fox urgent china's news agency said a ship detected a pulse in the indian ocean. this could be a ground breaking development in the search for missing flight 370. 239 people vanished. and the intensity is to find the black boxes to find out what happened. australian officials say the pulse signals are consistent of an aircraft black box. so far no confirmation they are from the missing airliner.

something. joining us is john, a former ntsb official. and john, thank you. i don't know if you were able to watch the report, but australian authorities agree with the chinese searcher that it is consistent with a black box. if it is not that, what else could it be? >> animals can make sounds like the recorder, maunly whales because they community in about the same frequency range. but the steady 90 second signal is encouraging and i hope and pray for the family's sake it is the box and so they can move on. if it is the box, that moans the work is just beginning. >> you are giving us information

about the 90 second pulse. why again, is that important? because the did youreration of it and the spacing of the pulse indicated it is a pinger. >> rather than a whale or something else? >> yes, if it is then the search area will shrink from many thousands of miles down to maybe eight miles and it is a lot easy tore drop down the equipment to take a look. that's the next step, essentially a video camera and tow it around and observe what is on the ocean. >> that is excellent information. john, what you are saying that gets to a search area they are more used to searching. and if they are in fact the black boxes and the batteries

don't last forever. will the signal get weaker or do i. if it gets smaller they may be able to get thereby monday. if they are that close they will find it. and cameras will go down and find it. >> if they roach the black boxes. how do they get them up to the surface? >> they are rugged. they are rugged than just about anything you can imagine. they will survive the impact and the pressure. there could beidate lost because of. it but it is really pretty suged. we have gotten them back from 8 or 12,000 foot and they produce good data and the flight data recorder could be out.

but i would like to see the cockpit voice recorder come back to the u.s. capabilities of the lavaatory are out standing and they can get the information off of the recordings. i have been in the lab and i leave shaking my head. well, that is encouraging and a question comes to moind. china is looking for this. most citizens from that flight were from that country. do they keep that information. and would turn it over to the other countries? >> the protocall is for it to be turned over to malaysia. they would send it to wherever they want.

and they delegated the work to australia. but the malaysia are in control. i am not sure the chinese would turn it over immediately or if they turn it over it would be after they down load it themselves so they have a copy. >> so much pressure from the chinese citizens to feel like the malaysia government was shutting them out. what you are talking about is a role scenario. i am curious, to. i don't want to spoke to what happened on board of that flight. with the data recorders, record the last now hours of the flight. voice voir direr for the voices in the cockpit. what if they were not spoking and that voice recorder is silent. what other data will be. >> that will record movements

and there is multiple microphones and on the structure of the airplane. and pick up sound signals throughout the airplane. and if you move your arm and right now, you will hear your clothes moving. you can hear that on the recorder. those equipments are amazing. they will know if it is hitting switches and flying the airplane. the voice reporter can be critical and so is the data recorder. there will be a wealth of information about what happened. it is unfortunate it is only two hours. >> and i want to fogus on the investigation itself. your history 30 plus years in the ntsb. and what is the investigation lacking. the flight simulator didn't yield the kind of smoking gun

that you might look at if you were going to point a finger at a pilot. what gapping hole to they need to shore up in the investigation at this point? >> the unfortunate event that occurred. we didn't follow the protocols. malaysia didn't have an accident like this before. the international aviation committee needs to pull together and make sure the smaller countries understand the protocol. i mean, it is a set of the recommendations to all of the states and countries and how to proceed from an investigation. it got off on a bad to the and never recovered for about two weeks. that led to a lot of this
