many real live human beings are paying customers. this number includes a number maybe one in five enrollees that haven't paid and this number includes some number of people thrown out of their insurance policy they had before and were basically refugees from obama care and in a obama care safe space. what we are looking for. how many people who were healthy and young and didn't have insurance came in to buy obama care through this? >> and based on what we see about the cost of the policies, there is strong reason to think that because of the high prices, they are better off just paying the fines. >> how will we know, chris? or when will we know who is paying and who is not? >> it is going to take a while.

what happens under the past six years? >> i think that is exactly what has happen. if you read her speech, too. she acknowledges that there has been a war weariness in the united states. she is very aware of that and she rejects the notion that president obama is putting forward that we either go to war or ignore the crisis. the war or ignore philosophy is a terrible doctorine that the obama administration currently has. you forget all of the work that can be done in the middle. to have a strong diplomatic force and diplomacy with muscle, there is a lot of different types of things in eastern europe that don't mean boots on the ground and we keep hearing from the administration that we are war weary and we don't want to go to war in europe.

secretary rice is saying there is a lot that we can be doing. >> like what? the president was on cbs urging putin to pull back. it doesn't appear to be the case. there is 50,000 or hundred thousand russian troops between crimea and ukraine and russian border. >> what is on the chipping block, the obama administration wants to cutro for europe. that is a force we should not cut. we should immediately launch an information war using radio free europe. it is important to have the conversation in the region and not washington d.c. and upper oast side of new york. we need to be in the debate and in the region talking about free market and talking about human rights and talking about all of the things that we know are a much better way of life than

ninety-ninth. when he humbly and repeatedly apologized to the people of new jersey for the failings of his staff. that new's conference lasted two hours. there is dozens of live truck ands reporters here ready for his new's conference. the report was done by a private law firm. investigators talked to 70 people and looked at a quarter million documents and the report estimated to cost $1 million. 344 pages long if you do the math about 2700 a page. democrats are calling it a white wash that was paid for by taxpayers. but the lead attorney who conducted the report said it was an independent and credible investigation. >> we had no incentive other than find the truth.

round. that is clearly not the case. americans, millions of americans are seeing higher premium ands stripped of preferred doctors and plan and work hours cut all with the irs looming and ready to find people who don't comply with expensive man dates. there is no spin cycle for the democrats to turn them around. >> and chris, give it a shot. is there a spin sidewalkle that you can put on it? >> you look at the fox news polls and people as they get to know the law better, they have a more positive view of this. and part of the challenge and this responsibility that is following the administration they haven't done a particular good job. and any time we have a significant piece of legislation pass like. this there is going to be a learning curve.

that is just the reality. what is that? >> it is been four years and we are still counting? >> in fairness only implemented in the past now years and that was not particularly well. and listen, i think over time, people will see the positive -- >> i got you. i've heard you make that argument before. i want to get you to react to the following. 65 percent think that it is more expensive for health insurance. that was not the idea at all. and after all of the delays when we asked the question. 35 delies and one more makes 36. 50 percent say it would be better to go back. >> it is not a failure of messaging by the white house. they have been spinning their yarn four years. and they had an opportunity to sell the public and failed.

is this law going to reduce costs? that was one of the biggest selling points. two-thirds. american public say no. that is a policy failure and not a messaging failure and the trouble the democrats are going to run into. they will come to the republicans and say, hey, guys, we forced the law down your throat. and blew the roll out. and i am not sure how much credibility they have on this? >> and the question of affordability, chris. this is the latest pitch from people like nancy pelosi and others. and if americans don't believe it is more affordable and they think it is more expensive, the tough sell becomes more difficult. >> the answer is yes. i will not sit here and defend

was put in place in the 1950? >> no question of sloppy paper work and inspections. but disregarding federal laws, is needed here. and the federal authorities are going after this. state and local authorities said no way, it is a civil case. but the obama administration with its dislike for big energy and gas and oil, surprise, surprise they are going after it with a vengeance and it is political. >> david, the company paid out 565 million to settle most of the lawsuits. n2 billion in fines and 2.7 billion in massive improvements and they are doing what they should do. >> john, i want to go back to you. they haven't named the individuals in this case. do they really have a case here? >> any time the feds want to
