was good too. four brands, four ounces would cost 20 bucks. and erin says it's an awful idea. who's going to police it? they say they're going to monitor it. thanks for watching. here's shep. >> thanks. there is breaking news out of jerusalem. we have just gotten word that an explosion has just happened. our crews there just heard it and now air raid sirens are going off. all of this as our crews listen and just hours after a rocket reached tel aviv and israel put hamas on notice. rallying troops for possible deployment. both sides closer to the breaking point, closer to ground war than we've seen in years. just hours ago air raid sirens sounded across israel's commercial capital of tel aviav. a rocket was blown up over the city. that is the deepest that the palestinian militants have
12:01 pm
penetrated in fighting, the hundreds of rocket strikes in just days. now they have deployed troops to the border. they've already sent more than 1500 reservists and another 40,000 are officially on call raising the very real possibility of a ground assault. the fighti inshatters two years relative calm. of three israeli teenagers. in a suspected revenge attack, several israelis abducted a palestinian teen, beat him, set him on fire, and left him to die. gaza reacted with more fire. and it triggered a deadly back and forth that escalated by the hour. crowds of screaming people in the gaza strip scrambled for
12:02 pm
cover as blasts hit palestinian cities. c cameras caught bloody survivors putting burn victims on stretchers. the attacks killed at least 15 people. we'll show you where this is happening. you can see the gaza strip looking west towards the mediterranean sea. and these are the towns that have been affected. israeli freedoms have attacked homs. those red dots, the red explosions you see all over is where palestinians have fired their rockets including nuseirat and sderot. an to invade southern israel by sea. they say they killed four of the attackers who came ashore. now the united states is responding. president obama wrote an op-ed for an israeli newspaper and
12:03 pm
called this a dangerous moment, which no doubt it is. the president wrote all parties must protect the innocent and act with reasonableness and restraint. not vengeance and retribution. the president went on to write that peace is necessary and possible. but today a senior israeli lawmaker says there are no plans at all for peace. not on the table today. he said that the fighting will not end in a day, and that this is just the beginning. david lee miller is live in jerusalem. it's my understanding you heard an explosion. what do you know? >> reporter: shepard, for the first time since this current conflict got underway, the city of jerusalem came under rocket attack. it happened literally seconds ago. i could see from my vantage point overhead at least what appeared to be two rocket interceptions in the city of jerusalem, populated areas. by our estimate -- this is only a rough estimate -- there were at least five interceptions
12:04 pm
around the city of jerusalem. again were for the first time now since this conflict got underway -- i'm not getting confirmation. there were five interceptions. the missile defense system is designed to target these incoming rockets that are going to land in populated areas. and that's exactly what happened just a few short moments ago. but it looks like jerusalem as well as the rest of the country faces a very long night ahead. shepard. >> you know, the last time there was a ground assault, there was a callup of 30,000 israeli reservis reservists. i wonder what you're hearing there about the real possibility of a ground invasion. >> reporter: at this point in time, most of the analysts would say it is not likely we are going to see a ground incursion. yes, the israeli government has said this is going to be an ongoing offensive.
12:05 pm
they have said that 40,000 reservists have been called up. of those, only 1,000 have actually been mobilized. so there's a message here for the israeli public to know that there could be a lengthy conflict at hand, but there's also a message here, shepard, for the leadership in gaza of hamas. the israeli government wants hamas to know that it is serious that the rocket attacks do not end, there will be a ground incursion. but that doesn't necessarily mean soon. and lastly and very quickly, let me remind you that in 2012 the last time there was a conflict between israel and hamas in gaza, israel made the same type of threats. there were tanks and troops at the border, but there was a truce without any ground incursion takes place. the question now, will history repeat itself? or will there be a ground incursion? right now it's too difficult to tell. >> david lee miller in jerusalem.
12:06 pm
we'll talk about the difference between then when there was no ground incursion and now, because the differences are significant. michael singh joins us now. he's a former director at the national security council currently director of the national institute. i think it's worth mentioning now, we first got word of the interceptions of the rocket within seconds of going on the air at 3:00 eastern time. that's 10:00 p.m. local time in israel. that's when the local news comes on. could that be happenstance? could be. one thing we've learned over there is there's no such thing as happenstance. ha massachuset >> hamas in response to what israel is doing, it's fired the rockets as far as tel aviv and jerusalem. in jerusalem, the population is mixed. and so these rockets which are inaccurate could land in palestinian urban areas.
12:07 pm
just like in 2008, just like in 2012, hamas is sort of ready to sort of test israel push this further into israeli territory. >> a friend asked me today why would hamas do this now? what does hamas have to gain? >> it's a combustible situation there right now. you've had horrific killings on both sides, the breakdown in the peace process, and of course you have the situation in the region with jihadist groups on the move and perhaps for hamas there's a little bit of desire to sort of pull the attention back to itself and away from some of these other groups. >> there's a situation now different than 2012 that is concerning to a lot of analysts. it is that the israeli government is facing a lot of pressure from the right. a whole lot of pressure. people whose word now is go in, stop this now. and at the same time, hamas faces a lot of pressure as well for more radical extremists who have sort of taken over the spotlight. you thought hamas was radical
12:08 pm
four years ago, now there are others more radical. >> i guess we'll see. i mean, the question is can hamas be deterred? one of the objections in this is not to just eradicate some of the hamas capabilities but to deter hamas from doing this again. we're only in the second day. the pillar of deference went eight days. so i think it's too soon to tell how hamas is going to react here. >> and that ground incursion in 2008, i think history reflects at the time it did not go well for israel. it went poorly. >> any time you go in on the ground, there's going to be higher cost on both sides. you're going to find yourself in a situation that may be difficult to extricate yourself from. again i think this will be a big decision for israel. will it go in on the ground like in 2008 or just an air campaign? >> if so, would you suggest it be soon? the rhetoric has suggested it's
12:09 pm
nowhere near over. >> i don't think it is near over. last time was over a week. the time before that three weeks. and when exactly that decision would be made and sort of how it's made is a tough question to answer right now. but i think that, you know, israel has to have clear objectives. i'm sure it does have objectives in mind. and the question is what will it take to accomplish those objectives? >> i wonder what they have. michael singh, it's nice to talk to you. thank you very much. we'll go back to david lee miller if situations change in jerusalem. we'll keep it monitored throughout the afternoon and evening here on fox news channel. here at home, what president obama calls a humanitarian crisis at your southern border. the president is now officially asking congress for billions of taxpayer dollars to try to handle it. the fed says tens of thousands of children have come to america without their parents. the details of president obama's plan from the white house, reaction from capitol hill and beyond. this is the fox news desk.

the white house is now asking congress for nearly $4 billion to deal with the refugee crisis on the u.s./mexico border. this comes as the president is about to head to texas where he's set to meet with governor rick perry there. but for now the president has no desire to visit the border. more than 50,000 children have come to our country without their parents since october.
12:13 pm
the white house says $3.7 what are they hoping to gain on this? >> governor perry has been a frequent critic. has suggested that the president has failed in terms of border security. even hinted they wanted this to happen, bring in more illegal immigrants and force republicans' hands on immigration reform. the white house has obviously rejected all that from governor perry. but they perhaps are tired of the political sniping, all the
12:14 pm
attacks they received -- the president has -- about how he'll be spending time in texas. quote, the president would welcome a meeting with you while he is in texas. in addition he asked me to invite you to join him for a meeting to discuss the situation on the border with faith leaders and local elected officials in dallas on wednesday. that includes hiring more i.c.e. lawyers, immigration judges. the goal there would be to move some of these cases along. because the white house says their hands are kind of tied by a 2008 law that says they've got to go through a long process to see if these kids deserve asylum and be able to stay here. >> the fact is this is more refugee crisis than it is border security. those who suggest otherwise -- informs others who suggest otherwise are being disenjen use. this law goes back to the bush administration. that it was unanimous in
12:15 pm
congress. and it requires that every single one of these kids get a hearing to decide whether he or she should be deported. thattic tas time and that takes judges and all involved know it. >> that's right. now, the refugee issue is a complicated one as you suggest, more nuanced than we've seen in the political debate. you now have u.n. officials saying these kids should be declared refugees and thus should get asylum and stay in america. there would be a lot of conservatives upset about that if it happened. the reason it's complicated is to prove there are refugees that are fleeing an armed conflict, there's no evidence they're fleeing an armed conflict. they're trying to get a better life, but whether or not they're refugees -- i asked josh that question today and he doesn't want to pre-judge it. because of this 2008 law, they've got to let these cases go through the process and see whether or not they qualify as refugees. the white house just doesn't

know right now. in the meantime, the president is getting walloped on this. >> good to see you. safety at the atm. man, there is a new problem out there. and it's a big one. thieves at the atm, criminals now using credit and debit card skimmers, they're so tiny they're all but impossible for you or me to spot and they can get everything in your account without you ever knowing it. we'll explain how to protect your accounts. plus the airline safety video stars super models in bikinis. better believe it's caused quite a -- look at them. that somehow is controversial and we'll show it to you next. 12:20 pm
19 minutes past the hour now. careful at the atm. there's a new threat to all of our accounts. it's now much easier for thieves to steal debit card information thanks to skimmers that are nearly invisible. it comes from the security experts in europe. let me show you this. here it is. we've all seen them everywhere. nothing suspicious on the outside at all. but you put your card in the slot, enter your pin, and your information may now be in the hands of identity thieves. according to researchers and this is their logo. they're got at this. skimmers are now smaller than ever and much harder to detect. here's what the old skimmers used to look like. they fit on top of an existing card slot. so all of this sits on top and the skimmer's in it. the new ones are small enough to fit inside the slot. so you don't seed a cover or
12:21 pm
anything else. and the new skimmers could end up here in the united states some time soon if they're not here already. so our cyber security analyst, ceo of cyber and consulting firm the whistle group. this is troubling. >> absolutely. things so small you can't even tell. >> and they're recording -- once you swipe, they can record what's not only on the magnetic strip, but the pin i punch in. >> what's in the card slot is a camera. so it can see you enter your pin. >> can i look in the slot and see it? is there anything i can do? >> you jiggle the slot. if you see anything kind of moving, something is up. the best thing you can do is cup your hands over the pin key pad. that obscures the shot of you. >> with this skimmer they're recording the camera that's already there. >> they've installed another camera on the card in the slot.
12:22 pm
>> as long as you cover your hand, you should be good with the pin. it's weird they're not here at least we know of. >> you know what? in europe they actually started the technology, and then what they do is call up someone here to make the card because here we don't have that chip that protects you. >> over there, if anybody's gone to europe or anywhere else besides here, that little chip that's probably on yoamex cardsf you have it, it changes the whole world. you have to have information in the chip and the pin. >> exactly. that extra bit stops the copy of the card. >> don't understand why we don't have that chip in the united states. they decided it would cost a little bit of money. them losing money would be worse than us losing money. is that fair? >> they lose a million bucks a year.
12:23 pm
they say it would cost more for that technology. it's better for them. >> but it's getting to the point where they're losing more and soon we'll all have chips in our cards. >> people are coming up in arms because you can steal someone's identity this way as well. that creates more liability. so the cost to them is increasing. >> hide the key pad when you punch in your pin. all the time. >> just cup your hand over the key pad definitely when you're in a situation where your gut says this is not an atm you use frequently. >> thank you. >> you're welcome. supermodels on a plane. one airline got plenty of attention after it hired supermodels to strut around in bikinis for a safety video. some critics, of course, called it sexist and now the airline has made a change and sarah's over here with some of the details. i guess if you want attention, add supermodels and stir. what you got? >> air new zealand is the one that did this. they teamed up with sports illustrated. some people weren't happy. they said it's too racy. but you can be the judge.
12:24 pm
>> -- jackets are inflated by pulling on this red tag. ♪ >> this would make you watch? >> it would make you watch. i mean, people who doze during those in-flight safety instructions might not with this. but air new zealand took this down over the weekend. >> and they added babies. that's how it goes for television. >> they cover all the safety bases. they say taking it down had nothing to do with the complaints. it just ran its course. >> how long did this course run before they took it down? >> they have one with bear grylls up for a couple of weeks. and this one they just took down. >> all right. air new zealand. they gave it the college try. >> gave it a shot. >> thank you, sarah. urgent news coming in, continuing coverage of the air

new video just into fox news of intercepting a rocket from gaza. hamas reportedly fired a rocket to northern israel in the deepest strike of the attacks from the gaza strip. you can hear the air raid sirens in the background. listen here. [ sirens blaring ]
12:31 pm
jerusalem just to the northeast of gaza. military officials in israel say they also stopped hamas fighters who tried to attack by sea. the israeli military has hit more than 100 sites in the gaza strip today alone. and 40,000 reservists are on call for a possible ground invasion. let's get back to david lee miller. i'm getting this report, a newspaper reporter there is quoting israel's channel 1 saying one rocket struck in a jerusalem suburb. what do you know. >> we're prohibited from listing locations. but there are reports saying one of the rockets hit apparently an empty house. the police in jerusalem cannot
12:32 pm
confirm this report. but as you mentioned, we are hearing this from local media. just a few minutes ago -- about 25 minutes ago here in jerusalem we heard the air raid sirens. and then overhead we saw what appeared to be five rockets intercepted. what's important to underscore here, they were all intercepted by the iron dome missile defense system. without that system it is very likely we could seen very serious injuries. in just the last few minutes since your show got on the air, there have been approximately 30 rocket attacks alone fired from gaza. they say they have more surprises in store for israel. so the country here, very, very much on edge. >> david lee, so that our viewers understand, these are the rockets that can't really be guided. they just sort of fire them off
12:33 pm
indiscriminately or is this a different kind because it's gone farther? >> this is a variety of different rockets. but they are essentially unguided missiles. they are fired by the militants and they can't be very well targeted. they said earlier, hamas, they were going to target the airport, but they really don't have that capability. they sort of cross their fingers and fire these rockets. but so far today alone we've seen more than 100 and only one light injury was caused by the rockets. someone had a shrapnel wound to their foot. the iron dome system, very successful. >> david lee miller live in jerusalem. i should report this as well. earlier we received official word that the israelis had intercepted a -- some sort of rocket over tel aviv. this is brand new and we just got it. a source of one of our producers
12:34 pm
on the desk behind us and a good source, trusted source says that he just heard approximately four explosions over tel aviv. look at the map. you can see why this is so significant. for one thing, there can be a war going on in israel's south and in tel aviv they don't know what's happening. from personal experience. today, something different has just happened according to the reporting of our producer's source. we now have word that some four explosions happened over tel aviv. it is our belief because of this source that these rockets were intercepted over tel aviv. i expect that we'll hear more about this in the seconds and minutes ahead, but early word not confirmed of more explosions over tel aviv. if this has happened, make no mistake. this is a serious escalation which history tells us will have significant consequences. this is far from over.
12:35 pm
updates the moment we get them. first, though, the father accused of leaving his 22-month-old son so roast to death in a hot car last month should have smelled the child's decomposing body cooking inside the vehicle. as horrifying as that is, it's an important part of the investigation and according to police testimony. a detective said this father opened the suv during his lunch break to apparently drop off some light bulbs he bought at home depot. at that point in time the toddler was already dead, had to be. the father told investigators that he did not see that his son was in the suv because the child was in a rear-facing car seat. but that detective further says the car seat was in the middle of the back seat and that the father should have been able to e see the top of the boy's head as he backed into a parking space. this detective also said the parents bought a forward-facing car seat weeks earlier but
12:36 pm
switched back to the old one. according to the reporting of the newspaper, they suspect the father switched the car seat to support his story that he did not notice his son was back there. also reported that scratches on the son's face and scraped on the back of his head showed he likely spent the final moments in agony desperately trying to escape. a criminal defense attorney is with us. the facts are not boding well for this father. >> no, they're not. things are not looking good. what we heard in the hearing last week got worse as the hearing went on and on. they're casting him in a very negative light. >> ashley, with all of this mounting evidence, what's a defense to do? because the mother -- suggestions that the mother were involved continue to mount. >> right. well, there's two things. i mean, as the defense to the father, they need to focus on this being an accident.
12:37 pm
they need to continue along the lines saying isn't this possible it was an accident. because it's the state's burden to prove it wasn't an accident. so they have to disprove that. for the mom, there's a lot that's come to light recently. the mom allegedly visited the father this morning. he goes by ross, visited the father ross this morning. all of those recordings and interviews are recorded. so when he went to talk to him at the jail, that was recorded and the police can listen in. so i'm sure they were listening very closely to see if there was any sort of code going on between the two, to see if they had an agreement or a plan to carry this out. because if there is any evidence of an agreement or a plan between the two of them, then the mom can also be facing charges. >> more to come. thank you. and continuing coverage of breaking news. we have just gotten word on the fox news desk of how serious what's happening in israel right now is. mark is one of our producers and is monitoring social media and
12:38 pm
beyond from the region. 40 rockets? >> yeah. officials are saying on channel 10 news in israel there's been 40 rockets fired in the past 20 minutes. they say nationwide they are under heavy attack. asking everyone to familiarize themselves with emergency instructions and say don't worry we have sufficient troops in the field. no reports of injuries thus far. >> so the original word came from jerusalem and surrounding areas. then we got the reports from tel aviv. now reports of rocket strikes all over the country. >> yeah. the jerusalem post has a live blog up. >> you can see where these are happening. 10:10 p.m., 9:55 p.m. the first reports of the rockets were just after 10:00 when the local news went on the air. >> exactly. >> there's no question that hamas is issuing a statement. i want to get to john glen out
12:39 pm
here. they're telling people go to them or what is it? >> from what we're hearing, they're telling people to get over to the bomb shelters. but we're not hearing -- i mean, that's about all we're hearing. >> as of the opening there, they said all municipal activities are going to continue. for instance, sporting events and anything planned goes on as usual. >> there was somebody who said they were at an outdoor concert and the sirens were on and then ten minutes later the concert was back on. >> history tells us that's how things have worked there. israelis have come to live with this over the years and it's not that surprising. now, john here has a good friend who lives in tel aviv. >> a good friend of mine is in tel aviv for a wedding. he says he saw four lights and then a couple explosions in the sky. apparently that was rockets being intercepted in tel aviv.
12:40 pm
he was in jerusalem earlier. he said people are being instructed if they hear any sirens to go down into stairwells and shelters. he's just trying to get out as quick as he can. >> thank you. for context and a bit of perspective on this, was over there covering these and these rockets, they can pierce a ceiling. for instance, they can pierce the roof of an apartment building and condominium. if you're under the rocket, it can kill you. if you're not under it, it's not as if it's going to tear down -- these are the rockets coming in from hamas. they're not going to tear down a building. they're not going to level any structures, but if you're under it, that can be, you know, it'll kill you. this there's in hifa there are power facilities. and if you hit the power facilities, you get a bigger explosion. >> that's true. >> and now the most recent claims is that these rockets are
12:41 pm
over multiple cities. this is from channel 10, right? >> yeah. i'm waiting for the next update. so far there hasn't been anything. >> go back to that rocket. this looks to me like a rocket. normally these would come through the roof of an apartment building. again, they don't have a guidance on them. hamas fires them off in a direction. normally they have done coordinates before and they shoot in a direction hoping it's going to hit a populated area. sometimes they land in a field or away from a populated area. but in the past they've set up coordinates to attack specific buildings. so hamas is hoping to hit something because that would create an escalation and what hamas wants to do is hurt and kill people. so now the guy that's from the israeli defense forces and from the governments within jerusalem, tel aviv, and the country as a whole, remain calm, take care of yourself.
12:42 pm
go to shelters if you hear and see things but the iron dome appears to be working. and the only report we've had at all that one of these has hit a populated area, particularly a residence of some kind has come from israel's channel 1. and channel 1 is reporting -- well, actually a writer has reported that one of these rockets has hit in a populated area of jerusalem but we can't get confirmation. or have we by now? >> we have not. we're still waiting. >> the escalation is clearly underway. we don't know what the timing of this will be through the night. israel may know, but we don't have any way to know how much weaponry that hamas now has, where it's come from, where they're hiding it. we know among the 50 or so targets that the israeli have said attacked in the early morning hours of today, tuesday just before sun-up where some weapons dumps, some places where weapons were said to be
12:43 pm
manufactured. we know a hamas leader who was part of its military wing was said to have been killed. the number of people killed topping ten at least in and around gaza. over that period of time. but we don't know specific numbers. and we don't know yet what this is going to mean for an israeli response. we've got nothing on defense meetings to happen tonight. we're approaching 11:00 there. nothing from the israeli government at all. >> nothing at all. >> okay. so 40 to 50 strikes, it sounds like. we're waiting to hear more out of tel aviv. when we get more, we'll let you know. this is the beginning. officials have made it clear that this will not be a short conflict. peace is not on the table. how this ends at this point is anybody's guess. when drivers on an interstate highway saw a truck we'ving all across the road, they didn't just call the cops. they surrounded him and tried to
12:44 pm
force him to pull over. it ended with a smashed window, at least one person run over, and cops all over the place. there's video and we'll show it to you coming right up.
12:45 pm
12:46 pm
more news from israel in moments. but first a crazy scene in utah after some drivers band together to stop a speeder who was cruising through red lights
12:47 pm
there. but now those other drivers could be in a heap of trouble. this all went down on sunday. cops say the drivers noticed a truck swerving in and out of traffic all along the interstate, so they all followed. and managed to box in this vehicle. police say two drivers then approached the man behind the wheel of the truck and one even smach e smashed the guy's window. that's when they say the guy sped off and ran over somebody's ankle. that's when they followed. >> rejust ran over a guy. >> it didn't look good. you better get an ambulance here quick. >> we're running a red light. we're running a red light. >> he is completely running from us. >> cops eventually caught up to the group and arrested this guy here. the truck driver. but the investigation is far from over. trace gallagher has more from our west coast news hub. what do we know about the guys who chased this guy?
12:48 pm
>> at first they thought they were just good samaritans trying to get a guy that was impaired off the road. now it turns out he was not impaired and the other three drivers all know each other and they were on their way back from a kayak trip. police say the driver of the truck was tailgating and cutting in and out of traffic. that's when they surrounded him and forced him to pull over and later chased him again. but now police say this appeared to just be a classic case of road rage. listen. >> there's just a lot of variables where this could have gone wrong because a few individuals made a bad decision to make things into their own hands. >> he also believes the other drivers will soon be facing charges. >> of course it sounds like the truck driver might have started the whole thing and they jumped in the middle of it all. >> that's right. this guy definitely was driving erratically and was tailgating and possibly taunting them, but the truck driver tells police
