a lot of tears and a lot of very upset people. it's just over a week since this happened and it still feels very fresh to everybody here. despite itself, conditions proving to be very difficult. a lot of rain we've had over the weekend, there has been surface flooding across the debris field and that is taking a lot of time for people to get through. the governor is telling me that it takes five minutes just to wade through 50 yards of mud. 620 people at state, local and federal level now involved in that. draining a lot of that water off so they can actually get some resources in there to search for more bodies. and the governor actually telling me that they may never recover every single victim. >> i think families are going to have to steel themselves for the fact that the geology is so daunting and the force of this slide was so unrelenting that it is likely that we are going to

have to be honest with families that there are probably going to be some families that deal with the memories of their loved ones and that's going to be the best that can happen. >> reporter: he says because of the strength of the mudslide, nature is very much holding the key here, greg. we understand that they great radar in and there's amphibious vehicles being used. they were using sniffer dogs, search dogs to look for anybody trapped underneath the mud but those dogs are now cold and fatigued an they're starting to lose their sniffing ability, their scent ability, and so they're taking two days off. that will actually sort of work against really the rescue effort, but you can understand that it's so difficult the conditions in that cold, cold mud. the average temperature here has been about 48 degrees but feeling a lot colder than that, around 40 degrees for those wading through it. so the governor now asking that the federal government declares this a disaster so that those who have lost their homes can

start to rebuild their lives, greg, and that is going to take months. back to you. >> dominic, thanks very much. a sudden brash of earthquakes rattling parts of the united states this weekend. a 4.8 magnitude quake striking the northern part of yellowstone national park in wyoming earlier today. in the meantime more than a dozen earthquakes shaking parts of central oklahoma, ranging in intensity from an estimated 2.6 to 4.4 in magnitude. of course the los angeles area experienced more than 100 aftershocks following friday night's quake in southern california. that was the most powerful earthquake to hit the region since 2008. an intensified search of the indian ocean ends for the day. still, no sign of any wreckage of malaysian flight 370.

search teams racing against time trying to locate the plane and the black boxes. those batteries inside set to expire on april 7th. this prolonged search especially hard on the families of the passengers as they await any word about their loved ones. they say they're puzzled over why the search is taking so long. >> we just couldn't understand how does a plane going missing in 2014? it doesn't make sense. >> you can't give up until you have that. 18 days is a long time to go through that. it's agonizing, every day just having no finality, no answers. >> as the search for the plane enters a fourth week, a new fox news poll being released. the poll asks given high tech spy agencies, are you surprised they cannot find the airplane? 67% say they're surprised.

37% say they're not surprised at all. secretary of state john kerry is meeting with the russian foreign minister in paris. we are awaiting a news conference now from the two at any moment. you can see, obviously, the microphones have been set up in that ornate room for this news conference. the state department says they're discussing how to lower the tensions in ukraine despite the buildup of russian military forces on the eastern border. we are streaming live from kiev, ukraine, with the latest. greg? >> reporter: officials here in kiev are keeping one eye on those talks in paris and another eye on the russian troops on the other side of the border. the ukrainian military we are told is right now on a state of high alert. as for the russians, the latest word we are getting is something like 50,000 troops are now massed within a few hours of ukraine, some 10,000 just on the

border itself. that is ominous, but a top military analyst tells us tonight in the last 24 to 48 hours, he has seen some pull-back in the troops, a slight decrease in the tension, a lessening of the chance of invasion. we spoke today with a foreign minister here in ukraine. he had his own meeting with the russian foreign minister last week. he hopes that diplomacy works. he is cautious about russia's intentions. take a listen. >> the minister told me during our last meeting that they are not planning to invade. but unfortunately he was not able to explain why do they deploy such big number of troops on the eastern border and why the activities are so intensive. >> reporter: here in kiev we saw a day of mourning. 40 days since they toppled the government left 100 people dead, a lot of patriotism on display. officials here are said to be

rejecting what lavrov wants but they are discussing rewriting a constitution, a granting of powers to the regions, including those bordering russia. we spoke today with a fronting runner in the new presidential election. in his words, the most important thing for the folks here in ukraine is to be a country free and united. maybe something being considered over in paris. back to you, greg. >> greg, thanks very much. new fallout now over the way the nsa collects telephone data. president obama calling on congress to act quickly on his plan to reform the process which would allow phone companies to hold the data and be required to respond to specific requests. however, civil liberties activists argue the plan does not go far enough in addressing privacy concerns. peter doocy reporting from washington. >> reporter: before implementing reforms at the nsa, president obama wants surveillance programs to keep running largely

unchanged for 90 days, but that is too long for some in his own party, including senator ron white, who also wants changes to go further. >> i believe strongly all surveillance on americans -- >> reporter: other democrats are wondering whether it's reasonable to expect phone companies to maintain records and cooperate with law enforcement, something the obama administration and a bill in the house of representatives are counting on. >> the issue is whether the telecoms, all of them, are willing to hold this data. when we talked with them, they were not. they would most likely have to be compelled legislatively in a bill which did so, and also offered liability protection. >> reporter: but one member of the panel that helped president obama come up with a list of ways to fix the nsa says minor adjustments will lead to major improvements in privacy for the

average american. >> there is a difference between the government holding the data which creates the possibility of abuse by the government and the government not holding the data, which obviously doesn't create that possibility. the phone companies have held this data all along, so there's no additional risk in them taking this on. >> reporter: the whole reason we're talking about the secretive nsa is because edward snowden leaked a bunch of stolen files. this week the nsa director, keith alexander, told fox that snowden has more and he's especially concerned about what snowden has on our military operations and our personnel overseas. greg. >> peter doocy in washington. peter, thanks. march madness indeed. one school's diehard fans not taking last night's ncaa tournament loss too well. we'll have more with a look at the chaos that followed that game. plus, just hours before monday's deadline to enroll, we'll take a look at the economic impact of obamacare as senator john moroso accuses the

march madness taking a violent turn in tucson, arizona. look at this, some university of arizona basketball fans reacting poorly, to say the least, after their team lost an overtime thriller in the ncaa tournament. taking to the streets and throwing beer bottles and fire crackers at police. officers eventually using pepper spray to subdue the crowds.

there were no immediate reports of injury but 15 people were arrested. arizona, as you may know, lost 64-63 to the wisconsin badgers. senate democrats are facing voter unhappiness with obamacare, now trying to change the subject, as they look to keep their majority in the midterm elections. take a look at this. our brand new fox news poll finds rising prices and unemployment topping the list of the biggest economic problems for americans right now. so democrats are hoping that a populist agenda can help reach middle class voters who are feeling the pinch. here now to talk about this, susan foricio. how much of this strategy, susan, is designed to divert attention away from obamacare, which remains, if you look at the polling data, stunningly unpopular and appears to be dragging down the red state

democrats? >> it's a big part of it, greg. and it's a smart move actually politically because if you can just change the subject and try to counter some of the very negative campaign ads that republicans have been putting forward in these key red states, this might give democrats in those states a fighting chance. instead of having to constantly play defense about the health care law, which so far has been problematic and as you said quite unpopular, they can talk about other things like the economy and jobs and income inequality or what they collin come inequality. these are topics that gets people to stop talking about the health care law, which democrats don't have a good way of defending right now. >> i want to show you another fox news poll. it finds that close to a majority of americans think the jobs situation is getting worse action and they may be right, since upwards of 20 million are unemployed or underemployed, and

most of those people who were polled blame the president's policies, which they say have hurt the economy. so, susan, by trying to fix the economy, are democrats attempting to do what the president has either done or failed to do? >> well, that poll is really interesting. i think looking at a lot of people who have been out of the workforce for a long time, we have a real problem with long-term unemployment, the economy is just so sluggish there's not a real robust recovery. you're seeing that in those poll numbers. so where does that leave democrats? what can they talk about? minimum wage. okay. we'll help you with rising prices, by raising the minimum wage. democrats who counter that's going to kill jobs, but it sounds good when democrats are out talking to voters. it resonates. it polls very well, as does unemployment insurance. all the people that can't find jobs, they want federal unemployment benefits which ended december 28th. there's another great talking point for democrats. this stuff really does resonate. people hear it, it gets them off

the topic of the health care law and it gets them really not having to defend, as you say, the president's approval rating on jobs because they're talking about something completely different, but popular. >> all right. now, i want to touch on something you mentioned. democrats have come up with this campaign slogan for their economic agenda and the slogan is a fair shot for everybody, which of course implies that people are not getting one. it's a different way of saying income inequality. but i relooked at a fox news poll and found 62% of americans, a huge majority, say, hey, we're okay with disparities in income because they say that's just how free markets and the economy work. so are democrats chasing an issue that's not really an issue at all? >> well, it can be an issue with the important voters in their base. the poll you looked at probably polled all americans or all voters. democrats have a really hard

let's examine the economic impasse on the eve of the original deadline to sign up. is it a positive or negative for our economy? brandon buttner has been studying it. the nonpartisan cbo projects that obamacare is going to cost the nation the equivalent of 2.5 million workers jobs. >> that's not that employers will be firing them. basically, that is a disincentive to work built into obamacare. it gives subsidies and certain tax credits to people that don't earn that much and they'll have

to pay more for their health care. why work? and again, that encourages this whole culture of entitlement, depending on the government. >> but surely, some employers are going to start firing workers all together or placing the full time to part time. >> absolutely. because if you have 50 full time worker, you have to provide health insurance. if you have 53 worker, aren't you going to fire four just to get under that you know, to get under that, that base. and we've also seen that people are starting to do this. they're making full time workers into part time workers. investors business daily say that 500 companies so far are already terminating or putting to part time. >> president obama said the health care plan is with lower the health care costs. it turns out, obamacare is saddled with all kinds of new taxes and mandates and

regulations that will increase the cost for families and employers. >> and one of the hidden fees is a very, very disturbing one. it basically will cost $8,000. they feed on insurers and it makes them basically de facto tax collectors. it is expected to impact 50 million americans, $8 billion. you know this is going to make premiums go up. >> and the president vowed for the average family of four, typical family of four, your premiums are going to go down 2,500. turns out that is way wrong. >> the experts say that it will actually increase premiums to 7450 a year for a family of four. >> for young people in particular, are the economics really bad? >> yes, basically, we're depending on the young people to pay for all the older sick people.

they're not signing up, number one, but one study shows it's going to hurt younger men. going to make their rates go up by 97% and younger women, 57%. that's just incredible. most young people don't really, don't need health insurance, they don't buy it and that's really the biggest issue with obamacare. >> there's no question that 6 million plus people have been kicked off their plans because of obamacare and there's going to be millions more this particular year, 2014, and a lot of those folks are forced to go to the exchanges and buy plans that are more expensive, which doesn't that invariably mean they're going to have less cash in their pockets to spend on goods and services. >> very simple economics. yes, they're going to be paying more for health care, so they have less to spend in the private economy. so it's going to basically going to the, to the government and to insurers and the other thing is again, businesses, small businesses, the engine of the job market, they're going to be
