convinced broke jay carney yesterday with your rapid fire line of questioning, ed? >> andrea, good to see you. what an intense day here. jay carney has been fielding tough questions about eric shinseki for weeks. they are both gone. let's start with the less surprising departure perhaps. shinseki. it turns out the president decided not to fire him instead he said he reeleluctantl lly ac his resignation. he said he had no plans to step down and this morning in washington gave a speech to a homeless veterans group and laid out a plan of action and sounded like he thought he would be sticking around. democrats close to the white house tell me they basically think since administration officials put out the word over the last 24 hours the president lost confidence, they were sending a signal to resign, spare the president the difficult task of firing a war hero. somebody wounded in vietnam. questions lingering, though, as

shinseki goes about the president's own leadership style since the president here from this poudium here today, shocke these problems were developing and republicans said the president has come out and said he didn't know much about the va, about the irs or health care rollout, that botched rollout until after it happened. listen. >> and i think he's deeply disappointed in the fact that bad news did not get to him. and that the structures weren't in place for him to identify this problem quickly and fix it. >> he's not decisive. he doesn't make decisions quickly. he doesn't seem to surround himself with really good people. >> now in the afternoon, the president made yet another rare appearance here in the briefing room interrupting the briefing to say he had a personnel announcement that jay was leaving to be replaced by his top deputy. there is no direction connection

between the departures of shinseki and carney who told the president of his plans in april but it's clear the president wanted to get both moves out of the way particularly in the case of shinseki. one stop at normandy for the 70th anniversary. a lot of veterans turning out for the big day and the bottom line is the president wanted to get shinseki out before going there, andrea. >> at least hi didn't say he read about the resignations in the newspaper. ed, thank you. >> good to see you. >> my co-host of the five will be here later with reaction to his resignation but my next guest have family members neglected by the phoenix va where the scandal exploded and join me now with reaction to today's breaking news. sally barns, breen and debra alan thank you both for being here. >> thank you. >> sally, i have read your story, both of your stories, sally and debra. they brought me to tears.

how do you feel today's news? is it enough he's stepping down? >> no, no, no, not at all. this is not intriguing me in the least, no. >> debra, what do you think it will take? i know there is nothing, at least, in my opinion they can do to make this up, the massive mismanagement and failure. what would you like to see coming from the white house? >> that people would be held accountable no matter how big the person is that they would be held accountable and this -- this was a criminal thing that was done to our family. my husband, her pop and they need to spend time in jail. they need to return their bonuses. they need to give it to struggling families now that don't have a husband or stepfather, father in law in their life anymore.

my husband had the only income in the family. and they are just worried about their stupid little bonuses. >> sally, you know -- yeah, go ahead. >> no, for -- i was -- you asked me first, it's okay. >> no, same question to you. what would you like to see this white house, this administration do? >> for me, this is totally not enough. and then to see the president like depressed that his shinseki was leaving, really broke my heart because they all did injustice to my pop. what they really have to do first is get more doctors in there because as we speak, there is people suffering and dying now right now. like this should have been decades ago. they have $5 billion to help the va. where is it going?

other than my pops, see this kid david is my son's -- my kid's uncle. he died, too, on january 7th 201 of lack of care they od him in head case. they wouldn't give hip disabili disabilidi -- him disability. he's 33. we lost him, too. the president is responsible for this because he knew of this. he made speeches in 2000 or 2001 or 2, i promise, sworn oath. he didn't deliver and to me that's criminal regardless he's the president and now to see him defend, defend shinseki and all the people that had done this to our families and more, i can't get pop or david back, could i? >> no. >> but they could give back to

the va by helping them now, yes, you fired them but now you got to put criminal charges and personally, obama, he's in on this criminal activity because he's an accomplice. he knew about it. >> i think sally and debra, the only way to really fix this is to dismantle the system because you can do criminal investigations, you can do studies, you can sling charges all you want but four year year seen republicans and democrats, all they care about behind closed doors is reimbursements and money. the va is fully funded and the same problems with this va are the same issues with single payer in europe and unless boths parties get serious about this and have some guts to call the dismantle to the va, you're just going to see more of those unfortunate, cards, and more deaths. sally and debra, sorry for your loss. >> i got to go but very quickly. >> i just want to say no matter

what they do, they got to get to the stem and root just like cancer that my dad, my pop, my husband's father died of, they got to get to the root. they got to fire everybody, hold them accountable, fix the va now right this minute. >> send them to jail. >> in handcuffs. >> and arrest. >> thank you so much for being here. i'm very sorry for your loss. >> thank you very much. while shinseki may have stepped down. my next guest doesn't believe his resignation will solve the problems with the va and says fixing this mess ultimately falls on president obama. joining me now is utah senator mike lee. thank you for being here. you were one of the senators that did not call for shinseki to step down but do you agree with the premise this system, the whole system of the way that the va is setup, the government-run health care single payer system is a mess. it doesn't work. >> it's a mess that doesn't work and the thing speaks for itself.

the results speak for themselves here for the fact that this system doesn't work but yeah, i didn't call for shinseki's resignation because it isn't going to solve this problem. what's going to solve the problem is aggressive digging, figuring out what happened, what went wrong, why it happened and how we can unwind it and get out of the mess. that's what we have to be focused on, whether we do that under the leadership of shinseki or somebody else isn't going to make a ma for yell difference. what is going to make a material difference, is what policies we adopt moving forward. >> what would you suggest? would you propose? >> one measure is senate bill 2013. there is a house version by jeff miller. what it would say is that the secretary of the veterans administration needs to have the authority to fire or demote

anyone for performance related reasons even senior executive employees based on performance and non-performance. that by itself would make a huge difference and right now in many instances, the secretary lacks that authority. that's a big problem. >> senator, it's not even just an hr issue of getting rid of burro cats. the way this system is set up, there are no incentives for performance, you have a single payer system with the same problems you, corruption, would you support a vouch er, somethig at least to give our veterans an option besides just this failed social system. >> yeah, i tend to agree that at a minimum, they have the option if they want to go into the private system, they don't get stuck in this and you're right andrea to point out if this doesn't speak to the failures of

eric shinseki stepped down over the growing misconduct. hours later, president obama announced white house press secretary jay carney was stepping down just one week after his office leaked the identity of the top cia agent in afghanistan. but let's be clear, they were not fired for their failures. they both willingly stepped down. joining a long list of obama cabinet members to have essentially survived scandal. we saw kathleen sebelius' department completely botch the rollout of obamacare but she wasn't fired. and then there is hillary clinton's involvement in the benghazi coverup but clearly, she wasn't fired, either. moving on, even though eric holder lied under oath about the fast and furious gun running scandal that took the life of board eer patrol agent brian terry, lois lerner presided over the targeting of conservatives, she stepped down and was not

fired. so the question remains, what does it actually take to be fired by president obama? with reaction are fox news political analyst juan williams and former florida congressman, colonial allen west. juan, i'll go to you first. what does it take? does president obama just not have the stomach to sign the pink slip? is it? >> well, i'm amused by the lit knee. i think it's extreme and not accurate but i think that you're on to a point about accountabili accountability, everyone has to be held accountability. i don't think president obama is shy about throwing people under the bus. in the case of eric shinseki, if you talk to the veterans, there is a large dose of regret around. nobody thinks that shinseki is a bad person who is out to hurt veterans. to the contrary, they think he's a decorated military hero, a general and someone who cared deeply about the veterans and

indicated he was lied to. that's the level of accountability. i think you'll see more heads roll down the line and possibly criminal investigations about people who were lying to get bonuses from the government. >> i do agree with you, juan, that i think general shinseki was committed. i think he probably didn't want to go, he wanted to finish the mission. if anybody should have been fired, it should have been holder or sebelius. the president doesn't do so. while he's loyal to his staff, what about being loyal to the voters that selected him and veterans dying because they are getting shotty care? >> well, i think it's a very tough decision out there because a lot of it has to do with the politics surrounding it because if you start to fire people, let's be very honest. the media is going to look at that as blood in the water and sharks are going to come out. in the case of general shinseki, he was the chief of staff for the united states army and i

believe that when you look at him as the chief of staff of the army, a lot of things happening under his watch in the va, if there were systemic problems and a division or core, he would have probably fired that senior commander, that two star, three star general. there is a little something different with the bureaucracy of washington dc when it comes to the politics of not wanting people to sense that there is some type of sense of failure of weakness in your administration. that's why you saw this clearly coming out on a friday. when you believe that that's going to not be played out very well in the new cycle. >> the infamous friday afternoon dump ron williams and we're very, very familiar that having worked in the media for many years, me, not as many as you. juan, what do you think that is? colonial west brings up a very good point. the president -- >> excellent. >> he likes to keep people in

place. he doesn't want them to smell blood in the water or look negatively. it's about him. do you think that's it or keep him in place to block and tackle and take the heat off him and he can go about his business and when he wants to replace them, the scandal can die and g away? >> well, you're just bashing obama but i must say -- >> i'm not bashing him. just talking strategy here. >> look, i think colonial west was on target when he said the american media today so polarized it's blood in the water and takes on a different dimension that a military decision of the kind that colonial west was talking about. i just want to say, andrea, this is something that's been deeply embedded, a problem in terms of wait times for the va over a long period of time and it's -- i think been excesser baited by the two wars in audition to which now you have the congress giving benefits to people so people are ageing are eligible for treatment. i think it's, you know, and then they don't back it up with money. i wonder if we're not being

overly generous at some point because everybody loves veterans and we want to support them. i wonder if the system is unobtainable. >> colonial west, so what if there is blood in the water. who cares? a good manager says you know what, whether it's the irs, deputy of justice, the gsa, the alphabet soup of mismanagement, a good manager, a good leader has the stomach to have heads rolling. if the president really is as mad as he says there is when there is a scandal, don't you think more people should have been let go by now? >> well, i was having a problem hearing you at the end. what i would say is this, when you start to look at the burr ro -- bureaucracy in washington dc we should be into the irs, the va, being in any of those agencies and administrations. so what you see happening especially in the veterans administration, how could you

say as the senior administrator, the secretary of the va that you were not aware of something that was going on? how can you say being in the white house as the president i just found out about it? i think it's really calling into question what type of internal briefings, what type of update reports, what type of statuses are being received or asked for by the obama administration by the people in charge up in washington dc of these government agencies and burr rock -- bureaucraciebureaucraci. i'm very upset with the senate saying they need to deliberate more over a three-page report piece of legislation that just says we need to be able to hold va administrators responsible and fire them. i think there is a lot of cupbility in washington dc. >> shinseki's replacement has a big job ahead and president obama better see to it that he does do his job as commander in

and bush 41 era. marlin who was press secretary under regan and stays for the first bush term for 41 stayed in that job for eight years. now remember there was no internet then. there wasn't the 24/7 news cycle. fox news was not a glimmer, we had nothing like that at the time and changes with how much preparing you have to do and have on call constantly and mike bill clinton's press secretary said the job he did in the late 90s compared to the one i did in 2007 and 200 were completely different jobs, not the fundamentals and principles of the job but tactics changed and from when i was there to jay carney, the again, technology leaps were dramatic that i don't think anybody could have done the job for much longer than jay carney did it. >> he looked exhausted yesterday in the clip of ed henry and jonathan karl asking him about

the president's confidence inner rick shinseki. he looked like he had had enough. dana, do you think he did a good job, or do you think, and i ask you this because you work for a boss who had a clear vision who gave what i could tell very specific goals and so it was easier for you to do your job even though i think you had a tougher press core. do you think it was tough for jay carney to do his job even though the press core was easier but because he was dealing with an administration that didn't give him a lot of good answers? >> if that is true and could be. we probably won't hear about that for awhile until jay carney decides whatever he is going to reveal at that time. from my personal experience. i worked for president bush who was guided by a very set principles, so he didn't waiver from them. so i could answer a question from the press by saying, yes, well, he would do this or that. sometimes i would take a risk and not talk to him before hand but i never screwed up in that way because i understood what my

boss wanted from me. i do think the press core changed a lot, too. just going back to marlin. you think about that time during the regan administration, all these great careers of amazing journalists that are born out of that administration and now j y you're starting to see some. ed henry is in that category, julie pace fits into it. chuck todd i guess some people would say he's there. jonathan karl of abc news in particular i, like to listen to what he'll ask. things changed a lot and the other thing is that both and the chief of staff probably told all of the staffers if you think you cannot go the distance until january 20th, 2017, it's okay. we appreciate your service. but you need to maybe head out now because we need people established. josh earnest is a very safe and steady solid choice for president obama. he's been with him since the iowa caucuses. i thought that they might go

with somebody a little different, maybe somebody from the outside to shake things up but i think president obama was real loizing that a steadier ship is what he needs right now. >> maybe a female but he didn't go that route. >> amazing. the war on women is raging. >> dana, it's pretty obvious that jay seems really relieved. he has to be the happiest guy right now probably in the whole country. what do you think he's going to do tomorrow morning? and i want to know what you did the morning after your last day of work in the white house. >> it's a little different. i think the happiest person in america is not jay carney, it's his wife claire shipman because tomorrow morning hopefully he'll be able to say you know what? i'm not going to read the paper right now. i'm going to read the paper at 10:00 and rely on deputies. he'll stay for awhile so they have responsibilities. they have serious problems at the va, and in audition, they have something interesting coming up. next week hillary clinton's book will be released.

this is something that i need to take care of doesn't make you weak, it means you're strong. >> joining me now with reaction is legendary notre dame football coach holtz. thank you for being here. the suck it up culture, he's talking about it on a day when veterans are dying. there is a huge scandal going on and at the va. do you think this is any of his business? >> let me get this straight. we have our economy contracted, have less salespeople working we had in the last 70 years, a marine in mexico because he made a wrong turn and is in prison and the u.s. citizen in sudan sentenced to die because she's a chris and refuses to adopt the koran and an officer in the army he said seven years ago, this is the problem we got to get it done. you talk about leadership. what is he doing about concussions?

he had one meeting of the secretary of veterans administration. one meeting. he had one cabinet meet income 16 months. you sit down with the secretary of the va and say you know what? i promise. you know the problem. what are you doing to solve it? how can i help? how do we get the guy out of mexico? just tell me what i can do to help. i don't believe that's his obligation. no doubt concussions are a problem but you can eliminate that by taking the face mask of >> is it, coach, the president's responsibility to stick his nose in the business of football and it seems to me, coach, that he has a problem with football because you remember this infa house quote he made this year and said i would not let my son play pro football. these guys, they know what they are buying into. it's no long a secret, it's sort of the feeling i have about smokers. why doesn't he like football? >> he has a right to say that. football is my life.

i seen people's live changed because they have been productive, good fathers, husbands and workers. football is a great sport. if you play football, you have to be held accountable and held responsibility and have an obligation and work hard and sacrifice. he's responsible for. he's not making suggestions, decisions. when i was head football coach, what is the problem?

do we have to do? you do it all the time. they know you're on top of it and you're on top and say, oh, gee, i heard about it on the news. >> coach holtz, you, i'm sure, learned a lot of lessons on the football field. there is probably a lot of valuable lessons from playing the team sport. concussions are an issue. you mentioned the way of tackling is a problem. who do you think should address the issue? nfl? player's union. what else can we do to fix this aside from having the president hold summits? >> i think it's the obligation of everybody including the coaches, including the nca and nfl and players, as well. i never had a heat problem with a player. i said that's your obligation about your safety. don't use your head. i don't give mouth to mouth resuscitation on anybody unless you're a girl over 21 and under

29. don't use your helmet because if you do, you're not going to play for me. >> do you think the players want the president to get involved? how do you think the players feel about this? >> oh, i think everybody likes to see the president involveed. he's a great speaker, great man, i'm sure. when you talk about obligations, take care of the things you were hireed to do and promised would get done. you promise in 09 i'll get to the bottom of it and with your secretary for two years. how in the world can you get to the bottom of something? that's why harry trueman said the buck stops here and the buck stops there because the president you have people that answer to you and you're responsible for it. >> you know, he could have cancelled the summit. he could have gone to a va hospital instead. there is no pressing reason why he should have sat down with michael strahan and kelly rippa to talk about football. football could have waited in my
