coast of south korea was navigating the waters the first time that mate, the ferry's captain and another crew member all arrested. they are in custody of suspicion of negligence and abandoning people in need. the captain pictured here is accused of being one of the first people off the boat. we were hearing that yesterday. didn't want to believe it at least 32 people confirmed dead as the search for survivors continues. today rescuers are scheduled to make 40 difsz in an attempt to reach any survivors. at least 270 people, many of them high school students, are are still missing. and another fox news alert. a u.s. drone strike in yemen killed 9 suspected al qaeda terrorists. the raid targeted the car in the southwest part of the country. the drone had been circling the region for days. and scary moments on board a delta airlines flight. the plane forced to land in a remote area of denver international airport after a note with a bomb threat was found on board. the plane was on its way to

alley enabler, they are going to do it to the tune of 100 million until american taxpayers that were supposed to be helping families facing foreclosure. >> this money hasn't been dispersed properly. at issue of course are these pensions and large pensions that haven't been paid out. local politicians. our own stuart varney yesterday on the show arguing this is really a back door way of giving them a bailout. the obama administration won't come forward and say straight up hey we are going to be bailing out detroit again. we are going to do it in this back door alley kind of way. is that accurate? >> it absolutely is there is a federal fund, a federal treasury fund that came from tarp, of all things, called the hardest hit fund. 8 billion-dollar fund to 18 states and the district of columbia. michigan received 500 million of those dollars and they spent out 100348. it was supposed to help people getting through a rough patch to make sure they didn't get foreclosed upon. last year michigan got permission from the feds to start using this for blight

remediation. shuttered facilities, things like that. now they are going to use this money to shift it to blight remediation so that they can shift and turn a different $100 million to pay for detroit's unfunded pension. and the blight that i'm seeing around here that needs remediation is the decades of fiscal irresponsibility by detroit politicians and their friends and big labor who got detroit in this mess in the first place. >> right, so paying for pensions that were never affordable in the first place is detroit really just the tip of the iceberg? are we going to see this in other cities? some people are argued that i don't know that we have seen that in other cities just yet but will we see it? >> clayton, that is exactly what the fear is here. detroit is the tip of the iceberg. they have 3. a billion in unfunded pension liabilities. that seems like a lot. but it's nothing compared to our nird unfunded pension liability of cities and counties to the tune of half a trillion dollars. and it's cities that would surprise you. it's not just the chicagos and philadelphias of the world. it's also omaha, nebraska.

all of these places are hurling toward a detroit-style situation with their pension funds. and are we going to be bailing those cities out? i think that would set a very dangerous precedent. >> if we don't bail them out then what is the answer? >> well, look, basically what's going on in detroit is they are trying to avoid bankruptcy. kevin orr the city manager there is on a fundraising campaign. he has raised over 800 million so far and he needs to raise about 500 million more. and of all things, one of the things detroit is trying to avoid is selling off their multi-million-dollar city owned art. their van goes which by the way are a lot more valuable than the hardest hit fund that the obama administration is going to use. bankruptcy is kind of a dirty word with you it shouldn't be. a city coming towards its creditors the unions and pension systems look this is what we have got in the hone honey pot can we work something out. unions and pension holders

as christians around the world prepare to celebrate easer tomorrow. israel's ambassador to the u.n. is calling attention to the persecution of christians in the middle east. compares it to the plague the jewish people have suffered through the ages. op-ed for the "wall street journal." over the past century another exodus driven by a plague of prosecution has swept across the middle east. and emptying the region of christian population. persecution is especially virulent today. middle east expert and fox news contributor lisa. thanks for joining us today. when you see some of these facts, you any, it's almost like it just doesn't get the attention that it should be getting. just a couple things, you know, we can talk about it as of the turn of the century, the 2 0th century, christians made up 26% of the middle east population. now it's less than 10%. conversely, israel is the only country where the christian population is rising.

what is happening with christians? >> what the ambassador is calling attention to is that we shouldn't just look at these incidents that are targeting of christians as isolated incidents against individuals but what's really happening is that these entire populations of christians in different countries throughout the middle east are being affected. they were pivotal part of these vitals in iraq, in syria, and basically the ambassador is saying that it's human rights that in israel they are allowed to worship in freedom and in these other countries. they are not. we shouldn't take, you know, politics and separate it from the human rights issue. we are not -- when we are dealing with a country like iran or country like syria. we shouldn't separate the politics from the human rights. >> it's not just -- i agree completely, it's not just iran and syria. it's all over the region. even -- pakistan, for example. it's lebanon. it's bethlehem, the

birthplace of jesus, all those places. >> north korea. >> have lost their christian population and no one seems to care in the u.s. why is it all these church groups are focused on the middle east no one seems to care about the persecution of christians. >> people care and people call attention to it it but it's not in the moments that we need them to call attention to. you are absolutely right. it's happening in egypt and north africa and pakistan. all over the region. but what ends up happening is in that moment when we want to negotiated, for example, with iran, we are focused on that negotiation. we're not calling for this -- americans who are being held there to be released. we're not calling for pastor abedino, the christian held there to be released. christians are. you have to ask what is the sensitivity towards christianity? it's a threat to islam? and a lot of these born muslims are turning to christian yeant because they want to worship god. they are finding haven in christianity. why do they tee see it as a

pictures of her, you know, on a carnival cruise, playing shuffle board doing all these things that there is no way a person with a real disability could pull off. what a great story. as the rest of us focused on other things obamacare and some things to focus on beings disability claims have exploded. some of them are real. many of them have r. fraudulent. when obama took office there were 7.4 million workers on disability. in october, that number, according to social security administration 8.9 million. that's a 20% jump. >> why? >> well, because there are a lot of people being injured in factory accidents -- oh, wait, no. no because, look look, disability again, many people collecting disability, many of them. also a pretty easy way to get, you know, a government check for life. that free's you up to go on cancer cruises. >> loosening of the standard in which you can file these claims. here is fraud in the disability program.

surfaces of al qaeda making threats to attack american soil. once again, at the same time, new york city's mayor decides to scrap a surveillance program aimed at tracking muslim extremists. are we going too p.c.? a very distinguished law enforcement panel joins us to discuss former nypd detective and president pnc group investigations thomas russ skin former fbi task force jonathan guilliams. and steve rorgets also former fbi and joint terrorism task force. tom, let's start with you, back in 2012, nypd chief testified that this surveillance program, which was very controversial, it got a lot of play in the papers and in the media because of its controversial nature, you know, spying on americans, spying on our own people. the nypd spying. this chief testified that this program hadn't generated a lead or terror investigation, that was a couple years ago, mayor de blasio has expanded it.

slap on the wrist for murder. you look at the sentence and you say how on earth could it happen? because there it are a lot of more, well, lesser offenses that don't even invo and don't result in murder and they are going away for years and years. but this case actually, there were a couple things within that are making the sentence somewhat lighter hospital and how they process the information. they have a nurse. 1289 results. they never went to a radiologist. you have it question did they charge for the radiologist reading the reports? then she claims wow, i'm overworked. i have to catch up. so that was her rationale. can you believe that ration rationale because when she is writing the report there is a standard form your mammogram is negative come back in a year for follow up. or positive contact your physician. i find it depraved and

incredibly light sentence the fact that they would expunge it and 10 years. >> takes the plea deal 10 years probation and 10 years expunged and she can practice in the medical community again. you have it wonder did she know somebody? how is it possible? it makes it absolutely ludicrous. >> makes us question the integrity of the medical profession. a lot of the medical profession, it results this way. there is negligence performed, sometimes even reckless behavior. and because the medical profession takes care of its own, they have a board that reviews it. and people in the medical profession pay malpractice insurance. now, if they are convicted of malpractice, which she most certainly is, they can pay a malpractice premium. >> how did this happen? i mean, if i don't file a tax return. can i can do more than six months in jail. this woman killed people. so who gave her six months and why? >> well, the judge gave her six months. >> who is this judge? who is this? >> it's not just the judge.

the district attorney did come out and say one of the reasons for the weaker sentence is the fact that there is a lack of evidence. perry hospital where she worked got the notice of this fraud, this criminal activity and what they did was they destroyed evidence. the computer that she used disappeared. the hard drive has been destroyed. so, when you go into a court of law, even though you have all of the facts, you may even have somebody admitting to it a crime but you still have to prove your case and she is fighting it so perry hospital really is on the hook here for trying really to do the ultimate coverup. not to mention when they found out about the egregious error, they didn't contact the patients and tell them what happened and give them the choice of going somewhere else. they simply told them come in for another random mammography that we will perform for you. many of these patients would never step foot in this hospital again. they didn't even give them that option. i really think a lot of the liability goes to perry hospital. >> absolutely. >> the fact of the matter is, look, you would hope that a hospital would put

hasn't done one thing to stop the irs from trampling over the constitutional rights of people who have a political view different than his. i'm less worried about grass getting trampled than i am constitutional rights getting trampled. i only wish harry reid had the same concern and interest that that would be. >> with regards to this situation. the officials have basically as it's been reported are standing down now. this has been a tense situation for a long time now. this has gone on for years and years and years. you know, it's standing down for now. but this could get tense again. you know, how do you think things are sort of amping up here? what do you see happening with this particular situation and how will it, i guess, effect the minds nationally? >> >> juliet, government always has to respond in a way that's reasonable to whatever it is that they're trying to repair. so if you have people who are armed, and they're pointing weapons at innocent people, then the government has to be armed and they have to point guns at the people who potentially could kill somebody.

but we're talking about cows. we're talking about eating grass. we're not talking about somebody getting hurt when you inject a very serious lethal force into the equation, you have got to ask what are they thinking? look, every year i was in government, we never would have conceived that you would have escalated something to the level of lethal force unless it was absolutely necessary. you certainly wouldn't do it because some cows were trampling over some federal grass that i doubt anybody like harry reid planted in the first place. >> governor, weigh want to get your take on the president's use of the word consequences repeatedly as he has threatened the world with the united states consequences as a result of aggression and news overnight out of the ukraine, out of ukraine where now we know that you insurgents are are refusing to leave building, pro-russian insurgents. peace accord seems to be falling apart. president warned once again that there would be consequences if things didn't work out peacefully.

saying and doing? >> first of all, you don't say something if you don't plan to back it up. if you do plan to do something, then you say it but everybody will understand that you really mean it. this is a president, nobody takes him seriously. he constantly waves the sword but his sword is dull probably made of plastic. i'm not suggesting that we go in with military action on all these efforts. but you don't go suggesting that you will and then the world comes to realize you have no intention of doing anything other than maybe sending a strongly worded letter through the u.n. and if that doesn't work, you will underline all the big words. that's about the biggest bluff we have put and nobody is paying any attention. they are laughing at our faces these days. we have completely ruined any american leadership. i have asked democrat friends. none of them have been able to answer simple question. name me one country on the planet, one, in which our relationship with them is better now than it was in january of 2009.

and first lt. nicholas of the national guard. nice to see both of you this morning. welcome to the show. >> appreciate you having me. >> is it really tougher than the tough mudder competition? that thing is tough. diving in the plaza i only did a chunk of it i thought i was going to it pass out. >> you don't get to sleep and more than 10 miles that we traveled. you can say it's a little bit tougher. >> 60 hours? >> correct. nonstop. you are going from event to event as hard as you can go, shooting, there is this nonstop the entire time. >> we're looking at video here on the screen is this like the easier part of the competition? >> this is day two, heading into the stretch, it's part of the -- that you do after a long road march overnight and we are just high heart rate shooting trying to focus and knock down as many targets as you can. >> how likely is it that you can a can k. face something like this in the field? we heard amazing rangers on

d-day storming normandy and scale cliff walls after no sleep. how common is this type of training used then later in the field? >> having deployed, we used a lot of the same assets. that's why we want to come to the corps tuition see how honed in oour skills. you have to be ready and proficient. just having those skills honed in and seeing who is the best of the best, that's what we want to go out and compete. not only be on active duty but as a national guard member, too. you have always got to be ready for anything that happens on the civilian side as well as the military side. >> take it away. because i'm curious, after no sleep, we do the show we kind of complain we didn't get snuff sleep last night. right? oh i have got to get more sleep. 60 hours with no sleep. how do you guys manage to fire a gun? >> it's definitely partner competition. he kept me going, i kept him going there were times when he was tired and he pushed me along. and then we if got -- he was a little bit droning, tired.

seeing. these jobs in the oil, nat gas energy industries these are decent paying jobs. all of that now shoveled to the side and delayed once again because of the environmental lobby. that's what's happening goted at the presents of thousands of high paying jobs. billions infused into the economy. on the other hand, you have a couple of the president's billion-dollar donors who don't want it? >> right, the environmental lobby. they don't want to see this happen. they are threatening, of course, several people running in the mid terms? they are threatening to withhold money from the president's presidential library. let's take their complaints seriously. is there any evidence at all that building this would increase net increase the amount of polluted tants let into the atmosphere? >> on the environmental side this is still being debated. this would create specific types of jobs. first off the construction

jobs that are built. all of the support service that would go into places like nebraska, south dakota, north dakota. the refining industry on the gulf coast. look at the jobs created in texas on the drilling side of, this processing, petroleum processing. all of these. especially i do a lot of work with veterans. these are perfect jobs for veteransed in the oil and gas gas industry. people in texas telling me they can't find veterans to hire. you got the administration again delaying well the state department delaying the see it keystone decision for god knows when. >> to be fair though. >> all of this is hurting our economy. >> it's not saving the environment. this energy is moving out of canada. delaying this is not going to stop the exploration for energy or the removal of oil and natural gas from the ground in canada. it's getting moved by different way by truck or by rail which are obviously harder on the environment than a pipeline. this is crazy. >> again, if you look at the economic benefits. first and foremost not being

dependent on middle east oil. that is one huge benefit. having this discussion for five years that's what so frustrating. >> it's getting better. you have shale oil production now actually helping that nat gas is cheaper a available in this country. more reason to build out energy infrastructure. an industry that would not only employ americans but that would also help the overall economy and make energy cheaper. you have got rick at the auto show, right? a lot of cars still run on gasoline. we still need petroleum in this country. we are in no way in any way, shape, or form any closer to being free. i know the environment would love to see this. we are no longer -- we are 20 years away from having meaningful alternative energy production. i goal for that too because that's jobs. that's a long ways away. we need oil and gas. we need this industry and this pipeline. >> you mean there aren't a lot of solar pipelines.

>> what does happen? >> if i'm holding a child from here, using my legs to keep distance, something like a side kick or push kick allows you to create that space. if i'm here with a child i can change the level i want and also bring my body up or down to actually create that distance. if i see that the attacker is unarmed, for example, can i use your body? using the ball of your foot to make contact with the target is a great way. >> we know what target we should be focusing. >> top target is the groin on a male attacker. overall, having the ability to visualize and actually see yourself reacting to a situation is one of the most important things. you condition your mind to take action.
