that's all for tonight. see you next week. fox news alert on the heated battle between a nevada rancher and the federal government over grazing rights. federal agents deciding to call off efforts to seize the cattle rancher's herd after a very tense stand-off. welcome to brand-new hour inside of america's news headquarters. i'm arthel neville. >> i'm gregg jarrett. certainly a roller coaster chain of events as protesters who supported the rancher blocked a section of this interstate earlier today and some of them even brought guns. william lajeunesse joins us now live from nevada. william? >> reporter: gregg, as arrest they will said, tense moments

today in this dispute. a stand-off. three dozen police and swat on one side of a highway. two to 300 protesters on the other, blocking interstate 15, armed. they refused to leave unless feds would release cattle that belonged to bundy. tensions high. some of the protesters stormed the blm gate unsuccessfully. they negotiated, sat down. the blm agreed to release 2 to 400 cattle. by almost any account, a missed judgment on the federal government's part. last night there was no sign of them backing down on a conference call. they had seized 400 cattle. they had destroyed fences, corals and water tanks on federal land, they said as a last resort because they said bundy had for 20 years, grazed cattle illegally on land that is now dedicated to an endangered desert tortoise. they had no choice. they thought bundy did not have the resources to fight.

they misjudged the response of a sympathetic rural america. so-called patriots and armed militia who adopted his fight as theirs. they said they believed many of these individuals we talked to that government was overrecollecting their business, interfering with their way of life. they also misjudged the terrain. the cattle they got was the low hanging fruit down on the river. up in the highhands, the mountains and the canyons, much more difficult. they had seven days, eight helicopters and the numbers were dwindling. also trying to secure 600,000 acres of manpower. that was draining. finally, you had those free speech zone, those didn't work. they went down after one day. many, however, see bundy as this free loader, this outlaw who is basically putting his cattle on federal land and not paying for it. others, of course, see him as a folk hero, the last rancher in clark county, 52 others had

folded. they are out. he's the last guy. he would not give up. not abandon his way of life. at this point in time, the blm says we'll try negotiate this through the administrative and judicial branches and those cattle should be released in the next hour or so. back to you. >> william, thanks very much. let's talk politics now. some of the gop's biggest names gathering in new hampshire today headlining the first ever freedom summit. senators rand paul and ted cruz, as well as donald trump, laura ingraham and newt gingrich, some of the high profile attendees giving a possible profile of the 2016 republican primary for president. chief political correspondent carl cameron in the middle of it all in manchester, new hampshire. was it all kumbaya. >> there was a lot of criticism of president obama.

there has never been any kind of cattle call like this bringing together potential presidential candidates before the midterm in advance of the next presidential cycle. is really is very early and an expression of the arresteddor of republicans, conservatives trying to make sure there is a republican in the white house in 2016. today rand paul was a big part of the draw. he's been campaigning aggressively in all the early states, new hampshire, iowa, and south carolina. here in the live free or die state, first in the nation -- takes brand of conservatism is popular and he's been arguing for months that the republican party needs to sort of deemphasize social issues in order to appeal to a broader base of electorate. younger voters, minorities, women, et cetera. he's taken a lot of heat from social conservatives who think he's down plague the culture of life, abortion-type politic, as well as gay marriage. mr. rand paul is himself pro-life and supports traditional marriage and yet he thinks the republican party should change and frankly some his critics aren't impressing him.

listen to his rebuttal. >> i think there is an arrogance to having absolute litmus test and also you'll have a debate society if you have absolute litmus tests for people. but if people want to say i'm no longer good enough because of that and they're going to discount what i believe in, that's a dewait we can have, i think. >> reporter: it's a debate in new hampshire that rand paul is likely to get a positive reception at. this is a state where social conservative issues aren't as important as other places in the country. the yankee mentality of privacy, this he don't like to talk about who goes to church, but they all do. he's getting a fairly good response for all of that. it's not going over anywhere near as well in some of the parts of the country where social conservative is. >> governor huckabee is there. did he say anything about running? >> reporter: he did not. but his presence here was taken very enthusiastically. mr. huckabee, the former governor of arkansas who won the iowa 2008 caucuses, was also out in iowa last week where he was

telling people they should keep their powder dry, a political euphemism for he may want their vote at some point. when asked about the division between rand paul and some of the social conservatives and huckabee is one of them, over these social issue, huckabee kind of split the hair. listen to this. >> i don't think that it's a matter of are we going to choose a side here. i think -- let's go back through history. ronald reagan was a staunch pro-life guy that got elected president. every republican that we have elected in the past 35 years at least became president was staunchly pro-life at the time that he ran for president. the only ones that haven't won are the ones squishy on those issues. >> rand paul argues he's not the least bit squishy. ted cruz might having to say about that. he says he does not agree with rand paul at all. mr. paul has gotten into some beefs with others. just last night he said he

didn't like paul ryan's budget. the former vice presidential nominee in 2012, it hassed the house. rand paul said he could never vote for it. >> i hope you have some squishy in soles for your shoes 'cause you'll be running around a lot. carl cameron. >> you bet. >> thanks a lot. moments agoering the white house announced vice president joe biden will be traveling to ukraine to show u.s. support for the be leaguered country. he is scheduled to arrive in kiev a week from tuesday, april 22. in the meantime, today in the ukraine, this was the scene. a dozen armed men took over a police station in the eastern part of the country. it's happening near the same area where the pro-russian activists have occupied a government building for nearly a week now. iran says it will not offer a second choice to its

urgency now. the batteries on the plane's black boxes due to run out and just days after expressing optimism about the missing jet, australia's prime minister now saying that the search could go on for a long time. dominic dinatale joins us live from l.a. with more. >> reporter: hey there. yes, it's been a process of elimination really in working out what these signals could be. was it a submarine that shouldn't have been in the area? prime minister of australia has been saying that he feels deeply, confident that indeed what the ocean shield has been picking up with the pinger that is being -- pinger detector has been dragging is very much coming from flight 370's black boxes. of course, the focus now is really to focus very much in on a smaller search area and be a dot has been saying that indeed,

the australians are edging closer. >> we have narrowed down very considerably narrowed down the search area, but trying to locate anything 4 1/2 kilometers beneath the surface of the ocean, about 1,000-kilometers from land is a massive, massive task. >> reporter: it is a massive task, which is why when they eventually dispatch a drone down to the bottom of the ocean right onto the bed what they hope to do at some point once they have a better idea of where it could be, that search could take between six weeks to two months. >> well, dominic, once they get a better fix on it, how do they think they'll pinpoint it? >> so far they've been using that ping detector that goes down to 4600 feet. they actually have a specific submersible drone which goes

down to about three miles down. i think we can show you some pictures. quite an extraordinary device. see if we have footage of that. there it is. what that will be able to do is called the blue fin 21, is go all the way down to the ocean bed, which is three miles down. it goes very slowly down there. it can't cover the area in the same way that the ocean shield's pinger detected it was dragging at 4,000 feet can do. so basically it will be a slow process, heavy going, but it has a much better chance of actually finding those black boxes on the ocean bed. back to you. >> dominic thanks very much. meanwhile, a fear on a major american highway, one or more serial shooters may be on the loose targeting drivers seemingly at random. the latest on this developing story is coming up next. lois lerner found in contempt of congress this week. a fair and balanced debate on what should happen, coming up.

president obama accusing the gop of actively trying to make it harder for americans to vote. the president even saying that forcing americans to produce voter i.d. is undemocratic. mr. obama making these arguments at reverend al sharpton's national action network on friday. molly henneberg is live in washington. so molly, this is a big topic for democrats in the midterm year, right? >> yes. in part because it could possibly invigorate the democratic base in a year where republicans have a shot at taking over the senate. president obama says he's not against, quote, reasonable attempts to secure the ballot. but he slammed republicans, saying they're trying to undo the 1965 voting rights act and make it more difficult for people to vote. >> folks may learn that without

a document like a passport or birth certificate, they can't register. about 60% of americans don't have a passport. just because you don't have the money to travel abroad, doesn't mean you shouldn't be able to vote here at home. >> reporter: republicans counter and say that voters don't have to have a passport and that there are many ways to get a valid photo i.d. >> how many states have these voter i.d. laws? >> according to the national conference of state legislatures, 16 states require a photo i.d. to vote. 16 other states require some proof of identity to vote. but it doesn't have to be a photo i.d republicans say it makes sense for election officials to be able to verify that the people who show up to vote are who they say they are. >> this whole idea of asking people to show an i.d., let me go to the white house and walk in without proving who i am without a photo i.d nobody can even go to the event that he spoke at without a photo

i.d. >> reporter: but president obama says these laws place, quote, harsh restrictions on voters. republicans obviously disagree. arthel? >> molly henneberg, thank you very much. house republicans are vowing to get to the bottom of the irs scandal, well, what about that? the house ways and means committee voting this week to hold former irs official lois lerner in contempt of congress. and officially asking the department of justice to hold her in contempt. but democrats fiercely defending her. >> what we are trying to do is hold in contempt a mid-level bureaucrat and the actions of this committee won't hold up to judicial scrutiny. if this had been real, lois lerner would have been offered immunity on day one. >> can you imagine where somebody takes the stand and takes, i didn't rob the bank.

but i'm not going to answer while my fingerprints are on the demand note. >> well, joining us for a fair and balanced debate, richard goodstein, democratic consultant, former advisor to hillary clinton's campaign. and martha zoller, radio talk show host and former congressional candidate for georgia's 9 district. so richard, let me start with you. how do you defend that? >> first of all, i don't think the democrats are defending lois lerner particularly. what they're saying is that this is a witch hunt for the following reasons: almost 20 hearings. 255 irs people contacted or questioned. over $14 million spent on this investigation of what? 501 c 4s which are social welfare organizations. rotary clubs, disabled vets, the miss america pageant. crossroads, the one that's now in the cross fire, is the group that is getting all this

attention. so tell me all the times that crossroads has come up on fox news and what context has it been political and what context has it been social welfare like disabled vets or a rotary club? of course we know what they do and what lois lerner and the irs was doing -- incidental three, she got the position thanks to the bush administration. and basically what she's saying is it's a ripoff to the taxpayer for political groups to claim 501 c 4 status. what's so bad about that? >> martha? >> i think they probably should have done this a long time ago, that's one thing i would agree with richard about. i think this should have been dealt with a year ago rather than now. but really, this is about free speech and what we're seeing in the courts is whether it's citizens united or the mccupen case a couple weeks ago that speech is being protected. i think that's what you're going to see here. will lois lerner get a deal? i'm sold there will be some kind of immunity deal sometime over the weekend. clearly there has been e-mails that have come to light that

have been questionable as far as what she's saying. and there was a clear cut attack on conservative groups over liberal groups. and that just can't happen. we're talking about the fairness and we're talking about speech here. >> richard, a great many people think of lois lerner as a villain. she's not? >> so again, let's kind of disprove some of the sort of supposed understandings here. the words progressive, the word occupy, the word acorn was used on these be on the lookout notice, like the tea party was used. so is she a villain for trying to actually, again, protect the u.s. taxpayer? again, she's in her job that she got under the bush administration. is she the villain for forgetting the u.s. taxpayer from having a provision -- >> richard, for goodness sakes. >> of course, because all the republicans said is she had

broken the law. you would have done the exact same thing -- >> no, i would not have. richard -- >> if you had a decent lawyer, you may not have, but their advice would have been the exact same thing because if you had people basically the judges and jury saying, before you testified, you're guilty of something, you would have been crazy to have testified. of course she did -- >> but she didn't just take the fifth. she didn't just take the fifth. she gave a whole statement of fact and then took the fifth. and they should have done something about it back then. and maybe those terminologies were used, but they got on steroids with conservative terminology under the obama administration. they cannot find one single example of a group that has had to wait for approval to the level of tea party groups and other groups like that. it's great to say that it's the same -- >> president obama claimed there was not a smidgen of corruption. how could he know that when lois lerner takes the fifth and the

investigation is not even finished? how could he know that unless, richard, the fix is in? >> okay. so we have zero evidence -- >> no, not okay. richard. >> wait, wait. we have zero evidence after these 20 hearings of anybody in a political office had any connection whatsoever to anybody in the irs about this. not a -- there is no smidgen of evidence there for sure. that's undeniable. so the question is, when president obama says there is not a smidgen of evidence of corruption, he's saying there is not. >> how would he know that, richard, unless the fix is in? i mean, he didn't even know that the -- >> what fix? >> -- that the evidence was finished. >> well, he's saying as a lawyer, as of the time he spoke. >> a lawyer. >> there was no evidence. >> he was a lawyer? seriously? richard? he wasn't a lawyer. >> he was a professor. >> he was never a lawyer. >> you can sneer as much as you want, but he was making a

their there should have been a barrier across the median. a serial shooter may be on the loose in kansas. police in missouri are now officially linking 12 shootings on roads and highways there. at least three drivers have been wounded since the incidents occurred in march. bryan yennis with more. bryan? >> reporter: hi. those three drivers suffered monday nonlife-threatening gunshot wounds are and are expected to be okay. the string of 12 shootings over the last month are from the same person or persons, but there are no known suspects. most of the shootings are reported in the southern part of kansas city, missouri. known as the grand view triangle or three trails crossing where three interstate highways and u.s. 50 intersect. police believe that shots are coming from inside a car in all 12 cases, someone fired shots just before reaching a highway

exit ramp or road split. the suspect then veering off in a different direction from the victim's vehicle. one victim reported seeing a gunman drive next to their car and open fire wearing a ski mask and hood. >> really scary to think somebody is out here doing it with no regard with what could happen or anybody could be hurt. people have families that drive on this highway. >> reporter: no one has been killed and most of the shootings occur at night from 5:30 p.m. on. the news likens to the sniper shooting in washington, d.c. that killed police. but kansas city police have said they do not believe a sniper is targeting the area and the mayor is down playing it. >> this is urban usa reality these days. having crime of any sort is bad for anybody, especially those that are victimized by it. but i do not believe that you can say that what's going on in kansas city is of such a weird

nature. >> reporter: police are reviewing cases dating back to last year. there is a $10,000 reward for any information that leads to an arrest. greg? >> bryan, thanks. equal pay for equal work, the subject of partisan back and forth in washington this weekend. today president obama and republicans offering a competing plans to make sure women earn the same as men doing the same job. the president arguing the need for legislation in his weekly address. listen. >> earlier this week was equal payday. it marks the extra time the average woman has to work into a new year to earn what a man errands the year before. you see, the average woman who works full time in america earns less than a man, even when she's in the same profession and has the same education. that's wrong. >> the unemployment rate for women rose last month. meanwhile, growth is slow and

wages are stagnant. washington overreaches so much that employers have little choice but to lower wages rather than to increase them. to reduce the hiring rather than expand. this has to change. so instead of politicizing women, let's celebrate the extraordinarily positive role they play in our economy and focus on how we can further expand that role. >> joining us now to talk about the fight for fair pay is financial advisor and money manager laurie itkin. good to see you. >> hi, arthel. how are you? >> well. and i want to let everybody know that you have a book out called "every woman should know options, invest your way to financial empowerment." let's get to it. first of all, how do you find out if you're not getting equal pay? >> you know, obviously there is a wage gap, but i think this issue has become way overpoliticized. there are things women can do

today to close their own personal wage gap. i mean, it's incumbent upon us as women to figure out what are the market rates for the salaries in the industries we're in. we can actually go about choosing industries where we know that the pay disparity is lower. stem fields, science, technology, engineering and math. we know that women in those fields are being paid almost as much as men and especially for the younger women just coming out of college and graduate school entering the job force. >> wait a minute. you're telling me that i have to choose a particular line of work where i know that as a woman, i'm going to get paid equally for my equal abilities? i feel like i should be able to go to whatever profession and get paid equal to a man. why should i have to choose? >> i'm not saying that, arthel. but we as women have a lot of obstacles that men don't have. many women take five to ten years off out of the work force to raise families. and then we come back into the

work force. we can't be paid as much as the guy down the hall because he now has five to ten years more experience and more seniority. so we can choose husbands that are going to stay home with the kids so that we can continue on our careers. that's a way we can close our personal wage gap. >> a lot of guys are doing that. let's say you know that you are under paid for your position. how do you approach your boss? >> you know, women really need to do a better job at negotiating what they're worth. we as women, we are independent women. we are confident women. now let's get paid what we're worth. there is a lot of anecdotal evidence that men come in when it's time for a raise and they flaunt what they've done to show their value for an employer and we as women have to stop being scared to talk about money and ask for what we're worth. >> laurie, is it scared being scared? you know it's that old double standard. if we as females are assertive,

then they look at us and they want to call us you know what. so when do we have to not worry about that and go in and ask for what it is that we are worth? >> arthel, you don't worry about that. i don't worry about that. we just need the young women to feel confident and not be afraid of being thought of in that derogatory term. i mean, what's really important, the focus really should be on how women are investing and growing the money that they do earn. we can spend a lot of time talking about how much less women get paid than men do. but we then need to be smarter about taking advantage of our 401(k), taking advantage of ira's, making sure that we keep more of the money that doesn't go to the tax man and grow our wealth because at the end of the day, we don't want to be working for the rest of our lives. we want to be working to earn money and invest the money to grow our wealth when we need it. >> okay. so let's get back to you find out you're getting paid less

than the person sitting in the office down the hall from you and you're doing the same amount of work. how do you approach the boss? is there a better time of week to approach him or her? do you put it in an e-mail? if you do, how specific do you get before you actually face-to-face with your boss? >> well, first of all, you can always use your hr department to help you before approaching your boss. there should be a parallel strategy there. and really the best time is to say i want a review. i'd like to prepare for you what i've achieved, how i've added value for the company. not what i've done for myself. how i've added value for the company and say that i've been here, this is my value and i deserve x. you can't be afraid. the worst they can say is no and then you put the pressure and you say, well, what other ways, what other benefits can you do to compensate me because this is not fair? i'm just saying, a lot of women are saying f they're upset about what they're being paid, more

nora muchanic noro virus. health and human services secretary kathleen sebelius stepping down this week following the less than stellar rollout of obamacare. some are calling it a slow motion resignation. republicans on the hill responding with fresh calls to repeal the president's health care law, arguing that no matter who is in charge, it's still hurting hard working americans. joining us, susan estridge, professor of law. good to see you. >> good to see you. >> when you first heard that kathleen sebelius was resigning, what were your thoughts? >> oh, my goodness, i'm so shocked. no. that was not my thought. i was sort of impressed that she lasted as long as she did.

to be perfectly fair, victory always and mothers and defeat is an orphan. as many things go wrong as went wrong with this rollout, the one thing you can be sure of is that there are plenty of people who bear some of that responsibility and obviously the secretary of health and human services is one of them. but she is not the only one. >> she's not the only one. so do you feel that more heads will roll, if you will? >> well, i don't know if we'll see more heads roll. but i think it was handled pretty well as washington head choppings go. she stayed long enough, they kept her on long enough so that the first round of problems at least could be dealt with, you know, getting the web site up and running and hitting their initial target on sign-ups. but there are a whole lot more problems that have to be addressed. i was at the drugstore yesterday and the young woman who works there who i've known for years, i'm sitting this, she's on the

not going to happen. we already hear people say i don't care who is in charge, the affordable health care is a failure. this is what the critics are saying. so it doesn't matter who is in charge. let's get rid of it. is that what we'll keep hearing? >> see, that's like a waste of time. all right? that's like me saying, i wish i was 30. i do wish i were 30. okay? but you know, i might as well make my peace. so long as barak obama is president, you're not going to get it repealed 'cause he'd veto any repeal. i don't even think most people want a full repeal. they want fixes. people with preexisting conditions want to still be able to get insurance. the problem is, and the confusion right now is, okay. so we've got this insurance. but i can't find a dork. i can't find a hospital. life lost my doctor. all of that has got to be worked out. and i think this was probably to be honest, way over ambitious plan that they tried to

accomplish in a relatively short period of time and, you know, there are going to be lots of glitches. >> are you hopeful, in a short answer, are you hopeful that they can get this thing fixed and sorted out to where it's working for most people? >> i'm hopeful that things will get better. okay? but no system is going to be perfect and let's be honest. insurance companies in there, you have pharmaceutical companies in there. you got a lot of insurance groups in there. there is a lot of compromise in there. every doctor i talk to tells me it's going to get worse before it gets better. but i'm hopeful that if hard-working and decents people, if there are enough of them below the level of the secretary and the political leaders try and fix this stuff, that there will be improvement in health care. but it's not easy. >> okay. by the way, if you're going to wish to be 30 again, make sure you're 30 and know what you know now. okay? >> yeah.
