fox urgent. secretary of state john kerry has not just wrapped up his meeting with russian foreign minister, and the goal, of course, is to find some way to de-escalate the crisis surrounding ukraine. i'm harris faulkner. that meeting, we're told, went on for hours. secretary kerry again making the case for diplomatic solution, saying russia also agrees at this point, at least in principle, that a diplomatic resolution is possible. that's kind of the headline out of the meeting, and also he said no decisions on ukraine's future will be made without ukraine's involvement and approval. remember how we got here. russia invaded ukraine for all intents and purposes. there was an election. people in ukraine voted to stay
4:01 pm
with russia part of ukraine. the other part wants the democracy they voted for that doesn't have anything to do with russia. secretary kerry laid out our grave concern over the tens of thousands of russian troops near ukraine's border still. >> any real progress in ukraine must include a pullback of the very large russian force that is currently massing along ukraine's borders. and tonight, i raised with the foreign minister our strong concern about these forces. we believe that these forces are creating a climate of fear and intimidation in ukraine. >> russia, as we have been reporting, has repeatedly denied any plans to move any farther into ukraine, and calls the troop a

greg palkot has the latest live in kiev. what reaction are you hearing there tonight? >> okay, harris, it is lateñi he in kiev. the folks here are obviously watching this closely. there's a lot at stake here. it follows sunday's day of mourning,ñi marking 40 days sin the deadly protests and the sense is they sacrificed too much to give up anything. ukraine's foreign ministerñi sa he wants a diplomatic way forward, so he's probably heartened by the line from secretary of state kerry saying he does want to see ukraine at the table. lavrov saying basically the same thing, but the government here is flatly rejetting a core part
4:03 pm
of the proposal, which is rewriting the constitution, granting big powers to the areas here next to russia. the tone from the government is who are you to tell us what to do? >> and greg, what is the latest on the status of the russian troops on the border? we have heard some estimates that there are 80,000 on the border of ukraine. >> big numbers, andñi big worri. and again, harris, the folks here have got to be a littleçó heartened by the words coming from secretary kerry saying in fact he does want those troops pulled back, but disheartened by the fact there was no commitment. the ukraine military has been on high alert for many days, many weeks now. analysts tell me, yeah, the number is something like 50,000 just a few hours from the border. 10,000 right at the border. that is ominous, and again, no commitment coming from the meeting tonight about pulling the troops back. but one analyst told me tonight
4:04 pm
that he is seeing changes on the ground. that he's seeing some regrouping, some pulling back of the troops. some decrease in the tensions there. a lessening of the chance of an invasion, perhaps aside from the meeting tonight in paris, there is stuff going on on the ground, and it could be dtied to the diplomatic part in russia. russia hasñi been saying all along, these are just exercises. thoseçó exercises are supposed end tomorrow, so in fact, if we see troops move out after tomorrow, then maybe they're talking the truth. if not, then maybe they have other intentions. back to you. >> that will be pretty easy to watch for, greg, because when you move tens of thousands of people, it's kind of noticeable. we and the rest of the world will watch. thank you. now let'sçó move on to the affordableñiñi care act/obamaca. afterñi years of debate and glitches and bugs, we're in the homestretch for the obama administration, maybe. most americans must sign up for health insurance by tomorrow under obamacare.
4:05 pm
or face a tax penalty. but as (ññ have been reporting, that deadline has been suddenly moving sincexd friday. certainly not set in stone. the obama administration is now granting extensions for just about anybody who says they won't be able to pick an insurance plan in time. that is if they have already started to sign up online. they have to get it started this weekend and they #w slide the deadline. even as the milestone comes and goes, plenty of questions remain about the health care law and still need answering including how many people have enrolled. the white house says 6 million people have signed up, but what is not included in the number is how many people never paid their premiums or how many people were signing up because they were on one of the more than 6 million insurance policies that were canceled because of obamacare. steve is live with the news in washington tonight. steve? >> well, hairess, the administration released new numbersxd late today, but they d not give the most important

how much more is it going to cost them? and we know some of the best cancer hospitals in the country want very little to do with people who buy this xdinsurancen the obamacare exchanges. >> the deadline for this first enrollment period, tomorrow at midnight. >> sort of. steve, thank you very çouch. good to see you. and now the numbers are in about just how much water helped push the earth into homes in
