nasa releasing new images of a big storm slowly stretching off the coast of florida. >> tropical storm arthur threatening to wash out millions of americans this 4th of july. >> maria molina is back from chicago. she's here live tracking the storm. maria? >> good morning. you know that storm that impacted chicago and parts of the midwest with so much severe weather? it's that storm that's going to help steer arthur away from parts of the east coast. it's all connected. let's look at those satellite pictures. we have areas of heavy rain with the storm system and arthur right now is a tropical storm with maximum sustained winds at 60 miles per hour. about an hour ago we had the first hurricane watch of the atlantic hurricane season issued for portions of the outer banks of north carolina. i think that is going to be the hardest hit area. the storm system is not forecast to make landfall looking at georgia. impacts in south carolina and north carolina.

there are several watches in effect across the coast of florida, parts of south carolina and into north carolina. places like myrtle beach and nags head, you have that tropical storm watch in effect. the forecast track takes it very close to portions of the outer banks of south carolina where we could potentially see landfall. the storm is forecast to become a hurricane within the next 24 hours and eventually it accelerates and its forecast remains east of parts of the northeast. we could be looking at areas of heavy rain not only because of arthur but also because of a frontal system that's moving eastward and today that system could produce severe weather from the mid-atlantic up into the northeast even right here in new york city. keep an eye out for the storm later today. >> maria molina, thank you very much. >> glad to have you back. >> it is good. the storm that kept her in chicago for a couple of days, it's interesting talking about how it could impact a lot of people's 4th of july plans. >> despite saying it is not going to rain on our

parade, it will not but we're going to keep an eye on that for you all morning long. breaking news for you last night. heather nauert has that. >> a lot of us worry about our propane tanks and this next story will make you pretty concerned. unbelievable new video coming in that shows the horrifying moment a food truck explodes into a massive fireball. look at this. isn't that just unbelievable. this happening in philadelphia. 12 people are hurt, including a mother and her 18-year-old daughter. they were actually inside the truck at the time of that explosion. this morning they're in critical condition. >> the truck just blew up and i just saw the fire, and the fire just hit me and i started running. >> it appears that there are, one of the two propane tanks on the back of that truck explode which is why of us are concerned about the safety of propane. take a look at this. a daring rescue overnight at cape canaveral, florida.

the coast guard high waves to save 19 sailors. they had food poisoning. they put the crew members in a basket and pulled them to safety one by one. the c.e.o. of j.p. morgan chase has been diagnosed with throat cancer. 58-year-old jamie dimon says that cancer is curable. he says while my treatment will curtail my cancer during that period, i can be actively involved in my business and we will continue to run the company as normal. >> robin williams back in rehab this morning but it's not because he fell off the wagon, he says. he says he simply wants to stay sober. the 62-year-old is at a treatment center in m.v.p. he has struggled with alcohol and cocaine for decades. he was sober for 20 years

over, we'd love to have you. now some people in one city in california have had it. there was a plane full of people flown from texas to california, and they were then put on a bus and they were taken up to murietta, california, where they were going to be processed. that was the plan. it did not go as planned. >> the mayor there, we're going to speak to in a bit. he was urging residents to get out there and exclaim their distaste for this happening for many reasons:

health reasons, insurance reasons, security reasons. so they got out there, as you see here, american flags flying, voices raised saying "not here. do not bus, train, fly. do not bring anyone here that is not supposed to be. the law must be upheld." >> in the reality, strained and inadequate federal resources is coming home to roost. the mayor of that town, an hour north of san diego says there are no showers, no long-term housing facilities. and the federal government's plan to bring hundreds or perhaps thousands of illegals, migrants is going to cause havoc in that town. there was a town hall meeting in murrieta. >> my concern is for our communities here, the cluster of communities in this area, you're looking at homeowner insurance going up, automobile insurance going up, insurance is going to go up

tremendously. i've seen it happen before. >> okay. so what the locals were able to do out there was they got the buses to turn around. >> they sure did. >> and they stopped. they're not going to release them into their community. i read one report this morning that over the last couple of months about 500 illegals have been released into that town's population. as we have detailed on this program, they're coming over. there's no real criminal background check because they can only go, they only tap the u.s. records. unless they got a u.s. criminal record, they got no problem. they could have a problem back in honduras. we would never know about it. they could be coming in with measles, tuberculosis, we've heard that, scabies, lice, stuff like that. but they're not being stopped. there is no real medical examination. they potentially process them, give them a ticket, say come back in a couple of weeks for your court date and release them back into the general public. >> this is a scary issue for those in the town and those along the border.

there could be a hurricane impacting america on the fourth. >> we have tropical storm arthur with maximum sustained winds at 60 miles per hour. i want to show you the picture of the storm on this satellite picture because we have very dry air on the western side of the storm that's helping to limit that rainfall across portions of eastern florida. relatively dry but i think the big concern along coastal florida are going to be beach erosion and rip current. that will be a big concern fr those heading out to coastal areas. that storm is forecast to continue to intensify and is expected to be a hurricane within the next 24 to 36 hours. cities like melbourne and cape can and a half ral will be affected. the first hurricane watch was issued for the outer banks. surrounding areas looking at that as well.

free when they were on vacation. this morning there is a new report out by the ntsb and accuses operators of poor judgment, lack of sufficient experience and improper training. there are no federal guidelines that regulate parasailing. the ntsb can only recommend that operators get licensed by the coast guard. he -- a private american company requiring employees to speak english on the job is being sued by the federal government. wisconsin plastics inc. fired a group of asian and hispanic workers over poor english skills. the suit says this a violation of the section 7. with this, foreigners have the right to speak their native language at an

stopped, i put the car in park and all of a sudden, it was like the car filled with smoke. i tried the door and the latches. i couldn't get out. i kind of braced myself between the console and the passenger side window and started kicking. that wasn't working as well as i thought. i knew i had a flashlight in the back. it was a bigger flashlight like officers have, big metal one. and i thought if i can get back there and grab that. but at the same time, i'm holding my breath, it's full of smoke. i couldn't see anything. >> then you saw light. >> yeah. as soon as i thought that, i saw light, i heard a crash and then i stuck my hand toward the light and bob pulled me out and pretty much i was just telling him, i knew he had some type of law enforcement or military training because his first aid -- he

that means it's starting to intensify. right now it does have maximum sustained winds of 60 miles per hour and it is forecast to become our first hurricane of the atlantic hurricane season within the next 24 to 36 hours. tropical storm watches are in effect now across east central pourings of florida. the big concern here are rip currents, beach erosion and some of the outer rain bands could produce very strong winds, possibly over 40 miles per hour, and also some locally heavy rain. out here in eastern north carolina, parts of the outer banks, that's where you have your hurricane watch in effect. moorehead city, you are included. tropical storm watches for cities like wilmington, myrtle beach and also nags head. that area will be impacted as we head into thursday night and also into friday. well ahead of the storm you could already start to see those winds picking up. then eventually by this weekend, the storm will be accelerating and it's forecast to remain far enough away from portion of the northeastern coast that we don't think we'll see too many impacts

the transfer of hundreds of illegals to their town. the buses forced to turn around and take the immigrants to another border patrol facility and one law maker has had enough. joining us now is the mayor of that town, alan long. good morning to you, mr. mayor. >> good morning. >> okay. why did you want to stop the bus? >> well, the residents stopped the bus. we were back in the office keeping track of our action plan, making sure we had contingencies in place. this was a passionate community that cares deeply about what happens in their community and they're exercising their constitutional rights. we had police officers out there to make sure everyone was safe, including those who come through our town. >> it's very clear, mr. mayor, looking at these images, the people who showed up at least are squarely against the federal government's plan to integrate hundreds perhaps a week illegals into your town.

there has not been a clear communication between the federal government and your folk there is on what they plan to do with those people, right? >> that's correct. locally the local border patrol office has been great. they have passed on information as they got it. that's in a very short period of time from the homeland security agency to us, there has been little to no communication at all. >> sure. one of the things you've got to worry about is what is the condition health wise of the people on that bus. also do those people have criminal records? >> correct. yeah. obviously these people are fleeing a less desirable area. we all understand that. we're compassionate for that. but those are concerns. we've asked a lot of questions. we want to do make sure every stone went unturned so that we had certainty on what we exactly were getting. when you start asking about the health screening that they claim they get, there is a lot of gaps. they couldn't answer a loft questions we had to give us

certainty that people on those buses were healthy. >> if i was the mayor of that town and the federal government said we'd like to have you absorb hundreds of illegals into your general population a week or a month, if i'm the mayor, i'm thinking, okay. i'd like to help people. but who is going to pay for that? >> absolutely. we've asked all those questions. the concern is while originally they told us 500, we just simply did not have the capacity to do that. that number has reduced to 140 every 72 hours with no ending. there is no certain end date. so you look at the amount of immigrants coming across our borders, they had 50,000 in the last six months. there has been 30,000 visas issued by the mexican government on their southern border for immigrants to pass through mexico to the united states. there is just no end point. we don't see this stopping any time soon. that is a compounding effect and

like you said, has a financial drain on the local community and a resource drain. >> mr. mayor, before you go, you've been very clear the local border patrol people that you work with there have been great. but you haven't gotten a lot of answers from the department of homeland security in washington, d.c a bunch of people who work for that department are watching right now. what are your questions for them? >> my questions for them are who is going to pay for it? who is going to help for resources? when are you going to finally come up with solutions in washington, d.c. to solve the ultimate problem because even if they weren't coming here, the problem still exists. it takes the federal level to fix this problem and that's what we're asking to you do. we're having a town hall meeting today at 6:30, our local high school auditorium to come up with some of those solutions and try to unify a clear and concise voice and message to be sent to

>> yeah. this is a movie, interesting. directed bay guy who is married to melissa mccarthy. you might know him as the air marshal from "bridesmaids." they're married in real life. they co-wrote this together. tammy's character, she is having the worst day possible. she wrecks her car. she loses her job. she finds her husband cheating on her. so she decides to go on a road trip with her grandmother, of course, played by susan sarandon in the movie. the problem with this film is the first half is not funny at all. it's slow, boring, it drags. but after that half ends and the second half picks up, then the heart and the comedy really start to unfold. the problem is the scene you just saw where she was robbing the fast food place, that's the funniest scene in the film. they ruin all those jokes in the trailer. that is the biggest problem with comedies today. they ruin almost every joke. except for one, there is a big surprise joke in the film where they make a negative joke about obamacare. there is a moment where she's actually pouring gasoline on a

storms and even on the southern side it's looking a little healthier. so those thunderstorms are growing in size and getting a lot higher, which means heavier rain. some of those outer bands will be coming on shore across florida. there is a slight chance some could rotate and produce waterspouts and isolated tornadoes. beach erosion, and also coastal flooding and rip currents. tropical storm watches are currently in effect for cities like daytona beach, melbourne, portions of florida. the first hurricane watch of the atlantic hurricane season issued for eastern portions of north carolina. so the outer banks out there. if you live in moorehead city, you have that hurricane watch in your area. south of that, tropical storm watches. that region is set to be hit by arthur come thursday night, into friday morning. just in time for fourth of july, we could be looking at a category 1 hurricane making landfall or just grazing the coast of eastern north carolina. eventually the storm will accelerate. forecast to remain away from the

>> the truck just blew up. i saw the fire and the fire just hit me and i started running. >> it appears the problem was one of the two propane tanks on the back of the truck. one of those tanks exploded. a wildfire burning now in wine country, in california. the flames burning across 2700-acres in napa valley. causing mandatory evacuations for at least 200 homes so far. at least five buildings already burned to the ground. at this hour, it's just about 30% contained. they've had such a drought this year. a real problem with that likely contributing to that fire as well. just when you thought it might get a little bit easier to fly, the government about to increase security at airports overseas. the reason, they say, the new bomb threats out of syria, we've been telling you about that story this week. the department of homeland security is worried that al-qaeda terrorists may be developing nonmetallic explosives that could be smuggled onto planes headed into the united states. the new security guidelines will include increased random

it is getting dicey at the border. what happens is there is a new chapter you got to hear about. illegals being released from the border cities across to other cities in the nation. but there is one in california, a liberal state here where they're not going to take the dumping anymore. we're talking about murrietta. we spoke with the mayor. they're facing a crisis. they now are looking at 140 illegals moving right into their area and they actually got the town so riled up there that as you see it, the citizens there stood up and turned a bus of illegal immigrants coming in and turned that bus around. >> yes. they were able to stop it yesterday. and we're going to talk to the mayor in just a moment. but before the mayor showed up here on fox friends friends, they had a town hall and the people are upset because there is so much uncertainty. if you release so many hundreds of illegals into the small town each and every week, what's going to happen? here is a moment from the town

on their southern border for immigrants to pass through mexico to the united states. there is just no end point. we don't see this stopping any time soon. that is a compounding effect and like you said, has a financial drain on the local community. who is going to pay for it? who is going to help for resources? when are you going to finally come up with solutions in washington, d.c. to solve the ultimate problem? >> unfortunately, it appears this is going to happen time and time again. the protests will spring up as the federal government tries to bring these illegals into some call remote towns that no one is going to really know about. but what's going to happen? todd starnes is here with us with an exclusive incredible story that he has broken about conditions at one camp for illegals. tell us about it. >> good morning. yes. this camp is in san antonio, lackland air force base. they have 1200 illegal children that are there currently. since march they've had about 7,000 kids go through this camp.

and now i've had workers at this facility break their confidentiality agreements and tell me what's actually happening there. they are very concerned about the diseases that are there, that the children have, and the fact that at least their allegation to me is that the federal government is covering this up and they're not actually being honest about the extent of the illnesses there. >> what you just said was extraordinary there about the middle of that paragraph was they broke their confidentiality agreement with the federal government. you would think a if they were assisting the federal government, the federal government would be forthcoming with details about the condition of these kids. but they don't want anybody knowing a lot of these kids unfortunately are very, very ill. >> they certainly are. as a matter of fact, the workers tell me they were told that if anyone dared speak out about the conditions, what's happening inside these camps, they would be subjected to arrest. >> the employee? >> that's right. that's right. these are professional staff. we're talking about nurses.

talking about psychiatric counselors. they also tell me that their cell phones were confiscated and in at least one instance, this individual tells me her cell phone, her text messages were actually monitored by the security force that's been employed not to guard the children, but to guard the staff. >> then the information that they might be sharing here. what are some of the things that they shared with you that they're seeing? scabies? we hear lot about >> scabies. if you listen -- if you believe what the government tells us, they only have out of those 7,000 kids, only 191 had lice. however, the nurses tell me that just about every child coming into that facility had a severe case of lice, so severe that you could see the bugs crawling down the faces of the children. we're talking about chicken pox. we're talking about one case of confirmed case of swine flu there at lackland air force base. we're talking about some very serious issues. also it's come to my knowledge

okay. a private american company, it wants its employees to speak english on the job. that seems to make sense, right? now that company is being sued by the federal government. wisconsin plastics is the name of the company. it fired a group of asian and hispanic workers over their poor english skills. the feds say this violates the civil rights act, which protects employees from discrimination based on their national origin. that protection includes linguistic characteristic. with that reasons, foreigners have the right to speak their native language during work hours at an american company that requires english. what do you think of that? this one, an international guardsman is being hailed as a real life super hero after he saw a driver's suv in minnesota become engulfed in smoke and flames and you can see it right here. this guy basically became a human version of the jaws of life. he penalty the car door in half

the go it alone strategy from the president? >> the president needs to secure the border. that is the first item of business and one that he has failed on now for over five years. without securing the border, without standing up and saying this border is going to be secure, the american people do not trust him, and they don't trust washington to implement any policies that would deal with the issue of immigration. >> governor, some people have said that people in the united states should be boycotting mexico in some way. do you think that's a good idea or bad idea? >> i would suggest to you if the issue is -- we're looking for the result and the result is we need to have this humanitarian crisis stymied and we also need to secure the border with mexico. if you want to stop these young people coming up from central america through mexico, i would suggest the diplomatic reach

with foreign aid into the leaders of those countries and basically say, you will engage in stopping this traffic coming up through your country. if you don't, this form aid is going to stop. that is a boycott i could support. >> what worries you the most is that the potential for disease, is that the overreach of the president or the fact that some of these individuals coming through have ties to gangs in the past and also potentially an open door for terrorists to enter? >> obviously all of those are great concerns. but the real issue for my perspective is this message that has come out of this administration for too many years that come on up and cross the border and you can become a united states citizen. that has been, by their actions and probably by rhetoric a message that has been sent up. so all of those. the border patrol being pulled away from their primary duty to

take care of all of these unaccompanied children is a great concern. i can assure you texas is doing its part. we approved $1.3 million a week to bolster what we were already doing and we since 2009, a half a billion texas state dollars going to the border to support the local law enforcement, et cetera. but the border patrol is understaffed, they're overwhelmed. we need to have a substantial amount of border patrol increased presence on that border. most places from let's say el paso back to california, there are about 17 border patrol agents per mile. in texas, it's only seven. there is clearly a lack of focus on the texas border and there is a clear reason that they need to bolster those numbers and that is to allow the border patrol to get back to what they're

supposed to be doing, which is defending that border. >> given that lack of focus, do you have the power to call out the national guard? and if you do, why haven't you done it? >> well, our guard has been engaged on the border in a fairly substantive way with aviation assets, et cetera. so we've had quite a presence there. as a matter of fact, when we surged and when i talk about surge, you go into a region and you put the resources in there, we've seen astounding results of lowering the amount of criminal activity that's ongoing. if the president of the united states is really serious about securing that border, we can show him how to do that. but i haven't even had a phone call from this president. he's coming next week? he's coming for a fund-raiser. if he doesn't go to the border, i think it's a real reflection of his lack of concern about what's really going on there. >> well, thanks for your courage on this issue, governor. we look forward to hearing what happens and whether the president comes to see you to go to that border with you. >> well, texas will keep doing
