petra. 90 seconds after the top of the hour. thank you for joining us. heather nauert joins us with a fox news alert. >> we've got important news from overseas. details are still developing. here's what we know so far. a fox news alert on what could be one of the deadliest american accidents for our troops serving in afghanistan since that war began. according to multiple reports coming out this morning, five u.s. soldiers are dead after a friendly fire attack in afghanistan. according to the same report, a coalition aircraft accidentally may have unleashed a strike, an airstrike at the wrong direction. here is an image taken at the scene where you can see flames burning through the wreckage of this convoy. we're also hearing that one afghan soldier is dead this morning. no confirmation yet from the pentagon but we are working our sources on this and we'll bring you more as we get it. back here at home happening today, primary votes in five states. the key race in south carolina. republican senator lindsey graham faces six opponents,

including a pastor and two afghan war veterans. and he has a huge lead in the polls, but it's still not known if he'll earn at least 50% of the vote or be forced to go into a run-off. in virginia house majority leader eric cantor faces a long shot from a tea party challenger, economics professor dave bratt. in nevada, senate majority leader harry reid will have a challenger in november, city councilman bob beard running on the post today as the g.o.p. senate nominee. former secretary of state hillary clinton is pushing her book hard choices. she talks about the benghazi attack that killed four americans including u.s. ambassador. but she says it will not deter her from a 2016 white house run. >> actually it is more of a reason to run because i do not believe our great country should be playing minor league ball. we ought to be in the

majors. and i view this as really apart from, even a diversion from the hard work that congress should be doing about the problem facing our country and the world. >> a diversion. clinton also adds that ambassador stevens was in libya by his own choice. it is a hidden cash craze sweeping the country. hidden envelopes stuffed with cash will be found in even more cities. the money scavenger hunt will be in new york, houston, chicago and las vegas. a real estate mogul started this campaign more than two weeks ago tweeting clues about where to find the hidden cash. so far he's given away about $15,000. you can be on the lookout in those cities. those are your headlines. >> a lot of people getting worried that we're talking so much about the stunning release of bowe bergdahl and that, and who he was swapped for and what about his condition and why did he leave the base that we've forgotten about the

v.a. scandal. but we haven't. after interviews of 3,372, the v.a. conducted an internal audit and things actually look worse than we thought. >> when you take a look at this, there is no question why there's bipartisan calling right now. nearly two dozen senators going to eric holder in a letter saying we should push this to a criminal investigation. we see the disarray that has existed within the veterans administration department. 57,000 veterans had to wait at least 90 days for their first appointment. 64,000 veterans who have been enrolled over the past decade have never had appointments. and 13% of the v.a. schedulers were told by their higher ups to input incorrect appointment request to make those wait times look shorter. >> this was an audit done over three weeks. and as it turns out, at least 70% of the facilities in the united states of america had at least one set of dummy books. you know, the v.a. can say, look, we didn't have enough schedulers, we didn't have enough doctors, they weren't trained properly. it looks like they were

trained pretty well because they were able to fudge the numbers to up their performance measures. clearly it was coordinated. and to your point, elisabeth, it is time for a criminal investigation to be launched. it has been criminal what they have done with the treasury of the united states, all that money squandered, and all those lives in peril. >> when you look across the states here on average, in honolulu, hawaii, 145 days wait to get a primary care appointment. you look in baltimore, 81 days. these numbers are not only startling, they seem quite wrong. so eric holder may have his hands full if he actually decides to move forward with that investigation. >> when you tell people to make up appointment dates and you cancel in order to get incentives, there's got to be prosecution. if you're going to say lance armstrong, you used illegal drugs, you used federal money in the postal system, i want that money back. what about these guys and these women, what about firing them and putting

them on trial? that is the only thing that will stop them, in my humble opinion. >> you've got to start at the top. >> that guy's gone. >> i understand that. i'm talking about the system managers. shinseki said he didn't know about it but somebody at the upper management level knew about it. unfortunately, with eric holder, if you ask him can you launch a criminal investigation, remember what happened with the i.r.s. scandal? even before it was released, the findings of the internal audit over there, he says no criminality, not going to do anything there. look for that to be repeated here because otherwise it would be a huge embarrassment. >> we've had expert after expert run government run health care to obamacare and what has happened in the v.a. does this reflect upon what will be happening in obamacare. a new fox news poll here saying will government do better with obamacare than the veterans health care system? you know how many people said yes?

only 31% of people here saying the government is better with obamacare than the veterans health care system. the question here is what will they do with the rest if this is what they do to the best? >> another question was under obamacare, the country is what do you think? 44% of you think the country is worse off. 29% say better off. 24% say no difference. >> because the worst is yet to come. as the employee mandate, that waiver gets lifted. the white house got their 135,000 signatures. that was the threshold. it was beyond the threshold for them to be forced to comment on any issue in america. all of wanted to know about that marine who found himself in mexico with guns in his truck when he took a wrong turn, sergeant tahmooressi. they wanted the president and the white house to weigh in on his situation and what they would do. josh earnest who hasn't gotten the job full time yet -- jay carney is not totally out yet -- was forced to weigh in.

here's whaep said yesterday about -- what he said yesterday about tahmooressi's situation. >> what is the president personally doing to get this marine out of the mexican prison? >> i don't have a lot of information to provide you in terms of the current efforts underway. >> is the president pressing to get him back or not? >> certainly the president is concerned about all detainees or americans being held against their will in other countries, and this is something that the president is certainly concerned about. but in terms of what specific efforts are underway, i have to defer to the department of defense. >> that's a good passing the buck, refer you to the department of defense. what's curious is they had an hour-long intel meeting last night where the white house came in and talked about the situation with mr. bergdahl. and at the end one of the briefers was asked who exactly signed off on it, and it was the president of the united states; right? no. according to the briefers from the white house, the president didn't sign off on it. chuck hagel is the person who ordered the swap with mr. bergdahl. so that is curious. sergeant tahmooressi was

to operate in his own way. >> congress fired up after the president exchanged five taliban terrorists for sergeant bowe bergdahl without giving them a 30-day notification. to make matters worse, we learn the detainees may have known about the transfer before congress. they tried to explain to the house yesterday and got no new information. here is fox news analyst lieutenant colonel oliver north. what do you mean the detainees knew first? >> i think it is entirely possible that the fab five out of taliban, gitmo were on the air or on the ground in doha, qatar. if senator feinstein had known they were on the tkpwo, shield have -- on the go, she would have turned the airplane around. >> there is a report that 90 people in the white house knew before anybody in congress. when you ask senator feinstein, you talk about the chairman of the

documents, the raw intelligence says all the haqqanis wanted was money. and so why were those five added to this mix by the white house? >> we'll see because the haqqani network asked for $1.2 million from "the new york times" to get their writer back and they got it. so this could happen too. let's talk about the conditions that you understand that he went through. according to your sources, this eclipse group has been out there. they say he was caged, true, but he also was allowed to carry an ak-47 at times and play soccer with them. he became one of them. >> he at least showed he was trying to build an affinity with them. my concern right now is people are going to jump to some conclusions that may or may not be accurate. the responsibility of his chain of command, and somewhere along that line there is a united states army general who is responsible for convening what's called an article 32 investigation. it's the military version of a grand jury.

treat it at home? fox news medical a team dr. david samati joins us now to break that down for us. good morning. >> good morning to you. >> we keep hearing a lot about pool accidents and the secondary drowning. can you explain the secondary drowning? a ton of parents are worried. >> especially kids between ages one to four. they're perfectly fine. they have swallowed some water that has gone into their lungs. now a few hours after the pool party is over, they're fine. now you see their behavior start to change. they're gasping for air, not breathing well. that's secondary drowning. that means some of the water has gotten into their lung. oxygen exchange is not happening well. that's when you start going down. you want to detect that kind of behavior pattern a few hours, up to 24 hours after swallowing water. so that's when you want to take them to the emergency room right away. >> if you notice those changes? >> absolutely. listen, this happens very fast, drowning every year we have about ten kids a day, summer time that drown.

emergency room. if you use a spray, make sure it's 10% deet. don't spray it in kids' faces or any kind of open wound. just open it around the clothing and not near the eyes and the face. >> if they're not being helped by that, definitely go to the doctor. heat stroke and dehydration. >> everything starts with heat cramp. if you're not well hydrated -- you want to hydrate before go in the sun. load up on that. but starts with heat cramp, which is like pain in your extremities, then becomes exhaustion. then they have fatigue issues -- >> something extraordinary. >> yes. cover yourself. shade important. invest in some of these shades or get a nice hat like this so you're not exposed in the sun all the time. and get your electrolytes and fluids. >> as a prevention.

the place. >> we've done studies like this in our firm and gone to half a dozen calculators and punched in the same assumptions and you get different answers. it's because they do something different with their retirement projections, the rate of interest they assume you'll see, inflation rate. so you need to recognize they're not something to totally rely on. one really good one to use that's really quick and easy, free, takes a couple of minutes called the ballpark estimate. it is free. go to asec.org and it gives you in less than a couple of minutes, a ballpark estimate. it will get awe good rule of thumb. it's a neat way to give you some rough idea of how much money you should be saving. >> willie from "duck dynasty" says, how do you know when to collect social security, 62, 63, 64 or later? what should i be looking for? >> it used to be so much easier. we used to say when you hit 62, take the money. even though it's 80% of the benefit, take it easier because it's better off in the long run.

humanitarian crisis right here on our soil. hundreds of children who illegally crossed the border in texas are being dumped in arizona without parents. the federal government green lighting the move to alleviate overcrowding in texas detention centers. why are these people being kept in warehouses? we have nowhere to put them and we need billions to support them. joining us is kansas secretary of state, also the authored arizona immigration bill. chris, why now? >> well, this is a direct consequence of what's happening right now is a direct consequence of a policy that president obama's administration put into place before the election in 2012. you may remember in june of that year, obama announced this deferred action directive where he ordered ice agents to break the law and to allow illegal aliens who claim they came to the country before the age of 16

to remain here. word got back to the home countries and we know this and they are flooding the united states. how do we know word has gotten back and they're coming because of obama's policy? because when they're arriving, they're not evading law enforcement like illegal aliens normally do. they're going straight to the border patrol and turning themselves in because the smugglers accurately told them, go to america, they won't deport you under obama's policy. >> the security is one thing and then you have the humanitarian crisis which is looming and then you have billions of dollars which we got to spend. they're trying to tell us that this is because of unrest in south america, central america, and because of drug cartels because they're really turning up the heat. that's not true, is it? >> completely untrue. there has been no change in the conditions in these countries causing this influx. it is a direct result of the obama administration's policies and we know it because that's what they're telling us. they were told, if you're a teen-ager, they won't allow you to be deported. there are so many tools we have

that we could be using to solve this problem. brian, remember back in 1994, there was a boat lift of cubans of a similar crisis? >> yes. >> in that instance, clint, a democrat, acted and said no, you're not getting no and the message got back right away. so the influx stopped. congress in 1996 gave the president a tool. he said if -- congress said there was a future mass influx, just mobilize state and local law enforcement and you can use them to help enforce federal law. what he should be doing is ordering the use of the international guard to immediately transport these kids back to their families. remember, their families are back in the home country and that will get the word back that they're not allowing us back in. do you expect obama to do that? i don't. >> we'll have you back 'cause we have to end it here. but we are understanding they are gathering now in mexico and if you think is bad, it's going to double as early as next week. so look out. i feel so bad for arizona, texas, and the american taxpayer because it's going to cost us money that we just don't have.

from the president who is currently not popular. let's talk about the president for a second and talk about the catastrophe looming on immigration right now. people coming across the border. when it comes with immigration reform, there is a sense on capitol hill republicans are standing in the way. what do you think? >> what is going on is an attempt to extort members of congress into agreeing to a, quote, comprehensive immigration amnesty, which is what it is. so the obama administration basically put out the welcome mat at the border. come on in. we'll feed you, house you, we'll clothe you. we'll get you medical care, although now it looks like we're not screening people properly. we have an increase in scabies. all of this is happening. and the response from people like eric cantor, big primary challenge, john boehner, paul ryan, nothing personal, i like them all as people, but their response is, oh, my gosh. we got to do immigration reform and we got to get it done now!

who really ultimately is to blame when you have particularly juveniles, children, acting in such a terribly horrific murderous way? >> as a criminal defense attorney, the way our system works, it's the job of the criminal defense attorney to shield their clients from full punishment, from full liability. so what we would try to do is get some doctors like dr. keith to come in, become experts on slender man and what he does to a young person's mind and then say to a jury or to a judge that the science has proven that these people, these young people are not -- their brains are not functioning properly to be held accountable to the fullest extent of the law. it doesn't mean they would go free. it would mean instead of going 25 to life, maybe the sentence would range from five to 25 and the judge would ascertain what's appropriate under the

circumstances. >> two 12-year-old wisconsin girls who stabbed their friend 19 times being charged as an adult. is this a shifting of the victim status to the children then? >> here is the thing, this slender man phenomenon is an internet meme. it's a promulgated story by the internet about this being that commoneers people and turns them into killers, to whom you must show allegiance. the internet is a form of communication that human beings we are learning, are not immune to, in terms of being able to resist themes that flow to them through this drug portal, i would say, to some extent. so facebook depersonalizes people. it decreases their empathy. this has been shown by data. and when you tell a story via this direct line to your emotional self, it can infect you in a special way. so i agree with arthur on this one. i would say there are vulnerable kids out there.
