"fox & friends" begins right now. >> hope your morning is a little bit sweeter with "fox & friends." >> it is going to be sweet because a lot of people have tomorrow off because it's the 4th of july. unfortunately, a storm cloud looming. >> arthur. for anyone who was listening last night, here on the east coast it sounded pretty intense but it is officially a hurricane. >> we start with a fox news alert. while you were sleeping arthur upgraded to a hurricane and now a mandatory evacuation order taking effect in parts of north carolina's outer banks. >> we're there live to

explain what it is looking like now. >> reporter: it's still pretty calm. the sun is just coming up. it is a beautiful morning here on the outer banks in kill devil hills. the wind's picking up a bit. the waters are still calm. we talked to a few business owners yesterday who were saying hurricane arthur is really going to damage our business because a lot of tourists aren't going to be coming in. we should be having about 20 people in our building today. they only had 2 we talked to vacation goers up and down the beach and they were saying we're going to have to wait and see. here's what they had to say. >> we're hoping it stays out in the ocean. we've never actually been down here when it's gotten bad, like a hurricane. we've never been through one so don't know what to expect. >> we'll be pretty disappointed if our weekend is washed out but we're going to wait it out and see what happens. >> locals, on the other hand, are saying they're not too concerned with the storm. they say they have been

through worse. they have had worse nor easters, but the governor of north carolina is urging residents to make preparations in case this hurricane becomes bigger than what they expect it to be. so that's what they're going to do. we saw some people gathering up supplies, water, batteries, flashlights, gas just in case they need to evacuate. there is already one evacuation order at hatteras island. residents are obviously going to be taking precautions there in that region. back to you guys. >> all right. thank you very much. make sure if you're along the coast there's going to be rip current out there today. if you're in the water, be careful. >> better be safe than sorry. >> an update on the forecast in a little while. we should head out west where things got a little heated last night. remember we told you this story where the federal government, the department of homeland security is now

busing illegal immigrants there, moms and children inside that bus trying to make their way through these protests to get to the processing facility where they will do health checks, make sure they got water and food. a protest erupted. >> the reason why they were there is because texas couldn't handle it and the feds said we're going to get and bus the illegals over to murrieta but the residents there were not having it. they turned one of the buses around. last night at a town hall in an auditorium that seats about 750 people, they were fired up because they're concerned about safety. this is a bit of it. >> you have a handle, a real handle of what this is costing us out of our pockets? and please, use the word illegal aliens. they came across here illegally. >> i do not have the exact cost up to date. what we did establish on the first night that we

started the process is we did identify the need for a funding code so we can track yefers -- every single hour spent on this. at the end of this do i have a plan to send washington, d.c. a big, fat bill? you bet. do i have any faith that it would be paid? no. but we're going to try. that's the only thing we can do. our number-one priority, sir, was the safety of our residents. >> if i break the law, you're going to come down on me real quick. and yet, you are not following the law. you are breaking the law. >> what they're frustrated, in southern california they have been asked to process hundreds of people per day. and these are people, like elisabeth said, because so

many people are flooding across our southern border into texas, they're gathering them in texas. they're escorting them in. our border patrol is. they're not actually patrolling the border. they are being baby sitters in many cases and putting them on airplanes, flying them to other spots across the country and processing them. the people in murrieta didn't want the people to come in there because inevitably they will wind up being released into the general population and who's going to pay for that? there were all sorts of people there. i.c.e. last night, homeland security. the feds got booed when they tried to secure people these children, these mothers are given health checks before they're allowed in. listen. >> every individual before they are put on a plane and sent over here, they are medically cleared. there are doctors -- >> that was the chief border patrol agent being met with resistance and a

lot of boos. the auditorium seats 750. four immigrants had to be hospitalized. two found with scabies. >> coming from guatamala. this is a humanitarian crisis. nancy pelosi can call it an opportunity but it is a crisis. guatamala, el salvador, hidden inside of trains. little kids don't have access to food, part of a smuggling operation. one group that has gotten no attention has been the catholic charities. the catholic charities, where the federal government has failed in this, they have taken these kids, given them food and clothed them. it is heart breaking to see little kids on the floor with the red cross blankets wrapped around them. >> you see the images of the kids and your heart

breaks for them. wait a minute, we haven't seen many images of the kids. there is an oklahoma congressman who wanted to look at a facility at fort sill. every gate was changed. he went to the people at the check points and said let me in. i'm a member of congress. i've got oversight here. security stopped him everywhere. he was told eventually come back in three weeks when we're able to, you know, clean things up so you have a good shot at things. he was on with greta last night. he's frustrated. he said what do they have to hide. >> i said i want to be really clear, you understand i'm a member of congress. they said yes. i talked to the deputy communications director for h.h.s. i actually didn't talk to him. i talked to his assistant who said if i'd like to talk to him i can send an e-mail. i said i'm a member of

congress. she put me on hold, came back later and said the best way to communicate with him is by e-mail. i'm on the subcommittee on oversight. the reports i'm hearing that these children are going through is devastating. what is it they're trying to hide? why is it they don't want me talking to these children, some of which have devastating stories? >> meanwhile the president of the united states is going to fly to texas to get to the bottom of this. >> that's good. wait. >> he's actually flying to texas for something else. for a fund-raiser. >> to raise money for the immigrant children? >> no. to raise money for the democratic party. >> okay. >> to help democrats who are on the ballot for november. the president, though, when asked about this at this press conference yesterday, in front of the press secretary -- i'm sorry, when the press secretary was asked about this, pressed on the optics. you're going to fly to texas, you're not going to go to the border but you're going to raise money for democrats. >> he won't even call it a

fund-raiser. we know it will cost about $32,000 for some of the tickets, he's going to meet with people preparing for the next election and maybe perhaps think about collecting funding for that. but not a fund-raiser and certainly not at the border where rick perry invited him to be specifically and has done this numerous times, sent a few letters his way and said we've got a problem here, thinking our commander in chief might want to show up. no, instead, party people in the house tonight. president obama will be fund-raising at parties. >> you know what? rick perry extended that invitation to the president of the united states on this program yesterday, made big news, and yet the president's not going to go. perhaps he simply doesn't want to see what his nonenforcement of our southern border looks like. the toll it's taking upon children. then again, maybe he doesn't want to catch whatever some of these kids are bringing into the country. unfortunately. >> he would have to raise money for the democrats in the fall. meanwhile, let's toss it over to heather nauert who is standing by.

>> we've got maria for the weather later. i'm following another story. another jihad jane in america. we have those stories from time to time. an american teenager waking up behind bars this morning accused of plotting to wage jihad with an isis terrorist that she apparently fell in love with on-line. the 19-year-old, shannon maureen conley was arrested at the denver airport. she had a ticket to travel to turkey and found in her luggage materials about jihad, al qaeda and c.d.'s and d.v.d.'s labeled anwar al-awlaki. investigators say the teenager, a certified nurse's aide, wanted to live in syria as a housewife, a nurse and use her training to target military facilities. it's been more than a month since sergeant bowe bergdahl was released from the taliban but now we're finding out that no one contacted the army soldiers

he used to serve with who came forward accusing him of deserting his post. this even though military brass are supposed to be investigating that. that's what they said that they would in fact do. bergdahl is now allowed to leave his texas base without supervision -- or actually with supervision. he's been going to grocery stores, shopping centers, restaurants and the library. the army says it is part of his reintegration process. >> another shakeup at the department of veterans affairs. the chief medical director calling it quits after a scathing report that his office down played complaints. pierce is one of a half dozen top v.a. officials to resign following reports of patients' deaths, widespread treatment delays and fublged -- fudged records. >> an unbelievable report 12 miles off the coast of san diego. two whale watchers flipping into the ocean when a blue whale capsizes their

americans say freedom is on the decline here in the homeland. according to gallup, only 79% say they are satisfied with the amount of freedom they have in their lives. it is a 12-point drop from 2006 when 91% said they were satisfied. fox news contributor pete hegseth, c.e.o. of concerned veterans for america, i'm hoping you have a good explanation for this. >> i don't know that there is a perfect explanation because every individual feels it different but in your gut this is what this country is about. when you look at the scandals that have engulfed this nation there is no surprise americans feel like their freedom is eroding. that 79% number strikes me as high. i'm glad 80% of people feel they live that free because when you look at the news

around us, it can feel like there's more and more government crowding us out. >> you see those complaining of corruption is now 79%. when you look at who is satisfied with their freedom here, around the globe, this might be why. you have all these nations more satisfied than we are. new zealand, 93% are satisfied with their freedom. cambodia, 93%. united emirates, 92%. canada 91%. and we are at 79? >> a former member of the soviet bloc beating us by over ten percentage points. it isn't just regulation that makes us feel like there's corruption or our freedoms are eroding. it is a feeling that the system is rigged, if you're politically well connected or someone who has access or the resources, you can make it. but no longer the guy in the middle cannot. you watch in washington as people plead the fifth or lie and obfuscate. that is the insidious,

quiet corruption. i was in iraq and afghanistan, i saw blatant corruption before my eyes and many members of my generation have seen that. when you see the quiet corruption, white collar corruption of i've got access and you don't and you can't ask me questions about it, that is when you see those numbers go up. someone in uzbekistan enjoying freedoms they didn't have, it doesn't surprise me they would be more personally satisfied because we're talking about personally satisfied or the perception of corruption. these are not good numbers for our country and we know why it is going in the wrong direction. but in other countries they sense freedom. they want it and they're grateful for it. >> we know what it is like to have it and to have that transparency no longer there. i know somebody roaming around here free. it is your adorable son gunner. there he is in our green room. hey, gunner. hi, buddy. look who i have here. >> hi buddy. he does not like the

we're live in jacksonville. good morning. what is the very latest on arthur? >> it was upgraded to a hurricane and hurricane warnings have been extended all the way up the north carolina coast to the virginia state line. today is really a day of action. tie down your boats, secure your property. if you're in an evacuation zone and got the orders to go from local officials, time to get the high ground. >> what if people don't evacuate? will they find themselves assisted by fema? >> the government has prepositioned swift water rescue teams, coast guard is on stand by. if you don't leave and you get trapped there, conditions may be dangerous and it may not be possible to get to you. plus you're going to put rescuers' lives at risk to get you. if you can and you are in the evacuation zone you should leave now. head to high ground. hopefully the storm won't be as severe but it is time

capitol. it passed the u.s. house, your bill did, to create the memorial unanimously in the house. now it's in the u.s. senate. there is one of the proposals on what it might look like. at this point, you don't have the land and no taxpayer dollars would be involved. why is it stalled in the u.s. senate? >> what i've been told is that this is hung up in senator landrieu from louisiana's committee. they have a back log of bills they're working through. they're prioritizing based on two criteria. number one, the bills introduced last year, which this was. secondly, is the noncontroversial bills. as you referenced the house vote, the vote was 370-0. does that sound controversial to you? >> no. >> the other thing is you mentioned, we're seeking zero tarp dollars. this is 100% driven by donation. so we're very, very concerned

we'll run out of time and left for the fourth of july early and we're really afraid if they don't vote on this prior to the august recess, which lasts the whole month of august, that we're going to run out of time and this bill will die. >> why is it in this committee to start with? >> well, that was a committee -- it was in the committee and moved out of committee and in what's called the union calendar, which is the next step before it gets voted on. so literally, all they have to do is pick the bill out and put it on the calendar for a vote and it's a done deal. >> all right. so are there some politics involved here? >> that's a great question. i really don't know the inner workings. all i know is what they're telling me from a procedural standpoint. i don't know the intentions. i'll give you an example, i feel we would have a great response based upon a conversation i had with senator lieberman yesterday. i ran into him on the street. told him about the memorial and the legislation, which he was completely unaware of. he was 100% supportive,

arthur. now a hurricane. isn't it, maria molina? >> that's right. the national hurricane center has had hurricane hunters flying through the storm. the very latest is that they find that now arthur does have a closed eye wall. the storm system has been intensifying. now maximum sustained winds of 75 miles per hour. a brand-new update was issued at 8:00 a.m. eastern time. we'll see what the latest is very shortly in a couple of minutes. a lot of convection with the storm system and looking at it on the radar, you can see it really is starting to get more organized. the storm system really starting to look a little bit more circular. we do have hurricane warnings in effect out there across portions of eastern north carolina in the outer banks. we do expect the storm system to make landfall out there as we head into basically later tonight and also into early tomorrow morning. you can see your high temperatures out there in the 90s. 90 degrees for your high in new york and also in raleigh. a concern across parts of the mid-atlantic and the northeast is severe weather. we do expect more large hail,

you've seen the pictures, illegal immigrant children flooding shelters across the country. it's breaking the bank for local cities and states and soon they'll have to reach out and pay for the child's education without any help from the feds. joining us now, superintendent of miami-dade's public schools, dr. carbalo. thanks for being with us. certainly this is a crisis as deemed by many, but the burden is falling locally in your lap. what do you say to that? >> i think number one, it's unfair. we're dealing with the recent arrival in the last quarter of the school year of over 300 children, most of them from central america. we recognize a spike of over 300 children from honduras in the last quarter. certainly it's an additional burden on our finances. we're still pretty stressed in terms of state funding for education. this is something that needs to be addressed at the federal level so we are humbly asking dc to share the burden, to accept the responsibility for what is

ultimately an immigration issue that should be dealt with at the federal level. >> so you mentioned that it was 300 as of last quarter. are you expecting that to rise given the situation and crisis down at the border now? >> here is what we know, we know that over the past year, over 50,000 children have arrived in this country. many of them are making slowly their way to miami. we saw this spike very unusual when you see 300 children arriving from one single nation during a short period of time, and based on the best estimates that project an additional 40,000 children arriving through the end of 2014, we certainly need to be ready. this is what we're doing. we're asking the federal government, right now recognizing that this influx of children may very well make their way to miami. we've calculated the cost per child over and above what the state funds to be around $1,950. they're all arriving poor. they're all arriving with language needs, with social

needs. after a harrowing journey through mexico to get here. and we have a moral and legal responsibility to teach them under state law. but we can not do it alone. so it's unfortunate we're having to deal at the local level with an issue that is ultimately the federal responsibility. >> your job is to teach and inform and care for in terms of education these kids, right? the burden here is also financial. it's in your lap. a lot of people say this isn't fair. >> right. we want to be compassionate about what's happening and really what is really an educational crisis in central america. look, in central american countries, the graduation rates between 27 and 40%. that educational crisis is being translated into an educational crisis here in our country. legally and morally, as i said, we have to teach these children. wing not ask them any questions regarding their immigration status. but something must be done in a short term and long-term to address what is unfolding as a true humanitarian crisis.

welcome back. quick headlines for you. it's a sight you definitely do not want to see at 36,000 feet in the air. water gushes from the ceiling after a pipe broke. it happened in one hour on a qantas flight from l.a. to australia. it turned back and landed safely in california. and an unbelievable moment caught on camera. two whale watchers landing in the ocean after a blue whale capsized their boat. the man managed to capture a picture of the whale seconds before hitting the water off of san diego. both of them are okay. peter and steve are outside now. hey. >> thank you very much. the video is frightening. a food truck in philly bursts into flames because of a leaky propane tank apparently.

it is a prime example of why you should take food safety seriously this fourth of july because a lot of people do grilling with propane tanks. the same goes for fireworks. sparklers or anything else that can turn from fun to dangerous in just a flash. here now with how to stay out of the emergency room and court is fox news legal analyst, peter johnson, jr. >> good morning, steve. this is a big problem this time of year. lots of fires, lots of explosions as a result of propane, charcoal, and fireworks. let's look at the injuries. fire department reports an average of 8,000 home fires, almost 9,000 involving grills every year. they cause an average of ten deaths and 140 injuries. in july is the peak month for grilled fires. let's look at the propane tanks. >> underneath the tank, take a look at the tank. >> to that he is should not be transported in cars, in trunks. >> how do you get from the store? >> it should be an open carrier,

in a truck under the law. you need to be really careful with this. use a soapy method to make sure that the propane tank, the fittings and the valves are functional. >> around here? >> soap and water. if it bubbles up, then you got a problem. you got to reseat the hose. do not be doing major repairs on valves or stuff like that of the bring it back to the store. and if you smell a skunk-like smell, that means it's leaking. do not use a damaged propane tank. >> this happens to a lot of people. we were talking yesterday. we had a problem with our natural gas grill and the gas line leading into the grill over the winter months or something like that -- >> use charcoal starter fluid. not charcoal fluid. starter fluid starts grilling. charcoal fluid is liquid charcoal. big difference. you want to blow that barbecue up. when done, make sure the coals are completely cool and then dispose in a metal container.

but propane can be dangerous. you need to be really, really careful. >> absolutely. of course, you do the grilling before the fireworks festivities tomorrow night, you've got advice on fireworks safety. >> sparklers. simple sparklers that the little kids have. 1200-degrees they burn. 900 degrees will melt glass. last year eight deaths and 11,000 people were injured by fireworks. 240 people went to the e.r. every day with fire injuries in the month around july 4th. so some tips in terms of fireworks. we checked it out with phil beck, our pyro tech analyst, check your state laws. don't relight dead fireworks. look at the -- this is water in a container, in a bucket. if you think this is a dud, you throw that in there and you let it soak. they say 20 minutes. i say put it in for an hour. do not try to relight that

fireworks. never overlight one sparkler at a time and never hold a child in your arms with a sparkler at all. the sparkler may pop. so you drop that in the water as well when finished. wear eye protection when igniting them. never carry them in your pocket. friction can set them off. go to public fireworks displays. i do not like fireworks. if you're going to do it, be really careful. and always have a fire extinguisher nearby. >> great advice. speaking of public, a lot of people have their own fireworks display. >> yes. >> if you do at your house and somebody is injured or you burn down the neighbor's house, does your homeowner's insurance -- >> that's great question. you got to be really careful. we want to keep you out of the e.r. and the courtroom. an intentional act involving illegal fireworks could cause a disclaimer on the policy. meaning the insurance company says we're not going to cover you. also an insurance liability policy, it doesn't cover you or

members of your family if they're injured. it only covers guests and third parties in terms of that kind of thing. so yes, you could lose coverage as a result of an accident and if you shoot off a bottle rocket or fireworks at someone that, could be considered an intentional act and maybe even a criminal act. if so, the insurance company says, sorry, i'm walking away from it. you're all done. you're on your own. >> i have seen people do everything you've described as illegal. zach had a question for you, e-mailed it. what's my liability if somebody gets sick from my cooking? >> first of all, apologize to them. second of all, visit them in the hospital. third thing, let a lawyer know. fourth thing, let your insurance company know. maybe it's the standards that you use to preparing the food, but maybe it's the food itself. if there is e.coli in a hamburger, some other issue, then the butcher or the food processor may be responsible. but report it to your insurance

strength from 75 miles per hour to 80 miles per hour as the storm, as you can see, churns closer. it looks like it's got charleston in its path. maria molina tracking it. it does look like charleston is getting whacked right now. >> reporter: yeah. they are seeing some of those outer rain bands moving into parts of south carolina. but like you mentioned, arthur is now stronger, maximum sustained winds at 80 miles per hour and stronger gusts. it's not forecast to make landfall across south carolina, but farther to the north and east and impact portions of north carolina, but along south carolina, you are still going to see some areas of heavy rain, gusty winds, beach erosion is a concern and strong rip currents. take a look at the rainfall forecast. some areas could see as much as six inches of rain locally higher amounts will be possible. flooding is a concern out there. by friday, 2:00 a.m., that's when the center of the storm system is forecast to either make landfall or pass very close to the outer banks of north carolina. we do have hurricane warnings in effect out there. it's forecast to get stronger

two women getting the ultimate revenge on a guy who was dating both of them at the same time. they put this sign right here on a busy highway and it reads "steve frazier, you're dumped by both of your girlfriends." take a look at that. >> sought after news. oh, steve is free now. moments ago, the labor department released both the monthly unemployment rate and the latest weekly jobless numbers. joining us from the stock exchange, nicole petallides with -- is it good news or bad news? >> it's ultimately good news. you want to see jobs added and we're getting good news. let's first give the unemployment rate. 6.1%. so that's great news, getting closer and closer to the 5 handle, which really would be good news. the labor force participation rate, still basically detrimental. we haven't seen people getting into the work force. we still continue to see people sitting out because they are fed up for looking for work.

the numbers are 6.1% is the unemployment rate. that is almost six-year low since september of 2008. as far as jobs added, nonfarm payroll jobs added, 288,000 versus estimates of 250. a lot of people were surprised by this number. you have many months where you're above the 200 mark and that's good news. then you have the weekly jobless claims. get your pen and paper out. too many numbers. 315,000 weekly claims. that number you want it to be really low. you don't want people going into the offices and filing claims as they need unemployment and that they're out of a job. that came in at 315 versus estimates of 313. the big picture here is that the labor department and the jobs that we've been seeing have been going in the right direction. so people aren't necessarily getting the jobs they want. not getting paid what they want. >> services continues to go up. we're seeing rising gas price. gas also hitting a pretty darn high for the first time in a

number of years, right? >> no doubt. no doubt. that's what we're seeing. june traditionally, the triple a estimated that in june, we would see a price drop. average of 21 cents over the last three years. but that didn't happen. that's because the refiners complete their maintenance and then they produce more gas based on what they expect for demand. in this case we've seen tensions abroad, in iraq in particular. that pushed oil up. right now we have the average here at 3.67. not good news there. so as people are going to be driving over 50 miles most likely this weekend, how many million of americans? 35 million americans are going to be driving more than 50 miles this weekend. so you're going to be paying a pretty penny for gasoline. so that's been on the rise as we go into the july 4th holiday. have a great holiday. i know you'll need to pay extra for that gas, but have a good one. >> all right. nicole petallides down at broad and wall in south manhattan. thank you. >> coming up, they're so faded

these documents because they're little when you see replicas and faded. >> yes. i didn't have an idea really because the souvenir documents that you get in a lot of gift shops leads to you believe they're really small. you can barely read them. these guys must have wrote very tiny. but when i started to investigate and found out how large they were and that they weren't printed on paper. they were printed on calf skin parchment, i started to get interested in this project. >> this is how you teach. you use props. you teach tenth grade in cincinnati. you use real props to show them the meaning and really the gravity under these documents for the time in history. tell us about how you wanted to actually go and recreate to scale on actual parchment and what was involved. >> well, to put it simply, we needed clear copy or clear calligraphy. the only way is to go to a professional who knows what they're doing.

>> that's where holly comes in. come on over here for just a second, ryan, because we want to show -- these are not being recreated on parchment, per say. it's on vellum, which is animal skin. >> it's parchment. parchment is animal skin. that could be sheep or cow or goat. in this case it's calf skin, which is what the founding fathers would have used. >> what is he doing right there? >> he is stretching the parchment. it has to be stretched real taut and then he can scrape and polish it. that puts it up to what's called a manuscript grade and that makes it ready to accept the quill ink. >> how long does it take to get it to the point where you can write on it? >> it has 20 dry and takes a process of two weeks. >> once that's done then comes actually holly, who is so talented in her art. she's actually now going over the original script? >> yes. she's a third generation calligrapher. we had her trace over the original script, sort of what like what she's doing now.
