reporter was able to get to this guy and special forces weren't for two years. >> the alleged mastermind of benghazi was arrested this question is being asked. what took so long? talking, you are about to enter the no spin zone, the factor begins right now. >> hi, i'm boiler, thank you for watching us tonight. figuring out what to do. that is the subject of this evening's talking points memo. president obama is under siege. poll numbers, declining rapidly, almost everywhere he looks there is chaos. even some of the president's core supporters like hillary clinton are now creating distance. the key question is, why is the president so often caught off guard when bad things happen? here's what i said last friday. >> in putin invaded crimia, america was caught by

surprise. when terrorists killed four americans in benghazi, libya. america was caught by surprise. when the v.a. scandal broke in phoenix, arizona, the administration was caught by surprise. when thousands of children started illegally walking across the southern border there was surprise in washington. now with iraq on the verge of collapse, guess what? they're surprised. but the president says they are working hard on the problem. truth is we still have no concrete strategy about what to do in iraq. even as the al qaeda army is close to seizing that country's main oil refinery and has already butchered thousands of people. the president had yet another meeting today about iraq. he has lots of meetings. but action remains delayed. also today, the head of the joint chiefs of staff, four star general martin dempsey was questioned by a senate committee. >> we have a request from the iraqi government for air power. >> you do? >> we do.

>> do you think it's in our national security interest to honor that request? >> it is in our national security interest to counter isil wherever we find them. >> that is correct, general. so why haven't we? why hasn't the united states been confronting the al qaeda army in the isis people, they control parts of syria and northern iraq. and we have known that for a long time. so why, general, haven't we done anything about it? the president and others say we must first deal with the iraqi government in baghdad before we can strike the al qaeda army. that is pure bull. it is al qaeda versus us. we, the american people. we don't need to involve ourselves with iraqi politics to defend ourselves against terrorists on the march. are we all clear about that? president obama's most effective war on terror strategy has been using

drones to kill al qaeda all over the world. we don't get government's permission to do that. why have we stopped offensive actions in the face of al qaeda army that's seizing vast amounts of tear -- territory in the middle east? why? the hallmark of an effective government is having solutions at the ready. the obama administration is caught by surprise nearly every time something bad happens. is our cia that lame? we spend billions of dollars every year on intelligence. and these people don't know anything? is that even possible? we will talk with the former cia director later in the broadcast. so, summing up the iraq deal. the u.s.a. should begin bombing the al qaeda army as soon as possible. we don't need any more meetings. let's send a message that terrorists remain targets. al qaeda is our enemy. you know, i feel like i'm lecturing fourth graders here. that's how bad this iraq

mess really is. the president should have been way out in front of this. now, down to the border. another colossal catastrophe. nearly 50,000 foreign children now being shipped around the u.s.a. by the federal government. in fact, planes full the kids and some illegal alien adults are landing in far away states like massachusetts where the democratic governor says he wasn't informed. >> i have a question about the story about the illegal immigrants. did you hear about that? >> i'm just hearing about that. i don't know anything else about it. >> do you know anything about that? >> no, i don't. >> and you would, right? you were in a position where you would know if that's going on? >> i don't know anything about it. >> unbelievable. and devol patrick is a very close friend to the president. what we have is feds allowing illegal americans in america in great numbers and flying around the country without asking permission from the states. is that insane? the answer is yes. it is insane.

confronted with the chaos, democratic stall worth hillary clinton says this. >> he we have to send a clear message just because your child gets across the border that doesn't mean the child gets to say. so we don't want to send a message that is contrary to our laws or will encourage more children to make that dangerous journey. >> mrs. clinton knows that if the border authorities are letting folks into the country as they are, we'll soon have millions more children and adults marching across the border. but, get. this hillary clinton was secretary of state when the whole debacle began she certainly knows this is organized human trafficking that mexico will do nothing about. and that brings us to mexico. it is time forever all of us to stop going there. that country is not our friend. it knows and helps the

millions of people that are are crossing its territory to enter the u.s.a. illegally. mexico is allowing that to happen. why? because they don't really like us and they are corrupt. they get money to allow the human trafficking. add to that the marines, sergeant tahmooressi who has post-traumatic stress disorder incarcerated down there. and you have mexican president giving us the middle finger. you know what? do you know what? i'm not going to your country. and i'm every american to boycott you. because you and your government is harming the u.s.a. tourism in mexico a 12 billion-dollar industry. and america provides about half that. so let's stop rewarding mexico until they stop hurting us.

tipping now with our lead story, the obama administration caught by surprise on almost every major problem. first up, the border. joining us now from washington, congressman luis gutierrez from illinois. let's start with the very direct question, congressman. what would you do to stop all these children coming to the the u.s.a. if anything? >> well, first of all, i met this morning with the ambassador from el salvador and representatives of the honduran, guatemala and mexican government. i made abundantly clear to them that they have a very clear responsibility to ininform people in their country that children coming to this trechous, dangerous odyssey to the united states being raped and murdered is no way to confront the

problems they have in the countries they live. they have a responsibility to say it's dangerous. they are not simply going to show up in the united states and get a green card, they are going it it be immediately placed in removal proceedings once they arrive in the united states. they don't qualify for the the senate bill. that says you had to be here by 2011. >> it's not even law 2007. i sty them look, the drug traffickers, the cartels, the human smugglers, they thrive on a lack of information. and we need and so the governments of those countries -- and they did make a commitment. >> i'm glad you did that but what would you do if you were president of the united states to stop all of these kids and some of their parents and relatives from coming across? what would do you? >> bill, the first thing you have to do is make it abundantly clear to people that it's dangerous and that there is no benefit once you get here. i think that helps. secondly, here is what i would do. i would send my state department down there.

right? and get the governments together because, look, bill, 80% of the kids are coming from three countries. right? guatemala, el salvador. they are not coming from panama or costa rica, they are not coming from belize. they are coming from these three countries. honduras is the murder capital of the world. drug cartels control vast parts of those. >> you are going to have meetings. >> no, not meetings. >> meantime the kids are coming every day. >> but let me just finish if i just could because the first thing is that's why they call them root problems because they are difficult to get to it what we have to do is, look, have you drug cartels and especially you look at el salvador and honduras and guatemala. there are vast regions controlled. let me say that with our guns with our money, and with our insatiable appetite for the drugs that come through there. >> you can't solve those big problems. you can't. >> if you don't go to the

root problem, you never see solve the problem. >> you have to stop the immediate urgent problem first. >> here is the other part. look. bill, we are a nation of laws. we have laws on the books the laws on the books say unaccompanied minors, the first thing we need to do is protect them. i think you and i agree the children should be protected at all costs. and, the first thing that happens to these children is they are put in proceedings to be removed from the united states. and the interim period, most of them are placed with family members. and if they're not placed, they are placed in a group home. no, seriously, bill,. >> they are given court appearance tickets. they don't show up and who is going to track them down? nobody. come on. >> well, here is the other part. so george bush in 2002, given the massive earthquake granted 150,000 salvador rannians in the united states undocumented. said you had some very protected status.

seeing. tonight there was a meeting today between president obama and the congressional leadership senator harry reid, congressman nancy pelosi, senator michigan mcconnell leader of the house john boehner. get to that in a moment. terrorists allegedly involved in the benghazi murders that happened on september 11th, 2000 12. offer of the weekend, khatallah is being were interrogated on a shafl ship. james rosen asked the state department this question yesterday. >> would you in fact agree that there has been a rather egregious delay seen in this case in finally apprehending this individual? >> i would disagree. this is a case where there is no one more committed than the leaders in the united states government, whether that's the president, the secretary of state, the secretary of defense in apprehending those responsible for the horrific acts that occurred just a few years ago. >> you are still not addressing the central question, jen, you are not answering the question of why a reporter was able to get within six inches of

this guy and u.s. special forces weren't for more than two years. what is the answer to that? >> well, the answer, james is, that reporters have interviewed a range of terrorists in the past. >> joining us now from washington, ace reporters carl cameron and james rosen. rosen, she never really answered your question, correct? >> no, bill. or at least not satisfactorily. i like and i know and i respect both jen and marie the other states department spokesman with whom i do regular battle in the room there. these two women are dispatched to the briefing room to dispense. at one point ms. psaki explained the delay had had been hiding in plain sight and giving interviews. of course he would show up for media interviews. no one would expect he would attend a meeting with special forces. the proper framing of the question is why our special forces hadn't inflicted on khatallah an unscheduled

meeting. her suggestion is that the newsed me have from v. means and that our military lack and that's preposterous. >> it's the same old story. the guy is in custody and that's good. now, mexico, border. another debacle caught the obama administration by surprise. the state department, of course, is in charge of supervising foreign nations like honduras and el salvador and make sure they don't cause all kinds of trouble and mexico for sure but again, doesn't seem to be doing the job here, rosen. >> lack, immigration is a persistent irritant in the u.s. mexican relationship. the president of mexico aenrique still fairly new in the job. he has been mexico's president less than two years. on some things, we like what he is doing. his counter narcotics posture is not one of them. he favors less direct confrontation with

narcotrafficking cartels. more of of a focus of reducing street crime in mexico if that is possible. he wants to open up mexico state oil business to foreign films. the business relationship here, bill, mexico is simply too critical to both economies for both of to us allow any one issue such as the immigration issue or such as the continued holding of the marine sergeant. >> what about that, are they going to get this guy out or what? >> well, he expected to have another trial date by week's end. effectively this case is going to start all over again. is he on ohis third attorney, having fired the first two for incompetence. his mother tells fox newsed that the state department and the u.s. console general in tijuana has been very cooperative. giving her his personal cell phone. >> why doesn't he let him out? take his pen, he has post-traumatic stress disorder the marine: i disagree with you about the mexican thing. i think we the people have to stop doing business with them. we will see how far mexico

will take that. >> do you know how much business we do with them, bill? do you happen to know? >> i know. >> try have to protect the nation. >> i'm not a dummy. i understand,. >> i didn't say you are a dummy. >> sometimes you have to wage economic war to protect the nation. in this case that's what we are requesting to have to do. all right. let's get to cammeron. this big meeting today with president obama and the four cob congressional leaders. did it accomplish anything? >> not much. there is no consensus at the white house. there is no consensus in washington. when it comes to iraq there is no consensus across the country. >> wait, wait, wait. martin dempsey just said we should be bombing this isis al qaeda army. he u.s. is -- he just said. >> sure but the president isn't doing it. >> wait, if the joint chiefs of staff say that it should happen, who is dissenting? >> well, right now the president is not moving. he told lawmakers that he is going to ride a wide array of things on the table. right now they remain on the table there was no plan.

mitch mcconnell, john boehner the leadership didn't get any information out of him. >> nothing? >> before the meeting, with the president, the senate democratic leader reid and nancy pelosi both said iraq is having a civil war and the u.s. has no business getting involved. mitch mcconnell's office after the meeting issued a statement in which he he said the mcconnell's office said that the u.s. should protect americans, our allies and our interest. and it's pretty clear the attendees at the meeting thought it was pretty much useless because the president hasn't made any decisions. they did confirm a couple things today. the defense department is sending f 15. if-18s are attack fighters. they are loud and attract a lot of attention. this is more of a scare tactic according to one general than it is about really doing surveillance there are going to be some unmanned aircraft. on monday the administration said they were going to send 257 troops and deploy them to iraq to protect the embassies. the iraqis asked us weeks ago to consider air strikes. so far the administration hasn't done anything. there is some sort of question whether isis is an

personal story segment tonight. bret baier and hillary greta van susteren interviewed hillary clinton about her new book. >> do you know where the president was through the attack? >> the president was in the white house. the president was in the oval office when i got word of the attack and i called the white house asking for national security advisor donlin who is our point of contact for the entire government which would mean cia, dod and others. i was told he is in with the president and secretary panetta and general dempsey. >> what exactly are you taking responsibility for? >> i took responsibility for being at the head of the

state department at that time. >> joining us now from washington, the anchor of "special report," bret baier. so, i have a couple of questions. if all of those guys were in the meeting, why wasn't hillary clinton? she is secretary of state. this is her turf. so you have got the joint -- you have got the pentagon. you have got the dod, department of defense. you have got donlin. you have got obama, but no hillary clinton. why wasn't she there? why wasn't she summoned? she had to call them. >> yeah. so she is talking about the very beginning of the attack in the oval office when the president meets with panetta and dempsey. >> okay. why wasn't she called? i mean, somebody had to call panetta. he doesn't have a tent on the white house lawn. got the to call. got to go over. how come she wasn't called? >> right. and that's part of the deal, bill. laying out the night that is still -- it's hard it believe, two years, almost two years later, not really laid out fully about where the president was throughout the attack i got her to say and that was good, i didn't

coordinated terrorist attack. what i was trying to get to in this kind of laying it all out was that she put out a press release on 9/11 2012 at 10:07 p.m. in which she says benghazi is the result of this video that has been played throughout the middle east. and she is saying that there was all kinds of fog of war intelligence happening at the time. the other thing, as you point out, is the responsibility. listen, the arb, the accountability review board, they did not interview hillary clinton. there were four people named, one of them was retiring. three of them were reassigned. no one got fired. so where was the responsibility after all of this? >> there wasn't any. i think your quote was that people make mistakes and it wasn't -- it was an honest thing or whatever. how was she toward you and greta? you know, before the camera went on and afterward and was she engaging? i mean, how was she? >> she was. i mean, she was very

engaging. she was very cordial. she came in. i was on air. came in about a few minutes before we started when we were in commercial break. we chatted. and she was clearly prepared, bill. i mean, this night arguably on another network and this network, if you looked and asked analysts all the work she did on this book tour, those were probably her most on, her a. game. but, i will tell you this, there was some news in that some of those benghazi answers, one, two, the separation with the president on a number of fronts, iran, irs scandal,. >> the border? >> the border. i mean you name it, there were a number of things that she is trying to walk the walk. >> she has to. now, you got a little heat on twitter for being too soft but don't feel bad. i got that every time i interview president obama or any of these. they want you to spill water

competencom competence on the part of our intelligence services. they're somewhere between good and pretty good and occasionally make mistakes. but they were in not bad shape. general flynn, the head of the intelligence agency made a very good call about three or four -- no, back in february. about how something like this might happen. i think the problem is not the intelligence, and it's not the intelligence services, it's political correctness and the narrative. it's the political figures who get locked into what they call a narrative. and if something doesn't fit, the narrative is that we've already won the war against al qaeda. if something doesn't fit, then they fiddle with the facts in order to make it look okay. >> put yourself in a position of the average american who is watching me and other news broadcasters, tell them the president was surprised by putin seizing crimea. the president was surprised that the v.a. wasn't seeing veterans

the way they should. the president has no plan to confront the al qaeda army coming down from syria. no plan at all. now, that looks like somebody screwing up, mr. ambassador. it's got to be one or the other, the intelligence isn't giving him the information, or he can't handle the information. which is it? >> those are all rather different. if he doesn't have a plan for dealing with attacks and he needs a plan, he needs to ask for one. and if you ask for one and imply that you might use force, as he did with respect to syria, and then you back down, you draw a red line and then you step back over the red line and say whoops, i didn't really mean it. that's not the intelligence service's fault. >> i'm trying to figure out -- and let's cut to the chase here. it looks like president obama is either incompetent or his security team in the white house
