>> thanks so much for joining us everybody. enjoy your thursday. america's news headquarters starts right now. the crisis is mounting overseas and how should we respond to vladimar putin's next move. welcome to hq. i am bill hemmer. >> and i am elizabeth. the latest show town with russians is hitting a nerve with americans. cording to the news poll, >> the foreign policy has pushed the disapproval rating to an all- time high. chris wallace. talk about the politics. >> people don't think president obama is handling it well and if they are requested if the country is safer and stronger

than it was recently? they say it is not safer and stronger and so they clearly don't think that the president has handled the situation. having said that. that doesn'tly mean they want to be more involved in arresting crimmia from the russian bear. 55 percent say yes. and 53 percent say now. they are not happy with what the president has done but don't want to be more involvement. >> another suggestion about leadership. has he been tough enough. a clear two-thirds believe he's not been tough enough. >> it goes back to the question of how he handled it. it seems that the president is a step late and putin is in control of the situation. he acts and then the president and the west reacts. and oftentimes, the sanctions

that he announces are dismissed by the kremlin. the president is not dealing with this just by himself. there are sharp limits because of the limits on our trade to what we can do with economic sanctions against russians and the pene peep union can western europe can do more. because of the dependence on russian gas and oil they are reluctant. >> on that note, what does the white house think that it got from this trip in europe? >> it's interesting, they got the right mood music certainly. at least they suspended russia and putin from the g- eight. and there will not be a summit meet nothing sochi, russia but with hard sanctions and things

to go after putin and the kremlin, they didn't get all that much. and europe, germ no and the european union, still seem to be hesitant to take actions, they have a lot more dependence on russian trade and energy. >> on this leadership again, we asked if the president is strong. and 55- 43 who suggest he is not strong and decisive. you can so the erosion of the numbers. putin is getting the best of him right now. >> yeah, we had one, who would win in a game of chess. putin won over president obama. and it is just a sense. there are two separate issues. people on one hand don't want to get involved in crimea and don't want military involvement and do going to precipitate action.

general. and a fox news contributor. >> glad to be here. >> several members of the house armed services committee wrote a letter to president obama uurging him to take a stronger stance against russia and the chairman writing in part continued inaction by the president in the face of invasion will make russian aggression more and not less- likely. i want to know your concerns. is putin's land grab over? >> those troops make a heck of a statement particularly in those kinds of numbers. the fact of the matter we are seeing a new russian order and collapse of the international order that we are used to since the collapse of the soviet union. putin is not through. he senses the part of weakness in the united states and nato.

he will challenge the order. the troops there are for a reason. we have to assume he will use the troops and we'll see something like that unfolding in the next few days. >> you talked about sensing weakness. a new fox news poll shoes 50 percent of the americans say military forces needed to stop russia and crimea. and only 30 percent say diplomacy and sanctions alone will be enough. >> what do you make of these numbers? >> i do think that in dealing with putin. tough sanctions should be put on the table. the fact of the matter is, we haven't put them on the table. we should be dealing with 200 plus leaders and what is taking place in the country and going after the industry groups that make a difference and financial backing system and energy system itself. none of that took place in europe. what we are dealing with is freezing the assets of some

russian leaders. and putin looks at that and laughs it off as not being serious and gives him a license to move again. that's what we are seeing. and so we don't have tough sanctions. and i do believe that the leader ares around putin put nato on the table. we have to make certain that that gets taken off of the table. by that, we should be putting troops in the countries like etonya and latvia and litheuniona. they know the troops are there for a reason and they will be defended. i am not convinced that putin and leaders know in their minds that nato would fight for estoppia for example. >> are european partners and nato cut back on the military budgets and the pentagon reduced our military size is that a factor in putin's decision

making and he feels it is the right time to act more aggressively. >> it is not a single factor by itself. it is contributing. you would have liked to so the means that took place in brussels. the fact of the matter the collective leadership in europe committed themselves to strengthen the abilities and the u.s. did the same and this president came back and readjusted the defense budget that would signal we are serious and none of that took place. >> that's unfortunate. >> thank you for your insight. >> good to talk to you, elizabeth. >> hope of finding more survivors in washington state fading fast. a neighborhood has been buried under torrent of mud and clay. some fores of victims never being found. a look at the devastation. the mud slight leaving a barren

landscape and a community wiped off of the face of the earth. back in washington, search crews wrapped up the news conference. how was it going for them, dan? >> reporter: bill, the biggest hope of fining more survoufors is all but gone. it was a somber news conference that wrapped up. the four chief said the official death toll is 16 and then he added that number will go up substantially as son as the medical examiners can catch up with the search crews. the number of missing is 90. and officials told us that that is a accurate number and in so many words indicated that there is a real chance most if not all are dead. they found 25 bodies trapped in 30 foot of mud, trees and boulders and some in cars swept hundreds of feet off of the highway. >> when a person is removed,

things get somber out there. it gets quiet for a now minutes and you can almost hear a pin dropout there. you so seasoned veterans in this business start to tear up and their eyes get glassy and it is their way of paying respect to these people's loved ones that have been lost. >> more than 200 people are involved in what can only be described as a recovery mission. cadaver dogs are the most effective tol. 180 people live full time in the neighborhood that was levelled and we are starting to hear from the lucky ones that survived. >> we were flying and tumbling and then it was done. it was probably done in less than 30 seconds. >> reporter: and the survivors like mrs. young blood have nothing and can't go back to their property to see what if

people to continue to enroll. it is like if you have a test in college. and that's what is happening with obama care. they are extending the deadlines. people are going to the website, bill. out of the curiositiy and grazing but not buying the product. all you have to do is click a button. enjoy karl rove in austin. and in november a month after the administration was lost it would be extended one year and certain individual man dates were delayed until 2015 and that delay was extended to 2016.

washington. >> reporter: yeah, elizabeth, a lot of enticing leads and still no evidence in the search for the missing jet liner. planes searching that zone were called back because of stormy weather. the ships were able to continue the search. as hopes were revived that poses of the satellite. and the soilths identified a debrie free contain 300 victims. but so far nothing was recovered. nsearching the air, we were unable to locate anything visually. the weather was not good for the search, and the swell and sea scape was high in the area as well. >> that was the same area where a french satellite located possible debris on sunday.

think chris is wrong about this. the thing that changed dramatically. the number of people who want to repeal the law is down according to the kaiser poll down to 29 percent. and the actions that the democrats are talking about, keep it but fix it, it is more where voters are. clearly there are a lot of people who want to repeal it but it is down to 29 percent. this makes sense in terms of making proposals to make the law better. but keep the positive things that democrats are talking about. if your child is 26 you can keep them under the plan. and preexisting conditions. fix the bad things and that's one of the things that the senators are trying to do. >> chris, what do you think about the senators move? >> it is interesting. want to change the rowels and until hopefully they will have a success.

and the other half want to rewrite the law and harry reid. blaming the problem on people not working the internet properly. when it comes to changing or repealing the plan, the fact is that things are getting worse. people have not felt the affect of insurance rates rising or plan going away. and so that becomes more and more of an issue and we see that as obama care is implemented. they are losing their plan and doctor and rates are going up. and you will see the numbers going worse and worse and all happens closer to the election. nfinal word, do you think that harry reid will let this bill get a vote on the floor. >> i don't think they have an idea of how that goes down or allow it. i wont hazard to guess. >> he is so unpredictable. harry reid will have to fight. to many democrats up for

talk about income inquality or social justice. what happened. it went 52 minutes like you said and there is a big part we don't know and certainly there would have been cordiality and greetings and prayers coming from pope francis to president obama et cetera, and then the vatican released a summery and it was a surprising summery and what they say about things in the united states? that it the pope expressed concern about religious liberty. we know what he is talking about and conscious objection. and he talked about immigration reform. those are pretty chlor thing as well as human trafficking and they are hot button issues and not expected by most junior willist. >> this pope is vowed by many in the press as being more open and liberal might be the wor.

but when you look at what he's done since he's been pope, has anything changed with the conservative values of the church in and if they haven't is the reporting of who he is accurate? >> i would say yes, and no, bill. >> and i think you are right that there hasn't been any change in church doctrine on all of the core issues and the pope for the last 200 years. he's brought in a new tone and brought if a now emphasis seaing that you can't heal someone who is injured by telling them what is wrong with them. you have to learn to love them and accept them and embrace them and done that in his own actions and it is easier to hear the tough messages and i don't believe that president obama was looking forward to the visit and stayed in there 52 minutes and he also got an earful about the things that the pope doesn't

agree with him on. >> there was a book given to him, right. and there was a statement in there, there was a phrase or quote on behalf of the quote who said it is not a progressive position, to take a human life, i am paraphrasing. >> it is not progressive to solve problems by taking human life. and the pope gave this to him as reading material. and president obama responded by saying, i will probably read this in the oval office. i don't know if that was a nervous or uncomfortable response to the surprising thing of the pope giving you reading material. and talked about the things they agree on and including and making sure we don't go toradics aside the poor. they share a now things and the pope did not pull any punches.

of contributing factor, you say multifactorial. and why is it. does it necessarily prove we have an increase in cases. >> elizabeth, the centers for disease control told me we don't know it is an increase in cases. it may be we are better at finding it. what is autism? we don't know what the cause of it is yet. it is a brain dysfunction that occurs and usually interfers with the ability of children to communicate and say what is on their mind. they may be zoned out or not meet your glance and certain criteria used to diinginose it. if we diagnose it early. and the earlier we diagnose and help these kids. multifactitorial. it is probably an environmental factor and genetic factor and

something that women are exposed to when they are pregnant or men are getting older when they have kids and we'll see the med occasions that are wrong to take in pregnancy and that is what that means. a word of caution, here, to, cvc said to me, we thought it was a mir sol, the additive in vaccine and we went down a billion which course and proved it was not that. and so let's not go down another path and cost a lot of money and end up anywhere. we'll be looking carefully at the cause of autism are. >> you talk about when a child is diagnosed. autism spokes, arguably one of the largest groups released the following statement and though autism is identified and diagnosed as early as two, the average age continues to hover a round four and half years and

this means that many individuals are missing out on the transformative outcomes. if we are going to make a direct and meaningful impact. reducing the average age is a priority. how do we create awareness and kids are tig matoyed. what if they are just hyper kids? >> i agree with that statement and even now we are making a difference on kids. you don't want to get in a position where you misdiagnose kids. we would like to diinginose them at age of two. kids are moving targets and locks like autism in the age of two may not look like at four. and really it is it a huge story today. it shoes that we are getting better at diagnosing it.
