control. there is word they are taking the fight closer to baghdad. connor powell is following are of the events. >> the fighters are moving closer each day to baghdad but the iraqi military is putting up some type of fight now but far from reversing the momentum of the sunni insurgeant fighters chat. today they attacked an oil refinery north of baghdad. the iraqi military is saying they have repelled the attack but insurgeants appear to be in control for some of the refinery. the fighting forces some countries like exonn and bp to pull out foreign workers.

making that decision? >> i think your question goes at the heart of the issue. people like to talk about military options off the bat but you are not going to be effective unless you put them in context with the desired outcome. so before sending in troops talk, or air strastrikairstrike what is the desired outcome of the force before discussing how it should be accomplished. >> i am going to show the viewers a map so they can see where they toured over the last

month. what do you think is the goal for the united states consideration what is happening inside iraq? >> it is very complex. you have the continuation of conflict between two religious sects and one could say malkey is at the heart of because of excluding the sunni's in his administration. one needs to ask the question what are the critical u.s. national security interest at play that would determine or have a weight on whether u.s. security forces should be involved. the obvious question and answer is we need to use whatever forces are necessary to protect american personal in baghdad in the embassy but beyond that we need to ask these other questions if in fact our use of

force might be getting us embroiled into a civil war that no application of military force by a third party is going to resolve. these are the difficult questions they are dealing with. >> do you think if the decision was made we will go ahead with airstrikes, do you think we risk getting involved in a civil war in iraq? >> personal, i do. but let me lay out three generic options for the use of force to demonstrate what i am talking about that would guide the developments of the kinds and types of forces we would use. as you showed in your map, you have isis moving down through lines of communication and getting closer to baghdad. so a military objective might be

to halt further movement of them toward baghdad. air power is customed made and tailored to do that and is proven to be effective time over time. but that is one set of goals and objectives. there maybe a second macrolevel objective in the context of removing forces from the villages and towns they are occupying. that is going to require the use of indigenous forces rearrange with air power to accomplish that objective and then the third one maybe eliminating the effectiveness of isis as a fighting force. so you can see be identifying those objectives there is going to be a myriad of different force elements not just provided by the united states or iraq or other coalition members in the

region. there is those kinds of decision and relationship between military force to political objectives that need to be discussed. >> and you said the goals are to stop them from going to baghdad, eliminating them from the population and third is eliminating them all together which is the bigger goal probably because these are bad guys. what about what kind of intelligence who do you need on the ground? what insight about achieving those goals? >> this isn't an on/off switch answer. first, you don't need boots on the ground, or a lot, to meet the military objectives, particularly the halt phase.

desert storm, 1991, 40-43 days there were no boots on the ground but through the air power we paralyzed an entire country's military and complished our objectives. if you look at the first 60 days of operation freedom we met our security interest through the use of air power another with indigenous forces and a few other forces from other government agencies. with persistent intelligence asset like predator and reaper you can provide continuous overwatch which allows the targeting of advisauries very

hard time defending against the attack. >> it is the case that after the surge the swath of the iraq that is now under control of isis forces was peaceful and al qaeda was decimated. >> this stems back to the inability of president obama and president bush. a lot of the talk coming to obama is about the failure to leave troops there and behind. and while i think people on both sides of the aisle believe we should have intelligence service and some presence, there is a debate on whether obama even had the option to keep the troops behind. the president in iraq didn't agree to an agreement that would have allowed us to keep troops. it is hard with foreign policy, especially in the middle east to get this into our day-to-day

polit politics with winners and losers and ups and downs. this is stretching the foreign policy of multiple presidents. so it isn't surprising, but like i said it is hard to fit this into the partisan molds. >> the american people are offering talk of their own. 37% approve of the president's handling of foreign policy. that is on all-time low in this survey. 57% disapprove and that is an all-time high and we have fox news polls that pretty much echo those numbers. >> yeah, i think as chuck todd at msnbc it is an indication the president's term is over. it is devastating and i think president obama has no one to blame but himself for these

problems and i would argue that you know, the situation in iraq, has a lot more to do with it just than our policy with that country. it has to do with the broader policies that our enemies abroad don't take us seriously and don't think we have the fortitude to stick it out for any meaningful goal and they are taking advantage of that. >> wesley, i know you have been critical of former vice president dick cheney saying the intelligence in iraq was wrong about weapons of mass destruction, but how are those lines different from president obama saying the tide of war is receding and al qaeda is decimated and on the run? >> well, i think they are not and that is the greater point here. foreign policy is messy and bigger than ups and downs.

and in politics we love to make it one or the other but in foreign policy it doesn't work that way. there is a deeper issue with what vice president cheney was writing in opt-ed. a colleague wrote about this is a resurgeance of hawkish on the right. this is written for the rand paul proud as it is to talk about obama and mobalize and double down on the republican sentiment. there is not a same appetite for the hawkish policy like during the bush era. so of course vice president cheney is criticizing president obama's foreign policy, but this is as much a message to other republicans saying as the republican party moderates this

jon: thank you. jenna: now the growing crisis as hundreds of illegal immigrants cross into the country every day and people confronting this issue directly are often prohibited from talking to reporters. now giving their take on what is actually happening. the spokesman for the national border patrol council, a lead union for border patrol in our country. how is it impacting border patrol agents and their ability to do their job? >> our agents are overwhelmed. half of them are doing what is termed as processing, taking care of the paperwork for this flood of humanity that has inundated the rio grande valley. the other half of the agents dealing with people surrendering to them and we believe that is what the cartels are looking to do, looking to control this and exploit it to their own

financial gain with whoever, whatever they want right behind these groups because border but for agents are unavailable to respond. jenna: i'm glad you brought that up. he was able to shoot some video showing what you just described. these two women from guatemala stood on the side of the road waiting for border patrol to come pick them up. we have video of border patrol doing just that. focus on people who want to be caught, how does that impact their ability to go out and get the bad guys? >> it takes away our manpower. there are groups still getting around us, acting covertly, attempting to avoid border patrol units in the field, so it is a major concern because we don't know who they are, what they are carrying or what their

intent once they get here is. >> what to the border patrol agents need to help with this problem? >> the biggest thing is the policy of releasing juvenile and family groups. the word is out in central america and this is disgraceful. we should be ashamed we circumvented our laws and now we have tens of thousands of people on the way to this country to try to exploit our system and we will not be able to get a handle on it until we start detaining everyone setting them up for deportation. jenna: while we wait to see if that happens, one of the other things john roberts is showing us his folks getting on the back of jet skis to get across the rio grande without really being caught. they get to the other side sometimes they are caught, sometimes they are not because so many people are coming at one

time. what about manpower, what about simple resources? what stops this more immediately? >> we don't have all our agents doing law enforcement duties, they're doing duties to care for these people in the border patrol stations and our stations are not long-term facilities, people should not be held there for more than a few days but they are being held so agents are having to cook for them, take care of babies and it is a real problem, so not having a manpower in the field at a time like this exacerbates the situation. this could happen in any of the border patrol sectors, customs and border protection is limiting the amount of time they are able to work so we don't have the full staffing in every sector as we should.

jenna: why is that happening, especially now? >> they do not have the money to pay for full staffing as we did prior to sequestration so they decided instead of cutting technology or cutting any other areas they have decided to cut salary as part of the expenses so border patrol sectors amid the mode of time agents can work and that goes against everything we have said in terms of our national strategy. if we are going to deter people from coming into this country and number one deterrent is border patrol agents. jenna: we look forward to having you back and hope to continue to follow as we don't expect a flood of families coming into the country anytime soon. thank you very much for your time today. jon: disgraceful his word for what is going on. jenna: vice president joe biden

at the top of the hour. jon: i was a big fan of dodgeball, yoga would not do it for me. we will be watching. jenna: there hamstring would be much better off if that were the case. we're going to turn back to one of our big stories of the day, the crisis in iraq. escalating violence in the area, and because of that terrace are attacking the largest oil refinery. all of that news is driving up gas prices and w we're seeing tt very much domestically. dagen mcdowell is here with me on that. >> the good news is oil prices are actually down today below $106 per barrel. that doesn't mean the situation in iraq isn't dire and could have consequences here in the united states. the average is $3.60 per gallon.

$0.36 per gallon o up about $0.2 from a month ago. some analysts think the gas prices could hit a high for the year so far about $3.70 per gallon. just based on the move up in oil prices. much of iraq's oil production capacity is in the southern part of the country. and it has not been touched so far. much of the exports come from the southern part of the country. jenna, i must point out the united states is in the best position we've been in literally decades to at least deal with a supply shock should something more dire happen. we are producing more oil, petroleum products an then we haven't 44 years. we produced more than we even import now. we import more oil from canada than we do all opec. iraq is a critical oil supplier in the world, seventh-largest in fact, but we are doing okay considering. jenna: that is really important context to consider.

we are watching the crisis zero kerr and you see the oil prices with some reaction, and here we are, the higher temperatures, normally gas prices go up and one wonders how it all goes together. >> when gas prices go up to reduce a huge spike in gas prices, oil prices went up $30 per barrel in five months so we could be in for a shock, but when gas prices and other consumer prices go up, that is a big tax hitting lower income americans even harder. consumer prices running at the fastest pace in more than a year, and we talk about this if you include beef, chicken and fish altogether at a record high. i know you are partial to bacon, we talked about that on this show. those are things that hopefully can be reversed and the beef

jenna: we have some new video of what is a border patrol facility that is not set up to house children but has been turned into a makeshift dormitory because of the flood as immigrant children coming across the border from central america. in texas about 500 children are being held here. a lot of concern of the conditions of some of these kids. they go to these traditional centers and are then sent to relatives if they can find one in the united states where they can later be watched by immigration. we are told to show up for a court date. you can see how the children are in these rooms, there are so many of them we are trying to figure out what to do next with some of them. new video, we haven't seen that at all, only pictures and imag
