miserable for thousands of americans, sweating it out without ac. arthur is speeding up the east coast as a category 1 storm could make for a soggy fourth for millions, but arthur unleashed the worst fury along the north carolina outer banks overnight. extreme winds snapped power lines. storm surges flooded neighborhoods, and families who planned on fun in the sunned a their vacations watched it. forecasters watch the bad weather is not up. beach-goers up the coast could face dangerous rip currents and surges. jonathan, how is looking there in the outer banks? >> john, it's amazing how quickly things return to normal. the sun is back out. that's attracting tons of beach-goers, you can see kids in the shallows-not going in deep because there are still the potential of dangerous rip currents but more experienced swimmers, such as these surfers, have really been enjoying higher

opposite side of these barrier islands. the sounds flooding areas. sections of highway 12, the major thoroughfare through the outer banks, that got sand and other debris washed up on the highway, cape hatteras, or hatteras island, has been temporarily closed off from the rest of the outer banks while crews inspect roads and bridges. but as far as structural damage, even though it was a category 2 storm, maximum winds of 100-miles-an-hour but barely even shingles are missing so people are just amazed and they're saying could have turned out a lot worse. listen. >> happy fourth of july. this has been actually a very good day. there have been no casualties or serious injuries reported. and that was our number one goal

so that puts a big smile on all our faces. >> yes, they're smiling indeed and getting the word out that the outer banks are back open for business on fourth of july weekend. john, back to you. >> that guess to see. i love the carolinas. thank you. an update now on arthur's next move. let's bring in andrew baglinni. where is arthur headed now. >> right toward coastal new england. my big concern now shifts around nantucket, cape cod. the worst of the storm is behind us, it's a category 1 hurricane turning up the eastern seaboard, 125 miles east of atlantic city, new jersey. outer rain bands have been heavy so flooding is a huge concern, especially around coastal new england. all this tropical moisture running into a stalled cold front and they're producing very heavy downpours, thunderstorms a big turn here. but it's going to pub up toward

the north and east, into cooler waters, and weaken. so that is some good news. but again, impacts are not done yet. behind it we have been clearing out toward the jersey shore, but later on this evening, around 8:00 or 9:00, the center of circulation, 50 miles off the coast of eastern massachusetts. trying tropical force winds so we could see areas of flooding and beach erosion so a pretty bad situation. but it's especially the rough surf and the strong rip cup that are my concern throughout the weekend. >> people are at the beaches, obviously, for the holiday weekend, but even inland, how is it all shaping up? >> inland we're dealing with a lot of rain, still, one to two inches. farther inland conditions not as bad. but my big concern into saturday, shaping up to be a beautiful day, a lot of sunshine, a little windy in

coastal new england, but a lot of folks want to salvage the holiday weekend and get out to the beaches about i want to stretch, even though by tomorrow morning, arthur a tropical storm and into atlantic canada, we still have the rough surf to deal with across the northeast and the rip currents. use extra caution. >> we like seeing that sunshine on the map. thank you. more on hurricane arthur as it develops. first, growing wildfire has forced officials to cancel fourth of july celebrations in a historic gold-mining town outside san diego. flames destroyed two homes and are threatening hundreds more in the town of julian. the wildfire one of several burning across california right now. officials say a fire in napa county has destroyed two homes and has grown in size to more than six squares miles. they say the flames have been burning away from the vineyards. a disturbing new clue in the desperate hunt for a missing mother to be. vogtors say they found the pregnant woman's abandoned car.

sheriffs officials say eastern core win's car showed up in california. her husband reported her missing last week. he said his wife disappeared while driving to scope out a nearby forest for a future family outing. searchers have been combing the forest for any clues. >> we're tracking the case of the father accused of leaving his son to die in a hot car, and today word that he told relatives what they needed to do to collect life insurance on the boy. that's coming up.

the father accused of leaving his 22-month-old son to roast in a hot car told family members how to collect life insurance on the child. that according to a newly released search warrant in the case. at a court hearing in georgia yesterday, detective testified the father had been exchanging lewd text messages with several women as the boy was dying in that car. the detective added that the father was also contacting at least one underage girl and had researched how to survive in prison. prosecutor says the man intentionally left his son in his car for seven hours while he was at work. this as temperatures climbed into the 90s, turning the car into an oven. the father told police it was all an accident, that he simply forgot to drop his son off at daycare. search warrants also show he and

the mother had repeatedly researched hot car deaths online and told investigators that leaving his son in a hot car was his biggest fear. the detective testified the father was living an entire second life with alterat per soap nas. prosecutors say he was unhappy in this marriage and wanted a childless life. paul miller, what is the most incriminal -- incriminating. >> the fact you have him talking about life insurance with his child dead no more than five hours is up believable. unbelievable. when you look at the facts, look at is this way. you have an individual who is too stupid for words. a person who leaves a child in a car for excess of seven hours, just because they forgot, makes him one over the stupidest human beings on the planet. >> event went back to the car, opened it up, and put something

citizenship ceremony at the white house. 25 current and former u.s. service members from 15 different countries took the oath today. they signed up to defend the united states despite not being citizens. the president has signaled he will take action on his own if congress does not pass an immigration bill. many republicans say the feds first need to secure the border, coming amid the recent surge of illegal immigrant children streaming across the boredder into texas. ed, how is the white house fighting the criticism? >> it's clear what the president was trying to do today, was to shift the focus of the immigration debate to beautiful pictures of patriotism. you have these american service men and women who have been defending america even though they were not citizen yet. so he was here hosting this naturalization ceremony, and he made clear that he wants the focus to be on this rather than those ugly pictures at the border of this crisis playing before our eyes. the president reminding

wednesday. rescuers using picks and shovels and have sent food through holes they drilled into the rock. no word on any injuries or what caused the mine to collapse. a dust storm in phoenix forced officials to delay dozens of flights last night. strong wind gusts knocked down trees and power lines. power officials say 25,000 customers lost electricity. and the billionaire consecutive publisher richard mellon died this morning, one day after his 82nd birthday. he was heir to the mellon banking, foil, and aluminum fortune but better known for donating millions to conservative causes in the 1980s and '90s. he died after a battle with cancer.

suffered damage from the storm. the governor says crews hope to have the bridge and the island's highway open by tomorrow. flooding from the storm is starting to recede and power crews are starting to get electricity returned to folks along the outer banks. something that cannot come soon enough for people going without air conditioning as temperatures soar into the 80s. peter doozey is live -- doesy -- >> it's hard to believe that it is the fourth of july at a popular east-coast beach spot. you look around, 81 degrees. skies are blue, but there's really nobody here. the cat gore 2 hurricane seems to have kept most people away during what should be just about the busiest time of the year here in nags head in the outer banks. it's very interesting. it was crazy overnight. the eye of arthur actually passed right over the deck where we are staying, so for about 45

minutes in the mid ol' of category 2 hurricane there was nothing, no rain no wind, but before too long, 100-mile-per-hour winds were howling through again and a big storm surge was pushing against the shoreline here and along the sound. some pretty bad flooding along the sound, especially along major roadways. by now most water has receded. officials expect it 250,000 people to come here to the outer banks this weekend to vacation, a place where only 57,000 people live permanently, but you look around, doesn't seem like that many people made the trip. although, john, it is only friday. >> that's for sure. any reports of injuries or trouble? >> john, no serious injuries reported no casualty reported so the governor in north carolina says today is a good day at first light, though, it was way too soon to tell. there was a great urgency with the crews who were getting out

to quickly assess any damage or injuries reported. people were being told to avoid flood water because officials were worried itself might be milked with overflew sewage, and people were told to stay off roads, they've should go on social media and click on a pain that emergency officials tweeted out that districted them to a link of live traffic cams so basically, welcome to 2014 hurricane season go on, see if the road you need to take are washed out or not. the only real thing affecting people is the rip current. you can see they've got a red, no swimming, flag. telling people not to get in the water or do it in front of a life gord but so far the only people we have seen brave enough to go in, have gone in ankle deep and then run right out. >> even that can knock you over. thank you. fourth of july celebrations

wouldn't be complete without some fireworks. to -- folks are gearing up for show across the country. one of america's grandest is the macy's fourth of july fireworks display right near new york city. here's a look at the event in previous years. this year the fireworks will explode over the east river for the first time in five years. we're live in lower manhattan. so, tell us more about these big apple fireworks, brian. >> that's right. over the last five years it was on the hudson river but now it's back where it has been since the beginning, on the east river, with the brooklyn bridge as the backdrop and the skies of manhattan. this the biggest in the country, 54,000 fireworks, 1600 shells per minute to give you some perspective, 16 shells, three times as many fireworks used for

an average local show, so it is a grand spectacle. three million people -- up to three million people expected to line here in brooklyn and queens and man at that time handto watch the big -- manhattan, and up to eight million people watching on tv. so things are set here for it to go off, from barges on the east river, and rain or shine you can expect the show to go off after 9:00 tonight. >> and there's another big fireworks show near the statue of liberty? >> you see a lot of people don't think about the other show because of the big macy's show. ruth over here behind me the statue of liberty will be lit up, 11,000 different fireworks, a 20-minute show around 8:00, and it's actually being done by a family which is an american famous fireworks family. the first family of fireworks, and what they have dunk is put on an incredible show with the statue of liberty behind us. talking about a computerized timed-out show that will be

al qaeda in the arabian peninsula has been fond of trying this approach, and in fact they succeeded. they did get the underwear bomb in detroit. just the bomb didn't go off. how concerned are you they developed this undetect able explosion. >> i it has been a long-time coming and has been speculated, that you could surly plant a bomb inside someone's body and wouldn't be detected by the magnetometer or imaging systems as airports, which just look at the outside of your skin so it's real concern, especially coming at a time during the syrian civil war, which has spilled over in iraq, where you have a growing number ojihadists who can get on flights to the u.s.

>> just because their passports don't get the same kind of scrutiny? >> i think so, yes. if you look at -- in fact americans have gone and fought in syria, may not have nope or intentionally they were fighting will al qaeda, a number of these people have been charged but you're seeing in the german press, the french press, british press, you have a number of people who in fact are western, of european descent who are fighting with other middle easterners. >> the suggestion -- the saudis almost lost their defense minister a couple years back to somebody carrying a bomb inside their body. it wouldn't be out of the question, i guess, for somebody to do something similar, and actually be able to bring down a plane bound for the united states. >> that's right. and it speaks to the reason, in the u.s., as in many military and security applications also

at parents, we have such a reliance on technical means of detecting bombs, explosives, weapons, things like that, magnetometers and imaging systems, x-rays for baggage. the west may need to rely on a combination of technical means and making a subjective assessment, talking to every passenger, not with obvious predictable questions, because even someone who is a trained killer, if you have a bomb, a ticking bomb inside your body, you're going to behave differently, and they need to have more people who are able to train that. also, frankly, need to look at people's travel habits, and this does raise the question -- there's been a big debate about nsa surveillance and guantanamo and enhanced interrogation, but if you don't want be to in a purely defensive posture and don't want to rely solely on hassling travelers you want to detect these people. >> they hate us for our freedoms

and if we want the freedom to travel around the world, when these things happen, we have to soldier on, not give in to the threat of terrorism. that's what it is all about, scaring people. >> that's right, i think, and also you look eventually underwear bomber, the gentleman two tried to take down a northwest airliner over detroit, who had a bomb on his body. it was actually alert pawnings who noticed him acting strangely and who took it on themselves to defend themselves. one other point here, we used to have a view, and many in this country, that we should be on the offense against terrorism. the previous president bush was criticizedded for saying we should fight them over there sew we don't have to fight them here, but does bear taking a look at when terrorists are not on the defensive if they don't turn to the offensive against us, and if you look at the terrorist entity comes together in iraq, they really have sent

out a clarion cal they're going to push aside al qaeda, going to focus on this much more so than frankly the taliban did in afghanistan. so, might be time with these new threats to look at going back on the offensive against terrorism. >> thank you. an american war veteran who lost his arms and legs while fighting four our country in afghanistan, says he is preparing to receive a rare double arm transplant. the marine seen here with his fiancee says a team of doctors will work for 16 hours to perform the surgery. jennifer griffin is live in washington with that. jennifer? >> we have been following sergeant john tech since he legislate bethesda naval hospital four years ago. we were with him when he moved into the first smart home, and now we're documenting as he prepares for this cutting-illinois do you are double arm transplant in boston. he was serving in afghanistan

when he became a quadruple amputee. >> we were knocking on everybody's door, we're their help you, turned around my sergeant, took a step, and just, wow, just couldn't hear anything after that. i was instantaneously a triple amputee. i was just feeling this immense amount of pain and burning, just like, yep, this is it. i was like, don't want to die here. i can't die here. wake up, two and a half months later in bethesda naval, found out i floatlined three times, once pronounced dead, had over 28 surgeries. >> he has come a long way since he was first injured, and before he was put on the tran plant list he wants to get married.

he plans to marry his fiancee, stacy elwood, on november 1st. they met on match.com two years ago. she is an ucu nurse, has three children, which john has adopted as his own. >> we met on match.com. i think i sent her a really short e-mail saying, hi, my name is john, i'm a quad amputee. here's what happened. i'd really like to get to know you, and maybe meet for drinks and talk. apparently it was something a lot better than that. apparently something more sweeter? something that had more of a meaning to it. i guess i charmed her or something. still trying to figure that out. >> he sent me a beautiful message on match.com, telling me his story, being very candid, he told me exactly what happened, and didn't hold anything back, and he was very sweet and very honest.

facebook messed with people's minds, altering many of its users' news feeds for psychological experiments and did it without getting their permission, according to a complaint, a digital privacy group filed with the ftc that group is now asking the feds to punish the social media giant, according to the complaint facebook researchers changed the news feed of roughly 700,000 users to reflect positive or negative posting, all part of a

human emotion experiment. a former member of the company's data science team says researchers conducted tests with little oversight. we reached out for a response. a facebook spokesperson says, quote, we're confident our policies and practices complied with the law in all respects. but did they? anna ma rear joining us, a former federal prosecutor. they would apparently feed happy words to some people, feed negative words to some people, and the intent was to see what the affect was. how much trouble are they in? >> it depends. if this was information that the user thought would be kept private, and according to the agreements with facebook, looked like would be kept private, then facebook could have a big problem. facebook entered into a consent agreement back in 2012 with the ftc, saying they bike sure they kept everybody's information private. if it is true this information

people out there are going to look to this company with very deep pockets and try to electricity. how do they prove their case? what do they say? i saw a bunch of ice cream and made me sad? >> it's very difficult because you also have to show not only that i would think that you were one of the people somehow affected by this, but also some people have a public profile, so they allow everybody to look at what is on their profile. i have a private profile for just my friends. but people have a different way. so if you're somebody who has a public profile, how can you claim you were hurt by this? that's one of the issues, who there was a violation of any privacy. if the only looked at profiles that were public, there wouldn't be. one of the things this company that has -- this group that has filed the complaint is asking for is actually for facebook to say how they determined what is on their feed. that is a whole other question. >> i have a public profile. i'll have 0 to see if i was sad on those days. toronto's crack-smoking
