that's the latest in the liberal quest to convince americans their country is rotten. he we will deal with it tonight. caution, you are about to enter the no spin zone. the factor begins right now. ♪ ♪ hi, i'm bill o'reilly. thanks for watching us tonight. president obama and illegal immigration. that's the subject of this evening's talking points memo as the chaos on southern border mounts and thousands of children pour into the u.s.a. president obama finds himself in a very bad place. in five and a half years he has not been able to secure immigration reform and now as things are falling apart, americans are growing angry. pictures of innocent children suffering will do that. so the president has decided to take matters into his own hands. because the republican party senses political danger, it

will not even consider immigration reform this election year so the president says he dual it by himself. >> so the republicans failure to pass a darn bill it's bad for our economy and future. that's why today i'm begin agnew effort to fix as much of our immigration system as i can can on my own without congress. >> shear is what is fascinating about that some of the president's immigration solutions will appearinger his base. >> our message is don't accepted your children unaccompanied on trains or through a bunch of snug glories that is our direct message to families in central america. do not send your children to the borders. if they do make it they will get sent back. >> wow. that runs counter to the current immigration law which grants all children from central and south america though not mexico

number one, in order to stop the border madness and that's what it is president obama must demand, demand that mexico police its own borders. that means stopping tens of thousands not a hard thing to do if you post the military at the border checkpoints. in addition, the mexican army must control the border with the the u.s.a. stopping the human smugglers and border intruders. on the other side of the border, the american army will also be patrolling. to back up the u.s. border patrol at the hottest spots like the rio grande valley in texas. the national guard should have been ordered to the border a long time ago. its presence alone would inhibit people from paying the smugglers. you don't want to waste your money. it would also inhibit drug smuggling, right? why president obama has not done this is a mystery of the universe. president bush did it in a limited way, i admit.

but it worked great. if mexico does not cooperate on its borders, president obama should do something very simple. threaten trade sanctions. mexico is the primary reason we have so much immigration chaos. and it's time our federal government acted responsibly to hold that country accountable. we here on the factor have called for americans to boycott mexico. don't travel there. don't buy their stuff until they stop the massive corruption that's involved the entire country. mexico should allow american planes, for example, to conduct surveillance in its airspace, to pinpoint illegal immigration camps on the ground. and stop the flow of folks strong action by president obama is needed now. the mexican government would respond to any threat of trade sanctions. now, what about the undocumented aliens who are already here?

first, all of them must register at their local post office within three months, providing name, age, family members, country of origin and address in the u.s.a. all of them. every illegal alien adult has to do that. if they don't, it's a felony. they go to a federal prison upon conviction conviction with special immigration courts to expedite the process is once the foreign national registers in the u.s.a., he or she is sent a tamper proof i.d. card allowing them to immediately apply for working papers. also, they can, eventually apply to be citizens here. and their applications will be placed behind those applying legally. under my immigration plan, the feds have the power to immediately deport anyone whom they feel is

undesirable, dangerous, a criminal, or a social miscenter. also the aliens could not receive entitlements although their children could. if an immigrant cannot find work in america, he or she is deportable. up to homeland security to it make that decision. so there is no amnesty. there is a vetting process. but there is also hope that a hard working honest foreign national might build a life here. but no guarantee. that's a fair plan. that would put a severe dent in a problem that has been vexing america for decades. the rules for full citizenship would be very tough. and it would take a long time. but, in the end, that kind of immigration plan would strengthen the country and show the world we are a humane nation but not a soft one. finally, it is long past time for idealogues on both sides to stop the nonsense and do what's best for the country. the border must be controlled, amnesty is not fair. criminal aliens must be

jailed, and deported after their sentences are completed. and anyone, anyone caught sneaking in here after immigration reform is passed will also be charged with a felony, and that includes those who overstay visas. you know what? that's reform that would work if only the american people set aside their fantasy ideas and embraced it let's force the pinheads in washington who don't want to do anything to finally do what's best for the country and that's the memo. next on the run down, reaction from monica crowley and the aforementioned kirsten powers. later, krauthammer has his immigration plan for us front and center. factor is comi right back. to buy a car.

saying this is not new. this is not a response to the catastrophic hispanic vote for republicans in 2012 when romney lost something like 72 to 29. i wrote this in 2006 when george w. had carried almost half hispanic vote. this is not a way to win the vote. this is the way to do the decent and right thing. i got two premises. number one, americans are humane people and they don't want to see 11 million other human beings living in the shadows. number twrks however. americans believe in a sovereign america who chooses who comes in and who doesn't. therefore, i think that if you could assure the american people that you would secure the border, they would then in overwhelming numbers say okay we are going to legalize the cohort that's here now because there won't be another. if they feel there is no

enforcement and we legalize 11 million today and there will be another 11 million in 10 years. the way reagan got swindled with his amnesty in 1986. >> then they won't do it it so, you have got the to secure the border. and when you have done that and had that certified by independent outside nonpartisan people. retired judges. pick who you want. and all you have got it do is certify that the river of illegals has become a trickle. you are not going to eliminate it totally. but a river becomes a trickle. you have closed the border. then i would legalize. i wouldn't give citizenship. the younger generation, yes, but those who broke the law should not have a role in our politics. but everything else, aagreen card, the right to work. protection, all that, they should have in time if they pay the fine. learn english, et cetera. that's my plan. >> how do you secure the

border, charles? >> you start with a sentence. it's very simple. people say oh fences don't work. you ke a ladder. well, then you build two fences. triple strand fences. san diego did that in the mid 90's and within a decade, the illegal immigration rate at that point was reduced by 90% and people ended up going through other places like arizona. if fences don't work, why is there one around the white house? if they don't work, why is it that the israeli fence would separate israel from the west bank has cut down terror attacks within israel by 99%. fences work. yes, there are parts of the border where you can't have a fence, fine. so you don't have it in those areas and you do heavy patrols. but there is no reason why a rich country like us cannot put a fence across a double fence, a triple fence and patrol it all the time. that would have a tremendous

back of the book segment tonight, we continue with charles krauthammer who is in washington this evening. new poll, charles, asked adults do you often feel proud to be an american? 56% indicated they do. the rest 44%, big number, say no, not often. about american exceptionism, just 28% believe america stands above all the other countries in the world. 70% do not see it that way. so, charles refresh your recollection surprised by those numbers? women no, not really. the reason is if you break it town by ideology or by party. it's mostly democrats and liberals. for conservatives the numbers are quite high on the patriotism, the pride, the exceptionism. those are traditional numbers. but these are democrats and liberals who take their cues from the president. remember, when the president was runs in 2008, his wife michelle said during the campaign this is the first time in my life, meaning

with the reception obama gotten and his rise that i have been proud of my country. can you imagine another first lady, a president saying that? i can't. now, that doesn't -- wasn't just a slip. then her husband ascends to office. becomes president. then he travels the world and he conducts a tour, forget about apology. it was a confession tour. where he talked about all of america's sins on foreign soil. going all the way back to the maltreatment of the end i can't bees, hiroshima, ignoring the europeans, dissing the muslims, the list including the coupe that eisenhower. there weren't a elevate president who went abroad and confessed america's sins. we have our sins but this is a president whose elm if a is sis on it was quite remarkable. then when he was asked on that tour about american exceptionism. you remember his answer, well, yes, i believe in that as the brits believe in

british exceptionism, the greeks in british exceptionism. if serve exceptional then nobody is this is coming from the top. this is the echo you are getting in obama's constituency sort of reflecting his view snrs all right. what i don't understand is what the president in so much trouble and all the polls reflect the president's job approval number falling rapidly, why his core still believe in him. i mean, or still echos what he says. his point of view, his world view is obviously not working and it's making this country weaker. anybody could see that. >> well, they are a reflection of him, but in many ways is he a reflection of them. they elected him. >> these are the people that approval rating, newspaper in montana today said, you know, we were wrong to support him. that crescendo is growing.

>> look, a lot of the fall in his standing is because the hard core of his own party, of his own ideology got angry with him, particularly the young over the nsa scandal. so, it isn't that he is insufficiently conservative that's the problem. it's that he is insufficiently liberal for the hard core left of his party. >> is that crew going? it's always been pegged at 20% that are hard core lefties. you look at the ratings for msnbc and to a lesser extent for cnn. because they are not nearly as ideological. those ratings are historically low now. they can't get much lower. and in some categories, some hours they actually scratch, which means no one in the united states is watching those networks at that given hour which is almost unheard of. >> blood relatives. >> i think that the far left, that 20%, that's going down from where it is but you are indicating it may be going up.
