>> reporter: hi, patti ann. khattala has left the dc courthouse behind me. he left a few hours ago. he was taken to a u.s. detention facility in alexandria, virginia. it's a facility that has been used before for high profile terrorism cases. he will be staying there while the trial takes place here at the downtown dc courthouse. inside the courtroom here, khattala was presented to the judge where he was read one charge against him, one count providing material support for a terrorist group result not guilty death, a charge which brings with it a maximum life sentence. the proceeding lasted about ten to 15 minutes. khattala was wearing black sweat pants. his hair was matted. his gray beard looked matted. he looked like a deer in the headlights, according to those in the courtroom. he was wearing plastic sandals, not shackled. he spoke arabic and was very soft spoken when he spoke to the

judge. the justice department reserves the right to bring more charges against him. that may -- those charges may bring the death penalty. khattalas are mirandaized when he was handed over to the federal authorities. he was given a court appointed lawyer, michelle peterson, and the case will be prosecuted by assistant u.s. attorney michael delorenzo, a federal grand jury met on thursday about the charges and we understand that khattala will be back in court on tuesday, july 2. -- wednesday, excuse me. july 2. patti ann. >> jennifer griffin, thanks. new developments in the crisis ongoing in iraq. the country's military is now launching a counter offensive hoping to take back the northern city of tikrit, the hometown of insurance from the group isis. the iraqi military and thousands of new volunteers are fighting back with everything from tanks to helicopter gunships.

john huddy has the latest from the middle east. >> reporter: the flight for tikrit continues and it's critical one, giving iraqi military forces a chance to stop isis militants from marching any closer to baghdad. iraqi military officials say helicopter gunships are honing in on and attacking the sunni led militants with help from special forces ground troops. air strikes had helped the iraqi military stopped isis from taking control of the oil refinery just north of at this tribute. last week the fight not guilty mosul was some of the bloodiest thus far. new tikrit has become one of the bloodyiest battle grounds. at this point, however, iraqi officials are reporting the military has regained control of the city. tikrit's location is a critical one in the fight. it sits in the middle of mosul and baghdad.

insurgents until monday to improve the situation in eastern ukraine. new developments in the irs scandal. a republican law maker is now proposing a bounty bill. it would offer a million dollars to anyone who can recover the lost e-mails of lois lerner. this after irs commissioner john koskinen testified that he has seen no evidence that anyone committed a crime when his agency lost those e-mails. molly henneberg is live in washington with the very latest on all of this. hi, molly. >> reporter: hi, patti ann. louis gohmert says the missing e-mails are, quote, out there, that someone has them or has access to them. and maybe this reward money will encourage someone to come forward. where would the $1.5 million for anyone that can produce or 500,000 offering in the legislation for anyone who can say who damaged them or who deleted them, so where is that $1.5 million in reward money coming from? gohmert says the legislation he's proposing would take it out of the irs's budget.

>> this doesn't increase the amount of spending for the government because it comes right out of the irs's own spending. look, despite all the poor woe is us stuff from the irs commissioner, they have the best of hardware. they've got the best of software. they can afford this. >> reporter: irs commissioner john koskinen says he hoped to provide more information about the missing lois lerner e-mails and her computer crash to congress next week. koskinen sent a letter yesterday to republican congressman dave camp, chairman of the house ways and means committee, says, quote, it's very important that the congress and treasury inspector general for tax administration receive complete and accurate information in as timely a manner as possible. that information should be coming next week. he says he wanted to provide the documents yesterday, but said there is still critical information that's being, quote, collected and verified. patti ann.

>> molly henneberg in washington, thanks. stunning new revelations in the v.a. scandal. a brand-new report is claiming the only way the system can be fixed is with a complete overhaul. the white house review coming in the wake of reports of lengthy wait times for appointments and treatment delays at v.a. facilities nationwide. elizabeth prann is in washington with more on the report. >> reporter: the white house says the department of veterans affairs needs to be restructured. president obama receiving the report friday afternoon from selected top deputy rob nabors and acting v.a. secretary sloan gibson. they cited a corrosive culture that can only be fixed by almost overhauling the entire system. the report suggested the required 14-day appointment guarantee is arbitrary and it may have been a motivator for a secret list and inappropriate behavior. it also said the scheduling system is dated and cumbersome and needs to be updated and

charging the v.a. is slow to adapting changing demographics among veterans, including female and young veterans. while it was met with mixed reactions, lawmakers in both chambers said they're ready to work with the administration for comprehensive change. >> i really truly believe this, bottom of my heart that throwing more money at a system that's behaving like this would be the wrong thing to do. i think we have to change the system the way it's currently working or we're going to just make the problem worse. >> if you don't fix the real problem, you'll be back here again and the commitment to our veterans will be wasted and the most important thing is we will have wasted an opportunity to actually make a difference in their lives. >> reporter: lawmakers are working to hammer out differences between the house and senate versions of the veteran affairs legislation, but remember, both chambers are off next week. leland, back to you. >> elizabeth prann in washington, thanks. patti ann. >> reports that the epa will spend more than a million dollars on a conference now sparking some questions.

the agency's contract with the renaissance hotel in arlington, virginia, for an environmental justice conference this fall. the epa is booking nearly 200 rooms for 24 days which this could cost between 200 and $400 each. the supreme court meets for a final time monday before the justices take the summer off. the court will release decisions in two remaining cases that involve birth control coverage under president obama's health care law, and fees paid to labor unions representing government employees. meanwhile, the on line streaming service is temporarily closing down its operation, this comes three days after it was dealt an unfavorable ruling by the supreme court. growing frustration over the irs scandal, now republican lawmakers are waiting to see a new report from the agency. could it help them recover the missing e-mails of lois lerner? >> and a fast-moving wildfire is burning out of control in northern arizona.

lerner's e-mails because of a computer crash. republicans not all buying that explanation and now lawmakers are waiting to see an inspector general's report on that damaged hard drive. could this report give them some answers? tammy bruce is a radio talk show host and fox news contributor. emily sussman is campaign director for american progress action fund, also the former executive director of young democrats of america. thank you both for joining us. >> thank you. >> let's look at the timing here. in 2011 the house ways and means chair, dave camp, sent a letter to the irs asking about conservative targeting. ten days after this, learner's hard drive allegedly crashes. there were back up tapes, apparently no attempt was made to retrieve the data from the tapes for six months and after six months, they're recycled. in fact, two months after this alleged crash, the irs canceled the contract of the company in charge of backing up that data, sonasoft, without ever asking them to retrieve the data. tammy, is this fishy to you?

>> well, it is. as a matter of fact, a new poll shows that over 70% of americans obviously across political lines believe not only is that this is not true, but that the e-mails were destroyed deliberately. so this comes down to an actual issue for the federal law. it's one thing o have a political fight and maybe that's what the administration thinks it's going to be, that it's just about well, we can do this because we were targeting conservatives. but americans overall, democrats and republicans, understandably don't like it when such corruption is so obvious because this is a law enforcement agency. everyone is touched by it. >> emily, ordinary citizens are saying if the irs asked for my documents and i said my computer crashed, i'd be in big trouble. so how troubling is this and shouldn't it be troubling to democrats as well? >> look, that concept should be troubling, but the fact that these two things, the fact that a letter was requested to the

irs and then crashed two months later, there is no evidence they are related. the issue in question, the letter that went to the irs is generally about c 4s and donors. it's not about this targeting. that concept was given three pinocchios. they're not related. this is trying to gin up a scandal when there isn't any. this is something republicans feel like they've been getting credibility on, they've been getting people ginned up on. it sort of leads into their larger narrative that this government is after you. they felt like it was something they could get political capital off of. now they're going nuts trying to keep it going and this keeps it going. there is no connection there. >> tammy, there are apparently e-mails not lost in the crash that show that lois lerner did contact the i.t. department after allegedly finding a blue screen when she arrived at work one day. is it possible that this really just was a legitimate crash and one had nothing to do with the other? >> this is why the inspector general report is important, because otherwise some of us do

have to speculate based on the circumstantial evidence that we're seeing. democrats, everyone, should be really pulling for these investigations to occur so that if this was all just some kind of big weird coincidence, that we'll find out. so the inspector general can only do so much. look, you've got a dynamic where the american people believe that the irs deliberately destroyed evidence. and if you got an inspector general that's going to be pretty hard to get a real decent report done in that environment. a real investigator has to come in so the democrats can be proven correct. everyone has an interest in the truth of this coming out. i still remain concerned there is an attempt to make this a partisan issue. when this is a law enforcement, legitimate issue of the rule of law, corruption, possible crime, the fifth amendment being taken, e-mails being destroyed, none of it looks good to the american people. >> emily, congressman louis gohmert is proposing a bill offering a a million dollars to anyone who can somehow recover these e-mails.

500,000 for information on who destroyed them. what do you think? is congress going to pass this? does it have any chance of helping? >> no. i think it has zero chance. i think this is vigilantism. this is headline grabbing. this is a louis gohmert special. putting something out there that is so far out there that is headline grabbing. he's really not to the middle of the party. he's not where main stream america is. it actual israeli going to be interesting as we move forward and we get closer to the elections. people don't love politicians to come in and say, i will never work across the aisle. i will only vilify the opposite party. as we get closer to elections, they want to hear politicians saying, yes, i can come together in a reasonable way. i can work across the aisle. i can pass laws. people are going to start to get really sick of just hearing congress spent all of their time on an investigation that really went nowhere. so i actually think we will start to see some of the language change as we -- >> just really quickly, i think

let's ask you. is a serious recovery here? >> i think i've been saying this for three years. i think we're going to go up, we're going to go down and think we'll have an okay economy. that's basically what's been happening. last quarter we were down 2.9% gdp. some of that was weather, but it was still a bad quarter. definitely things are improving as demands from last quarter's move into this. i don't think it will be anything fantastic. employment is okay, getting a little bit better. but there is still millions of people out of work and the participation rate is the lowest we've seen in decades. so a little bit of good, a little bit not so good. >> you long-term remain pessimistic overall about the economy because you say of tax, debt, regulations, to name a few? can you elaborate on those? >> i just do not think this economy can hit its full potential because on a daily basis, we are getting hit with rhetoric from washington on higher taxes. now in the last week they even had the nerve to talk about

higher gasoline taxes to pay for infrastructure while gasoline prices are spiking to the upside. on top of that, you got these epa regulations. we still don't know what's coming down the pike when it comes to obamacare. i think that uncertainty in the minds of business owners and the decision makers are still there. i think we're going to be okay and i think washington is very lucky they have us working our rear ends off. >> the debt. how do we dig ourselves out of that at this point? we seem to be heading in the wrong direction. >> it's not seems. we are heading in the wrong direction. we are 17 trail, heading into the 20s. i must tell you, i thought by now there would be heck to pay. i think that for whatever reason, because the fed's printing money, whatever else is going on, that's been put off. but debt in the long run, especially monstrous debt like we're seeing, has never been good. that's just another head wind in the economy 'cause that is money out of the taxpayer. keep in mind, that's

$17 trillion is the next six years of taxpayer dollars already been spent on debt and whatever washington spending on. again, another head wind. thus i think we're never going to reach the potential and hopefully -- i would hope they take a vacation for a couple years and get out of our way. >> what would turn it around? i guess you're saying if the government got out of the way? >> they're just doing too much on a daily basis. there is something new. now it's obama wants to do things with -- more with obamacare, now with the immigration, kids are coming in. that's a cost. there is so many costs coming down the pike to us. just remember, the last year of bill clinton's budget we spent $1.7 trillion by our government. this year it's 3.5 trillion. that's directly coming out of the economy that directly affects economic growth and the ability to hire. so until the needle moves the other way, again, i think it's going to be slow motion moving

now for more on today's top story that we've been talking about, ahmed abu khattala, the suspect in the deadly terrorist attack in benghazi has pled not guilty to a single charge of conspiracy. here to talk about what is next in this case, u.s. prove of claw political professor, susan estridge. begin with this, he has been obviously implicated in the benghazi attacks, there was one time discussion of three charges. what can we read into that decision by federal prosecutors? >> they have one clean, easy charge. the material aid to terrorists that results in death, et cetera, is a serious charge, but it's a conspiracy charge. that means it's a relatively easy charge to make and make stick, regardless of whether

this guy was the triggerman as it were, or was even at the scene. so i think what we're going to see is he's been charged on one count. he's pled not guilty. he will be held without bail obviously, assigned counsel. and then i would look for what we call a superseding indictment because what the government said today and saying all along is that this investigation is ongoing. so they had the one in some sense, the easy count today, but i would expect in the future we will see a superseding indictment and very likely that his charges will become even more serious, that is include charges that are death penalty eligible. >> how long can we expect all this to take? he's brought here today. as jennifer griffin reported, he has a court appearance next week. almost certainly will be denied bail and held there in federal custody. >> yes. >> so how long does this all play out? when is it possible we would see a trial?

>> it will play out relatively quickly because unless the defendant chooses to delay. because the constitution guarantees a right to a speedy trial. as general rule, if your client is out on bail, you're in no rush for a trial. right? but if a client is sitting in federal prison, he has the right to demand that the system put a priority on his case. that's why a lot of folks sometimes who have civil cases will complain that there is terrible delay. and there is because these criminal cases have to go first. if i put on my political hat, i will tell you that while this is going to bring attention to benghazi and that has a lot of political stakes to it, it may also be that the benghazi issue will be fully and completely resolved well before the next presidential election. >> this case may be fully resolved. obviously there is other suspects still at large. i want to talk about this case, how it plays out. one of the things that everyone

has been talk being in this case is how secret the government has kept all of their information, playing their cards very close to the vest in terms of what they have against this guy and then also what they may have against other suspects. does the fact now that this is playing out in federal court mean that the government's going to have to tip their hand a little bit or can they keep things secret? in fact, one of our correspondents reported they haven't released a booking photo of him yet. >> there is two problems. one is this guy has the right before he goes to trial to loss of information, he has brady rights. so having been charged once his attorneys get to work, they will start demanding that the government turn over information. at the same time, the government, i assume, has additional suspects and it's been trying to play it close to the vest and will continue to try it play it close to the vest in order not to compromise when

it's clearly an ongoing investigation. we all know this wasn't just the work of one person. so you're going to see some tensions play out there. you're going to see the government also, i assume, claim national security as to some of the information that the defendant is going to try to get. so you can expect some court battles along the way here as the defense tries to get access to more information and the government tries to complete this investigation in a way that will bring everyone to justice. >> in that sense, though, didn't the government already give up a lot in the sense that they grabbed him in libya, the delta force raid. you put him on a boat. you sail the boat over here, but it's only a couple of weeks. that boat could have sailed around for a long time. you could have moved him to gitmo. isn't the very fact that you're moving him into u.s. district court a big step forward in terms of the way the government wants to take this case, and also what the government can't do rather than what it can? >> well, the government is bound

by the restrictions of the constitution. i would like to think, even when it's on a boat, and one approach -- i got to be real clear here. we're all sitting here second guessing. the only people -- anybody who tells me they know what's really going on is either a good source in the investigation or lying. but they may well be putting pressure on this guy as well. one classic technique would be to take him into custody, charge him, scare the daylights out of him, tell him you're going to charge him with the death penalty offense, which you haven't done yet. if he doesn't cooperate, and see if you can get any information from him that's useful in your investigation. so without being in the middle of it, we don't really know what stage the government is at. >> a good point -- it's a good point that you don't know that you don't know what happened on the boat in terms of whether there will be a deal or not. thank you for joining us. your insight, don't forget, you can read susan's syndicated

adds up to a series of meet and greets with heavy emphasis on women's perceived lack of rights. it is this open ended quest to prove herself that informs her every move, the laughter and automatic smiles, recall a woman who knows that no matter what she does, the former president will always be there to repel any attack on the clinton machine. a new generation is looking at her now and daughter chelsea is expected to get their vote. true to form, however, she, too is the beneficiary of money liberals willing to pay any price for her services. it's always been about money for the clinton clan and all the corruption and cover-ups of a lifetime will haunt any campaign that hillary may launch. the election might come down to whether the novelty of electing
