>> you can be g-rated until at least 8:00. >> there's the lovely tucker carlson and anna kooiman. we have news about obamacare this morning. >> one someday until the six months is over. it began on the 1st of october. and tuesday is the first of april. one state decided not only to not make the deadline, but they are giving up on the entire system. the state of maryland run by mark o'malley decided to dump the exchange system for connecticut. >> what's amazing is martin o'malley is one of the first huge obamacare supporters, one of the first to come out, and it's been one of the states to have more problems than any other state, although if you stack it up against oregon, they don't even have a website that's working. >> they spent $304 million in oregon, and not a single person could get obamacare through the website. >> maryland spent $125 million

to set up their state exchange which they are scrapping in favor of connecticut's website. and other states are looking to massachusetts' website working okay. others are looking to california's website which seems to be working okay. but maryland's crumbling and not able to work either. >> yeah, so we are trying to figure out exactly how many people have signed up of the 6 million that the obama administration has been out thing this week to say we reached our goal of 6 million enrollment, even though we don't know how many people have paid. if you go into a restaurant and buy a burger, then you can eat it. but if you go and say you want it, that doesn't mean you have bought it and can have a bite of it yet, right? betty mccoy was on "justice" last night and says, you know what? here's where the math really lies. >> there's a big difference between selected, the administration said 6 million people selected a plan, big difference between selecting and paying. and although the secretary of broken promises, kathleen

sebelius, won't tell us how many people have actually paid, the day that we have from state exchanges that indicates some of those states, a third haven't paid, and on the federal exchanges, as many as 20% have been paid. >> so in other words, if you put something in your basket on amazon, it's not the same as buying it. >> and it doesn't show up at your house either. >> that's right. >> amazon has it figured out. they can tell if you pay for it or not. >> they know! >> but how come the federal government, kathleen sebelius is saying, we have no idea. do we really not have the technology to tell? >> no, because remember when the federal website was crumbling, where do they turn? they turn to the company who made state websites work well. the one in california and the one in massachusetts. they had to turn to these companies and they said, the state websites are working but the federal website is crumbling, so maryland signed up 49,000, far short of the 150,000 to their numbers preliminarily.

movies and producers to get obamacare into script. product placement. >> exactly. that's not so far off from reality, really. when valerie jarrett is out there between two ferns -- we'll learn more on this throughout the show. halfway home from saudi arabia, secretary of state john kerry will now stay overseas in paris for talks on ukraine with his russian counterpart. peter doocy is live with the very latest. what is this last meeting about? >> reporter: tucker, as you said, the secretary of state staying overseas to get more facetime with president putin's number one diplomat, the foreign minister, sergey smzlavrov. the two decided it would be best for their representatives to sit down, as you remember, when

russia began posturing for a move into crimea shortly after the winter olympics in sochi, president obama got president putin on the phone for 90 minutes, phone calls do seem to be the most common way for the american and russian presidents to communicate right now because the two leaders have not seen each other in a while. as russia was not included in the most recent g8 meeting. now, as for secretary kerry, he was about halfway home from a trip throughout europe and saudi arabia with president obama, but the two of them had two different planes. so kerry was able to change course without too much trouble. so far diplomacy has failed to stop russia's aggressive behavior in ukraine, but the hope is that today's meeting between kerry and lavrov will produce another idea about a way forward that benefits both ukraine and russia. and this last-minute addition to the secretary of state's schedule doesn't mess up his week too much because he was supposed to go back to europe anyway on tuesday to meet with

nato ministers. back to you. >> all right. peter doocy live in washington, thank you. eight minutes after the hour, we have other stories making headlines. this morning hundreds of students at the university of arizona rioting after their team's march madness loss. >> police firing pepper spray into the crowds after students hurled beer bottles and firecrackers at them. at least night people have been arrested. wisconsin took down arizona in a 64-63 overtime thriller to end the wildcats national championship dreams. wisconsin advances to the final four. several earthquakes in oklahoma overnight, the largest a 4.3 magnitude near oklahoma city. in the meantime, more than 100 aftershocks have rattled the southern california area since friday night's 5.1 magnitude earthquake. the quakes forced dozens of

people out of their homes after crews discovered serious foundation problems. >> it took out everything, stuff was falling out of my garage from the rafters out of my garage and my dog was freaking out. all our china broke, wine bottles, picture frames fell off the walls, it looks like a mess. >> the quake also caused a rockslide near the epicenter which shut down roadways throughout the area. gas leaks, water main breaks and power outages also were reported. 18 people now dead following the tragic mudslide in washington. and this morning the number of people missing has dramatically dropped from 90 to 30. now after a week of exhausting searching through waist-high mud and heavy rains, crews are taking a moment to remember the victims. >> all units, please join us in a moment of silence in honor of the victims and loved ones lost in the landslide. >> officials say finding and identifying all the victims could stretch out for a very

big snow across the northeast. flooding concerns, a lot of the rivers are going out of their banks because of the snow melt. the very different rain than we saw yesterday. we had a lot of severe weather yesterday, especially across parts of florida and north carolina as well. but today is your absolutely great day, but turning to the northeast, a slow-moving storm. so another day of a lot of wind and rain and you'll also notice this snow across interior sections, some of that piling up about 5 inches in spots in ohio. we'll see more heavy snow around the touchhill plateau and very windy and rainy conditions all there across much of the coastal areas. out across the west, this storm is moving farther to the south. good news for central california getting decent rain in there. one more day of rain across the pacific northwest. tomorrow they dry out in the seattle search area for about two days. and then more heavy rain moves in to the later part of the week. thank you, rick. coming up on the show, they are the small businesses taking on

welcome back. 6 million are now enrolled in obamacare. on twitter obama's political strategist called it an amazing comeback story. homeowners from six states were in a court this week that we hear could come crashing down.

what does this case mean? >> this case was filed last may by business owners across six different states in state that is opted not to set up exchange, so they operate on healthcare.gov, the federal exchange system. because they wlif there, their business owners and individuals shouldn't be subject to the mandate penalties under the aca that help to fund the subsidy system. this is in appeals court right now. and if they were to win, this could bring the subsidy system collapsing down. >> what are the small business owners saying about obamacare? why don't they want it? it should help them out? >> they are saying that the government opted not to set up exchanges, so why should their taxpayer dollars go toward funding subsidies for people across the country who can't afford it. >> the federal government stepping in to help with the exchanges and taking the lead in 36 states that have the exchanges set up properly. what does this mean for those states that have not set up these health care exchanges right now? we have the 36 states here on the map on your screen right now

that are not setting them up, so the government has to come in? >> that's healthcare.gov. that's why the federal system has seen issues because they are trying to serve people across 36 states. we have seen some states like connecticut which we all know is a success story. maryland is turning to them for help. they set up exchanges within the state, so they are operating with fewer people, less volume, and have seen more success. >> what will this mean? what will happen if this gets struck down in the states? >> so this small business case, they got ruled against in january. it hit appeals court and was expedited. so this decision should come in a few months. once we get the decision, either way this hits the supreme court. the small businesses aren't backing down and it's unlikely that the government could back down because they don't want to see the subsidy system collapse. they want it to stand. >> what can we learn about the district of columbia? the case was struck down in january there -- >> yes, but it hit appeals

>> you joined the marine corps in 2001. you have seen this from the beginning of the war on terror, how did it make you feel when you saw the al qaeda flag in fallujah and iraq? >> it made me furious. i spent seven months of my life trying to make that part of the world a better place. and to see that work kind of reverse over the course of five years is extremely frustrating. >> what message does that send to the rest of the world about america's willingness to confront its enemies? >> you know, america is the greatest country in the world. we've fought very hard to earn that place. and it's something that we're going to have to keep up with and continue to push on a regular basis. it's not something we can give up. >> so from what i understand of the letter that you sent, you're basically making the point no matter where you stand on foreign policy, you could agree that watching this administration draw clear red lines and then do nothing when the lines are crossed sends the message that america is weak and

that that weakness invites aggression. is that the point you're making? >> absolutely. i think the situation is currently going on in ukraine is a direct reflection of the weak foreign policy we have had the last five years. >> how do you mean? >> i think russia would have been bold enough to invade a sovereign country if they didn't think that we were lacking the will power to stand up against them. >> you where this letter to the white house, vets for freedom, your group, what kind of response did you get? >> it's been very positive. a lot of the friends that i have have been very supportive. and they agree with us. and very happy we made the video. >> did you get any response from the white house. ? >> no, i have not personally received anything. >> has anyone in your group? >> not to my knowledge. >> what is the philosophy behind the foreign policy of the obama administration? >> well, from what i've seen,

the obama administration is all about public perception and more of a celebrity presence and being liked by everybody as opposed to making tough decisions. i think that's been a detriment to our foreign policy. >> i think it passed a rock in fallujah and had friends killed there, how do your friends who are veterans of the iraq war when looking at that country and say it reverting to something awful? that must be so depressing. >> absolutely. several of my friends suffer from post that matic stress from what they have seen over there, and this is not helping to know all the work they had done is basically for nothing at this point. >> boy, that's really tough. kurt, thank you for joining us this morning. we appreciate it. >> absolutely. any time. >> well, is this the key to happiness? >> did you have ever day jay vu? >> i don't think so, but i can

a new team of investigators reopened the case of 27 inez garcia who disappeared after an argument with her husband in 1952. police uncovered bone fragments under the garage where the couple lives. garcia's husband is now dead but she obtained a swab from one of her dna children to send off for testing. are there ufos flying over texas. some say these pictures prove it. steve douglas spotted this triangular shaped aircraft over amarillo, texas. they originally thought it was a b-52 borm, but after closer inspection, the two are different. it is probably not aliens but more likely a stealthy airport craft. well, the hit show "house of cards" in the state of maryland facing off over broken promises. >> he made you a promise, but

minimum wage to $10.10 per hour. will this have an impact on women? sabrina schaeffer, thank you for being with us. >> good morning. >> so moving the federal standard from $7.25 up to $10.10, you say actually it could hurt the people the president is intending to protect. explain. >> the most important thing for all workers and for those unmarried women caring for children at home is broad economic growth and job creation. one of the problems is that pelosi and others in the democratic party have sort of given a bag tainting of what's really going on out there. the reality is that the majority of minimum wage earners are working part-time. the majority are younger workers, 16-24. 60% are. it's not the dire situation where the head of households not able to care for their families. and there are, when the price of something goes up, people tend to buy less.

government can come forward with a really overpowering -- we call it a compelling governmental interest that would somehow trump the religious based objection. so that's what this case is all about. it's a very important case. >> what's -- they're paying for 16 forms of contraception for their employees, but that's not good enough for the obama administration. why doesn't the obama administration give them a pass? all this taxpayer money just to get these four kinds of contraceptions. it's obviously that important to the administration to force them to do this. >> it's clearly very important to the obama administration, even though the obama administration has granted a number of exceptions, delays, you were talking about that earlier. there was a generous exemption for churches. but the government stops there. it says, no, we do not want to grant any exemptions to for-profit corporations. hobby lobby is a corporation,

but it's owned entirely by five family members. and the government that was arguing, hey, we don't think for-profit corporations should get any kind of break whatsoever, that didn't seem to get much traction with the justices, maybe one or two justices, but the overwhelming majority of the justices seems to say yes, please. even justice roberts was clear in saying maybe exxon mobil object whatever doesn't have a debatable point, but this is a family-held corporation. these are individuals. that's what this is all about, the religious liberty of those five skridz. >> so the if supreme court does accept the argument, what happens? >> then the greens will have to say, okay, what are we going to do? we'll have to dissolve the corporation. and presumably, they would form a partnership of some kind. so some way or other, good lawyers will be able to find a way for the greens to continue to expand this wonderful -- it's a very popular, it's a very

hey, the bible-based movie "noah" hitting theaters this past friday night. >> great flood is coming, the waters and the heavens. will meet the waters of the earth. we build a vessel. we build around ark. >> it's a bigckbuster drumming up controversy because it barely mentioned god. christians, some of them, anyway, may be up in arms, but environmentalists are excited about it. >> you know, it's a classic case of the book is much better than the movie. and i'm disappointed about that, actually, because i wanted hollywood to do an awesome -- they could have done an awesome job on this film. they put $140 million into it. quite honestly, it's

entertaining. it's escapism. it's kind of a double escapism, though, it's escapism from the true story, from what's in the bible. i think if they had put that much talent and that much money into -- beginning with a source of inspiration rather than, oh, we're going to make something about the a -- a story everybody knows about, they missed the mark and they're going to pay for it dearly. >> where specifically does this movie disappoint? >> i think god comes across as this impersonal force that tells you to do things. number two, noah is a strong character and he adds inner conflict, which is fine. but he's borderline schizophrenic, i would say. just not -- it's just not an inspiring movie. and i think that's why -- the real story is unbelievably inspiring. this guy was a great father who chose to do an unbelievably difficult thing and god blessed him and the world for it. >> well, $40 million worth of

barber and her 22-year-old husband were arrested. they admitted to killing a man just for the thrill of it. barber has claimed she's committed at least 22 other murders. a major break through for the nearly 70 million americans with high cholesterol. researchers say a new drug will lower lzl or bad cholesterol by some 66%. that's compared to current drugs, which only lower it 45% to 67%. the new drug still needs approval for the fda. file this one under the fold entitled, really? a men's rights group is accusing a california city of violating civil rights law because of a free self-defense class that's only open to women. and the president of the national coalition of men sent a letter to the city of glenn dale demanding men and boys be allowed to attend the class, too. they say the city is violating the equal amendment laws of the

knowing everything. basically in america i think you're sitting down with the head of the cleveland clinic? >> yes, yes. >> so that's the piece that i've been wondering about for the past four months is where are the people that run hospitals? >> there's been an enormous consolidation within hospitals. hospitals are being forced to merge and get together because the cost is so high and not manageab manageable. so we're seeing a lot of consolidation. i think what tony cosgrove is going to tell us is the cost is something people have to think about. deductibles will go up. they have to continue to go up. so the individual has to take more den the onus is on the individual more in a responsibility in terms of finding the own care at the best prices. but we've seen all the complaints and we've seen all the issues around the woibts. i think that's part of it because the business part of it in terms of jobs is where you're going to see a big impact. >> a lot of questions about the recovery, as well. the economic recovery, is it

stalling, is it picking back up inspect where should we invest? you're going to sit down in your show with larry summers. what do you anticipate you'll talk to him about? >> the recovery bumping along the bottom 3% growth, if we're lucky 2.5% growth. the unemployment problem continues to persist. we'll get the next unemployment report next friday, so we'll preview that with larry summers. i think obamacare falls into this, as well, because of the uncertainty of the cost of health care and the uncertainty of the tax bite on businesses has business sitting on cash. right now, you're talking about the corporate sector probably being in the best shape that it's been in for a long time because they're sitting on so much cash. the issue is they're sitting on that cash. >> so they're not buying equipment? >> no. they're buying back stock and increasing dividends. they're investing in cap ex. that equipment is basically, oh, it's ten years old at least and they will have to invest in cap ex. that's one place for money to

go. but with all of these uncertainties, they don't know what health care will cost them, they don't know what tax reform will look like. they're got making big bits in paying a lot of people in salary and benefits without the clarity. so that lack of clarity continues to keep things sort of very much in stand still mode. >> and maria, we're watching democrats who are concerned about midterm elections and keeping their offices, keeping their post decide that it's a good thing for all these delays and changes to to be made to obamacare rather than blowing the whole thing up and starting over. how is this going to be affecting hospitalses, too? i mean, when they aren't sure even what they're dealing with, what hand of cards they're going to have? >> well, i think this certainly gives the gop an upper hand going into the senate election these year because of all this uncertainty and the unemployment stories being where it is, stuck in reverse or in neutral, it is making a lot of people believe that, in fact, we will see a big change come november. >> well, welcome to fox news channel, welcome to the fox
