north carolina as a category two. power was knocked out to more than 40,000 people. take a look at the scene. janis dean has a new update. >> reporter: 90 miles per hour sustained winds so still a category one moving northeast at 24 miles per hour. the center of the storm is well offshore. we will feel the outer bands and could get a swipe on cape cod throughout the evening. the outer bands heavy rain and wind. staying out of the water as well. so the rip currants are incredible and we will see a lot of high surf. your forecast radar here is it. still a category one hurricane moving quickly to the northeast. you know it is going to become extra tropical like a north

eastern storm. so it is good it isn't going eastward. but watching cape cod and maine and eastern canada needs to be on alert. all along the coast you will have beach erosion, high surf and rip currants so people are urged to stay out of the water on the fourth of july holiday. there are the peak wind gust. the strongest hurricane that has made landfall since 2008 if you can believe it. tropical storm forced winds could be felt along the eastern coast of massachusetts up towards maine and then exiting the northeast. it becomes extra tropical over the next couple hours loosing

characteristics and moving into eastern canada on saturday and sunday. tropical storm advisery and then toward canada where they will get the storm. the worst of the storm is offshore. saturday and sunday that is when we can have our bbqs. >> i don't remember hurricanes on the fourth of july. >> it is very early. usually late august-september. this is very early especially for a hurricane of this strength. >> let's not have anymore. >> i will see what i can do. north carolina got the brunt of this storm. at the bottom of the hour we will go live to the outer banks where hurricane arthur made landfall overnight.

right now in the east room at the white house president obama is attending a naturalization ceremony for undocume undocumented members of the military honoring soldiers who fought for our country despite not being citizens but that is about the change. ed henry is live at the white house. happy fourth, ed. >> good to see you. what is more patriotic than what you laid out. active duty military service members who haven't been citizens getting naturalized and there are veterans who are not active duty who will be naturalized as well. you have a white house being beaten up with the pictures at the border and they are shifting the focus away from that to something that is more positive

where the president can talk about the country being a nation of immigrants. republicans like pick perry says we are a nation of law. >> the president is committed to enforcing the law and we need to make sure the basic humaneitarian needs are provided for. >> the message is clearly. it isn't a matter of once you come into the united states you will be deported. this is you are not going to be coming into the united states. >> reporter: governor perry was talk at a hearing that house republicans held down in texas yesterday and they are saying that the president's executive actions going around congress have led us to this point in the crisis and the white house pushing back saying what needs to happen is governor perry needs to push republicans on

capital hill to work on immigration reform with the president. both the president and house republicans are digging in their heels on the immigration issues. we will see it play out as the mid terms elections approach. bloomberg news saying progressives are running against a do-nothing house and conservatives are framing the president as so incompetent he has to bend the law to get his agenda. jonathan alan is here and too early to say which side benefits from what the president is deciding to do. he said he's going to do whatever he can do change immigration law. >> the president doesn't have a great option. you have tens of thousands of people, children, coming across the border and this crisis that we have spent tens of billions

trying to secure the border. if he sends people back and that is his intention. if he stregthens the border he is going to anger the folks in the democratic base that would like to see him go more toward welcoming immigrants into the country. there is still a real battle with immigration in this country and it has been going back to the early part of the last decade and it will continue through the mid-term elections and possible into the 2016 election. >> when the president announced children brought as illegal immigrants and their parents brought them here and they would be allowed to stay. isn't that what prompted the current crisis?

>> it is apparent there is an incentive for people in central american countries to send their kids into the united states and hope once they get over the border they will be allowed to stay here. what the president's message is that is not the case with the folks flooding across the border. but there is an incentive there and i have not heard a strong argument other than getting a comprehensive immigration law that counters the idea that the president's executive action has been a factor in this. >> there are a lot of republicans and some democrats that claim he is abusing his authority in trying to, you know, go around congress and change the immigration law on his own. >> and i expect to see more of that, not less of that, in the future. we are expecting to hear as

early as next month new executive orders that would address classes of immigrants in the country illegally. he is getting a lot of pressure from immigrant rights groups to chip away at the pieces of the comprehensive immigration legislation he hasn't been able to get through congress and we saw the supreme court start to rein in the president on this executive actions. we saw just a couple weeks ago on recess appointments that the supreme court saying the president doesn't have the right to make recess appointments while congress was in session that he tried to do a year ago. >> the battle royal is coming up until the election. thank you, jonathan. >> happy forth to you and all your viewers. more tension in israel with security beefed up in and around

jerusalem today. tear gas fired on palestinian demonstrators after days of protest ahead of the funeral for a palestinian teenager which was just held. he was kidnapped here his home in palestine and they believe it was revenge for the teens found in the west bank this week. david is live with the latest. we have been hearing explosions and what sounds like gunfire, david. whauz what is going on? >> reporter: you are hearing shot grenades by the israel police. the conflict on the street of jerusalem is hitting a bit of lull but that is comparative. as you can see there are burning

tires in the streets of jerusalem. you can see right behind me about a hundred people from where i am standing, israeli police have riot gear on, shields and body armor. and you can see in the distance, if my photographer can see it, something you don't often see flying is the palestinian flags about a few hundred yards away from the position of the israeli police. throughout the day at this specific location and others in jerusalem there rehabilitati rehabilitation -- have been -- a number of clashes.many palestin was a revenge attack for the murder of three israelis. the israeli police haven't

released a motive or provided information about a suspect. many israelis say it is possible it was a criminal attack. the violence on the streets of jerusalem is still taking place. some of the palestinians throwing rocked landing a few feet from us. and in southern israeli the defense forces have beefed up along the border to try to deter rocket attacks from gaza. it does appear to some extent that has been affective. there were about a dozen attacks we are told today and those are the stun grenades you hear being fired. you can see the police moving further down the street

the good people of the phoenix area are dusting themselves off after getting slammed by a dust storm. look at the massive wall of dust. it spread out over huge chunks of the city grinding traffic to a halt and forcing airline toes divert a number of flights. it came with winds up to 50 miles per hour and that is what kicked up the dust. powerful enough to knockdown trees and powerlines and it was the first of the monsoon of the city. mid-term elections are a few months away and democrats are using energy change and climate change to fire up the base. will that be enough to hold the senate?

or will rising gas prices and economic be more concerning? >> the jobs and economy problems are a higher priority than the energy or immigration for that. but with the temperature and gas prices rising, the summer heat and travel season, it is worth noting the highway trust fund is running out of money and democrats are buzzing about energy and the environmental policy that goes along with it. in louisiana, the senator backs the keystone pipeline and her colleagues and president are not interested in letting her bill go to the floor for a vote. and her rival is now in a dead heat and pounding her for being ineffective. and in alaska you have a democratic center who supports expanding energy in alaska but

finds himself at odds with the party and the president that he is not interested in campaigning with him. there are four members who are all of the above type energy guys and they are looking to out baggage. and colorado senate proposes the pipeline and proposed a ban on fracking. they are trying to expand the liquid natural gas export on the opposing side and they are neck-and-neck. democrats are looking for ways to get the voters fired up but they impose the expansion which puts targets on people's back in louisiana and arizona and gives the gop a much better shot at picking up the seat in the senates they need.

is to solicit support from those effected. for political support to the sunnis inside iraq so they can reach out and bring them back in to the fold and military assistance. we should quarterback the effort because there is no one else to lead it but we should not be doing it my ourselves. so a comprehensive plan to deal with isis in the long term is conceivable. >> are the allies willing and able to support whatever the u.s. might quarterback? whatever plan the u.s. might quarterback? >> yes, i think most definitely. many leaders have spoken to them and the fact of the matter is they are very concerned about this threat. they have been very concerned about it for some time. we have been in denial about it.

the recent study identified the fact there has been a 58% increase in terrorist organizations in the middle east and north africa over the last four years and double the amount of terrorist. so they are very much aware of the threat. they have been so frustrated with us because we have disengaged from the east and we have not been involved and kept our eye on the ball. the pain of iraq and afghanistan drove the administration to disengage and now we are being driven back in. our allies will be there. >> but the president said we cannot keep invading other country that harbors terrorist networks and believing we can sustain that is naive thinking. do you think providing aid to the troops in the various countries we are talking about, throwing more money, do you

think that is a feasible approach to ward off attacks on the homeland and in the middle east? >> certainly. i don't know of any person that represents that u.s. troops be involved in dealing with radical islam in every one of these countries. so that is a false choice that the president is talking. i believe how we dealt with another ideaolgy in 20th century commune can be a threat here. we deal with the allies like they did in europe. political alliances. be get a strategy to contain it and then eventually defeat it. we use common intelligence, technology, training, and we do some of the things the president mentioned. the problem he has is it isn't a

organizations. we have our panel here and heather, i am starting with you. we are talking about the 6-3 temporary ruling. does it signal what is in store were the second round of legal battles expected to take place in the fall with the supreme court? >> you have the three women saying this is taking away women's rights in favor of religious rights. you will see this coming ahead before the supreme court for sure. >> i want to have you talk about the case as to how it impacts women's right and the right toes maintain religious briefs and practices. >> i don't know it is going to impact women's rights because if you think about it the court in this case, i think it is obviously another blow to obamacare and the contraception mandate and that is we respect

people's religious beliefs in this country. so the court is saying this non-profit doesn't have to comply with the contraception mandate or the exemption. they are not required to fill out the form that goes to third parter insurers who provide the contracepti contraception. i think it is the right ruling >> heather, we'll wrap it up and all three female justice responded with a 16-page descce that accuses them of back tracking. what do you say about that? >> the hobby lobby decision was was a compromise and now the court is throwing that away. luckily this is just an injunction but it is a dangerous ruling. >> okay. thanks to both you.
