special. it is a tribute to our history and values on its 238 birthday. have a happy fourth of july weekend even if is raining. >> "happening now" starts now. >> we start with three developing stories. hurricane arthur gaining strength with north carolina in its crosshairs and how that storm is affecting holiday plans. and israel on the offense after a rockets is flown over. and police question people that left ten people injured on bourbon street in new orleans as we get word one young victim has now died.
8:01 am
>> good morning. the feds take action gives a new terror threat. i am jon scott. >> and i am marthello. there are calls for security concerns about direct flights to the united states in fear that al qaeda could be developing new bombs that could slip past screening. >> greg palcot is live own this. >> reporter: the airports here in london and across europe are on high alert amid to terror alerts. one of the main air gateways to the use is heathrow and they have stepped up the security. they are responding to washington's request to tighten up the measures because of the increasing number of europeans, and americans, are fighting with
8:02 am
al qaeda groups especially in syria who could be learning bomb skills and able to get back to europe and even back into the united states. and secondly, new word the group in yemen and the arabian peninsula which has been behind other failed bombs have come up with new ways to get around security. non-metallic and even implantable bonds and they are said to be on the ground giving terrorist hands-on training. they are cautioning they are not related to any specific threat or the fourth of july weekend. more like precautionary measures and they have been tracking it in the last couple weeks. they say it isn't related by the push of islamics into iraq despite the threats we have been
8:03 am
hearing from isis against the west. the thinking it is they are too busy fighting on a couple fronts in that region to, in the next couple days, stage a threat against the u.s. or the west but that could be coming and coming soon. and unrelated but showing what kind of terror alert the whole globe is on right now we getting word from uganda they are concerned by a specific threat by an unspecific group against their international airport there and they are warning u.s. citizens to be careful and review their plans if they are going to that airport. a sign of jitters all around the world. >> a lot of people on edge. and there is new action on the saudi arabia/iraq border but there are conflicting results on what is going on. the saudi arabians say they have
8:04 am
deployed 30,000 soldiers to the border because iraq troops abandoned their post and withdrew. but iraq is denying the border guards quit thir their post. this comes as rebles from syria are joining the group and we will take look at isis with a guest who said he is concerned they are a threat to the u.s. homeland. hurricane arthur is expected to become hurricane level two later in the day. it is set on parts of north carolina and forced evaluations are going on on the outer banks where arthur is churning up waves. it comes as a major blow ahead of the holiday weekend. jonathan is live on the beach in north carolina but first we go
8:05 am
to janis dean who is tracking the storm. >> we got the 11:00 a.m. advisory and it is a strengthening storm. up to 90 and 96 makes it a category two. and it looks like we could have a category two in the next couple hours. a lot of warm water. this is the gulf stream ahead of the storm. and landfall is anywhere between 11 p.m.-2 a.m. overnight along the outer banks here. this could be a strong category two storm. more wind damage, perhaps more storm surge, certainly the wind field is going to expand with this and we are still going to keep an eye on cape cod and the islands as well as we go through friday and saturday. the track hasn't changed that much if you have been listening within the next couple hours i have been concerned about it moving westward but the national hurricane center has stayed the
8:06 am
course with this track the only difference is a stronger hurricane. you can see the eye forming here. very strong category one potentially category two within the next couple hours. south carolina is starting to feel the outer bands and toward north carolina and you can see the outer bands there and we could see the potential for weak tornados with the land falling storm the outer bands scrape across land and potential for rotation increases. forecast is most staying offshore but see the pinks here? that is category two winds, all right? so we will see 74 miles per hour at least throughout the overnight into tomorrow along the outer banks we see the category two winds move in and the potential for more storm surge, heavy rain, thunderstorms and stronger winds than originally anticipated. there is friday as it acc
8:07 am
accelerates to the north and east. storm surge is 2-4 feet along the coast of north carolina and 1-3 feet for parts of south carolina, up towards virginia and chesapeake day. we will have to watch this. i am still concerned the track could move to the west more but we will keep an eye on that. we have very warm water ahead of the storm and that is why we are seeing intensive strengthening and that could continue for 6-12 hours. these are hurricane warnings and watches from south carolina up toward virginia beach. >> the sad part is all of the economic activity that is going to get washed out. >> i cannot remember when we had a hurricane on july 4th that can disrupt so much. >> and jonathan terry is live on

the beach in north carolina where it doesn't look like too many people are there with you. >> reporter: it is a sunny day so many people have come out to enjoy yet another sunny day on the beach but to pan over here you can see the seas are fairly choppy so local officials are warning if you are not experienced you will want to stay close to shore because of dangerous rip currants. >> don't put your stupid hat on. most injuries occur right before or after a storm. on the coastal areas, don't check out the great waves. we don't want you to go into the ocean. >> reporter: forced evacuations for the island south of us and they are urging people to use the daylight hour to get themselves and belong to the
8:09 am
mainland. those who stay behind should be prepared to be self-sufficient for 72 hours. the evacuation doesn't play to the islands north of that area. some residents are leaving on their own out of caution but others have decided to stay put. listen? >> we were going to see the fireworks if the weather clears out. >> if not, what is the backup plan? >> hunkered down in the house with lots of good food and that is it. >> reporter: because after all it is fourth of july weekend and this is one of the busiest weekends for the communities along the outer banks so many people are afraid to cancel those plans -- rightly or wrongly. >> thanks so much.
8:10 am
not just families changing plans. east coast cities are changing some of their fourth of july schedules. boston will hold its independence concert and firework show a day early. they realized setting up for tonight's celebration will affect work but they have no choice. people are being urged to use public transportation and stay safe. there is a massive wild fire in wine country, company california. more than a thousand firefighters are working on the fire and it is 30% contained. temperatures could reach the 90s today and expected to be above normal for the rest of the week. brand new jobs out with american employers adding another 288,000 jobs and that

helped drive the unemployment rate down to 6.1% and that is the lowest since september of 2008 and the fifth straight month of job gains above 200,000. and the markets are reacting to that job number. the dow in record territory now above 17,000. crossed that after the opening. it is up 67 points right now. where it closes is what matters and we will keep an eye on it. oscar pistorius is a paradox according to his doctor. the defense witness claimed the blade runners athletic abilities were in stark contrast to his daily limitations. he is accused of killing his girlfriend reeva steenkamp. he claims he shot her by

accident. >> reporter: the south african olympic team doctor said today in court he was asked how can you say this man has a disability when he is one of the 18 fastest people in the world? the report was brought up again by the defense saying there are two oscars. one is an athlete and the other is a scared and vulnerable person and the notion of fight or flight was more pronounced to him because he was on his stumps >> fleeing isn't an option. he has no lower legs. so to flee is not an option. if one finds themselves without the ability to flee the other option is to fly and approach the danger in this is an und

understandable phenomenon. >> reporter: he also asked how he could be objective when he is still his patient and they all went back and forth and jumped to their feet and it was heated >> do you have a timeline in terms of how long this thing might last and we might get decisions? >> reporter: we thought we might finish today but now we are off tomorrow and back on monday and they recommend there maybe a break because defense is going to wrap about it and we could be two mosquinths away. >> okay. thank you for calling in from south america. you might think uncle camp would chose to no longer do business with the company that did the background check on

8:17 am
this week we have seen president obama take on what he calls a do-nothing congress saying he is going to act on jobs, the environment and also immigration without the congress. an opt-ed was written comparing him to a caged bear that can not take action. he wrote great presidency require congress and he has been clipped. this isn't about a president. but the nation as well. congress can't sit out a presidency and have the country
8:18 am
sustain itself. let's talk about this. ab, it is just about every president that has problems with congress, isn't it? >> that is right. usually in the sixth here they badly in the midterm and it is hard to find presidents who are poplar during this time. because president obama has taken the turn to bipartisan congress and say he is going to use his pen and phone to work around the congress and use executive action he is really giving the public the impression that he has kind of given up on the congress which is part of his job. they are a co-equal branch of government and he is giving up and leaving the building and going out for snack food and talking about anything but his job when he is at social gatherings it has been reported
8:19 am
he is planning his post-presidency and a move to new york and the message the voters are getting is he is fed up with the job itself and the best thing to do is try to be seen like he is work with the congress. get the war you want and you won't get the congress. president obama has been given credit by the public to be work with the other side even when they say no. >> he writes as an excuse for in excusable actions the republicans refuse to act because they see the president as the former constitutional law professor at war with the constitution. he uses sympathetic terminology there but he is wrong? >> i don't think he is wrong in the sense a lot of republicans and conservatives thinks
8:20 am
president obama behaves lawlessly with regard to constitutional amendments. i think they believe that because it is true. i have a lot of sympathy as i am a columnist and this isn't a particular good column. there is a long extended bear showing that obama is like a caged bear that is ready to pounce and it feels like when people say he is okay and all the way in the back of the race and runs fastest when he is behind or likes to be the underdog. the idea that obama is in a position of strength is bazaar and other worldly and the idea that it has all been the
8:21 am
republican's doing is nonsense. it start would the him getting greedy. he campaigns relentlessly d demonizing them and then he is shocked they don't want to work with him. >> it came out that ronald reagan has been the best president we have had in years and obama being the worst. he worked with tip o'neal and they got things done behind the closed doors. >> i think both parties are guilty of this. ronald reagan got a lot of legislation passed. we cannot get a highway bill passed which would be a horrible hit if 700,000 people were out of jobs all of a sudden. >> i asked you to a big question
8:22 am
and i don't have enough time. we will have to leave it there. thank you both. we will be right back with news about advances of the al qaeda inspired group in iraq. isis

sign a contract. pick a tie. take a break with mr. duck. practice up for the business trip. fly to florida. win an award. close a deal. hire an intern. and still have time to spare. check your speed. see how fast your internet can be. switch now and add voice and tv for $34.90. comcast business. built for business. right now there is word the firm that vetted nsa leaker edward snowden just got a new $900 million contract by the department of homeland security and the same company was accused of defrauding the government while carrying out background checks on millions of other people. "the wall street journal" reports that the company was able to win the contract because despite the shocking allegations it was never blocked from federal work.
8:26 am
the department of homeland security said it came after an 18-month review with the agency saying the company in question addressed concerns raised by the fraud allegations. tension is soaring between israel and palestine. israel launching airstrikes hitting 15 targets that belonged to hamas. and there are reports israel is moving tanks closer to the border and that is in response to the rockets from the palestinian territory. they knocked out power in parts of town but no injuries reported. and we go to another hot spot in the middle east that might have been overlooked as activist say rebels in syria are
8:27 am
switching sides to join isis and isis seized control of the syrian border in an effort to erase any separation from iraq and syria. peter brooks is here and he has a lot to say about this. >> good morning. >> let's start here. syrian rebels joining forces are isis, what does this signal? is this a recipe for disaster? >> isis is a huge problem in the region and i think it will become an international problem if they are able to consolidate the territory they have taken. taking territory is different than maintaining them.
8:28 am
s s shiite, sunni, al qaeda these may all operate against them. but for now things seem to be going their way. it is regional right now but if they are able to hold the territory it will expand beyond that. >> and not of the syrian rebels are joining force. it is smaller right now. what does this mean for the u.s. and what should the u.s. do? >> any time an al qaeda affiliate or inspired group is able to hold territory where they can plan, train and operate we should be nervous. you see the other news about the aircraft today and they mentioned syria and they mentioned some of these groups there and al qaeda in the arabian peninsula. so we should learn from afghanistan pre-911 that any
8:29 am
time a terrorist group has us in their cross hairs and is able to plan we should be concerned about that region and about the homeland. isis is no friend of the united states. >> i want to go here and i may circle back if i have time. reports are conflicting of reports of soldiers with the iraq army fleeing the post between iraq and syria with iraq saying it isn't happening. isn't the life pool of isis in syria? not iraq. so should u.s. and foreign leaders not take their eyes off isis in syria? >> absolutely. it started in syria. that is where they first took their land and territory and created a capital. a lot of fighters came in through places like turkey and they may have fighters from as many as 90 different countries. they have been in iraq for a
8:30 am
long time, too, in western iraq and now they moved into northern iraq. but syria and iraq have to be looked at together in some ways and separate in some ways. but this caliphate they announced and are establishing covers most areas and is a concern to turkey, iran, and eventually europe and the united states. >> peter, i havet on a scale of 1-10 are we safe here in america? >> i think we are safer than we were but still not safe. there are many threats out there we have to be worried about unfortunately. >> peter brooks, thank you so much. those worries are now felt in our country. why the fbi has arrested this woman for her possible connection to terrorist groups in the middle east they say. and plus, frustration hitting the boiling point capital hill.
8:31 am
lawmakers are demanding action about the immigration crisis among the southern border. will anything get done? will anything get done?

woman: this is not exactly what i expected. man: definitely more murdery than the reviews said. captain obvious: this is a creepy room. man: oh hey, captain obvious. captain obvious: you should have used hotels.com. their genuine guest reviews are written by guests who have genuinely stayed there. instead of people who lie on the internet. son: look, a finger. captain: that's unsettling. man: you think? captain: all the time. except when i sleep. which i would not do here. hotels.com would have mentioned the finger.

weather alert. hurricane watches and warnings in effect for the carolinas. arthur is gaining strength overnight and now on track to
8:35 am
become a hurricane two. forced evacuations on the outer banks in north carolina. it is threatening to create dangerous conditions along the east coast this holiday weekend. now there are now calls for action as the immigration crisis reaches a boiling point in this country. darrell issa and many other lawmakers are urging president obama to do something to stop the influx of illegal immigrant. mike emanual has the latest from washington. >> reporter: tension is building in border communities and with those being asked to deal with the surge of illegal immigrants and children. maritta, california has been protesting bringing the
8:36 am
immigrants in and that included stopping a bus that was filled with immigrants. there was a meeting to talk about the surge of minors and texas governor rick perry is going to testify and perry invited president obama to the border to see the problem for himself. >> those individuals concerned about the border the most important thing they can do is not offer public invitations but lend support to immigration reform. >> reporter: a group of 33 house lawmakers, including darrell issa, sent letters to him writing quote we call on you to end the programs that encourage young individuals to make themselves in peril and leave their homes and enter our country illegally.
8:37 am
>> he has advertised to the world if you a child and you come to the united states of america you will not be sent home. that is what is happening here. this problem exist specifically because of this president's failed policy. >> reporter: the president has expressed his own frustration after being told the house will not vote on immigration reform this year. >> thank you, mike emanual. and terrorist on the rampage in iraq maybe extended their terrorist agents to the united states. a woman was arrested in denver accused of helping an insurgant she met online. >> reporter: he -- she was arrested heading to turkey and
8:38 am
from there planned to head to syria. federal authorities became aware of her after a church pastor contacted the fbi about odd behavior he had seen during services. according to court documents, agents met with conley seven times and she said she was engaged to an isis fighter she met online and wanted to join him in the fight. the feds told her her plans were illegal but conley stated she will assist in whatever manner was needed and there was nothing they could do to change her mind. the pastor of faith bible chapel said when she started attending services she arrived in traditional muslim clothing and her behavior was alarming >> she was more hostile and then we came in and said listen, it is probably better you not come back. >> reporter: conley's parents
8:39 am
told the fbi they were aware of her conversion to islam but didn't realize she had become so extreme but her neighbors noticed something changed. >> anytime i saw her walking she would walk with her head down and covered. she wore shorts when they moved in and then all of a sudden starting wear thoses six months after moving here. >> reporter: >> reporter: she has pled not guilty to conspiracy to aid a foreign organization. to politics now and a new voting bloc that is emerging. single women. they could be key for democrats and democrats and allied group with stepping up to get the never married, divorced or widowed women but they face problem because many of these
8:40 am
women don't normally vote in non-presidential elections. let's talk to our guest about this. the thinking is, and let me through this out there to you, the thinking it is doesn't matter how old they were, if they were married or never married, any of this stuff as long as they are single women the thinking is they think in a block. do you buy that? >> no, i don't. i think it is a simplicit way to look at that. younger women tend to vote more democratic than older women and that is across the board married or singles. there are posters that will tell you who to target. and saying single women share the same at 85 and widows and 25
8:41 am
and single is simplicit. but they do tend to vote more democratic and the challenge is to make sure that base turns out. >> that is the other side of the coin. as a block they tend not to vote for presidential elections. is that why we are hearing so much misinformation about the supreme court decision this week? >> yes, but i can say the war on women acceisn't going to work b saying republicans don't like women or want to pay for contraception. people at the polls, married or single, they will vote their pocket books and maybe the fact they had a paycut and the failure of the affordable care act which hasn't been affordable. so for democrats to get out there, they cannot think, julie,
8:42 am
as women being monolithic. we are not. >> i will say to angela's point it is offense to say all single women care about is contraception. they actually care about a lot more. they care about the minimum wage when profoundly affects women more than men, they care about college affordability for their children and republicans oppose that. and yes, hobby lobby, while a terrible decision by it supreme court will motivate concern women to come out and vote for democrats because that is based on -- >> julie -- >> let me interrupt to read the line from the new york times talking about how democrats seized on the ruling. five men that family-owned corporati corporations don't have to provide birth control in their insurance coverage. that is what not what the decision was. the new york times gets it
8:43 am
wrong. >> my views about the decision -- my decision was corporations, which i didn't know had religious beliefs, but i guess they do, are able to discriminate on their beliefs. if you are a christian science and your employers get cancer you don't have to cover that. it isn't just about contraception. >> you are walking about one-issue voters. pro-life if that is going to impact me. same-sex marriage. you and are both are small business other thans, the backbone of the country, let's talk about the minimum wage and that might hurt more people. when people go to the polls they will vote wallet, pocket book and conscious. >> we will see what they do this time around. like i said earlier, the single
