate robertson confirming with a inside are that health and human services has the statistics and they are not releasing them for political reasons, stove. we have two weeks left for the deadline for folks to sign up. and will people be given extensions. when we hit the deadline and people are not signed up and they are a million short of the government's goal and people incur the penalties, what happens to the economy? >> i will make you a bet right now. a dime to a dollar they will have to extend the deadlines and
10:12 am
they have done that for the last six months. and every deadline is extended and keep doing it so far from the goal. you ask me what impact will happen on the economy and aside of the obama care. and 30 hours a work week rule and 50 employee rule that is holding back employment. and the other big problem here, you will not get numbers to it add up. this was supposed to be saving money for the government. if people are not paying premiums, there is no revenue intake. it is a big, big ocean of red ink on top of all of the other problems. nstove moore, heritage foundation. thank you. >> it is a bet that is on. and we have tape. >> bring it, moore. >> we'll have a lot of attention over this in the next week and

10:18 am
could do. >> strong words from charles krauthammer, as russian president vladimar putten in a speech dismissed the sanctions brought by the united states after approving a draft bill for thenexation of crimea. bret baier has the report. >> are we coming to a breaking point between obama and putin? obama is threatening to issue more sanctions if russia's government doesn't stop. what happens now? >> it is interesting, it is hard to imagine, there was a background briefing when the sanctions were unrolled and senior administration officials tried to say how the u.s. is working with russia on a number of different fronts including on iran and syria and working in conjunction with them on the issues while still pressuring them and the inner circle of
10:19 am
putun with the issue of ukraine and crimea. it is hard to put all of that together and think that that is going to go smoothly. moments ago, jay carney in the white house said three times, more sanctions, and more targeted freezing of accounts will be announced soon. and that suggest that this is all going to be as the president said calibrated up in response to vladimar putin saying they are going to annex crimea. >> putin said further attempts to sanction russia will be met with retaliation. you think one more round of sanctions would do it for putin? >> you don't know with vladimar putin. there is a lot of unknowns with him and what he will do. yesterday, the russian government officials said they were going to issue sanctions on the u.s. and you know, their own round of
10:20 am
sanctions and visa travel bans on u.s. officials like senator john mccain and dick durbbin who welcomed the travel restrictions. and we could be seeing the beginning of a freeze between u.s./russia relations specifically over ukraine. and the big question is whether putin is going to expand beyond crimea and go to other areas. it doesn't so many like it. he's not saying that right now. but it doesn't seem like he is getting out of crimea either. >> the latest steps could be a beginning of a dope freeze in u.s.- russian relations. but the stock market today and everyone said we are rallying because of what is happening over there. putin said no partition and we get a stock market rally. it seems like the stock market is predicting the worse is over
10:21 am
here? >> in part that may be. the measage out of russia that he does for the time being he has visions of taking other parts of ukraine at least right now. and that is remarkable if you think about it on the world stage an invasion essentially. a lot of people talk about the vote and 97 percent of crimea voting to be a part of russia. but still, it is a country going into another counsel row -- country going into other country and redrawing the map. >> thank you, brett. >> some democrats trying to distance themselves from the white house. and also back to the mystery at sea. >> over the past 24 hours, we have been working hard with other countries to narrow the search.

the senate democrats blew up the rules so the nominees would only need 51 votes. after controversy. several democrats broke with the white house and voted no. that has the white housensideri general. ndr. mercy was approved out of committee and after the confirmation vote we are recalibrating around the floor vote. nmercy is known for his support of obama care, but critics are worried about his advocacy for gun laws and allowing doctors to ask children if parents keep guns in their home. i asked senator rand about it. >> this should be someone you don't care if they are public health. but the second amendment is part

10:35 am
that is ten years old and they think it might be the aircraft and just now bringing it up. someone has to take control and integrate all of the data and super vise the analysis. the australians are doing that in the south and malaysia government is holding if i were to its duties up north and we'll see. i am not impressed. >> in your opinion why do you think the release of evidence and finings is so botched. malaysia authorities are in the lead. and that was cop firmed in the top of the hour. i don't know anybody is predicting they will turn over the lead in the investigation any time soon. they attracted so many comments and came back on so many previous ideas and thoughts tis hard to have confidence in them leading the investigation right now. >> well, perhaps if you just
10:36 am
look at malaysia, it is obvious they were totally unprepared to deal with something this bizarre and that is what it is. a normal crash, yes, they could probably handle that. but in this realm that we are dealing with in the past ten or len days, it would be difficult for anyone. but for malaysia's government and other governments that don't communicate well with each other, that just adds to the complexity and the challenges. >> how do we find the plane? change in authority or leadership or whether or not we are chasing the right leads, what would you do? >> you have two distinct possibilities. one that the aircraft is on lapd and one is that the aircraft is in the water. it is out of fuel for a long time. if it was a violent episode in
10:37 am
the water or land, it would have kicked out emergency transmitters and sars system would have picked up that distress and we would have had resolution in the vicinity where it went down. the fact that it did not go off. it was a soft water landing or the aircraft landed on the ground but whatever that happen, it was not enough impact to kick out those elt's. and so we are searching in the south, obviously that is a water search and searching to the northol it is a water search is more focused on the 600 plus airports and air folds where that aircraft could have landed short of a impact to kick out elt's. >> do we find the plane? >> if it landed in the water,

>> republicans had great proposals on health care for a long time. and from going out and allowing people to purchase health care from across state lines and able to expand the health savings accounts which obama restricted and even republican proposals to augment what is going on in the high risk polls so folks can get coverage. they are not only good possibilities but poll well. cross rods gps did a survey and found that upwards of public support for the proposals. >> and we have sewn the roll out and it is disastrous, marjory you will not get numbers by the end of march and off by 2 million and greater depending on the real numbers. and when you hear ideas like johnathon is putting together. is that considered a threat to obama care and the democrats, do
10:40 am
you think? >> i mean, you have to it look at early iteration of health care. it was designed to be bipartisan and hatch and kennedy and widen who were the early authors and as it went through the house and senate, pieces were pulled out and others added and early ideas are good ideas and for me personally, great. we find workable solutions and ipt great the things in the health care policy and take out some that reporter. that is not a bad thing. there is a piece of this. and a dozen of proposal to gut and rehaul. and over the past legislation over the past month. and i think a lot of this is pr and creating solutions by the democrats. >> and a lot of that, too. it was voted on in the house and continues to be that way. after we saw the roll out and people are seeing this, what is up with that? >> johnathon. let me ping-pong back quickly
