below. our show is over for today. i hope you enjoyed it. and that you're learning to be more of a healthy you. see you later. hello. i'm arthel neville. good to see you. welcome to "america's news headquarters." there is growing scrutiny at the department of veterans affairs. it's been under fire since a whistle-blower revealed a facility in phoenix kept a second waiting list to hide long wait times for medical care. and a new e-mail reveals that an employee at a v.a. hospital in wyoming instructed his workers to manipulate records in order to hide delays there as well. and now veterans affairs secretary eric shinseki is ordering a full review as he gets ready to testify in front

of a senate committee saying, quote, the v.a. takes any allegations about patient share or employee misconduct very seriously, if true, the behavior outlined in the e-mail is unacceptable. molly henneberg is live from washington. tell us more about what the e-mail said. >> it appears to lay out for employees at the chai ayaan, wyoming, v.a. center how to fix the scheduling records to make it look like patients were seen within 14 days when in reality they likely had been waiting much, much longer. the e-mail, from a man named david newman dated last june told employees, quote, yes, this is gaming the system a bit, but you have to know the rules of the game you are playing. and when we exceed the 14-day measure, the front office gets very upset. which doesn't help us. eric shinseki, the secretary of veterans affairs, says he only found out about this gaming the system e-mail yesterday. and immediately put newman on administrative leave and ordered
1:32 pm
an independent inspector general to investigate the matter. >> secretary shinseki may have only found out about that e-mail yesterday, but when did the department of veterans affairs find out about these types of scheduling discrepancies? >> that's where it gets interesting. fox news has learned that it was back in december, an internal investigation identified some shady scheduling practices at v.a.s in wyoming and colorado. but apparently the department of veterans affairs didn't do anything about it at that time. former arkansas republican governor and fox news host mike huckabee says, secretary shinseki should be out of a job. >> i think shinseki needs to go, not because he's personally responsible. >> but you've got to -- >> he is ultimately responsible. and at some point, you have to say, we're cleaning house. we're going to bring people in. they're going to go top to bottom. we're going to get to the heart of this. we're going to fix it. >> on thursday, prior to yesterday's revelations, the white house said that the

president has, quote, complete confidence in secretary shinseki. >> molly, thank you very much for that report. nigeria's president rejected international help for weeks after the kidnappings of hundreds of school girls by boko haram. this according to the british foreign office. as the crisis drags on, nigerians are taking to the streets to protest what they see as government apathy towards the mass abduction. meanwhile, first lady michelle obama delivered the presidential weekly address this mother's day weekend, calling out the terror group behind the kidnappings. >> this unconscionable act was committed by a terrorist group determined to keep these girls from getting an education, grown men attempting to snuff out the aspirations of young girls. >> dominique is live in los angeles.
1:34 pm
strong words from first lady michelle obama saying grown men trying to snuff out the education attempts of young girls. i understand this is the first time that michelle obama replaced her husband in his weekly address, right? >> yeah, that's absolutely right. there's only been two first ladies that have ever done it before. michelle obama and also laura bush almost 12 years ago. i think coming on mother's day weekend, it carries a lot of poignancy but it's a strong geopolitical message. you have to look at how much this means to the obamas, the first family's african roots in particular, expressing outrage, expressing concern, taking to twitter as well, carrying resonance that the school girls have with the obamas. listen. >> in these girls, barack and i see our own daughters. we see their hopes and their dreams and we can only imagine the anguish their parents are feeling right now.
1:35 pm
>> and michelle obama adding that the president is doing everything he can, saying his government is committed to helping the nigerian authorities in getting the girls back home. but the nigerian authorities completely overwhelmed by this task. they just don't have the resources to cope. >> they don't, but why are the nigerian authorities nervous about the u.s. offering assistance? >> the u.s. has sent in a military group of advisers, some have come from the african central command, eight of those, ten have come from the u.s. embassy there in nigeria. the issue really is, u.s. intervention in an increasingly islamic environment there. they're afraid it would trigger more support for those supporting these militant groups. boko haram spreading across eastern and central africa in terms of its power and as an al qaeda franchise, quite frankly.
1:36 pm
the government and prime minister not able to cope politically and tactically with this amid calls that the u.s. should use drones to at least try and locate these girls. we all know it would be hugely, hugely controversial. >> conundrum indeed. we hope those girls can be found and found safely. thank you very much. meanwhile, a solemn ceremony here in new york city today as the unidentified remains of those killed on september 11th returned to ground zero. the victims arriving by police and fire truck processions. and placed at the september 11th memorial museum. this move is renewing an emotional debate among their loved ones. ryan is live at ground zero in new york city with the latest. >> that solemn procession began at 6:30 this morning. new york city police cars and fire trucks transporting the unidentified remains of 1,115

growing political fallout over the veterans affairs scandal, this as we learn more about the delays in health care at v.a. hospitals across the country. the reports of dangerous backlogs and secret waiting lists. now becoming a focal point on capitol hill. here's senator john mccain. >> we are seeing a very, very serious problem that deserves the attention of all america, especially our veterans community. my friends, it's an issue about whether the head of the v.a. should resign or not and what -- look, if these allegations are true, if these allegations are true, they're a violation of law. it's not a matter of resignation. it's a matter of whether somebody goes to jail or not. >> joining me now is bob cusack, managing editor of "the hill." >> hi, arthel. >> i want to know your reaction when you first learned about this foul and unfortunate

leader -- do you think talking about a resignation at this point is premature? >> some senators don't think so. speaker john boehner hasn't gone that far. to call for the resignation of shinseki. but at the same time, the problem here is not only that veterans died because of incompetence by the government but also that there could have been a cover-up. it's not just in the phoenix area. it's in various states where -- and it really goes to the top. when you become a cabinet official, you assume the responsibilities of your entire department. and shinseki's gone on a media tour where he's defended himself. but at the same time if you have people trying to cover this up, that is a major, major problem. there's going to be lawsuits. and as senator john mccain mentioned, there could be people going to jail for this. >> it's definitely a disgusting situation here. and you know about the e-mail we
1:46 pm
were talking about earlier signed by a v.a. employee at cheyenne's center describing to workers how to manipulate records in the patient appointment system to comply with the v.a. policy that requires patients to be seen within 14 days of their desired appointment dates. here's the e-mail. it says, yes, it is gaming the system a bit. it is gaming the system a bit. but you have to know the rules of the game you are playing, and when we exceed the 14-day measure, the front office gets very upset. so, bob, shinseki released a statement saying after he learned of that e-mail we just showed you on friday, that he ordered the employee who wrote it to be placed on administrative leave and he ordered the v.a.'s independent inspector general conduct a thorough investigation into the matter. but i'm sure people are asking this question. and i want to pose it to you. how does this kind of culture fester under anyone's watch and why?
1:47 pm
>> yeah, it's clear it's not just that one e-mail. the veterans do have to get care within 14 days or it has to be documented. there were some games played with the documentation. so there's pressure from above that person who wrote that e-mail and certainly heads have to roll here, no doubt about it, because there is a culture here -- and this is not the first problem for the v.a. health system. the v.a. health system has been broken for many, many years. >> i was going to ask you, how do you fix it moving forward? >> well, some think you've got to put in a new person. and shinseki is a respected veteran himself. he was confirmed by the senate unanimously by voice vote. but clearly, accountability is something that republican senators have said -- >> i think honestly, i have to go, bob, but i think republicans and democrats want to get to the bottom of this. >> absolutely. >> bob, thank you very much. >> thank you. when we come back, will democrats decide to take a seat on the new benghazi investigation committee in congress? we'll talk about that and much

matter, but i'm the senior member of the government reform committee and oversight committee and i have never seen such stonewalling, such a lack of cooperation from any administration. what really caused everything to come unglued this past week was the discovery of a memo that very clearly showed that a lot of the blame, which was really orchestrated and originateed came again from people at the very top. >> you're talking about the e-mail from ben rhodes. >> the rhodes memo, yes. >> instruct susan rice to blame it on the spontaneous reaction to a video. >> and that didn't come through our committees. we've asked for all the information. it came through a third party, judicial watch. a group outside the desk through a freedom of information.

i think that was the final straw. i myself did not support originally the creation of a select committee. but the speaker lost patience. we all have. this is a serious matter. four people, four officials of the united states were murdered in a terrorist attack. >> so i ask you, with that in mind and i'm not at all implying that there are not lingering important questions, but after 13 public hearings, 50 separate briefings, how do you go about getting the answers that you're looking for this go round? >> again, what's happened and the public's seen it and they've tried to do everything to close down the investigation, they waltzed around the four committees of congress. now with specific jurisdiction in one entity, the select committee, and i think some good leadership, trey gowdy is an outstanding prosecutor. seven he selected are rock solid people.

i think you'll see, again, them try to get to the bottom of this. and the important part of our government is holding people accountable and responsible, whether it's the secretary of state, the president of the united states, or a bureaucrat. everybody in our system has to be held accountable and responsible. >> sir, is it possible to get satisfactory answers, close the books on the investigation and somehow help the families try to find some kind of peace? >> well, we've heard some people say what difference does it make. i think it makes a big deal of difference. again, that we get the truth, hold people accountable. but as you just mentioned, there are four families that have lost their loved ones. people in service to the united states that we owe them at least getting the facts out and holding people accountable and making certain it doesn't happen again. so that's part of our distinct
