transfered by land and by air. i spoke to hospital officials they still have the nine patients three critical, six are now stable all in the icu still. men and women. some of them even arriving yesterday evening with their fatigues still in uniform. injuries with gun shots to the extremities chest and neck. one of those doctors is treating those individuals last night and this morning also worked on the victims of fort hood five years ago when 13 people died and 30 plus more were wounded. this is what he had to say about treating mill tear mreems. >> we all feel endindebted to t men and women who serve our country. it is heartbreaking to be so close to the tragic event it is a true community sense.

we hurt and we feel indebted to them and we obviously want to help whenever they are struggling. >> shortly after 4:00 p.m. central time the soldiers here on this post instead of hearing the retreat colors they were hearing gun shots. sirens started going off warning them they needed to hunker down and family members were calling them trying to get in touch with their loved ones who were here to make sure they weren't in danger. the hospital was prepared for all of these patients and at 6:45 this evening local time the president said i am heartbroken that something like this might have happened again and at 8:42 investigators confirmed it did happen again. confirmed the total 4 dead 16 injured. the gunman had psychological problems. his wife when she heard the news she was hysterical.

jaycie seigel s has that side of the story about the gunman and why he would he want to do something like this. back to you in the studio. >> at first it was a shock. obviously it was blast of what happened five years ago. it brings back images back in 20009. my heart goes out to those soldiers and their families that were shot today. it's a sad thing. i know what kind of strug ill they are going to have ahead both them and their families. >> that's sergeant sean manning was shot six times during the 2009 fort hood attack. yesterday's events of course bringing back horrible memories for the people who were there five years ago. we are joined on the phone by one of those people.

vice president fort hood military wife was on the base for the 2009 attack. she was on the base last night as well. >> thank you for joining us. >> no problem. what were your first thoughts when you heard that order go out over the loud speakers, shelter in place? >> not again. not again. i can't believe this is happening again. >> back in 2009 your husband, he works on the base. you also have children. dak me back to that moment and compare it to what happened yesterday. >> i couldn't believe it was happening. i was getting phone calls asking if i was okay. i was confused with what's going on. my initial thought waudz oh my gosh i can't believe this is happening on boast pack in 2009 and yesterday it was like, not

again. not five years later. it hasn't been that long since the last time. >> did you notice any changes? you would have thought that willed have been changes put in place after 2009. allegedly there were, that you would have been notified about your loved ones fairly quickly to let you know whether they were injured or whether they were safe. how did you find out that information? >> some cell phones didn't go immediately down so we were able to contact our loved ones. it didn't take as long. last time the post was shut down for many, many hours. this time it was about four. it's a much quicker process. >> definitely good news there. nadal hassan back in 2009 an army psychiatrist. then we have this shooter here, this occasion allegedly being

treated or actually we know he was being treated for psychological problems. one of your own once again doing this shooting soldier on soldier. how does that make you feel? does it make you feel really unsafe? >> it does. i had trouble falling asleep last night. it's also just really sad because i feel like our systems are failing us and they are just being swept under the rug and not being paid attention to. it takes something like this for the military system to say we need to take care of it. >> it doesn't appear they are. there have been 9 shootings on bases across the country since the first fort hood shooting back in 2009 and there are also talks of military funding cuts. we know there have been many of those. what would you say to legislatures in terms of what you need as a family to hopefully avoid this happening

again and get these service members the help that they need when they return from war? >> we need to add more funding to things like ctfp, the mental health department. our post doesn't need things like a brand new hospital or signs or things like that. we need to reroute some of our funding to go in more important things like ptsd and mental health industry. >> i should say not confirmed that the shooter had ptsd, but i was being diagnosed for it. thank you so much for joining us. we really appreciate it. once again we are glad that your husband and children are safe today. >> thank you. >> now other stories making headlines. while you were sleeping people in chile jolted out of bed

again. a 7.6 magnitude aftershock rocking the same area hit a day earlier by the macive 8.2 quake that killed 6 people. all tsunami warnings have been canceled. no word on any damage or injuries. we are following another shooting this morning. one person is in custody after firing a gun at kent state university in ohio. they locked down the campus for two hours while they searched for the suspect. the male suspect fired one shot on the ground around 9:00 p.m. near one of the academic mana s buildings. no injuries were reported. the identity has not been released. >> it has been three years since the botched fast and furious. they grilled atf chief todd

>> now back to the shooting at fort hood that left two service members dead and three others injured. the identity of the gunman specialist ivan lopez. casey seigel is live where he has been all night long. what do we know about the shooter? >> good morning. fbi sources on the ground are telling fox news at this point although it is early in the investigation they don't have any evidence to suggest this was motivate bide religion. the suspect does not have anything in his background that indicates he was part of a muslim extremist group. the reason i point that out and the reason i say that in the first place as you well know in 2009 the shooting that happened here very much had religious under tones. he yelled allah akbar or god is great in arabic just before he opened fire on this very post in

2009. they identified the gunman as ivan lopez. he had just transferred here from another military installation. he had done a tour of duty in iraq and had a self reported brain injury. although army officials saying he was not a wounded warrior he had been under going psychiatric evaluations for ptsd or post traumatic stress disorder and was on medication for depression and anxiety. now the deep investigation into this soldier's background begins to try to determine motive here. >> at this time there is no indication that this incident is related to terrorism. we are not ruling anything out the investigation continues. >> lopez was married and had

aren't doing their job. i remember they guarded every single base in inspecting cars and people in these bases. >> in 2009 who was it that ended up engaging with the fort hood shooter? >> who was it? it was security one security guy with one gun. if you had more individuals armed on that base you would not see the number of people who were killed at fort hood today. >> maybe it would have made a difference. why didn't they take these security measures? >> it goes back to individuals talking about washington and talking the obama administration. a lot of talk no action. we are going to have to take action soon. thighs are targets. we are at war with terrorist wrists. you need to protect your people when the cross hairs are on them. >> three innocent people dead. yesterday 16 wounded. >> last week, six, seven days

people dead. it is bringing back painful memories from 2009 when army major nadal hassan killed 13 people there. what is the latest on the vic tem's conditions? >> when we pulled up on the scene it was ear zee. five years later families are waking up some of them now without their family members because this young man decided to pull out a gun here at fort hood willing three people and injuring 16. here's the latest. investigators aren't releasing the names for 24-hours because they want to give them grieving time. those individuals were transported to the hospital by land and by air. it is a level one trauma center in texas. they have the resources to handle these types of injuries. i just got off the phone about five minutes ago. they say still 9 patients there three still critical 6 now stable. they are all still in icu. some arriving yesterday evening

instead they heard gun shots. the attack lasted for 15 minutes. responders arrived sirens were going off they were locked down family members were off the coast families called them to make sure they were not in danger and they were okay. hospital got word they were preparing for new patients to arrive as well. heartbroken that something like this might have happened again. then it was con virmed at 8: -- confirmed at 8:42 it did happen again. 4 dead 16 others injured. the gunman's wife when she heard the news she was hysterical neighbors say. casey seigel will be here live to tell you more about the gunman and why in the world someone would want to do this in fort hood. >> five years later doing it again.

these people something like this happens yet again. >> they get so many delays. >> what was it you were asked to do yesterday and how are you reacting today? >> the city stands ready. this is a different situation than we had hoped to be in. but we stood ready with our mutual aid agreements our police department assisted in the investigation our fire department sent personnel to back up the fire department inundated off post. the community also realized if people were locked on base the people were locked off base. we opened a community shelter before the gates radwere reopen. >> i was monitoring the story as it unfolded in the media, how important is it to know that you are there for support in situations like this?

hit a day earlier from the qu7. magnitude earthquake. one man is in custody after firing a gun at the campus of kent state university in ohio. police locked down the campus for over two hours while they searched for the suspect. authorities say the male suspect fired one shot in the ground it was around 9:00 p.m. near one of the academic buildings. no injuries reported. his identity has also not been released. violent protests has the mayor asking for help in reforming the police force. >> protestors outraged over the fort lee shooting including the

>> back to the shooting at fort hood that left three service members dead and 16 others injured. some brand new details emerging including the identity of the munn man. specialist ivan lopez. >> live from fort hood where steve dos s -- casey has been a night long. >> army officials are telling us he was being treated for mental health issues. he was suffering from things like depression and anxiety and taking medication for it. he had not been officially diagnosed with post traumatic stress disorder but he was being evaluated for it. it takes quite a bit of time for the mrilitary to say someone wa suffering from it. he spent four months in iraq on

go back and you look at what happened in 2009,ç look at what happened at the navy yard. those were not military personnel that shot those two assailants. in fort hood it was the first time civilian contracted police officers. at the navy yard it was d.c. police officers that came in and shot. you did not even have military that could react and take these assailants down. so we have a problem. we do have an issue. >> why is there another shooting rampage we're talking about? and still questions about security and what can be done to fix it.

colonel tony shaffer joins us with more. thank you for joining us this morning. share with us yourç thoughts. why does this continue to happen? i know also you say you're not surprised. >> no. there's two separate pieces we have to look at. we have to look at the mental health issues of soldier right now. we've had a suicide problem. this is related to that. let's talk about what allen was talking about, the military weapons issue. the lessons from the fort hood shooting were never actually interpblzed by the -- internalized by the military. i live in northern virginia and have a concealed carry permit. when i go to fort belvoir i can't go armed. the military has an unrealistic expectation of people in the military to be saints. this is why people who are crazy, who have problems mentally, terrorists who byç the way, the f.b.i. seeking

indicates clearly this was a troubled soldier. the general says there is a long process to diagnose ptsd. i've been in a situation i've had to plan worst case. these kids come back and they're damaged. to think they have to go through some level of uphill battle to get the treatment they need, that is something we need toç rethink. i think this kid was frustrated and that's the last thing you want to do with someone who is that troubled is frustrate them trying to get the treatment they need to make themselves better. >> we appreciate your insight. thanks. the new jersey teenager who climbed to the top of one world trade center may not serve time behind bars. he will be evaluated by social workers at a program for juvenile offenders to see if he's eligible for
