forces from afghanistan by the end of 2016. here with exclusive reaction to the stories and much more, dick cheney is with us. mr. vice president, thanks for being back. >> good to see you, sean. >> the president has given three speeches in three days about the military. we outed a cia operative in afghanistan, a va scandal that is breathtaking in terms of how inappropriate it is for our vets and we also have america is it in decline in terms of perception around the world? >> the perception around the world is increasingly negative, sean, but the main focus is on the president. he's a very, very weak president, maybe the weakest certainly in my lifetime and i know from my own experience in a recent trip to the middle east spending several days talking with folks i've dealt with back to desert storm, they all are absolutely convinced that the american capacity to lead and to influence events in that part of

the world has been dramatically reduced by this president. we have a problem of weakness. it's centered around the white house. >> as you go around the world and talk to leaders you've known throughout your career, they are flat out saying they view the united states under this president as weak. >> absolutely, sean. you know, we talk about 70 years ago on june 6th. a week from friday, we insided france at normandy, d-day, june 6th, 1944. that was the beginning of the end for the third strike, mark world war ii and tremendous victory leading the free world against noz seegermany. for those 70 years, the united states has indeed been the leader of the world, the nation based in part upon our values but also upon our military

capability and our willingness to back up and support our friends and allies and to wheel that military power when necessary. i think there is a general consensus by our president's since 1945. i didn't always agree with all of them, obviously, but i think it was a general consensus that the world was peaceful and better organized, orderly and millions of lives saved because of u.s. capability, especially military capability. i don't think barack obama believes that, i really don't think he shares that consensus view. >> i've been listening to the president the last three days and at west point today and i get the feeling, i don't think this president grasped the difference between ending a war and actually winning a war. i think we pulled out of iraq because he thought the good war was in afghanistan too early and seemingly we're doing the same thing in afghanistan. he seems proud of the fact he's ending something. did we win those wars? >> well, we would have won in

iraq, i believe, if he had done what he should have done, which was to negotiate a stay behind agreement with iraqis so there would be a u.s. force there, not to be heavily engaged in combat because he failed to do that, we ended up with the only military presence in iraq is your military at the embassy. what he announced in after sggh ignores the reason why we went in there in the first place. it's as if he wasn't around when 9/11 happened. the reason we went into afghanistan is because 19 guys armed with airline tickets and box cutters that trained in afghanistan were supported out of afghanistan by al qaeda and osama bin laden killed 3,000 americans on 9/11 and we went in there with very, very good sound reason. we've been very successful up to this point but it's absolutely

unwise, terrible from the standpoint of the troops, from the standpoint of the respect we need to show those who made the ultimate sacrifice there for hill to say we're going to zero and everything will be honky dory. it's a case he hates to use military power. he doesn't believe it's ever justified and i think his speech today will put fear once again into the hearts of our alibis who don't believe they can count on the u.s. >> so he didn't preside over the ending of two wars but losing based on his decision. isn't that a pretty contemptible record? are we leading afghanistan to the mercies of the taliban? are they going to come back in power? >> remember, there was a time back in the '80s, when the united states was supporting the afghan against the soviets. we had help from others doing

that and ultimately succeeded and everybody turned around and walked away from afghanistan and then they had a civil war. the taliban came to power, osama bin laden found a safe haven and trained terrorist in the '90s. we should have learned from that. it's important we maintain a presence there and sign a status of forces agreement. this is not a new concept. we've done it all over the world. we have forces in korea today and germany and japan for good and sufficient reason because it's in our interest and we'll help stabilize the area. afghanistan is important, too, because of the neighborhood next door to pakistan. pakistan has about 100 nukes. they have a signalment of people who follow radical islamist belief there, but afghanistan also was crucial in getting bin laden. that's where we launched the raid that took down osama bin

laden. he will pull out capability in afghanistan, not negotiate a stay behind agreement. that's stupid. it's unwise and will e enforce the notion, we're weak and have a leader that doesn't understand u.s. obligations and comments around the world and not prepared to act on them. >> mr. vice president, you said stupid and unwise and i agree with your assessment but does it mean the president only ended a war and didn't win it when he should have been in it to win it? >> absolutely. >> you agree with that? >> i do. >> let me -- we're in the sixth year of the obama presidency and i can't believe it but there is still an obsession to blame the bush cheney administration in this case about the va scandal. now, i want you to listen to nan nancy pelosi, president obama in 2008, 9, '10, '11 and '13, how

he would help veterans but here is what she said based on this scandal. >> sees the ramifications of some seeds sewn along time ago when you have two wars over a long period of time and many, many, more millions, more veterans. maybe when we go to war we should think of consequences and ramifications. you would think that was a given but maybe it wasn't. >> the president campaigned starting in 2007. you see how bad the scandal is. you know the inspector general report came out. what is your reaction to her? >> well, i've always had difficult time taking nancy pelosi seriously. six years out, since we left office and we're still blamed by barack obama, nancy pelosi for their current troubles. as you point out, sean, on your show you've done a great job of

laying out the obama record of all the times he said he's going to get to the bottom of it and of course, the inspector general report i haven't seen. i've heard about today. in effect, finds that the charges and the claims coming out of phoenix with respect to the scandal at the va are indeed accurate, that the service there has been so bad that indeed it's hurt the lives of our veterans. that's an outrage. >> let me ask you about this. we have vets dying. we know the thought is institutionalized across many states and getting bigger every day. they just had an article in the daily collar calling it the equivalent of organized crime so they could get bonuses. maybe i'm naive about the ways of washington. why isn't there more urgency if these guys need health care that we promised them after serving the country, where is the 1800 number that they can call and get immediate assistance so that more people don't die?

where is the group of doctors that would assess the -- on a need basis who prioritize, who get taken care of first? that's what i think i would do if i were president, which would never happen. that seems to be the common sense answer. the president said he would investigate. >> i think part of the problem, sean, is that obviously is a huge bureaucracy problem involved but it also says something, i think, about the ability of the government to run this kind of massive program as contrasted for example with the capabilities of our private health care system. i think it does raise doubts about some of what the administration recommended under obamacare. there is no question but what the va has got serious, serious problems, it's evident i think from a lot of testimony being taken and whistle-blowers stepping forward and i think this president as well as the

worried about critics who think military intervention is the only way for america to avoid looking weak. >> all right, that was the president earlier today during his commencement address at west point. the commander in chief told the graduating cadets, while america must lead, it must also show restraint. with that speech and scandals crippling the obama white house nationally sin kated radio talk show host, mark laven. it's been a long time. we got to get you out of that bunker and onto the show. >> it's a pleasure. how are you? >> good. all right. first your reaction to the president's speech, especially three speeches about the military three days in a row and yet, he's not really addressing the real problem. we have va, vets dying because of the va scandal. what is your reaction? >> my reaction for watching a man degrading the united states military from the recruits to the vets and you listen to that clip that you just played, you

do count how many times he's talking about himself again? this is really a problem we have with this president. this isn't about him. you know, putin is watching this, the red chinese communist are watching this, enemies all over the world, allies, of course, what are they taking away? they are taking away this is not a leader. he's not a commander in chief. he's disarming the united states. he goes to west point and he tells these worriers, men trained to be worriers don't worry, i'm not sending you overseas. i'm not into reckless intervention. these democracy projects and so forth but i'm into the strongest national security defense any nation can have and the next president of the united states is going to have a hell of a job not just rebuilding the economy but the united states military. >> it really stood out to me, mark, because there is a difference between ending a war and winning a war. i don't think this president has

a grasp on the difference. he thinks he's the reason for ending the war but really, we're pulling out early. >> well, you know what bothers me, sean? did he do while commander in chief during the last five and a half six years in afghanistan? did he do when we pulled out of iraq? he doesn't end them properly. he doesn't fight them properly. it always bothered me, i'm a pedestrian, not a military guy, the way we have fought these wars when you look at past wars including world war ii and so forth. we send our infantry and our men into these hell holes and mountains and valleys. our air power is used minimally to protect people on the other side. you go in there, you win these battles as best you can and get the hell out of there. i don't know what his objective has been the last four or five years, and that's enormously tragic for the people who -- the

families involved. >> i'm trying to understand the president said he believes in american exceptionalism. that's not what he said in 2009 number one and number two we have the apology tour, the concept of leading behind of the president, massive cuts in defense. all we -- do his words match his deeds? >> no, no, what does he mean by american exceptionalism. he stands up like muslims and talks about having a pen. that means he'll over ride the constitutional when he likes. american exceptionalism does he like free market capitalism? no, he detests it. does he like individual liberty and success? no he attacks it. american exceptionalism, somebody who wants to transform america doesn't believe america is an exceptional place at all, so that's just all bull. >> all right. so let me go to the va scandal because we have veterans dying, we now know this is multiple states, institutionalized, that executives are doing this for

their bonuses and the inspect tomorrow general now confirming that vets wait listed to death, literally. that's his own report that came out today. my question is, where is the sense of urgency? maybe in the age where a government can set up a hot line or website, i don't know. if i were president and i'm not, first thing i would do is have a 1800 number, any vet that needs immediate care call this number, you'll be treated within 24 hours, 48 hours, anybody that has had significant delays, your case will be handled in one week, two weeks, three weeks, something, some sense of urgency, this president said he'll have another study about this. how should he handle it? >> because it's not a priority for obama. if we talked about food stamps, he would move heaven and earth to make sure everyone got food stamps or inequality or redistributing wealth or stimulus program where all that money is wasted, he would move heaven and earth to get that
