who does this benefit more. republicans or democrats? >> i think in the short run, you could see republicans getting maybe a slight benefit but that has a lot more to do with sort of the 2014 electoral map there are a lot of senate races republicans can can kind of push forward into states like colorado. or iowa or michigan that they didn't think they could. so i think if you are a conservative donor. now you don't have limits. can you sort of spend money in a state that, hey maybe republicans might win. in and not worry about not being able to spend that in a state that they are definitely trying to win in. but, in the end, i think 2016 and thereafter, it's kind of a wash. democrat have just as many big donors as republicans. and that's something that, you know, harry reid doesn't say. tom styer is a millionaire -- billionaire environmentalist who don't united states plenty to democrats. >> well, katelyn, take a look at your screen. 62% of your dollars donated by the top political dornsz go to democrats. so wouldn't this in the end end up helping democrats in the long run? >> i think democrats can

scrutiny from the obama people. f tell us what's going on with caterpillar. >> let's start with facts. caterpillar is one of the great american success stories. seven out of ten tractors that they built here in the u.s., with u.s. labor, seven out of ten tractors are sold in other countries. so the largest percent of what they make is exported. they have 100,000 employees that work for caterpillar, and the net tax rate they pay to the u.s. government for having the privilege of being headquartered here, anywhere in the world, is 29%. you compare that with the government account nlt auflss, gao's report that said the average u.s. corporation pays 12% of their net earnings to the u.s. federal treasury. is then why is senator levin and the obama administration going after a company like caterpillar, suggesting they've misused the tax code to lower

aircraft searching the area. this is an 84,000 square mile area. even though they are looking there, still finding this thing would really beç amazing, it's almost serendipitous. >> is it literally? sid they come across these pings accidentally? or were thaz targeted this specific spot? >> it looks like this is right in the area where the search has moved, and as you notice from your graphic there, you can see all of the previous search areas, and then here are new ones. why is that? it's because they're allowing for the movement of wreckage with the ocean currents and with time. and they've been throwing a lot of these bow wees in the water that then ping and track the
6:36 am
buoys, and now they know where the ocean currents are moving things. so it's not that they got it wrong. they're just allowing for time so to speak, to have an effect. and they're moving with that. >> and the to give our viewers an idea of that mab, the yellow area that you're looking at is the search area that's been going on today. the gray areas are the areas already searched. captain gnash, you know, if these crews do indeed decide this is where the black box has got to be, do we have the technology to go down there, the machinery, the heavy equipment to retrieve it before the signal stops ping sng. >> i'm not an ocean expert. i would have to refer to somebody with practical experience in that regard. rick has gone through, and it's not a flat ocean floor underneath there. there are a lot of ridges and
6:37 am
canyons, as he described it. and so that's going to add to the degree of difficulty. the other thing is the chinese news service is reporting they have a pulse signal, which is very interesting because the pinger sounds like taking a hammer and wrapping it on a piece of pipe. and it's in a timed sequence. on thursday an australian ship had a false alarm. the they thought they picked up something. it was in the frequency range of the pinger, but i think they attributed it to a whale. so there are undersea creatures out there that are out in their habitat and making their own noises, and some of those noises are some shipping noise could be picked up in the frequency range and give you a hit where you think it's positive. but this with the chinese culling it pulsed signal, that indicates to me that there's something where this is going
6:38 am
off on a regular basis. that's great. how many hits did you get? are you still getting the hits? have you been ang to triangu late it? >> as a former neaf pilot, i'm curious if we take the high level view again, maybe the 30,000 foot view of the whole scenario, what would you be looking for when they pull out the black box, as a pilot, in this part of the world where this plane may have crashed. what would you want to know? >> i would like to get -- i think the cockpit voice recorder is probably going to be empty. and that's because it it records over itself every two hours. however, the flight data recorder, i would want to get my hands on that. that is going to tell us whether the airplane was being flown or whether it was just off on its own with possibly a dead crew. because we're going to get the
6:39 am
engine readings. we're going to get all kinds of different pieces of data that come across the aircraft's data bus on what was happening in that airplane at the time. so we'll have the whole sequence from when that airplane disappeared and made a left hand turn all the way until the power went off and it was at the bottom of the ocean. >> all right. >> thanks for that explanation. we appreciate it. >> you bet. >> and now to other stories making headlines. the children of a man attacked after his pickup struck a 12-year-old boy. we're going to tell you about this. before he was accidentally hit with his truck. f the dramatic surveillance video showing the 11-year-old running into traffic in detroit and getting hit. he's going to be okay, we're told, but the driver is fighting for his life. the 54-year-old was beaten by a
