government scandals. tonight we have a factor investigation. caution. you are about to enter the no spin zone. the factor begins right now. ♪ ♪ ' hi, i'm bill o'reilly. thanks for watching us tonight. mexico violating the human rights of children. that is the subject of this evening's talking points memo. while many americans are zeroing in on the obama administration's failure to secure the american border, which is a very valid story bigger picture is being missed. hundred thousand illegal children will enter the u.s. this year. primary culprit is mexico allowing smugglers to abuse children putting them at grave risk. a well reported article today in the "new york times" documents the atrocities. the piece written by julia presston a verb reporter who

tells the truth and somehow convinces her editors not to spin it and the truth is brutal. human smugglers associated with the mexican drug cartels are charging up to $7,500 a kid to bring minors to the u.s.a. from central america. smugglers have no fear. they know the mexican authorities will not stop them and the porous u.s. border is easy to cross. in may alone brought 9,000 children to the u.s.a. some of them abused on the trip, raped, beaten and even killed. the mexican authorities look the other way. why? because the cartels bribe mexican officials all the way up to the power brokers in mexico city. that is the truth. so what is america doing about it? how is this country trying to help these exploited children? once again, the answer is the federal government is doing very little and our awful immigration laws actually encourage the exploitation of children. president obama has made no

public comments about smuggling and corruption only thim thing quote influx unaccompanied alien children in the border of the united states is requiring coordinated federal response unquote. i can't wait for that because the obama administration has known for months about this problem and has done nothing. now, because of this tremendous, tremendous abuse of innocent children i have called for a boycott of mexico. i'm asking every american not to travel there or buy their products. this week i'm joined in that effort by the veteran of foreign wars, the vfw. they are urging boycott of mexico because that country has jailed an american marine tahmooressi and refused to release him. is he is suffering from post-traumatic stress disorder and surely the mexican president could grant him clemenciy.

for some reason, mr. obama not involved himself here. so we the people must now take action. the feds will not secure the southern border, will not stop the horrendous abuse of children and cannot secure the release of a marine sergeant suffering from stress. this is serious business. the american people should demand that mexico stop hurting the u.s.a. and the way we do that is to not buy their stuff, to not travel there. that is the power we have. and it is time that we use it. and that's the memo. now for the top story tonight. reaction, joining us from los angeles james carville. here in the studio andrea tantaros host of the fox. i heard you say on the a you supported my boycott but some of the other pinheads on that program, i forget their names didn't. why do you support it? i'm typically not in favor of boycotts. i do think it hurts the wrong people and i do want legal trade.

i'm all in favor of a bill o'reilly boycott of mexico. why? why reward the mexicans. why go to mexico as you point out and spend your money when you can vacation other places? why buy their at this quilla. i like tequila and buying it. why would we regard them and give them legal status and benefits in this country? why would we do that? there are other places to go and buy that you can hurt them. you know, bill, you make a good point. this administration isn't going to do it. the people have to do. the mexican people and cartels which are basically one and the same see this president as a weakling. >> mexico does not fear the united states. >> not at all. if the folks get together and vfw is a good start. carville, i understand this hurts mexican workers and i don't want to do that all right? but, it's basically this country is hurting us we the people. these children who they are allowing in on the guatemalaen border.

attorney general michael mukasey. let's start attorney general holder your assessment? >> well, my assessment is that in this instance a whole lot more ought to be donathan is being done. i think that there ought to be a special prosecutor. i think that putting this case in the hands of a prosecutor who gave a maximum deposition to the president's re-election campaign in 12bg 12. >> that's the head of the irs. >> doesn't really inspire confidence. >> holder why went he do. it the special prosecutor no, ties to any political group should be appointed. holder won't do it. he didn't do it on fast and furious. he didn't appoint a special prosecutor there why won't he do it? is he just trying to protect his very good friend barack obama? >> well, i don't read minds. but he has in the past and unfortunate referred to the president's wing man. i don't think the attorney general ought to describe himself that way. >> it looks that way. >> he plays into that.

>> some are cynical about the justice system because of mr. holder. you know, if we commit a crime, you, me, even the judge, i mean, we're going to -- you know, there t. is going to be investigated. but president obama doesn't get investigated. and many, many people feel it's because holder is protecting him. are they wrong? >> yeah. i think they are. i don't think that's fair at all. i mean, holder has not had a a history of directing democrats. if you look recently he has indicted and convicted jesse jackson jr. ray nagin, three democratic politicians who have been prosecuted and convicted. here, a special prosecutor is incredibly rare. we expect all our prosecutors to be impartial. i know when judge mukasey was attorney general he expected every one of his u.s. attorneys to act impartially. most of them gave huge donations to the president at that time and we didn't question their impartiality. the reality. >> i think you made a good point on the three local

politicians that were prosecuted buy the justice department. but, you seem to be discounting the close friendship between mr. holder and mr. obama, almost like john mitchell and richard nixon. almost exactly the same way. but let me ask you this. there is no doubt now that the irs, the most powerful internal agency in the country used its power for political reasons. no doubt. and you don't think that rises to special prosecutor status? >> i don't. look who is in charge of the fbi right now. james comey who judge mukasey knows well. and incredibly well respected individual appointed by george w. bush. >> they didn't do anything on fast and furious: we don't know what the fbi is looking at that we don't know. let me get to this. senator ted cruz today called for impeachment of attorney general holder if he does not appoint a special prosecutor. do you think that's wise? >>. no i don't think it's wise because impeachment is a political act and there isn't political support for

convicting or for, that is for upholding. >> you don't think the republicans in congress would like to go after holder. >> i think the republicans in congress would like to go over holder. the question is will they go after congress no. the long answer is hell no. >> the republican party is outrablegd by this lack of investigative prowess. >> you want to do something symbolic or carry a sign? you don't toy around with the constitution of the united states that provides for impeachment unless you are serious about it. >> what is the answer, judge, we he have a sitting attorney general who does not seem to be interested in the fast and furious situation or others at the federal level. what you do is call people in for oversight hearings. you find out what's going on and why or what's not going on and why. if you are interested in impeaching somebody start with the director of the irs. >> all right. last word to you, mr. little. i find it very surprising that you, because i know your background you are a very vigilant prosecutor at
