"special report," up next. hello, everyone. i'm arthel neville. welcome to a brand-new hour inside america's news headquarters. >> i'm gregg jarrett. topping the news, the deadly mudslide in washington state taking another grim turn with the hope of finding any survivors all but lost. we're live with the latest on this tragedy. and a new search area for flight 370, but the same old results, clues in the water, but still no sign of the missing plane. the latest on the hunt as it enters its fourth week. >> and new jersey governor chris christie making a high profile appearance in las vegas.

we'll have a live report on how he's trying to turn the page from an ongoing political scandal. we begin with a major aftershock near los angeles. geologists say the magnitude 4.5 hit near rolling heights less than 30 minutes ago, this on top of more than 100 aftershocks so far today. after a 5.1 earthquake jolted southern california last night causing widespread damage and forcing more than 80 people from their homes. will carr is live in los angeles with the very latest. will? >> reporter: gregg, a lot of people are on edge because we're coming off a relatively calm earthquake period and now within the last week, there has been a lot of activity. you've had these two big earthquakes and then more than 100 aftershocks since last night, including the one you mentioned that happened about 30 minutes ago. this comes while people are still literally shaking from

last night. i want you to take a look at this gas station surveillance video. everything was calm and in a split second, the clerk bolted, a lot of the stuff behind the counter fell to the ground. that happened just after 9:00 o'clock last night. it was centered near la habra, 20 miles south of los angeles and strong enough to cause a rock slide that actually ended up flipping a car upside down. luckily the passengers in that car escaped with only minor injuries. nobody was seriously hurt in this earthquake last night. since last night, there have been more than 100 aftershocks and we're told there could be more in the coming days. again, this is the second noticeable big earthquake that we've had in the past week, gregg. i can tell that you the aftershock that we just had about 30 minutes ago was actually bigger than the earthquake that we had last week. >> yeah. you showed us some of the pictures. overall, how much damage was there across southern california?

>> well, there were some homes that were definitely damaged. we know of about 50 families that actually had to leave their homes because their homes had so much damage. there are pictures that we've seen of household items being tossed all around. the earth cake knocked out power for 2,000 people. it also broke several water mains. at this time it's probably good to start thinking about that if you live in an area that's prone to earthquakes, thinking about possibly getting an earthquake preparedness kit. you should have water, packaged or canned food. you should also have a first aid kit. if you don't have that right now, definitely something that you might want to think about paying for. >> yeah. that is great advice. great reporting. we'll check back with you. thanks so much. >> reporter: you bet. right now we have a fox extreme weather alert for you. stormy weather making for a wet weekend in the south. florida in particular at risk for some potentially dangerous storms. other parts of the country may be still looking at more snow.

janet dean live in the fox extreme weather center with this real mixed bag of nuts, huh? >> absolutely. that's what happens in march. you've got the potential for severe weather and also still the risk for wintery weather. let's take a look at south florida and central florida where we had some earlier tornado warnings around the orlando area. now we have the severe thunderstorm watch until 11:00 p.m. local time for south florida, central florida, looks like we have severe thunderstorm warning for west palm beach. we could see heavy rain, large hail, damaging winds and isolated tornadoes. keep that in mind. the larger picture here, we have a low pressure center that's moving eastward and with that, the potential for heavy, heavy rain, as well as several inches of snow across the mountainous regions of west virginia, up towards new england, upstate new york. mainly araneae vent along i-95. we could see a mixture sunday night into monday from philadelphia up towards new york and boston. we'll keep an eye on that. no one wants to see more winter weather across the northeast. flood advisories posted.

flood watches, because we could see two to three inches of heavy rain over the next 12 to 24 hours. across the northwest where the rain continues to fall, they need it over central and southern california, but not across northwest where they're dealing with record march rainfall. this energy is going to continue to move eastward and give us the potential for a big winter storm, a blizzard across the northern plains and the upper midwest tuesday into wednesday. so this area we are watching very carefully. could get upwards of 6 to 12 inches of snow, especially across the mountainous region and look at that. maybe even upwards of a foot across portions of minnesota and the dakotas. quick look at your winter storm advisories. we have a blizzard watch in effect for parts of the dakotas, in towards minnesota where we're going to get up into the 60s over the next couple of days and then right back into the 30s as that snow storm takes shape. arthel and greg, we'll continue to monitor it. winter not over yet.

>> a comprehensive report from janis dean, thank you. the hope of finding any more survivors in that devastating washington mudslide all but gone. the workers continue to comb through the debris. 26 bodies recovered so far. but 90 people are still missing. the search stopping just briefly this morning. crews observing a moment of silence to those lost in the disaster one week to the minute after that slide hit. dominic dinatale is in washington with the latest on the heart breaking search. dominic? >> reporter: yes. a few miles down the road if us is the town where the mudslide place exactly a week ago today. to remember that moment, they hold a moment of silence this morning of the 10:37 precisely local time because that is the time the mudslide hit the community. they did it in two stages. there was another mudslide, much larger than the first, five

minutes after that. so the town, very solemnly remembering that, particularly on the site where the rescue workers stood for a minute and paused to remember those live that were lost and they have to continue looking for them. the conditions now, extremely difficult. the temperature here has been cold today and with the rain on top of that, the rescue workers have been suffering from exposure and from fatigue. temperature around 48 degrees. feeling like 41. so going through that mud, which is as thick as glue, very difficult. sapping the rescue workers' body heat, making it immensely difficult going. the fire department battalion chief was saying as he was escorting the press pool around that everybody is wet. everybody is cold. but there is a drive and determination by people, local people, families that are affected to still go out there in the desperate hope that anybody could still be alive. they're trying to get locals to manage their expectations 'cause it's now been a week. and under the difficult weather

conditions and people buried among the mud, it seems unlikely that anybody could have survived in an air pocket. and even if they had, the temperatures would have got to them and it's just looking ever, ever more grim in terms of a chance of getting anybody out. around the next hour or so, we are expecting an update on the death toll. the authorities have been promising there will be a substantial jump in the numbers of those who are officially dead and whose relatives have been notified. there will be a full press briefing later on, around 7:30 eastern time during fox report and hopefully we'll have details during the live show then on that, gregg. back to you. >> dominic, thanks very much. new developments in the massive search for malaysia airline flight 370. planes and ships combing a vast new section of the indian ocean,

about 700 miles northeast of the original search area. chinese state media reporting three objects were recovered. but adding that they are not part of the missing plane. rough weather also hampering the search there as harsh weather hits the area. david piper is in thailand with the latest. >> hi, more sightings of objects floating in the indian ocean. but no confirmation that they are debris from the missing plane. the chinese aircraft which reported the sightings said the objects were red, white and orange. but china is reporting none of the objects the ship recovered in the area came from the missing plane. china currently has two ships in the search area with more on the way. more bad weather is also forecast. the new objects sighted were in the new search area. the location changed after satellite data suggested the plane had been traveling faster, thus burning more fuel. the new location nearer perth allows planes to search longer

over the zone. earlier in the week, the malaysian authorities said the new satellite data showed there is no chance of anybody surviving as the plane must have runoff fuel and crashed in the indian ocean. today the acting transport minister seemed to contradict that by suggesting there was still hope. >> no matter how remote, hope against hope, please, we will continue to find survivors and i have said that from the beginning that no matter how remote, i'm always hoping against hope and i'm praying and in any remote manner, has always been to find for survivors. >> this, of course, has given families of the passengers and crew fresh hope. many of them have been very critical of the malaysian authorities handling of the search and investigation. it's been 22 days since the

plane went missing and they continue to hang on to the belief that their loved ones could still be alive. of course, a crucial fact is there is still no evidence of the missing plane. arthel? >> david piper in bangkok, thanks. new controversy over the white house's announcement of just how many people have signed up for obamacare. the administration is reporting that more than 6 million people have signed up for private insurance ahead of monday's enrollment deadline. but a growing chorus of critics say a closer look at the numbers of enrollees show that it isn't all that it's cracked up to be. molly henneberg is live in d.c molly, why aren't critics buying this 6 million figure? >> reporter: gregg, they say the obama administration could, but is not providing the number of people who have signed up and paid for new health insurance. >> we discovered a portal with which they communicate to insurance companies since

december, which is where they insist insurance companies provide them with the number of those who have enrolled and those who have paid as well. so they have, if not a precise, a very accurate picture of who actually has paid, it could be as much as 20% off of these gross numbers that they're giving to the press. >> reporter: critics want to know how many people are signing up that previously were uninsured, 'cause that was a key goal of obamacare. gregg? >> molly, a top administrative official defended a perceived delay in the enrollment deadline today. what does she say? >> yes, talking about health and human services secretary kathleen sebelius. that deadline, this monday, march 31, it was supposed to be the firm deadline for signing up for obamacare. but the obama administration said this week that people could have a few more weeks to do so. here is how secretary sebelius explained it. >> what we have said, much like election day, is if you're in line, if you're trying to get

enrolled, we're not going to cut off at midnight. the last thing we want to do is have a midnight deadline that leaves a lot of people halfway through the process. >> the administration did not give a precise date in mid april for the new cutoff date. meanwhile, maryland may scrap its own obamacare sign up web site because of all these technical failings they've been having and it may use connecticut's system instead. that's according to the "washington post" today. maryland's democratic governor hinted this week there would be some kind of change to maryland's troubled on-line site, saying it's, quote, still not working as it was supposed to work. maryland invested $125 million into setting up that site. >> what do you get for 125 million? not much. molly henneberg, thanks very much. new jersey governor chris christie keeping the spotlight

turned on him, speaking at a gathering of the republican jewish coalition in las vegas. his appearance coming one day after his exclusive cable interview with megyn kelly on the kelly file and after an internal investigation essentially cleared him of any wrongdoing in the scandal over lane closures near the george washington bridge. brian circumstances is live with more. bryan? >> hi. yes, speaking at the conference, new jersey governor said the republican party needs to get in the business of winning elections again and yes, he was asked about the bridgegate scandal. >> as a leader of a large organization, as many of you in this room are, it is always confidence shaking and disappointing when people that you trust let you down. >> scandal aside, christie touted his ability to win elections in a democratic state. he's also supposed to meet with billionaire republican donor sheldon addleson. last night on the kelly file, christie was asked if he had too

much baggage to run for president. >> there is no baggage here because i didn't do anything. that eventually will wash out as it started to already. because what people -- the american people and the people in new jersey really care about is that you do it. when they find out you didn't, i think they'll say okay. >> this vegas trip coming days after a ten-week internal investigation commissioned by christie himself found that he did not know about the closure of traffic lanes creating major gridlock on the george washington bridge last september as part of an alleged political payback scheme. critics say the investigation is bogus because it does not include testimony from key players in the scandal, including former port authority of new york and new jersey official, david wildstein, former aide, bridget kelly, or port authority head, david sampson, who resigned friday. christie says he's done a lot of soul searching as the scandal caused an avalanche of negative

says the magnitude 4.1 hit near rolling heights, the biggest of more than 100 tremors so far today. since a 5.1 quake jolted california last night. taliban militants attacking the afghan election commission headquarters in kabul, firing on the compound with rocket-propelled grenades and heavy machine guns. no civilian injuries were reported. but afghan police say they killed five of the gunmen. in italy, a protester climbing on to a ledge on the dome of saint peter's basilica, apparently over the government's handling of the economy. police say it is the fourth time the man has staged such a protest in less than two years. a controversial plan raising new concerns about on-line freedom and stability. the obama administration announcing it is considering plans to give up u.s. oversight of the domain registry of the

internet. it's currently controlled by the commerce department, but could be handed over to some sort of international agency. critics say this would put control of the web into some really dangerous hands. >> the obama administration argues that this is necessary because the internet now exists under the control of one government and that's dangerous. there is some logic to that, isn't there? >> i don't trust any other government, the chinas of the world, russias of the world to control that which they seek to not have available to even their own populations. i don't want america subject to others who are not as free and open as we are. >> what about that? richard fowler is a democratic strategist, radio talk show host. he joins us. danine joins us, director of the outreach for freedom works. good to see you both. danine, u.s. programmers invented the internet. they advanced it and nurtured it and protected it and did so in a

remarkably competent way. and they opened it to the rest of the world. so how does it make sense to now cede control of that? >> absolutely does not make any sense, gregg. remember, observe observe wants to fundamentally transform america. he's doing this in many, many ways and using the internet is one of those ways he's doing this. there is some thought that some people think he's doing this because of what happened with the nsa, spying on americans and spying on international interests. but when you think about it, what we don't want is our freedom of speech to be infringed. we don't want global control of the internet and we're talking about web addresses and domain names. >> richard, the u.s. has opened up the internet to the rest of the world. we opened it up to nations that don't abide by our sense of freedom. let me ask you this: who is a better guarantor of future freedom and openness in the

internet than the united states? >> i think what the president is trying to say here and what the department of commerce is trying to do is say we need to have a global partnership in how we manage the domain names are put u. he's not saying he's giving it to china or russia. they're saying they're going to come together and find out other options on who can control the internet as a global entity. not just one country, but a lot of the free world coming together to try to control it. but one point that he makes that the president is trying to transform america, that's true. >> he is. >> you're right. >> for the worst. >> so that the have notes can finally have. >> the obama administration -- you heard this in the sound bite with james rosen -- the obama administration is making the argument, we should give up control because it's dangerous to have any one government have control, but we trust any other government than our own? >> absolutely not. gregg, again, this is about freedom of speech. our country is based on freedom of principles.

think about saudi arabia or japan, chinese, where they could be infringing upon words that could be used over the internet, on domain names and internet names such as religion, such as catholics, such as sex, for crying out loud. so this is what we're facing and i don't think this is a good idea. plus there are a number of democrats who are also against this initiative, including bill clinton. >> richard, you mentioned a moment ago that oh, the obama administration is not proposing to give this up to the chinese or the russians. i beg to differ with you. this u.n. agency, is the itu. richard, that is the leading candidate to take control and guess who exerts major control over the ipu? it's the chinese and the russians, two authoritarian nations that suppress freedom. >> i hear that, gregg. but at the end of the day, it's just wind of the candidates --

>> what if the itu gets it, richard? >> i hear that. i think it's -- the president and department of commerce is pretty clear on evaluating all the options. but here is the problem, when you tack about you want the government to control the internet, but then you say you don't want big government, it's a walking hypocrisy. that's a problem that folks will have. what the president is trying to say is let's allow the internet to be controlled by a nongovernmental agency -- >> it could then later be given to the itu which the chinese and the russians largely control and boy, you start doing that and who know what is will happen to the internet? >> it's working just fine. >> what if some future controlling body, itu or some other body other than ours decides, hey, let's tax the internet? my goodness, what then? if those burdens of taxation increase, doesn't that make the internet less free, less accessible? >> you're absolutely right. the last thing we need are more taxes that will be infringed upon hard working americans from

crisis in ukraine. this as president obama urges russian leader vladimir putin to withdraw his troops from the ukrainian border. greg palkot is in the country's capitol, kiev, with the latest. >> reporter: the people here in kiev are watching very closely moves to end the conflict in the region. for them a lot is riding on it. >> ukrainian military has been greering up for a possible russian invasion here that follows the annexation of crimea by russian i can't. 88,000 russian troops could be near ukraine's borders which is why comments coming from russian president putin in that call last night to president obama about a possible diplomatic solution to the crisis have been well received. still people here aren't buying yet assurances coming from russia that it won't attack. here is what ukraine's prime minister had to say to us. >> there is still a huge possibility that russia's military could cross the border and grab ukrainian territory,

but as i already mentioned, the state of ukraine and ukrainian people will execute its duty and defend our country. >> meanwhile, more tough talk about russia coming from the former ukraine prime minister. she said sewed vladimir putin is enemy number one for ukraine. she said that at the kickoff for her run for the presidency. finally a toppling of the pro-moscow government here. new presidential elections are planned for may. derailing this move towards democracy could be another motivation behind a possible russian attack. all this raising the stakes for that meeting planned for tomorrow in paris regarding ukraine between secretary of state kerry and russian foreign minister. gregg? >> greg, thanks. general motors announcing it will recall another 1.6 million vehicles, including nearly 1 million for ignition problems and almost half a million for possible transmission oil leaks

that could result in fire. the ignition switches issues is linked to 13 crash deaths. joining us live now to talk about gm's recall woes, scott, the founder of help save my dollars.com. good to see you. >> good to see you. >> i want to remind viewers, while we're talking to scott, we're going to pop up the list of the expanded gm ignition recall so you can take a look to see if your car is on that list. scott, what if you do own one of those defective cars, what can you do? >> if you own one of the defective cars, bring it to the dealership. they'll take a look at the impacted parts for no charge and this latest recall comes after millions of cars have been already recalled over the past several months by gm, bringing the total to about 5 million cars. that's 2 million more than the company sold in the u.s. last year alone. so it's a huge issue. >> why did does this keep happening? >> gap apparently knew about the safety concerns, these ignition concerns back ten years ago right before they launched the

chevy cobalt which is at the center of this recall and decided to launch it anyway. now they have a new ceo who just took the reins and they're first taking these measures to fix the problem ten years later. >> mary barra will be testifying before congress this week, tuesday and wednesday. what do you think we're going to expect to hear from her? she's just too much on the job, which doesn't mean anything, but she's got to take this on. >> exactly. but she did have other roles at gm prior to her taking on the role of ceo. we've seen these congressional hearings and a lot of it is political theater. but it is interesting to see how she will address these concerns, especially why the company took ten years to take action and largely surrounding ignition controls where the car turns to off and that impacts air bag, braking and steering. >> i want to talk to you a little bit more about the replacement ignition parts on the way. but let me pop up on the screen the list of the new gm recalls

regarding pick up trucks. this is over the transmission cooling line recall. so take a look again to see if your truck is on this list. those replacement ignition parts are on the way. in the meantime, are people to stop driving their cars? >> here is the thing, gm has not said that people should stop driving the cars. mary barra said as long as you have the single key in the ignition, the cars are safe. where a lot of people will drive with multiple keys on the ignition and that could cause it to slip. mary barra, because these issues have been linked to 13 deaths, a lot of the attorneys representing the victims have filed motions with the courts to ask the court to issue motions to have people stop driving these cars, but so far nothing in terms of preventing people from driving them has been issued. >> the justice department is now looking into this. where do you think ha will lead? >> the justice department is now involved. they're basically looking into whether gm violated any laws because federal law actually says that any auto maker who

discovers a issue relating to the safety of the vehicle has to let regulators know within five days, even though the lawmakers, like senator heller has written a letter to the national highway traffic administration basically asking why didn't the agency do anything when they had information about these issues as early as 2007. >> we can see there is going to be any sort of legal action against the company to come. meanwhile, gm has sold 90,000 of these faulty ignition switches to dealerships across the country. how are they managing the public court, if you will? >> it's tough because of those 90,000 faulty ignition switches, they can't account for 5,000 of them. instead of trying to find the needle in the hay stack, they've issued all these recalls out of an abundance of caution. in terms of public outcry, mary barra installed a new safety chief to deal with all this. they provided rental cars to anyone who is waiting for these

professor of law and political science at usc. good to see you. >> good to see you, art. >> susan, do you believe there is actually a who behind this? >> got to be. i mean, i really do. i'm not an aviation expert. but if there was a mechanical problem with the plane. if the pilot had a heart attack. if there was some explosion in midair, there would be records and we would know about it. what's got a lot of people, myself included, kind of obsessed with this thing is that clearly there was a deliberate act of foul play. you had them turning off the communication devices, good night and good-bye, whatever that meant. you had the plane staying in the air for seven hours. some number of hours. you know, this doesn't look like there was something wrong with that boeing 777, which we all know is one of the safest planes
