into other parts of the middle east? is it also not allowing the kurds to have a northern portion of iraq controlled by the kurds? basically taking iraq and breaking it into three chunks? is that in the best interest of the united states? what is in the best interest of the united states at this hour? >> preventing chaos from spreading and spill over. >> yes. what you don't want -- look, it's a sunni she a problem and wildly complicated. the cobs sequences are pretty clear. if the gulf states, saudi arainia, imman, qatar. feel there is going to be this powerful, scary shiite state right there, it gives them a lot of incentive to arm up in the way that destabilizes the whole region. >> these militants are going city by city. the president says he has ruled out ground force attacks so he is going to launch some sort of air strikes. that would be difficult in some ways because there could be potential civilian casualties as these small groups are moving all over. >> you also bring up the

>> good to be with you. >> we had you on the show not too long ago talking about the good news about marriage. divorce rates much lower than we actually think they are. do you think this is a knee jerk reaction from the oklahoma government? >> oh, actually, no. oklahoma has been very well known as studying this issue pretty extense sifsively and doing a good job of policy development for marriage and divorce. this is definitely one of those things that have in a will the of other states. i live in atlanta. we have it here in georgia. it's usually a very effective think to slow down the rush toward divorce. >> is this something we want the government to do to tell us how we should hamgdz our marital affairs? >> i like the idea of underscoring the importance of marriage, but, making it mandatory, that's the piece

i have a problem with. it's infan cup can pells. like they haven't thought divorce through. what about the cases of abuse or addiction? when you are forcing couples to do something it doesn't cater to an open mind. it's a little too late. >> do you think it would hurt one gender over another? >> you know what? i guess there is always the possibility that could be harder on women in those rare cases which do happen. there are those cases where there might be abuse or a woman is trying to escape. this law is only for no fault divorces. really it too little too late. one of the things oklahoma itself found with a big study a few years ago they studied couples that almost got divorce that were very

very much moving in that direction. and they surveyed them later and found that 92% of those couples were really glad they were still okay. i mean, that they were still together. and truly i have surveyed probably about 13,000 men and women. seven nationally representative studies. i have found that most divorces, not all certainly, but most of them really didn't need to happen so it really is often a case where slowing things down, especially in this case, where you have children involved will cost for kids is high. >> i think you can also offer courses earlier on in a relationship. offer counseling. >> oh, sure. >> counseling, make that available there are cases that show when you ease divorce law that there is less abuse and suicide amongst women. i think we need to just enter into this discussion and offer things earlier on. that always helps with securing a marriage and helping a marriage stay stronger rather than moving

towards divorce. >> let me ask you. this of course we are making it more difficult to get divorced which seems perhaps okay. shouldn't we make it more difficult to get married in the first place? >> i like that idea. i mean, i think we have very unrealistic ideas about what marriage should feel like. and what marriage should be like. and if we can help couples understand that marriage exists within reality and help couples communicate better and work towards more realistic goals i think it country would be a lot happier in terms of having happier marriages. >> you have the last word. >> absolutely. you are not going it hear any argument for me. all of our books are required in premarital counseling in at love churches. that's a good thing. but seriously, clayton we were talking about this a few weeks ago. the the thing people are being lining today in marriage is hope. couples need to know there is still hope. i'm glad this class is putting one final thing in front of them to say, you know, think about this before do you this. >> great discussion this

the state of texas is home to 1.6 million veterans. second largest veteran population in the nation. a huge portion of them might have a tougher time finding a job thanks to new guidelines put in place by the department of labor. trouble for veterans has been reported in texas but these rules actually apply to the entire nation. what are the new guidelines and are they really going to hurt our veterans? joining us now is cheryl casone from the fox business network. good morning. >> good morning. >> what are these new regulations. >> about a month ago the department of labor reached out to all the states. in particular we spoke with texas and said, look, we are only going it allow to you help certain veterans find employment. now, the department of labor does give funding to these veterans across the country

is it really right for the government to say you can help this veteran but not this veteran find employment. >> how do they. >> this is a list they put out here. i want it show you the rules to give you a sense of what they are basically saying to the texas veterans commission that we spoke with yesterday these are the veterans they can help. 18 to 24. recently separated from active duty. they don't have a high school diploma or g.e.d. classified as low income is one of criteria, someone that's homeless, an exdefender, disabled o. special disabled veteran. the texas veterans commission gets funding from the department of labor the department of labor says you know what? you can only help certain veterans because we feel like these are the crass that needs the help the most but not the rest. it's only going to be 30 in texas of veterans that need help and job assistance. >> in some ways what i'm looking at with this full screen you showed us

punished for trying to do well. high school diploma or g.e.d. you north getting help. >> these are the toughest cases. the unemployment rate is higher among younger veterans. the reason that the folks at the texas veteran commission are so upset about this. they feel like it's not the federal government's right or place to tell them who they can help and who they cannot help find a job. i can't tell you how many emails i get from older veterans that feel that they're being left out. i do want to say two quick things here. we did get a statement from the director of veteran district attorney employment services. he said no veteran should be told they can the no be served why a veteran's employment representative. they have placed their lives in danger to defend the freedoms we all enjoy, individual unique circumstances drive the method of service. >> what can we learn from texas? >> well, again, this is a nationwide issue. this is not just texas, but the folks down in texas are speaking out because they have got the second largest veteran population in the nation we did reach out to the department of labor i do

>> essentially media blackout on this question. it's not being reported widely but we have seen in recent days 48,000 children just at the texas border alone from central america. what position does this put you in as a border patrol agent? >> this puts our agents in a very difficult position because right now about half the people in the rio grande valley where these crossings are taking place are doing processing because there is extra paperwork and we have to get these people processed so they can move on down the pipeline so to speak. the real problem there is that this is going to continue because there are no consequences. if we are going to release people. they are going to continue to come here. the other problem is this is being controlled by the cartels. these people could easily surrender at a port of entry and the outcome would be the same. but the cartels are using this to their advantage. they are controlling where they cross making sure that they surrender to border patrol because then that ties up the few people we do

have in the field and cartels are able to move their product or whoever or whatever they want across the border right behind them we were hearing illegal immigration is slowing because of the downturn in the economy. that talking point appears to be inoperative as of this morning what is causing this flood of illegal immigrant minors from central america at our border? >> we have had our agents interviewing people three points we are hearing is one dire economic circumstances in their home countries in central america violence in central america. overwhelming response we are getting is that they heard that the flood gates are open the permits are being issued and that the u.s. isn't enforcing its immigration laws, so the word is being spread on state tv and radio in these countries and the flood continues. we foresee it continuing

to maryland and virginia. sergeant bowe bergdahl back on united states soil. we are learning more about his time held by the taliban. he was kept in solitary confinement two years in a 6 x 6 cage. bergdahl is at brook army hospital in texas. he looks good, speaking english and walking on his own but doctors say his recovery could take months. >> we emphasize we see him as a normal healthy person who survived on this five-year ordeal relying on his resilience. >> he seemed a little bit nervous but looked good and saluted and had good deportment. >> bergdahl has not spoken to his family yet, we are told. for the first time we are hearing from the homeowners of the pricey home dangling off the cliff in texas. 9 home was set on fire after the foundation cracked and became unstable. it was set on fire on purpose. some say destroying it was the

country. thanks for joining us this morning. first off, give us a quick summation of what the situation looks like on the ground in iraq. how many contractors are trying to get thought morning? >> something we need to clarify. it's not just contractors. iraq is a rebuilding country so there is international commerce going on. there are corporations there. there are ngo workers there, even students there that were actively helping with evacuations. it's far more than hardened contractors that are defense contractors or oil and gas contractors. the situation on the ground is worsening. obviously, the forces are moving closer to baghdad. we are monitoring the situation closely and providing the appropriate information so we can help our customers leave their particular areas of responsibility and get out safely. >> thanks again for reminding us just because most american troops left doesn't mean there aren't a lot of americans there. there are. it's nice to be reminded of that. you have been following this carefully. you say you knew six months ago

that the situation was going south and fast. why didn't the administration know that? why do they seem so surprised? >> i think it has to do more with what level of information they want to pass on to the civilian press. the situation in iraq has been volatile for a significant period of time, which the media reported on potential for civil war, iraq, there's a lot of reports it could break up into three regions. all of that is hypothetical. what we are watching is the actual intelligence coming in from the ground and forward-looking situation is so we can advise our clients accordingly. they have plans in place to monitor their travelers or their permanently stationed individuals there. then they have a better response plan to get out if things do slide quickly. it sounds like they are sliding quickly from reports we are getting here. do you think it is very unsafe? it looks unsafe for americans to remain in this country. are they all leaving or some staying? what's the status.

>> it depends upon the region in the country. the south is safe down there. there is no military activity going on and that's where most of the oil and gas extraction operations are head quartered in the south. i don't believe anyone in the south is doing anything more than monitoring the situation closely. if you're talking around baghdad, absolutely. they are evacuating. there are a number of scheduled aircraft leaving from certain airports. of course charter aircraft as large as 155 seats going out full on flights yesterday and today. >> how should the u.s. government respond to this? >> i really can't hypothetically say how the president should respond to this. they are going to have to make the best determination politically for the situation. for private companies, they have to make their risk profile known and then react accordingly so they take their people out of harm's way in the most efficient manner possible. >> it would be a scary place to

dive into some of the areas that are not so hot right now for living. take us through some of the best. >> there are a lot of ways to look at this. very important time to be making a living, earning income, keeping income you have. money rates is the analysis we are looking at here in addition to our wealth of states data. we are seeing that according to money rates, the best state in the union to keep and make a living is washington state. washington state is doing pretty well. high-tech economy, young work force and above-average incomes, also a state with no personal income tax. >> there is a common theme with the no personal income tax. take us down to texas. what is happening in texas? another great state, of course. >> texas is responsible for up to 1/3 of our jobs. leading job growth in the last four years straight. really doing some remarkable things here. increasing labor force participation. another state just like washington state, very different climate with no state penalty on

work. that means you can keep more of everything you make for a living. >> let's head up to here. this is another great state rounding out the top three states up in the great state of minnesota. >> minnesota is a good example here where we are talking about in the case of money rates, they are looking at overall wealth and well-being, above average wages and low unemployment rate. about 4.7%, well below the national average. that's why they are scoring well in this analysis. we take issue a little bit with some of the other states we've seen. we know in gallup polls, 50% of minnesotans think taxes are too high. >> it's interesting to see we are a lot more transient than we used to be. you put down roots for 40 years. not any more. people are willing to move. if they are losing a lot from their paycheck, paying high property taxes, they will move out of state. let's dive into the three states

people are moving out of. some of the worst areas to keep your income. >> way over here we have hawaii. hawaii is really expensive place to live. looking at the cost of living hurting their analysis on money rates. wonderful place if you can afford it. a little harder to make the move in or out. what is interesting about hawaii though is that of the five states you might choose to leave hawaii for, four of them put no price on work, no personal income tax. hawaiians know the cost of living can be improved. >> let's move to the continental united states here. new york and mississippi. not great places right now. >> right. we know a lot of income is choosing to leave the empire state. cost of living here is very high even with rent-control housing.
