small carriage house on the grounds. that's it for today. have a great week. we'll see you next "fox news sunday." breaking news on the "fox report "i'm harris faulkner. in kansas city people at a jewish center and is a nearby retirement home targeted by a gun man. they are confirming that three people were killed outside of those jewish-related facilities. we learn both places were put on lockdown for a period of time and here's what we know now. while the shootings were happening inside -- were happening, rather, inside the jewish community center, children and their parents had gathered inside a theater. they were auditioning for a play. it was packed.

the shootings took place near the entrance of thoot theater. another shooting was at a jewish's retirement home. no word on the victims. >> there were three fatalities, there were two individuals shot at. one was extremely close and we have a total of five that shot at. we have back doors of the community center has substantial damage. we haven't ruled out anything. i don't want to say the terrorism word but this is again three hours into it. >> police are telling fox news one person is in custody and you see some individual of that man now, and they arrested him at a nearby elementary school. the lockdown situation for by the same token those centers is where now? >> the lockdown is over but they are still tweeting it as an active crime scene in both locations at jcc and also at the

village shalom center. right now, the man in custody is at the johnson county detention center in kansas. the suspect is 70 years old. police have not released name and say he's not from around the area. this all began around 1:00 p.m. local time. police were notified of shots fired at the jewish community center in over land park, kansas. one of the vehicle victim's vehicles in the parking lot in the back of the theater. 75 kids and their parents were side the theater. police say the double doors leading into the theater received heavy damage from gunfire. the suspect was seen using a >> it was really scary. when i called my mom and she started crying and i started

crying, and i kind of just couldn't help but think about sandy hook, just looking around it, these very young children, and i was really scared. >> just incredible. just minutes later, the suspect traveled about a mile south to village shalom, a jewish assisted living center, where a family -- a female was shot and killed in the parking lot. two police officers already on search for the active search found the suspect about a mile away. >> after the first incident that we had, the second incident followed closely behind, and we immediately understood we had an active shooter, and went into our active shooter protocols and began to search for him with the best information we had. we saturated the area and i believe two of our officers found him in the school parking lot. >> local news media was the man

was heard saying hail hitler. there is speculation that this could be a hate crime. >> it's too early in the investigation to try to label it. we know it's a vicious act of violence, and obviously at two jewish facilities, one might make that assumption. we have to know more about it before we label it. >> again, too early. a total of five people shot at, three people were killed. two were uninjured, and i said earlier, the suspect is in his 70s. we know little more than that, harris. >> thank you very much. now a first person account. michael metcalf was walking with his son into the jewish community center when he says he saw the gunman. michael you are joining us by phone now. when did you realize something was wrong? >> good evening, harris. as you said, my son and i were walking into the jewish

community center to a different entrance than the one we had originally gone into, and we heard a loud noise, it sounded like a gunshot or a car back firing and looked over toward the noise and i saw a man standing next to a vehicle with a gun, raised to his shoulder, and i also saw someone laying on the ground in front of him that looked like they had been shot or i assumed they had been shot, so basically i yelled at my son to run as fast as we could and made sure that he did, and that we both got out of there as quickly as we could, and we ran down the hill into the building and told them what we had seen, and that's -- we were in the building for quite some time. it was obviously very disturbing. >> i can only imagine. what were other people doing?

>> caller: inside the building you mean? >> did you see people running? what was their reaction? did they realize what was happening? >> caller: well, i think we were probably the first people to tell them what was going on outside, and -- so then they proceeded to call the authorities, and they had everyone go into the locker rooms, so they could lock the doors and keep everyone in there. and we really didn't hear anything while we were inside the locker room. eventually we were allowed to come out. >> were you scared? >> caller: oh, absolutely. obviously it was a horrible thing to see and very frightening and even when we were inside the building, you never really know if you are safe. >> you know, we're seeing video now of the first responder action that was taken as police began showing up and others in the community were reaching out to try to get there. i'm wondering, are there armed guards normally on the premises at the jewish community center

there? >> caller: i cannot say. we don't actually belong there. we were there for something else and i'm not that familiar with the facility. >> how could you describe how crowded or not crowded it was? did you notice? >> caller: the entrance we went into was kind of the area by the locker rooms and the workout facilities. there were a number of people in there. it was also close to the swimming pool. i think -- in the main entrance to the building, they were having -- we saw quite a few of people in there that were there for some type of contest or audition that was going on. >> michael, you and i spoke moments we went live. i'm from that area. it's a very closely knit community. what are people saying tonight? we're a couple of days out from the first night of passover? >> caller. . well, it's horrible.

i haven't talked to that many people, to be honest, because i've been trying to process all of that this afternoon, and we were -- my son and i were very fortunate to get out of there safely and get home, but obviously it's a terrible tragedy. our thoughts and prayers are with the victims and their families. >> right. and of course we've learned tonight after this news conference that there was a 15-year-old boy in critical condition tonight and i know you were there with your son. thank the good lord that you guys are okay tonight and of course our thoughts and prayers as you said are with the victims and families. michael metcalf giving us a first person account of what happened at the jewish community center in overland park, kansas. >> our hearts go out to the families who suffered loss on this tragic day. our heart felt gratitude as well to all of those in kansas city

and around the world who have expressed sympathy, concern and support. much more on this story throughout on the "fox report." right now, we are awaiting an emergency meeting of the security counsel at the united nations and we have learn it's at russia's request. we don't know exactly the details but we're told it will deal with the crisis between russia and its neighbor ukraine. thousands of russian troops have been massing at ukraine's border today. we'll go live to russia in moments. and it is not over yet for the cattle rancher in nevada who stood up to the federal government over a land dispute. it came to a head on an interstate as the feds moved in yesterday to round up his heard -- herd. and new information tonight.

major developments on the ukraine. we're told an emergency meeting with the united nations can happen within the hour. he's telling russia to lay down their weapons by tomorrow morning or face a full scale operation by ukraine's military. that move is raising the risk of an all--out military couldn't frons tags between ukraine and russia. russia is calling the threat or warning from ukraine a criminal order. in eastern ukraine, the situation grows more dire. proceed russian gun men. both ukraine and the u.s. say russia is directly responsible for the uprising. fox news radio reporter in

moscow will tell us how people are reacting in russia right now. >> we have thousands people gathering in russia. they say there is ton of propaganda going out. a lot of pop pa began da going out on the air waves and people here are very upset about it. they say that ukraine is full of false information. russian-speaking people in crimea and eastern ukraine have to be afraid because the government there is going to percent cute them, make their children's lives difficult and their own lives difficult. a lot of people gathered in moscow today in support of ukrainian people. it's really something important to note that a lot of these people that i spoke with today that were at the rally had originally rallied in favor of

crimeans being annexed by moscow. and they wanted to change their minds and show their support for ukraine. as you mentioned earlier, the situation in eastern ukraine is very dire. pro russian separatists want to do the something thing that crimea did and basically be an nexted by moscow. they feel that their lives are in danger, and their children are in danger. there is a lot of prop abegan da coming out of moscow. people are saying they don't have any faith or trust by the government in kiev. the region of donetsk, those people want to hold a referendum may 12th in order to join moscow and unfortunately we saw the death of a ukrainian service man today. ukraine's president basically coming out today and saying the strongest words so far by ukraine that a full scale anti

terrorist operation will be held and the people who are trying to separate will be treated like terrorists. in the meantime ukraine has also said that they will give sort of an amnesty for those protesters who actually wish to step aside and lay down their weapons. that they will not be prosecuted, but the demonstrators say then nothing of it and they have no faith in kiev's government. >> jessica, i want to draw everybody's attention to, and i don't know if we can put that video up from eastern ukraine. these look like they are citizens. i don't see people in this video in camouflage wear. are citizens arguing with each other near that border too? >> absolutely. we have young and old. women. a lot of women actually bringing their children out there. the elderly. it's the same situation that was happening in kiev. you saw your average vladmir and

average sach cha arguing with each other. some people want to stay with kiev and others want to go to russia. we're talking about average people here. they are not trained soldiers. they are people who want a better lives for themselves and their family. there's a lot of information that's misleading to these people and they are trying to get information from each other. a lot of fights obviously break out. we've had scuffles. the situation could get very tense. as you mentioned earlier there are tens of thousands of russian-speaking troops on the border of ukraine. if russia chose to move in, they could basically capture whatever they wanted to capture within three to five days. >> right because they were -- >> this is a very tense situation. >> some estimates put the number of pro russian troops or forces at 80,000. before i let you go, jessica, i want to ask about something that

was just crossing the reuters and associated press wires a short time ago. the central bank governor of ukraine said that their economy is in deep jeopardy. they have enough to pay debt should they see some sort of run on the banches. he's letting people know we have enough money in the banks but further pressure in this situation with russia could destabilize and drive inflation into the double digits. >> i think people are panic since this whole thing began in february. nine out of ten banks that i went to ukraine, i couldn't get money out of. people are worried. the problem is if the economy is unstable and we have as we mentioned this threat from russia, it just makes this situation that much more worse. ukraine is 39 billion $rin debt.

names. the gun man drove a mile away and fired at a retirement home. call the jewish that loam. a to that of five people shot in these attacks. police arrested this man. he's in his 70s. they are investigating it as a hate crime. every option is on the table as to what type of crime this was. officers say at this point it's not believed the gunman knew any of the victims. a stand-off we watched it end between a rancher out in nevada and the federal government, but the legal fight is not over. the feds released some 400 cows, rounding them up on that ranch and gave them back to the owner. there they are. his name is cliven bundy. the bureau began confiscating the cattle last week after bundy refused to pay grazing fees to the federal government and to

protect an endangered tortoise that lives on that land. this fight has sparked a wider debate about states rights and federal land use. americans coming to his aid. the feds ended the cattle round up citing a serious concern for safety. women -- -- wum, yet another bses active day out there. >> it has been but of course this being sunday in this part of nevada not everyone is out. i will say that bundy family is assessing the damage in their property, which the blm admits they did tear down tor tor rals and -- corrals and water

troughs. it was demand that blm agents holding their cattle released them from their pens. local police and s.w.a.t. rushed to the scene hoping to prevent a shoot-out. witnesses say both sides had their guns out and as this picture shows, you can see a protest we are a rifle in a sniper position. as protesters arrived on horseback. >> those men, did not know the militia did not up there behind them. they thought they were on their own. they rode in on horseback underneath that ridge. they stood that line of guns by the federal government against them without the knowledge that they had help. >> now, this incident lasted about 30 minutes. the blm says they are investigating. also, at this point, they say they stopped and pulled out out of safety for their employees

and for the public. harris. >> william, we saw this on social media and now we've her from the bundy family. this wasn't damage -- this wasn't just land that was damaged. some of those cattle are not in good shape. >> that's right. and as of friday night, the blm said it had seized about 380 cattle. all but 10 belonged to the bundys. that release only happened after protester refused to move and refused to allow the employees leave the area. the high stakes stand-off lasted about 30 minutes but because this was calving season, it made the operation more confrontational. the family says they have 18 or fans that may or may not find their mother. >> these cows are going to be on the run. they have got little babies cows with them that can't keep up.

>> i know sylvia quite well. worked with her in the clinton administration, she is as reported a first-class woman with bipartisan support. to answer your question specifically, the republicans should and argue you'lly need to use the hearings to get to the bottom of what the numbers mean, what the 7-7.5 million sign-ups mean in terms of demographics and most importantly how many have paid. she needs to really offer specific solutions to fixing obamacare in terms of coverage and premiums. the republicans need to use this as the base to show that their constructive on health care, not just using it to go negative for a political reason given the elections in the fall. >> pat, what happens next? >> well i think doug summed it up. one thing, sebelius is not going to be a vice president for anybody for sure. it took forever to get rid of her. you know, this declaring victory.

the poll last week, which is hardly described as a right wing apology polling operation came out with a poll that people are opposed to obama care. >> i call that, pat, the passio. and going into this year, the passion, harris, is against obamacare. that poll that pat cites, 58% of people disapprove of obamacare. 58% and of them, 80% said they are going to vote expressly against democrats because of obamacare. so there's the passion and that's why thes president is not talking obamacare now. he's talking minimum wage. equal pay for women. they want to get off this thing. >> the war on women, of minimum wage, combined with unemployment insurance, fairness, in other words. >> the way you describe it, though, and i'm pushing back a

russian interests are threatened, he will use ever power in his means to protect them. this is a pretext for a full russian invasion of eastern ukraine as we have been talking about for the last month or so. >> which means that putin has calculated i vladimir putin can go take part of the ukraine and whatever retribution is coming from president obama, america -- merckle, i can handle any of it. >> we saw this week, the iranian ambassador, someone that was involved in the hostage crisis seizing people, we finally -- the administration finally said no. the real question, i didn't hear this this morning, why were the iranians, why would they seeven do this, was to put it in their face they can get away with everything? that is what putin is doing.

. i want to bring the latest now from kansas city. three people dead after a gunman targeted a jewish community center and a retirement home about a mile away. joining us now is melissa stern. she was in the parking lot in the jcc on her day off. she's joining us now to tell us what she saw. >> i was actually on the phone with my mom. i was walking into the jcc and i heard a loud noise which kind of sounded like an explosion. i guess it was echoing off the buildings. i turn around and i see two men running toward me. i started running with them, i asked one of them if that was gunshots. we just witnessed a man shoot

someone on the parking lot. so we ran inside and i told them call 911, someone is shooting people in the parking lot and they put the entire place on lockdown and we all went to the tornado shelter which was the locker rooms and they were in there for about 45 minutes. they let us out and they wouldn't let us leave the building. they let us stay in the hallway in the building for another 20 minutes or so. there was some young girls in the bathroom and they were crying. i let them use my phone to call their parents. it was unreal. i couldn't believe it was happening. i, of course, called the station right away and told them to send people out because i knew that this was going to be a very big story. >> absolutely. and a very bad situation. glad you were safe tonight, melissa stern. just real quickly. were there any threats that you know about for either of those locations? i know you probably had to go work right after that scene and start towork with questions. >> yeah. i did go right to work. i was interviewing people inside

the building. i did not hear any threats. we're told that one of -- the shooter was yelling hail hitler and asking people if they were jewish before he was shooting them. that's just what people are telling us. of course, i ran in as soon as i heard four or five gunshots go off, but we believe it was a hate crime, and of course, he was attacking jewish centers. so i spoke to a gentleman who was in there who didn't even belong to the jcc, he was just there for some umpire event, and he said that he was the one who ran toward me and actually saw the shooter, so -- >> melissa stern. a reporter from our fox affiliate. they are investigating this as a hate crime. a lot of things are on the table they tell us as well. we appreciate you reporting and you being safe tonight. thank you. with the political insiders here, the conversation can continue on twitter at
