>> wheel of fortune! >> see why some folks are screaming for pet stage act to be fired after he has fun with the issue of global warming on a very hot "kelly file" right now. >> breaking tonight, angry fallout after the effort to contain eloquent gages that veterans are literally dying from problems with the va health care system. welcome to the "kelly file", everyone, i'm megyn kelly. in the last few hours, the house passed a bill called the va management accountability act, a measure that gives veterans, the veterans administration secretary, mr. shinseki, the general, the ability to fire anyone he wants if they deserve it. a bill the white house has not said they will fine and the bill general shinseki opposes. why? to get real action on the va in a scandal that exploded over the last month with allegations of desperate and sometimes deadly

waits for medical care at more than two dozen facilities across more than half the state's in the union. here is the president addressing this issue this morning. >> once we know the facts, i assure you, if there is misconduct, they will be punished and i expect that full report from rob next month. we have to find out, first of all, what actualexactly happene. i want to see what the results of these reports are, and there is going to be accountability. i am going to make sure that there is accountability throughout the system after i get the full report. i am going to do everything in my power using the resources of the white house to help that process of getting to the bottom of what happened and fixing it, but i'm also going to be waiting to see what the results of all this review process yields. i won't know until the full report is put forward. i want them punished, so that's

what we're going to hopefully find out from the ig report, as well as the audits taking place. >> so he's waiting for the report, but there has been a report, multiple reports in fact. indeed, back as far as 2008, president obama was reportedly informed of case backlogs at the va during his transition to the white house, his team was informed, according to the washington times which received a memo with an information act request. by 2010 the administration was problems with the va staffer was gaming and hiding wait times. not just oh, we knew about the backlog. they knew people were messing with the books. they were warned don't trust the numbers being sent up to you and what did they do? they appear to have trusted the numbers. the goa addressed this noting

schedules at four va medical centers hit actual wait times, fudged the numbers and backdated appointments to meet timeliness goals set by department headquarters. the goal is not to make the books look better, but the golfs to make the system look better. for months, the committee has been pressing the va for answers on this and then in april, news broke as many as 40 veterans may have died at one va facility alone in phoenix waiting for care that would never come. a story the president commented on just once before today when fox news pressed him on it. and when the commander in chief spoke this morning, here was the part of the message he wanted us to take away. >> even as we get to the bottom of what happened at phoenix and other facilities, all of us whether here in washington or all across the country have to stay focused on the larger mission, which is upholding our

safer trusts to all of our veterans, taking care of our veterans and dhtheir families h been one of the cases of my presidency and it is something all of us have to be involved with and have to be paying attention to. >> joining me now, california republican duncan hunter, a member of the house armed services committee and pete, a fox news contributor and ceo of concern veterans of america. thank you for being here. the president ends remarks, the president whose administration is under fire now for the facts as i just laid them out in that intro, lecturing the american people on the sacred trust we're supposed to have with veterans. pete, let me start with you, has he seeded the right to lek cure given what we've seen in the news? >> he has. he stood up on that podium and

said nothing for 45 minutes. stood up there and talked about accountability while holding nobody accountable and talked about promises while waiting for yet another investigation from a political appointee who is good friends with eric shinseki. it is offensive to see someone stand thereupon and talk the way he does. today was a tale of two moments, an afternoon where representative hunter and jeff miller and others stepped up and had a historic vote to hold the va accountable. that's what real leadership looks like. >> something the president has not committed to signing, representative hunter, that general shinseki appears to be against. why do we need a bill that allows shinseki to fire people? that's the kind of bureaucracy that operates in washington? you have to pass a specific bill to get president obama to sign for them to start firing incompetents. >> incredible and in michigan angry because it's fathers,

daughters, sons, brothers, people that sacrificed for this nation and to see the president pull, this every single government organization is run like this believe it or not. every single one is run like this but nobody dies, so we don't hear about it. that's the only difference. this is what government bureaucracy brings you and probably one reason that obama doesn't want to fix it too badly is because this is what obamacare is going to look like in about ten years. this is government-run health care. this is how it's done. it's not compassion et. it's bureaucratic and this should make the american people angry, and i think it is. >> pete, the president said he needs to wait for a report, meanwhile, veterans are dying. the va admitted that these wait times have at least affected the care of at least 23 dead veteran s, so they admit it affected the care of at least 25, not to mention the others still waiting and hurting. we need yet another report. you've been following this for

years. we know that the white house was warned years ago this was an issue. what has brought it now to critical mass, the fact that now we have documented deaths? >> it's two things, not only documented deaths, veterans literally dying while waiting on secret lists and cow -on ration. the ig is invest vest gating 26 facilities across america. this is something eric shinseki knew about and if the president had his finger on this, he would know and press on it. the only solution he talks about is spending more money. there is no doubt this administration spends more money but if you spend more money at a bureaucracy not using it properly, you won't get better outcomes, which is why you've seen the backlog and wait times

go higher, months and months and months for things like colin -- colonoscopie colonoscopies. >> our veterans should not become a political football and critics came out and said where was that attitude when you were running for the presidency and there was mold at walter reed and you went on and on and on making that a political issue. is this or is this not a fair issue for voters to consider in evaluating the competence of the commander in chief? >> absolutely. the president is showing that he couldn't even run a race. if he can't run one bureaucratic organization like the va, you see other things like the irs and benghazi and places he pleads ignorance all the time and reads things in the newspaper. that's what he is. we knew he wasn't an executive. he was a politician from illinois, not an executive and

are using nonprofit groups and c 3 groups to coverup where the funding is coming from. is that illegal? i know the senate has been investigating that very issue. so there is serious issues about the coverup of the funding and about how many movies in hollywood are funded by these middle east earn groups. >> i know there was information today about a senate committee, you tweeted a senate committee reached out to you over possible nonprofit participation or coverup in this video. is that true? have you been reached out to by lawmakers? >> i have. i'm not allowed to give too much information at this point but the bottom line is the senate has been investigating the specific issue about ngos and c s and funding but it's not information i can give at this point. >> let me ask this, california is a two consent state, you have to have the consent of everybody involved. it looks like you didn't have it here. are you facing possible crime

telephone calls he recorded on her behalf but a major league fundraiser that hillary clinton, her first political event since 2008 on her behalf, couldn't get her over the finish end. she was using attacks about abortion against the guy who won the guy who was all but sure to go on to hold the seat in the fall. this was a test for the clintons. they deployed. they weren't shy about it. they deployed and they couldn't get her over the finish line. >> not only a supporter of bill clinton's and she happens to be sort of family to them. she's chelsea's mother-in-law. she's the mother of chelsea's husband. >> that's right. >> so there is a close connection with the clintons and they pulled out all the stops for her. what does this mean for other democrats looking forward to 2014, the midterms and beyond? >> it's like this so this was

me start with that. your thoughts on him being one of the chief investigators on a different scandal. benghazi. >> i think it's outrageous. elijah cummings against us, deaf mission per se against us and the thought he is sitting on that committee to preside over what is certainly one of the greatest scandals this administration has been involved in is disgusting. >> back to the irs you shall shy, much closer to your heart for many reasons. it's a bounty, reward, what does somebody have to do to get it? >> yes, the irs bounty is just that. it is the people of bounty for the truth. put together by a group called the voters trust. it is the opportunity for citizens to come forward and speak to the truth. if they have information that will reveal what is really

happening inside of the halls of the irs, this is a way to insennize that truth to come forward, frankly, for more citizens to tell the stories that i hear all too often, people all across this country being targeted by this government. this is a way to empower the american people. >> so basically, if somebody knows, let's say, what lois lerner knows who asserted her fifth amountment privilege, if somebody knows what she knows but remained silent, you're trying to encourage someone like that to tell your group speak publicly and if it leads to the arrest of somebody responsible for this whole scheme, then you're going to pay the reward? >> that's exactly right. something has to give. we see the misdemeanors, this will not get to the bottom of this. there will be more bobbing and waving. the american people need to know the truth, and this is one way

to get at it, we think. >> do you think that will bring out further victims, as well? the irs scandal broke more than a year ago. it feels flushed out in terms of who was targeted and not. why do you need more victims to come forward and self-identify? >> the big question on the table now is where the is the truth? who knew what when? that answer is still lurking out there somewhere but yes, without question, one of the goals of the voters trust the irs bounty project is to encourage people to come forward and tell more about what is happening, stories i hear all the time and not just the irs, osha, burro of alcohol tobacco and firearms, burro of land management, eps targeting citizens, small businesses. this is happening on a level that i think would stun the average american citizen but yet, there is not really a repost tory, there is not a hub that's about collecting stories.
