under the gun violence restraining order they could notify courts or law enforcement officials if they are concerned a family member or friend committed an act of violence. he would be put on a list of people bared from buying weapons. the bill's author notes the mother of the killer in santa barbara alerted authorities about her son a month earlier. she said, quote, she should have been able to go to law enforcement and say here is the evidence and sadly my son is a threat and could create violence. knowing that a parent didn't intervene and didn't have an effective tool is tragic. jedediah, the killer owned three guns despite rn whattings from his family and -- despite warnings from his family and others. should there be a law like this? should you be able to put someone on a list? >> it depends on the language of the law. i am worried people with no mental health expertise will tell authorities this person can't carry a gun.

what if there is a family fight and someone wants revenge on someone. ii don't want it to be that easy to discriminate against someone for what may be a personal reason that doesn't warrant it. >> welcome, is there potential for abuse here. one lawmaker says he could be used as a pretext or excused for leverage in an inter generational fight. >> this is the slipprey slippery slope. you can have your cousin put away or brother put away. i don't see how that works. i am more for actually getting them into a removed, protected mental health care for awhile rather than just say you can't have the guns ordaining russ stuff. >> isn't that the other issue? it is hard to force someone to go to the mental health care.

you would have to prove the same things you would have to prove for the gun law. >> you would be removing them from society while they are made better. that's the difference. here this guy doesn't get a gun here. he gets it illegally. >> their concerns are valid, but the slaw similar to domestic violence or restraining orders. if someone says i have a family member who could be violent they would have to make that complaint and a judge would hold a hearing and the judge would make the determination. does that make abuse of the law less likely? >> it makes it less likely, but here is what i would say about this as a gun control measure which is what it is. usually in the aftermath of a tragedy people want to do something, and that something will include banning whatever was not used. they say we want to ban an assault rifle. was an assault rifle used? well, no. at least they are focusing on the right problem which is mental health. finally you have a gun control

issue where reasonable people and second amendment advocates can say, okay, they are looking at this from the right perspective. can this be used? i say you will not have that many cases where this will be implemented. mass shootings have been going down over the past three decades. will this prevent much? probably not. there is a narrow window you have to separate in to get somebody. even if you change the law you might not do that. most people don't write 140-page psychotic man -- man fess stows. >> you do every day. >> i am like 350 single spaced. >> you have a lot to complain about. >> opponents are concerned it would limit the civil liberties of those people living with mental illness.

should that be a consideration? >> i would definitely worry that the definition of propensity for violence or mental illness, that there is not a clear one. >> if you are being treated or correct medication, to say that's a hobby or therapeutic for the illness how long are you on the list? what is the length of time you are not allowed to have a gun? i think some rights may be sort of -- i don't know, they are croched upon. >> the newtown masacre, he stole guns from his mother. unless you are taking away someone's freedom and have them committed which is a big step. >> when there is a will there is a way unfortunately. >> including guns and knives which people don't talk about as much as they should. >> that's a good point. this guy in particular used knives. >> used knives to kill people and tried to kill with his car. >> i'm assuming the judge would then -- if the judge ruled that yes this person

could be -- could pose a danger to other people he or she would temporarily take away that person's firearms and make it so they can't buy them. i assume the way it would work is you would have to get treatment or whatever and go back before a judge and get a doctor's note. >> i think a better solution is to find a way to link mental health professionals to law enforcement. there seems to be a break down in communications. if someone goes to a therapy session and is showing a characteristic that they are a danger to themselves or someone else there has to be a way for that mental health professional to have contact with law enforcement or family. there seems to be a communication break down that happens repeatedly that these people are in therapy. they are seeking councilling. it is known to be a societal problem. some say they may get access anyway. yes, they may. let's make it hard for those

who are a danger on paper already. snowden starts unloading. it is day 90125 of -- yeah nsa leaker and super patriot edward snowden appeared in his first television interview with brian williams. snowden denied connection to the russian government and said 9/11 motivated him to protect his country and defended the nsa saying, quote, these are good people trying to do hard work for good reasons. when confronted by his seemingly criminal acts he replied, quote, sometimes to do the right thing you have to break a law. you tell them. is it time to bring our boy home? >> i don't think there is any question i would like to go home. from day one i said i am doing this to serve my country. i am still working for the government. now whether amnesty or clemson
