i'm harris faulkner, nearly five years held captive in the hands of enemy. army sergeant bo bergdahl is one step closer to being reunited with family and friends here in the united states but america's only prisoner of war in afghanistan could be returning under a growing cloud of controversy as questions arise about the deal that was made to get him released. at this hour, bergdahl who is 28 years old is at langsten regional medical center in germany. he's expected to be traveled to another facility perhaps in texas in the next few days. as you might imagine, of

his imminent return is cause for mass celebration. signs, balloons lining every street. in boise, idaho his parents delivered a long awaited message for their son. >> i love you, bo, and i'm so very proud of you, and your family would like me to tell you they love you also and are also very proud of you. we've been working very, very hard for your release these last five years, along with the whole of our government, even other governments and most especially, of course, qatar. >> i hope and you hear this and when you see this, i hope your english is coming back, and i want you to know that i love you. i'm proud of you. i'm so proud of your character. i'm so proud of your patience,

and your perseverance. i'm so proud of your cultural abilities to adapt. your language skills. your desire and your action to serve this country in a very difficult, long war. >> very powerful words from those parents. sergeant bergdahl's cap tors turned him over to u.s. navy s.e.a.l.s in chag for guantanamo detainees. >> we saw that steve was standing by for us in washington. we're going with dan springer. the sergeants parents, so eloquent, so emotional to watch them today. >> reporter: yes, that's right.

harris, bob and jannie looked emotionally drained from this ordeal. they thanked everyone returning their song. they have not been able to speak to bo directly and so part of the time to send him a message. they talk about how proud they are of his patience and persistence. >> our family, your families strong in faith and hope. you are from a strong tribe. you are even stronger now. five years is a seemingly endless long time. but you've made it. i you are free. freedom is yours. i will see you soon, my beloved son. i love you, bo. >> reporter: word of his release spread quickly in his hometown of hailly, idaho.

signs pleading for the government to bring bo home, have been replaced by messages by prayers answered. they planted a tree on each anniversary of his capture. they are planning a big party on june 28th, whether he is back or not. >> what about on any details when he will actually arrive home? >> reporter: it's very fuzzy. anybody's guess as to when he leaves. we know he weapon from afghanistan to germany as you said in the intro, and how long he stays there. we do not know. we know he's been listed in good physical condition but the emotional side, we just don't know. his mental health could be a different story. his dad worries that he might not remember how to speak english. he's been hearing and speaking only pastu for so long. he would be taken to a special military hospital in san antonio, where he will be slowly

in fact, he didn't take any questions. he said that time for questions will be later. in fact, he also alluded to the fact there may be a couple of books down the road. >> dan springer reporting for us tonight. thank you very much. i mentioned some lawmakers are raising concerns tonight about how the white house worked to free sergeant bergdahl going through the government of qatar. officials are securing his release in exchange for a prisoner swap who were held in guantanamo bay. steve continues our live team fox coverage tonight. and what are the critics concerned about specifically? >> reporter: well, they worried americans might be captured overseas who want to get the

release for other guantanamo prisoners. john mccain a former pow themselves called these men the hardest of the hardcore. >> i think the big here is what's going to happen to these five individuals. if they reenter the fight, then it is going to put american lives at risk and none of us want that to happen. not secretary hagel or anybody, but if they are able to have after a year in qatar to do whatever they want to do, there's no doubt they will reenter the fight. >> reporter: at the same time, mccain said he's pleased by bergdahl's release. >> how does the administration defend itself on charge that it negotiated with terrorists? >> reporter: they say this was the usual process for winning freedom for prisoners of war. they were not unusual in the conventional conflicts of the past. it makes no difference they say that the enemy in modern warfare

is not a single nation but a terrorist network. >> i guarantee you, chris, that if in fact this man's life had been lost and it came out that we had this opportunity and our commander in chief passed on it, the republicans would be going crazy right now. we saved this man's life. >> reporter: and speaking from afghanistan where he was treating u.s. troops, defense secretary chuck hagel responded to criticism that congress was not notified. information was not shared with congress because of the urgency of the situation. there were fears about his health and safety. >> we'll talk about this a little bit later. thank you for your reporting on that. and now to the absolute mess as we've come to know it at the v.a. and a new push underway in washington to finally trying to fix the situation that's been failing many of our nation's heroes for years now. one preliminary report from the

office of the inspector general has found systemic problems at v.a. facilities lying about patient wait times, and at the hospital in phoenix where the whole scandal broke, the same report said some 1,700 veterans were at risk of being forgotten or lost because they were never included on the official wait list for medical appointments. v.a. secretary eric shinseki may be gone, he resign on friday, but lawmakers on both sides of the aisle agree that did not fix the problem or problems. a bill is in the works that could help. peter has the latest in washington tonight. >> front pages are packed with details about problems at v.a. hospitals and now lawmakers are looking to right the next part of the story. changes with the general's resignation hasn't created any

changes. >> why should a veteran get in a van to get to phoenix in order to get a routine medical care taken care of? why doesn't he have a card to go to the provider he wants. that's the solution to the problem. just like other people under other health care planses are able to do. >> now the chairman is pushing legislation that would let vets who can't get an appointment at the v.a. to get to another hospital. it would also upzbrad an antiquated scheduling system. >> in many parts of the country, the v.a. simply did not have the doctors and the staff to make sure that veterans got timely care. the system was then gamed, which was absolutely represehensible which must be dealt with through

amid growing calls from republicans and democrats, president obama accepted secretary shinseki's resignation on friday. and let's bring in our political insiders. pat kadel, joining us from the beautiful charleston, south carolina, via satellite and john laboutlier, and doug schoen. >> i'm going to ask you then to send some of our cash on this. can you explain to me where this story goes now? because no one ha -- among you gentlemen thought that shinseki would be that big of a deal in term of solving the problem?

>> it isn't in term of solving the problem. with the further reports of systemic abuses, cover-ups, of delayed appointments, the tragic death of at least 30, 40 people, we need to figure out, a, what happened, and b, most importantly and it's something john spoke of over the last couple of weeks, come up with a system to get the veterans who have given so much to their country the health care they need expeditiously and efficiently and that's not happening now and that's the real crisis. >> john. >> in 2000, the general accounting office looked at the v.a., found the exact thing was going on back then that shinseki is paying for now which is huge delays on average 190 days for a veteran to see a doctor. nothing has changed in 15 years. we've had four different people run the v.a. same thing happens, nothing is going to change unless the media

really digs into this thing, day after day, surfaces story after story of abuse of veterans who suffered or died that and will drive congress, they react to what's in the news. if the news keeps the story going, they will then have to address it. they are hoping shinseki being gone makes the story go away. >> you know what's interesting, pat, we've heard calls for the story and keeping it on the front page, obviously, with shinseki at the center of it, but that really isn't what's important at all. it's providing for our vets. so now does the focus on washington change to get that done? from what i'm hearing john say, it doesn't sound very promising. >> it doesn't, and i'm concerned because the washington game and the political class is simple. we get rid of shinseki, we got rid of somebody, now let's move on to other things. what is at stake that i talk about last week is a government where the bureaucracy is more

interested in taking care of itself, and ensconcing its own privileges than it is in serving the people, including the vets in getting their bonuses even while veterans die, so i think there's a serious problem here about whether or not washington cares the way the people outside the country -- when john said let's hope the media does its job, so far, you know, that's what we have to hope for because that will make the congressmen do it. they should be up all night, all day doing something. they should have been doing it for 15 years. >> let me add on to that. on thursday, john mccain had a press conference asking for the department of justice to intervene in this thing and look and see if criminal activity has taken playing taking place. it could be criminal. he is the senior senator that is focused on from arizona are you telling me that his constituents

they are not calling his office up, they are not going to his office and he acts like he's never heard about this thing. it's like the guy in casablanca saying i'm shocked that there's glambleing here. he ought to know that veterans get short shrift. >> jeff miller was asked the very same question. how could members of congress not have known about this? let's watch his response. >> well, interestingly enough, many of those reports were instigated by the house committee on veterans affairs, and when we went to the v.a. to ask if the recommendations in fact were going to be followed up, they said yes, and then when we asked them about their numbers, they lied to congress in regards to their numbers, but it's very difficult for me to believe that the central office here in washington, d.c. did not have any idea about the cooking of the book and the illegal activity that was going on at

their own admission 60% of their facilities. >> what miller was saying too is there was such a long history of lies about what was going on. >> the ig reports, that's the inspector general inside the v.a., those reports were not made available to congress. i'll give him that. the gao report that i mention frd 2000, that is done at the behest and for congress. they had that report. they did nothing about >> and this now, though, is going to be a problem on president obama's watch. >> so that brings me to my next question. because you've gotten rid of shinseki and i want to talk about how he excited too but we'll get to that in a moment. that's kind of face of this scandal, but what does that mean for the president politically? >> here's the thing, the benghazi scandal, if it be a scandal, is something that we're going to have a congressional hearing on. we have the irs, we have the nsa, those are -- while they are

serious and important scandals, they don't touch every american directly in the way that the v.a. does, because everybody knows or has in their family or is in fact themselves a veteran. this is going to be a political issue for the president. he has to produce real results quickly, otherwise, it will hurt him in november. >> pat, i want to talk to you -- if i can. i brought up this question last week when this was all just breaking, why didn't the president just fire shinseki, there is more to this than semantics, the general gets to keep his golden parachute. there's a difference between fired and being allowed to hand in your resignation? >> shinseki was going, jay carney had cut him off the day

before. the president didn't want to fire him, they didn't want to inflame people because shinseki was a war hero. no one has discussed what the implications of the v.a. will be six months from now, if the opposition to obamacare -- for the republicans manage to equate the v.a. scandal -- this is just veterans -- with what a federal take i don't ever of the health care system means for all americans. i would think there's a narrative there that if i were a democrat, if i were a democratic candidate i would be terrified of which is the government does this to veterans, what do you think they are going to do to you on obamacare something that's ten time bigger and so far no one has gotten there yet, but i think for political insiders that's what we need to look at. >> and that one is huge and the narrative that the administration is incompetent and that the passion differential which we talk

about, who is more p.o. 'd, the voters in november, our side, the republican conservative side is more gined up and this feeds into it and this administration doesn't care about the veterans. >> i want to get in a couple of tweets. you touched on this one from jack corey began, to fix the problem, the first step is to get rid of the unions. how does the v.a. scandal affect the 2014 mid term elections? >> the keyword to me is incompetence and government malfeasance and overreaching. if the republicans can develop the narrative of a presidency and a president who is failing internationally, failing domestically, they have a chance to run the table, but that is the real challenge pat and john are putting their fingers on it. >> real quickly, sloan gibson who was the deputy secretary at the v.a. has stepped up to become the interim person, i think he's had three or four months of experience on the job. no disrespect to him, listen to

them, bobby k send in the marine, former senator jim webb, he will kick some butt and take a few names and move it toward getting fixed. >> here's the thing. this problem is not just a management problem. it is a system problem, which is we're having more veterans come out of afghanistan and iraq, go into the v.a. system with less money to take care of them. >> and more serious problems. >> totally. the ptsd. it's brain injuries. the whole thing. so you could put vince lombardi in part of this place it cannot be made to run better many we need to change the system. private ties it like we talk about. >> i want to hear this, pat. go ahead. >> i think john's solution that he offered a couple of weeks ago that lit up the internet and so forth is a kind of the out of the box solution that we really

want, the problem is for government to admit that its incompetent and failing, which it is everywhere, is to put in danger the people who benefit from government, which is the political class, washington, d.c., the politicians, and everyone else. but i think doug has put his finger on it. the issue is not just the v.a., the issue is not just obamacare. it is the idea that government is not competent enough. it breaches -- it tries to do too many and we naed to do something about getting -- changing the system. you don't know -- john's proposal i would love to hear someone campaign on. i bet you it would light voters up. let's remind everybody what john mentioned was give the veterans the care that the congressmen have. >> john gates, v.a. instant fix, force congress to use the v.a. medical system.
