we have heard from the veterans, but we would like your reaction. go to facebook.com/the "kelly file." thanks for watching. i'm megyn kelly. and welcome to the special edition of "hannity." last month we did a series on crazy and dangerous things college kids engage in on spring break. we could go coast-to-coast hot spots but we ended up in panama city beach, florida. after it aired residents started packing public meetings telling leaders things have to change. the counsel is considering making 20 different changes to how spring break is handled from closing bars earlier and banning drinking on the beach to requiring businesses to additional security and

supervision. we'll hear from the panama city beach police chief and leaders throughout the hour. first to remind you, what got everyone talking, let's look back at the piece that got so much attention. >> this is spring break 2014 pan ha city beach, florida. one of the many destinations around the country where college students go when they have the week off school. it gets wild, crazy and anything goes! [ cheers ] >> we're here to get [ bleep ] up. >> all right. what kinds of things are you seeing, crazy things? >> [ bleep ], liquor, weed, everything. >> wildest thing is two girls on five guys. >> it gets pretty sexual on the beach here. >> i saw someone [ bleep ] on these. >> we saw somebody snort cocaine off a girl's [ bleep ].

>> reporter: in public. >> in public. >> reporter: when do people start drinking here? >> literally when we wake up? >> reporter: which is what time? >> we wake up at 10:00. we wake up early. >> reporter: when will you stop drinking? >> about 2:00 a.m. >> reporter: the mission is to get drunk, not to get a buzz. >> no, get drunk. >> reporter: do you see a lot of drugs here? >> yes. >> reporter: out in the open, smoking marijuana? >> [ bleep ] yeah. i just did it on the beach. >> reporter: have you got arrested for it? >> hell yeah. if they ain't they doing [ bleep ] wrong. >> reporter: what time do you start drinking in the morning? >> 6:00 a.m. >> reporter: what time do you stop? >> whenever you come home with me. >> i'm have vodka and red bull and getting crunk as a mug. >> reporter: are you drinking right now? >> what does it look like? >> reporter: why were you arrested? >> public indecency.

>> some random guy. >> reporter: did you get kicked out? >> no. >> drinking, sex on the beach, arrests, fatalities. >> where are their parents? >> not at spring break. >> someone had to pay for this. someone can be there to with hold things. these kids aren't doing this on their own. a lot get their parents' consent. can i have cash? their parents are saying yes. i don't know because parents don't know what is going on. i hope when they see this footage, it's an eye opener. you're not going anymore. >> in all the years you've been a detective beau, any parent hire you to spy on kids at spring break. >> not spring break. my company has been hired. >> you pass that off to the younger kids. >> what i'll looking at here, you can go to any college on a thursday and friday night and see the same thing. i'm still under that

investigation with the girl that disappeared, indiana university and when i went there on a thursday and friday night when i saw the over drinking, drug using, overdosing, it's like every weekend. they prep themselves up all year long and when they hit spring break it's worse. it's very prevalent in our colleges and this is a real issue and i have a son in college and i believe it or not they got word the other day, i drove up there four and a half hours and knocked on the door and hooka is the new thing. they smoke hooka. >> tobacco but it worries you. >> i went to auburn university in the south and spring break was huge for us, as i'm sure if many of you here. your parents, once you're 18 you go off to college, they can't be there holding your hand. what is next? education. educating people on the dangers of mixing drugs, mixing alcohol together and also enforcing laws

like cops in shops, cracking down on fake ids and bars and bring break destinations like las vegas and florida and not letting people drink under age. >> let me ask -- >> the laws are different. there is no, you know, you have to be 21 in order to drink, and that's why they are going to these other places. >> all right, before we go any further, how many have been to spring break? we have a few -- come on. be honest. >> i didn't go. >> you didn't go? >> no, because i knew, i was a boring nerd did kid. >> right. >> the whole idea you look at parents and say parents don't know, spring break has been since "girls gone wild." you have to acquit the kids with the knowledge but social media. we didn't have that back in 1983 when people come and go and it will haunt you. >> ainsley pointed out there was a girl that was totally naked, guys were touching and doing all sorts of stuff to her, now it's

posted all over instagram, all over twitter and that girl has to live with that for the rest of her life. dr. loveland, you deal with this. is that going to be impactful emotionally as she gets older. >> they have done studies. >> i hate to tell you what i did when i was 18. >> my mother sent me to century village. >> the villages where old people go. >> 80-year-olds and up. it was me and like 90-year-olds. >> you know where the highest percentage of std is, right? i don't think that's a rumor. i was 17. billy cunningham, you are about the same age. i was tending bar, closing the bar at 4:00 a.m. and going to high school. >> what about the omish, when they are 16 or 17 go crazy.

the "girls gone wild." these are democratic voters in changing. democrats. eric holder and the vote and this is the future of the democratic party and they will have a voetzer regul voter regi at daytona. lynn, your reaction? either one of you. >> parents today really need to get a grip on what is going on and steams from when the kids are young and i just think what is happening today with the society and kids, it is out of control. >> the thing i would worry about and ainsley, this is a serious side. we'll go through, by the way, if you look here, we have some equipment for spring break and this would be beer pong, obviously, and apparently, by law we have to have great american beer. i started my own brand tonight on the program. we used to take can openers and shoot a beer or shoot whatever

it is. now they have funnels. here is the dangerous part. what happens to the kids that take drugs and od? or the ones that get whole poisoning? how many of you here, joe, do you know kids that have gone to the hospital? i do. i remember kids that did a lot of drugs when is growing up and always that one kid that has the accident and is in a wheelchair the rest of his life. the other kid, everybody going to the funeral right before graduation. >> this has been going on for a long time. parents need to do something about it now. this has been going on and people said it before, since the beginning of college basically. the reason it looks worse and feels worse, one, we're getting older. right? so everything looks that way. >> speak for yourself. >> also, it's because of these. i could record anything at any time. i went to panama city in 1992. i was at sharkys. i may have gotten over served.

>> i know all those places. >> julia, what do you think? former miss new york. >> former miss new york. >> full disclosure, i went on family spring breaks in college. with social media, it's on the internet -- >> do you think any of those kids are thinking about social media? >> the job market is really challenging and they will be experiencing that come time for graduation and they have to look for something. >> how will they find these people? how will they find their names? they don't have their names next to them. >> there is two words to keep in mind, yolo, and folo. you only live once and fear of missing out. that is the battle cry of the college senior and social media, really, brings that to the front and kids don't want to miss out.

>> job break grounds, now we used social media and go to facebook and look at that. if things are on there that aren't quite right you can lose a job. what you're doing today could stay with you for the rest of your life. >> dr. ratcliff, what do you think as a doctor? >> the problem is i have patients come in who have actually come in practically dead because the people they are partying with aren't awake enough to know there is a problem. this is a tragedy, especially when they mix medication, they don't know something is wrong. >> it's not only ectasy, molly. >> molly. the problem with molly is that it sounds innocent, molly. i had a patient who said i can't believe molly did this to me. >> what did it do? >> molly, put her in a coma. she had to be intubated and with a breathing tube. when she woke up, she said i can't believe molly did this to me. >> i think we're doing something

dangerous and i was generalizatio generalizations. i mean, you look at bing drinkers and ma that, three out of four are good kids and can be really good influences for those who lost their way. we have to be careful with images and social media. it may look like a problem that affects all kids but it's a minority of kids. >> gavin is a libertarian. go ahead. >> we, as adults think we can control our children. when our children is 18, we can pray our daughters don't go down there. >> hold on a second. gavin, let me disagree with you. in most cases, those kids don't have the money to pay to go to cancun or panama city. >> wait a minute -- >> if you want my money for college, you play by my rules. i still have some level for control. >> my daughter, there is no way she's going there. but with my sons, i hope they have a great time. >> oh -- >> oh -- >> you want to respond? go ahead. >> i write about celebrities all

day long and analyze song lyrics 24/7 and we have to get celebrities to say i'm not a role model. you are. you're a public figure out in the public eye. they are looking and singing about molly, sisurp and singing it over and over. if this celebrity is singing about sisurp. >> there is a developmental issue going on. what is happening is that it is taking everybody a lot longer to grow up. so we have this emerging adulthood. >> bill cunningham and i grew up -- >> those unique. so you have these kids that are really in an adolescent state of mind, even if you have good parents giving you good values, if you're around your peerps misbehaving. >> that's why -- i agree.

edition of "hannity." many thing kids go down to florida, have fun in the sun. wrong. ainsl ainsley earhardt saw just out of control. >> last night was quiet, chilly, then all of a sudden all hell broke loose. we had firearms. mike had a guy with a gun under the armrest. it seems like this year everybody is more physical than years past for whatever reason. so officer safety, stay out of the crowds, make sure that you're backing each other up if we get way too crowded and need to be more reactive. we'll pull you back out. you know, we try and enforce every aspect that we can as far as law enforcement goes but sometimes we are just out numbered on the beach when you have 2, 300,000 people partying.

some things you just can't get to, being an officer safety issue we can't get into the middle of a crowd and deal with something if it's life-threatening nature we'll be there and do what we need to do. we pack in probably a year's worth of different crimes and issues and incidences in a six-week period that usually can be spread out between a year. >> you do more arrests in that six-week period? >> our arrests go sky high. last year spring break we arrested close to 700 people in that six-week operational period and last week we were at 500, so i know we'll probably go over that amount this year. any time you get a few hundred thousand students or tourists

that want to come and party and relax and have a good time, one, it's a huge issue. >> how much have you had to drink tonight? >> you couldn't tell me? okay. do me a favor and place your hands behind your back. >> the majority is alcohol-related, traffic crash, dui, fights, intoxication beyond their capability and folks that will come and pray on somebody that is ininebriated and you'll have robberies and sexual batteries. >> we call them the 100 milers, the people that come in to pray on college kids. college kids get drunk and scream and have fun but we have other factors that come in that bring guns, rape, rob, and that's what we're really having to deal with more than anything. >> reporter: do you see college

students out here partying and partied too much and end up dying? >> it is unfortunate, but every year, unfortunately we do work death investigations that can include alcohol poisoning, that can include balcony falls, dui accidents. it's unfortunate. we try and combat the problems we see that might cause an injury like that balcony climb for instance. >> we had one balcony fall where someone fell eight or nine floors and actually lived. he hit a tree, and every year we have fatalities with that. >> all right. we turn back to the studio audience. scotty, let me go to you, 100-milers, a group of people there from surrounding communities. they go in and know spring breakers are there and there to pray on them. >> being a parent today is hard. we cannot win. my niece was down there last week in panama city beach and with her -- >> is she in any of the footage.

>> she said oh, gosh, mom and dad watch fox news but she was scared she would be busted. >> she was with 16 other girls staying in a two bedroom condo with one bathroom. they are good girls. parents today, we can't say nowhere parents before could say no. now you have to explain -- >> i have no problem saying no. >> that doesn't mean your kids will go behind your back and -- >> i don't need to explain anything. >> the problem with parents -- >> you went to spring break, you were confessing. >> i went to south beach. i did not do it like that. my clothes stayed on. i couldn't drink -- >> yeah, right. so in other words, you went before social media exploded. >> thank goodness -- no, but i think the problem, people are drinking in excess because it's not like okay. you know, it's the same thing with over eating and desert. my kids get a piece of chocolate every morning and they don't crave it all day long.

>> let's do a shot, right? come on. go ahead. >> do denises point, it puts resources on police departments and ambulances and hospitals that they are not and speexpect. police are arresting the people abusing or breaking the law and the kids being sick are going to the hospitals and putting terrible resources -- >> they do not have the manpower. todd starnes. >> looked like a scene out of the movie noah. when i was a kid, i was a good baptist kid. we went to dolly wood and did banana pudding shots. seriously, there are a lot of young people out there that are not doing stuff like this. there are hundreds and hundreds of kids that are doing good things. just last summer they had a couple hundred southern baptist kids building homes destroyed by sandy. >> i'm not worried about them. >> unfortunately, we do, as

welcome back to this special edition of" "hannity." we could have gone anywhere but we picked panama. local leaders are considering making major changes. after the first report ran, some heards agreed to speak with me for the first time on national television. drew whitman, gail the mayor and mario, city manager. mayor, we had you on we ports say i don't go u were shocked. you were really shocked? >> well, good evening, sean. i was just kind of shocked to see it on your show. we've been a spring break

destination for about 60 years and over the years, our culture, our ways of life, our ethics have changed and so have the spring breakers. this is something we're facing. it's different. >> it's different why, because it's gotten a little more out of control? hasn't it been good for the city? isn't there advertising that you want the kids to go to panama city beach? >> the city of panama city beach doesn't market the beach at all. what we co-as a city is provide services and infrastructure, safety and that. we have a tourist development counsel that advertises the beach and spend very little money advertising spring break. >> okay. >> the merchants who benefit from it do. >> fair enough. but you were very aware of the things we were showing on a report, none of that should have been new to you. you're very aware of what is going on in the beach, the drinking, the arrests, the 100

milers, you're aware of all of that, right? >> yes, we are. those are certain areas of the beech. there are other areas of the beach where so many things that were shown are not happening, but yes, we're not pleased with it. that's not the kind of activity we like to see our kids do. >> police chief, welcome to the program. it was very obvious you guys are under manned and doing the best job you possibly can and what can be a pretty dangerous situation. tell us from your perspective how bad it is for dealing with this large a number of kids. >> well, thanks, sean. we deal with this. we prepare for this all year round, this isn't just something we wake up and go to work with. we plan for the future spring break. the florida highway patrol and the alcoholic beverage unit from the state of florida. we have extra staff and go to extended shifts, and this is

something we're prepared for. we deal with between 200 and 300,000 kids, if not more. two of the largest nightclubs in the world and some of that environment is you -- that happens down there. but the actions that i saw in your video, that's not something we taught these kids. that's an environment where they came from. >> no, e understand that. by the way. from what i was able to see, you guys are doing a great job under difficult circumstances. is it true every year there is usually a fatality and one kid that ends up dying? >> yes, sir, usually we have one fatality, we had one this year, a spring breaker involved in a dui accident. he was a young man. those things happen when you have 2 to 300,000 kids here. i'm proud of my men and women working in the trenches. i worked with them myself.

>> no, it's obvious you guys are doing a great job. i have no criticism of the misdepartment. let me ask this question, knowing this is coming every year, is there anything the city ought to do to help protect them. maybe give the police deputy more resources. maybe warning parents more? >> we inporm the students to travel in groups. in any situation, we ensuring the students to walk in pairs at minimum or groups, back each other up. you want to travel safely. we have officers, i've talked to

spring breakers that said we don't have to turn around more than twice to find an officer. we want to make sure they see the safety within eyesight. >> you got to worry, chief, about these 100 milers, guys coming in to pray on kids. >> they follow the party and know we will have big groups of kids at secertain times of the night. it's something we plan for. we know they are going to be here friday, saturday nights. they come down here to pray on spring breakers. the city manager said we know where they turn around they will see a police officer in a blue uniform or a green one. >> maybe i'll be down there next year and we'll do a live show from the beach. maybe we'll see you then. thank you for being with us.
