again, thanks for watching us tonight. miss megyn is next. i am bill o'reilly. please remember the spin stops here we're definitely looking out for you. breaking tonight, a white house meeting on the crumbling situation in iraq has ended with no apparent plans to address a crisis. now threatening american interests and stability across the middle east. this as a majority of americans now say they do not trust president obama to lead. welcome to "the kelly file," everyone, i'm megyn kelly. tonight new worries iraq could be on the brink of a civil war that could engulf the larger middle east. this as a series of fire fights that took place take with the terrorists gaining nearly all of iraq's oil refinery. world markets reacted with fear as exxon promptly announced a major evacuation from the region, and in the meantime, the pentagon released new video of

american attack aircraft now flying missions over iraq. they are launching from u.s. aircraft carrier in the persian gulf. back in washington, there are reports president obama is considering putting some small teams of special forces on the ground in iraq, which is not the same as combat troops. the president met with congressional leaders for about an hour late today to discuss the options and that is where we pick it up tonight, with the powerful lineup on this story. lieutenant colonel oliver north is here on the possibility of the u.s. going boots on the ground into iraq. the most devastating polls just released in the obama presidency. glenn beck is here on how he predicted this islamic terrorist state years ago, only to be uniformly mocked for that prediction. and our special guests, former president dick cheney and daughter liz cheney join us in moments on an incendiary piece they penned in today's "wall street journal." first, we begin with our chief white house correspondent ed henry. ed? >> megyn, good evening.

this situation in the gulf getting more tense tonight because there are u.s. fighter jets that are flying surveillance missions over iraq. we're told by senior officials that's in part to gather intelligence for possible u.s. air strikes in the days ahead, but officials also tell us these are loud planes, normally attack jets not usually surveillance jets, and that's meant to send a message to the extremists about possible military action in the days ahead. the question is going to be is the bark bigger than the bite? this big meeting at the white house broke up in the oval office a few hours ago, democratic republican leaders -- it was supposed to be a meeting where they were going to get more information on the plan ahead. that's what republicans were demanding anyway, but republican mitch mcconnell emerged from the meeting saying he learned very little new information and still does not know what the strategy is. the white house spokesman, outgoing press secretary jay carney told us look, they're not in a rush to do anything. they think it's important to be deliberate here. they don't want to just jump

into military action without weighing all the options, but you remember late last week the president said he would make a decision within days. those days are obviously ticking. and one other development tonight, vice president biden just got off the phone with prime minister maliki. two headlines out of that, number one, he also spoke to other iraqi leaders signaling the u.s. may be ready for a post-maliki government. but number two, it was not president on the phone. the second time in a week that vice president biden has spoken to maliki, not the president. megyn? >> ed henry, thank you. this morning, the man who helped lead us into iraq in the first place penned a scathing op-ed in "the wall street journal" questioning president obama's leadership, accusing him of abandoning iraq and snatching defeat from the jaws of victory there. this led to predictable outrage from many on the left. joining me now, former vice president dick cheney and his daughter liz cheney, who co-wrote that op-ed in "the wall street journal." thank you both so much for being here. mr. vice president, let me start with this. this is one item from "the washington post" posted by paul

waldman today. "there is not a single person in america who has been more wrong and more shamelessly dishonest on the topic of iraq than dick cheney, and now as the cascade of misery and death and chaos, he did so much to unleash raises anew, mr. cheney has the unadulterated gal to come before the country and tell us that it's all someone else's fault." the suggestion is that you caused this mess, mr. president. what say you? >> well, obviously i disagree. i think we went into iraq for very good reasons. i think when we left office, we had a situation in iraq that was very positive. we made major progress as a result of the decision president bush made to go with the surge in '07 and '08. had been a dramatic reduction in violence in the country. they were prepared for negotiations that would lead to a stay behind force of american trainers, people with intelligence and logistics

capability, so that the iraqi armed forces would be able to take care of their own territory. what happened was barack obama came to office, and instead of negotiating a stay behind agreement, he basically walked away from it. not only did the combat forces leave, but all of the other forces left as well. our generals had recommended a level of 20,000 to stay behind, the white house said no and cut it ultimately to 3,000 and frankly that was inadequate to do the job, no agreement was ever reached, but the result was an iraqi military that was unable to stand up to the terrorists wh s when the isis cn from syria a few days ago. >> in your op-ed, it says rarely has a u.s. president been so wrong about so much at the expense of so many, but time and time again, history has proven that you got it wrong. you said there were no doubts that hussein had weapons of mass destruction.

you said the insurgency was in its last throes. you said extremists would have to "rethink their strategy of jihad." now with almost a trillion dollars spent there with 4,500 american lives lost there, what do you say to those who say you were so wrong about so much at the expense of so many? >> i just fundamentally disagree, megyn. you've got to go back and look at the track record. we inherited a situation where there was no doubt in anybody's mind about the extent of saddam's involvement in weapons of mass destruction. we had a situation where if we -- after 9/11, we were concerned about a follow-up attack, it would involve not just airline tickets and box cutters, but something far deadlier, perhaps even a nuclear weapon. saddam hussein had a track record that nearly everybody agreed to. we had an overwhelming vote of approval from the congress.

more votes for the action than we'd had in desert storm years prior. bill clinton, nancy pelosi spoke to the difficulties of the intelligence that all of us saw with respect to the threat that saddam hussein represented. it would have been irresponsible for us not to act. we did do the right thing, and i think the troops performed magnificently, and now we're in a situation where what liz and i posted in our op-ed this morning is it's not just iraq, but it's a whole pattern of behavior over the last six years that has refused to recognize that there is a war on terror, that we've gots to move very aggressively to be able to deal with that, and this situation has repeatedly demonstrated that they don't believe it. barack obama has stated repeatedly the terrorist threat is wrong, we've got bin laden. that's clearly not the truth. and in fact, we have a situation tonight where terrorism is

potentially in charge of a larger part of the middle east than ever before in our history. >> you mentioned the status of forces agreement and president obama has taken a lot of heat for not negotiating that with maliki. however, critics point out that it was president bush who did sign the deal that said we'd get all u.s. forces out of there by the end of 2011. >> with a status forces agreement for a stay behind force. >> and when the president -- our current president sought to renegotiate that, al maliki didn't want it, that's what the president's defenders say. that he tried, he wanted to keep stay behind forces to protect the gains our troops had made, but maliki made it too tough. >> no, that's not quite accurate, megyn. what happened was our generals recommended a stay behind force from 14,000 to 18,000. the white house rejected it. so the military came back with the recommendation of 10,000. the white house rejected it. they took it all the way down to 3,000. i think by the time they got to the level, the iraqis looked at

it. and believed that we weren't serious, that obama was absolutely committed to completely withdraw from iraq, and they were unable to come to an agreement, but i think in part because the iraqis didn't think he really wanted one and he certainly didn't push it. we have agreements like that with 40 nations around the world. they should have been able to come to an agreement with the iraqis, and i think that failure to do so is what has precipitated the current crisis. >> there's no question -- >> a combination of a policy that's gone on for six years now and he has not been willing to step forward and have the united states play a significant role in the world. >> i want to ask you about that, because despite the fact that the iraq war was so controversial, in part because of the things we've been discussing. when the president came into office, president obama and vice president joe biden came into office, the vice president was celebratory about the situation in iraq, and said that it may be one of their greatest successes. that's how he described it in

2010. that iraq could be one of the obama administration's greatest successes he predicted. do you think -- let me give this one to you, liz. do you think that that is a game changer in terms of the political way this is playing out from all the people who want to blame the cheneys and the bushs? >> well, i think that what it demonstrates, megyn, is that there was agreement. there was unanimity when the president came into office, that in fact, iraq was in a stable situation. that the surge had been successful. president obama also said as a candidate in 2008 that the surge succeeded beyond their wildest dreams. there's no question but that the situation was one where the president had a job which was to negotiate a stay behind agreement, to leave enough forces there so that we could provide the kind of intelligence the iraqis needed, the kind of training they needed, the kind of assistance and support and planning that they needed to be able to maintain the gains that had been so hard-won by american forces. >> he wanted out. >> yeah.

and there's no surprise, frankly that there are a lot of people now who would like to say, well, let's blame the bush-cheney administration for what happened. that's a pretty routine thing we hear from this administration. but your questions tonight, megyn, in large part demonstrate why we've decided to form this organization, the alliance for a strong america. because there's a lot out there that's being said frankly that is not true from this administration about the threat facing our country today. and we feel it's very important that people understand the threat that we face. >> i want to give you a chance to respond to that. obviously these are questions that are out there and being raised and who better to respond to them than you. i know that now you've formed this group and your group wants to reverse president obama's policies, which i know you believe have endangered america's security. tell us how you think this non-profit group can do anything to stop a president. >> well, for one thing, megyn, we think it's an opportunity to

get out and talk about these issues in a very objective fashion, stand up and point out the flaws in the administration's current effort. liz and i had an opportunity to make a swing through the middle east and talk to people i've been dealing with for 25 years, since desert storm. and to a person, whether in israel or in egypt or the peninsula arab states, to a person they now doubt the willingness of the americans to come to their assistance. they don't trust us anymore. they're all very fearful that this president will not keep his word. and for years, they've been our partners and our allies, and now they believe basically that they can no longer count on that. they see the administration they think is supporting the muslim brotherhood. the group from which al qaeda and egyptian islamist jihad and so many others were spin-offs, and tonight, if you look at the possibility, for example, that barack obama wants to work with

the iranians to get involved in iraq, that's something that creates consternation and fear among all of our friends and allies in that part of the world. i think iran is as big an enemy as al qaeda. >> do you think that president obama is dangerous? >> yes, i'll answer that one, megyn. i think there's no question. i think that he is unique in terms of a president who is sitting in the oval office who has made very clear that his desire is to weaken the nation. and whether you say it's his intent, whether it's naive today, you can now look at the results of the policy the last six and a half years and you've got the terrorists of isis taking over city after city after city in iraq. >> flying flags. >> 58% more al qaeda, more jihadist groups now across the globe than we had in 2010. there's no question but that he's a dangerous president, and

stunning new findings in what could be the single worst poll in the obama presidency. he has tied for his lowest job approval rating ever, ranking lower than president bush. when americans asked if they think president obama can lead the country and get the job done, 54% said no. 54% of the american public do not trust this president to lead, chris. >> that's a big vote of no confidence. this is a good poll, and this is a bad finding for an administration and a president that were already in a tough spot. this comes off of, of course, as we will recall, not just the scandal at the veterans affairs administration. not just the release of the five prisoners from the guantanamo bay prisoner camp. not just that, but on top of that, what happened with -- and

what continues to happen in iraq that seems to be a result of the president's policy in syria. there are deep, evident, deep concerns about the competency and the capacity for leadership in this president, and i'll point out one other thing. on personal approval how much do you like him, the president's now five points underwater. he has fallen off a cliff on all of these measures since his re-election, and it looks very grim. >> what does it mean for him as he goes forward? i mean, who is left to stand by him? >> well, the problem for the president is he doesn't have a lot in the favor bank. he's raised a lot of money. but mostly he eats alone. certainly he has not done anything to engender good will among republicans. and among his fellow democrats, the story has been about him. s have been about him and what he wanted to do and what was good for him. now his party has some divergent interest from him and i think what you will see is what you saw today, which is hawkish democrats, clinton democrats,

hillary democrats that are going to be putting the squeeze on this president to start bombing and start acting more belligerent in the middle east, and he may not have any choice but to give them what they want. >> it seems like the leverage with congress is gone, and that it's gone not just with the republicans, because 84% believe he can't lead, republicans. but 61% of the independents, chris, say he cannot lead. one in five democrats agree. >> look, here's the thing for this president. he has tried to outlast and outwait all of the problems that have beset his administration, figuring that simply by doing nothing, the story would move on and he would be okay and he could get back to high personal approval ratings with people complaining about his policies. that's been his m.o. throughout his presidency. unfortunately, now when you're in the year six, when things are stacked up to this point, you can't just keep moving on down the trail. and i think the future holds for him with this democratic congress the advantages of

repeated statements that he does not want to put "boots on the ground in iraq." joining me now, colonel oliver north, he is host of "war stories" and also author of the new book "counterfeit lies." colonel, great to see you. the thought, i suppose, perhaps we send some special forces to assist in counterterrorism and training of some of the iraqi troops. your thoughts on that? >> well, i think it's too late for that because one you don't have a status of forces agreement, which is why he originally withdrew the forces from iraq. we had won this war in 2006 and '07 in anbar province. the very thing we are trying to prevent, which is a sectarian civil war, is now happening because we pulled out too soon and that was allegedly because of no status of forces agreement. without a status of forces agreement, you ought not to ever put american troops on the ground in harm's way outside that diplomatic mission, because you need foreign air

controllers. you need joint tactical air controllers to control munitions being dropped from airplanes like you're showing on the screen right now. they ought not to do that without a status of forces agreement. what they should do is start immediately evacuating as many american citizens as they possibly can from iraq because you don't want a repeat of saigon 1975. >> you think we need to get the americans out of there, asap? >> absolutely. and don't wait for this thing to develop further, because dithering and delay, which this administration is famous for, will get you all kinds of trouble if you had to get people out in a hurry. >> what about that, oli, because on friday he came out and said "i'm thinking about it." and today, now it's, what, wednesday. and now we get more he's thinking about it. there's still no decision. i mean, late-breki ilate-breaki tonight was now they may be pushing for al maliki to go. but that's the most we've gotten. >> well, al maliki -- let's you

and i commit news tonight. whether they know it in washington or not, i've spent 11 out of 13 ramadans in that part of the world. here's what's going to happen. come june 28th when ramadan begins, the battle lines are going to be static because they're not going to attack, unless we've killed a whole bunch of civilians with air strikes without air controllers on the ground. you see, what this administration has done is created a cascade of catastrophe with their dithering and delay, going all the way back to december of 2011 when obama did what the troops call the obama bugout. and you ought not to put americans in harm's way outside that diplomatic mission without a status of forces agreement. >> so if you can just explain what that means, though, if we get to ramadan and the fighting doesn't continue, the instinct is, well, that's good. but what is the point you're trying to make? >> what's going to happen is that the battle lines, wherever they are -- which by the way, wants to try to overrun baghdad before ramadan.

but wherever those battle lines are, that's going to be the stalemate that divides iraq into a kurdish state, an islamic radical sunni state in the middle and the shiites in the south. that's the reality of what we're getting. why would we want to start bombing people without air controllers on the ground with the iraqis? and the reason why we don't want to put them with the iraqis is we don't have that status of forces agreement and this administration ought not to do that to american troops. you need to have search and rescue in place. you need to have those kinds of people who know that they can get out if things turn upside down and they very well could. >> wow. oliver north, thank you, sir. >> thank you. three years ago, glenn beck warned about the rise of a terrorist state in the middle east, and he was mocked almost uniformly. beck joins us next to talk about what it means that his prediction may be coming true. plus, wait until you hear what he had to say about the government's attempt to strip the washington redskins of the rights to their own trademark.

describe, in my opinion, as out there a little bit. >> there was an interesting split among the glenn beck types, really with delusional ravings about the caliphate coming back. >> earlier, i had a chance to ask glenn how it feels today, knowing that he and this t-shirt, which was released right around that time, may have been prophetic. glenn, knowing you, i'm assuming you're not really taking a victory lap or spiking the ball in the end zone over being right on this one. >> no, i'm actually really bummed that i'm right, because that prediction came with much more than just the caliphate, and i see all of that stuff, at least the seeds of it, being planted right now and i don't see anybody in washington at all that will play a longer game. everybody's playing the reactionary game. the time to react to this is over. the time to now look over the horizon and see what's coming from here is right now, and if

we don't take some steps right now, you know, i see much worse than the caliphate coming our way, unfortunately. >> why was -- why were so many people so anxious and quick to dismiss your warnings of this exact thing? >> i think because -- you know, nobody really wants to see over the horizon, especially something that's dark. but the only way that you're going to be able to survive things is if you look at the possibilities and probables, and more importantly, no one's willing to take the people in the middle east at their word. i don't know why. >> is there a political correctness thing going on? >> yeah, i think there's actually a bias towards the muslim brotherhood. they just look at the east and the muslim brotherhood as friends and look at them totally differently, and i think we'll see if god forbid iraq is lost and iran is brought into this, and it is a caliphate, you're

going to see a civil war in the middle east and that is going to be bloodshed like you can't even imagine. and we should be nowhere near it. unfortunately, what's going to drag us in is oil, because we're not -- right now, the president should be saying, we need to have as much oil reserves as we possibly can, open everything up, open the valves, get the gas going, forget about this epa thing with the coal. let's make sure that we are energy independent soon. >> what do you think -- because at the time that you were mocked, you made a couple predictions. one was that a caliphate was coming and the goal would be to establish a shari'a state in the middle east. and that was mocked. that's what's happening. "the new york times" has a headline saying that's what's happening. "the new york times" now agrees with glenn beck. so that's happening. but you also suggested that you believed it would come to the united statesi inand you got mod for that as well.

when i hear you saying, no more, i don't want to go back to iraq, not a single more life, not a single other injury, i think about that second part of your prediction and ask how that can be consistent. if you still believe the caliphate wants to come to the united states, how can you not want to go back there and fight it? >> easy. i mean, i hate to say these things, and it pains me to say these, first of all. we should start with this. progressives, liberals, whoever on the other side, i will admit i was wrong about the war in iraq. i really thought we could bring peace and justice and freedom and all of that stuff. you didn't. you were right. people have to want it and they have to earn it themselves. now, because of that, i'm not willing to spend any more treasury -- we spent $2 trillion. how many lives have been lost? you are never going to bring freedom there. you're never going to do it. they have to want it when the ig

away, when the commanders are walking away from the fight, you can't fight for them. and i don't want to fight for them. >> but you know the mentality is that -- not that those who back us going back into iraq, it's not just let's meddle. well, some of them. >> megyn, i understand that. but we're not the country we are five, ten years ago. we are depleted. we're war-weary. it's not going to happen. we need to pull back, get back into our own country. and strengthen ourselves. look what's happening internally. look what's happening to us. first of all, a very scary set of data points are coming in. and that is the american people, left, right, center, doesn't matter. forget about politics. they don't feel like anybody's listening to them anymore. they're working harder and bringing home less.

he's a democrat. he was in the armed services. but he wasn't in bergdahl's platoon. >> no, that's the thing. every question they asked him, he spun it, he never gave a real answer. this guy -- i'm sure he's a nice guy, i don't know him personally, i'm not going to judge him personally, but what i can tell you from his military experience, he's been in the navy reserve as an officer, in an intelligence capacity, so he's never been on the front lines. those guys are typically on a big base with all the home -- the pizza huts, the gyms, the phone calls, the tvs. he wasn't out there with me and bergdahl, and i was getting frustrated with -- they kept asking him, well, what was bergdahl's thoughts? what was bergdahl going through? what was it living conditions? and i'm sitting three feet away. i was living in the same living conditions and everything else. >> why didn't he want to hear from you? >> i guess you'd have to ask the congressman, megyn. i have no idea. >> is it potentially that he
