there has been one resignation. has officials held anybody else accountable? >> the one had already announced his retirement, so many advocates are rolling their eyes at his departure. and focusing instead on the size of the v.a., trying to figure out when the bureaucracy became so big that now it's barely manageable. >> you would think an organization that is made up of veterans and served in the active duty military would understand how to follow orders, but you there has been a let down by the senior management team to the second aretary and pool under him. we don't have a chain of command and that's showing. >> there is a new whistleblower website, v.a. oversight.org, where anybody can anonymously report wrong doing. its organizers say as soon as the site went live, tips can di start coming in. >> and what does the

administration say about the latest allegations? >> the president is madder than hell about all these allegations of veterans being treated badly. that's according to the white house chief of staff who didn't have many specifics this morning about what the president is doing to make things right at the veterans affairs department. instead he talked more broadly about the need to figure out how all of this happened. >> we've now deployed additional staff over to the veterans administration to dig into this to find out if it's a series of isolated cases or whether it is a systemic issue that we need to address with wholesale reform. >> mcdonough also said the white house doesn't keep score of congressional testimony. so he didn't want to say too much about v.a. secretary eric shinseki's appearance on the hill this week. >> all right, peter, thanks so much. coming up, we'll dig deeper into the scandal and what can be done about it. our guest is congressional

correspondent for the washington exam they aine examiner. meanwhile rutgers has more controversial. you may remember condoleezza rice had to bag out at speaking of their ceremony after there was an outcry from some of the students and faculty. then eric legrand who was paralyzed during a game was asked to fill in, but then the school pulled back that offer, too. only to once again change its mind and finally give him a role in the ceremony. the school chalking it all up to, quote, a miscommunication. for the very latest, we go live to new jersey. >> reporter: well, eric legrand admits that he was hurt initially when rutgers took back an invitation to speak at commencement, but he understands it was a miscommunication and he was just happy to be able to speak today. it has been a long road for eric. the rutgers star defensive tackle had nfl hopes until

october 16th, 2010, when he was paralyzed from the neck down during a tackle of a kick return on that game. but since then -- today eric spoke in front of the class of 2014 in a pakd football stadium, he recalled how doctors told him he had a # 0% to 5% chance of ever walking again. >> they told me i wouldn't be be able to do this, wouldn't be able to do that. but i'm doing so many different things now, living a normal life. i'm living my shoulders and moving myself. just know every single day when i get up out of bed, i try to get up and walk again and i continue to fail and fail. but that has not stopped me to continue to believe in myself that one day that is truly going to happen, i'll be able to take care of myself again and walk down the stairs. >> reporter: the crowd loved him. just three months after the accident, eric began his intense

therapy classes while taking college courses over skype. and meeting with tutors. his mom constantly by his side. >> not one thought that after he was injured that he would go on and graduate and for him to graduate, it's just another accomplishment in a long line of accomplishments to come. >> reporter: eric graduated with a bachelor's degree in labor relations. he hopes to continue his career as a sports broadcaster, motivational speaker and to eventually find a cure for paralysis. a remarkable young man and an incredible day here today. >> he is so inspiring. what a wonderful young man. our hat's off to him of course. thank you. to libya now where violent attacks have been breaking out. reportedly holding 20 officials and lawmakers as gunfire still rages there into the night. those attacks coming from troops

move even further. he's threatening more. it's like a cancer. >> he even said he was jailed by putin. let's go now to donetsk. >> reporter: a pro russia separatist leader today is saying flatly there will be no presidential elections here in this region next sunday. over the weekend, ukranian election officials are warning that at the very least, there could be trouble. still, there are towns in this region who are standing up ghens the rebel militants, sometimes at a cost. take a look at one up to town w visited. a proceed russian said there would be no elections next sunday in donetsk. but there are some towns in this region that are standing up to the rebel militants. at a cost. take a look at one. ukranian flags flying at city hall in eastern ukraine town, it

is a rare sight, the town actually reflects what polls show that the majority in the east are still behind a united ukraine. ukrainian troops are posted just outside. still, dissent is felt here, too. pro russian graffiti can be seen. the police station was assaulted, all this prompting militias in favor of the ukrainian government. proceed russian separatists did this to a call and said this just means they will fight harder. someone doesn't like the fact that we are defending our city, this militia member says. they are traitors. militias also patrol by car and they say at nights they are well armed for trouble. but among the residents, support for ukraine is cautious. yes, we are for a united ukraine this young man says, but sometimes with everything happening, people are afraid to

to something criminal. >> what went wrong and how can it be fixed? susan, this is so outrageous and totally unacceptable if these allegations are true. how bad do you think it is? >> obviously everyone is losing their patience on capitol hill. but i think what is interesting about all this is that this is sort of bubble of protection around the v.a. secretary eric shinseki. the lawmakers i talked to last week seem to have feelings toward shinseki that is stopping them short of calling for his resignation. they think he's a dedicated war veteran, an injured war veteran, so he's one of the very people's trying to help as secretary of the v.a. and they think he deserves more time to fix the situation. he's been there five years. he inherited a big problems but not much has been done to turn things around. in fact things have gotten a lot worse. secret waiting lists, people not getting care and dying while waiting. and i think you you can measure how bad is situation is by

looking at who upset over it. this is a bipartisan pan being we're seeing. democrats and republicans are worried about nothing being done about this.seeing. democrats and republicans are worried about nothing being done about this. >> it's happened under his watch. he may beed, but what will he do to try to clean it up and why did it happen in the first place? >> that's right. it's a huge and basically unmanageable bureaucracy. everyone is looking toward him now to take immediate action and get in there and clean it up. you have the president moving some of his own people over to try to rectify the situation. i don't think anything will be done quickly here. because there are so many problems within the v.a.. it's a vast huge system with veterans in huge numbers needing care from two different wars with grave and grieve yinjuries treatment.

congress is weighing in because they want to have some say in all this and look like they're doing something about it. >> you said the president is weighing in and making moves, but on august 17, 2009, seven years ago, he was in phoenix and he promised to, quote, slash those wait times. he was saying this seven years ago. do you think it's possible that the word went out, look what the president says, we have to get the wait times down whether we fake it, cheat it or not, is that a possibility? not that it directly came from him, but in a y you know what happens in a bureaucracy. >> sure. we have to look as though we're meeting the wait times when we're not. and they gained the system basically. >> so how do we get to the bottom of this? >> interestingly, i think it will be a mayor of yo matter of lot of people at the top. that's where the bill comes giving the secretary the power to fire people who many of us

would have guessed he had the you power in the first place, but apparently he didn't. and the house bill says shinseki will have the power to fire people, but there is a clause that says he doesn't really have to fire them, he can move them to somewhere else in the government. >> so you're saying they can just move people around and that may be at the end of the day even if there is criminality, nothing will be done? >> that's the way the bill is written. they can move them somewhere else within the government so that they don't have to actually be fired. they will just maybe be taken out of their current position of leadership in the v.a.. it's frustrating for a lot of people because this is the way government works. it's hard to get rid of the people that aren't doing their jobs. there is always sort of a place for them to land within the government and on the taxpayer ataxpayer's dime. it was a mess when obama became president. it remains a mess and it remains even more this need of additional reform. >> and americans, veterans and their families, especially the families of the 40 who allegedly

6%. what are they doing right? and what are the states with the highest unemployment rates doing wrong? joining us brenda butner. finally, great news. >> well, it's a little mixed both ways. one of the things we have to keep in mind is that the labor participation rate is still way down. so basically, this is not necessarily that new jobs are being created, but that people are so discouraged they're dropping out. we have to -- but, you know, that's the disclaimer up front. but there is good news. >> and the labor participation rate is the percentage of americans who are looking for work. and when a lot of these people just give up because there isn't any, that lowers -- >> they're not counted. >> that lowers the rate. >> right. >> where's the good news? >> let's take a look at the map which has basically the states that are below. the top states with the lowest unemployment rates. north dakota is number one. it has been for a while. gets 2.6% unemployment. and that's basically because

it's a huge oil boom, shale, as well, if you're looking for a job. and this has happened a lot. a lot of people are moving there to get work. moving away from their families and sending money home. >> he's got like 1,000 people plus going up there. >> yeah. >> through his show. >> yeah. absolutely. >> he made them number one. >> we were talking about the labor participation rate. >> uh-huh. >> that's not an issue in texas. north dakota's a little state, texas is a huge state. and they created 64,000 jobs last month alone. they have an incredible job market. and part of that is really creating a business climate where companies want to move. i mean, we just saw toyota move there, there's very low taxes, very low uncertainty. the governor has made it, you know, made it a priority that he wants businesses to come. so small businesses don't have to worry about hiring. >> rick perry came to new york -- >> absolutely. >> to the lone star -- >> both people and companies are

moving. that's a success story, as well. >> what is the lesson from that? >> well, taxes, business climate. i mean, all of that is a really huge issue. and we're seeing the, you know, the kind -- california, oregon, as well, taxes are high, hard to get the unemployment rate down. >> california is one of the states on the bottom of the list. >> yeah. >> let's look at some of the others. >> at the bottom of the list is rhode island. i did some research on this. nobody even in rhode island knows why they've been so low for so long. and the second to the last state is nevada. i lived there for a while and know it well. the problem there is -- the housing boom just wiped them out. but now they're coming back. but they still have high unemployment. >> michigan and illinois. look at that, some of the biggest states in the country are still troubled. >> well, michigan we understand because of detroit. bankrupt, hard to find work at
