greet perry and his original plan was to go to fundraiser but perry declined saying a tarmac hand shake wouldn't cut it. so they extended an invitation for a round table with civic and religious leaders and perry accepted. >> we thought it would make sense to extend the invitation to perry and talk about this in a constructive manner. we are looking forward to governor perry participating. >> the president will be in austin tomorrow with more fundraising. no border visit has been added to the schedule.

i started recording the cases of mistakes or misses to the change of command and 20% of the er nurses would retaliate against me and stop doing orders, refusing to answer questions and the administration was made aware of this but declined to stop the behavior. >> that was catherine mitchell a former director of the va emergency department. she blew the whistle among overcrowding and many other grieveious things going on under her watch. she said she feared for her patient's lifes in many cases

their response has been unpredictable. so when you approach these things you have to do it in a politically correct form that you can reduce retaliation. >> it sounds like most people were trying to cover themselves. get there, work, go home and come back in the morning. >> i would not say it was many of them. there were a few in position of power. the majority of the employees do a fantastic job and almost everyone in the er with the exception of those nurses were disturbed by the situation occurring there. i was in the position of leadership so i took their concerns and my own and brought them forward to management.

>> you filled a report that you not was going to be private and that was leaked. tell us about that. >> i filled an iog complaint in regard to multiple situations. when i filled it, i went to every friend i had in the va system and said tell me your life threatening issues and the things that can't wait for the slow process of change and i will put them forward into my complaint because i wanted it to have the biggest chance of making a positive impact. names have been leaked when i filled it in the past and i knew there would be a good chance my name would be leaked so i told friends to give me information that could not be traced back to them so i could make myself the only target. i didn't want to lose other employees because of the

retaliation. >> tell us how you were personal retaliated against? >> part was described last night in the meeting in that nurses would impede my care and not handling questions like who is the charge nurse. my proficiencies dropped and my ethics are whatever is barely passing and the same thing for my medical skills and administrative ability. i worked unlimited hours. because i am title 28 employee i am considered a 24/7 employee. i was exhausted and the understanding i have is it isn't legal. you can only be scheduled for 80 hours but your work day can extend past the 8 hour day.

martha: fox news alert. busy day today on capitol hill and on the boredder in texas. right now we're waiting to hear from house speaker john boehner. expect him to step in front of the podium any moment now. the border and crisis immigration should be at the top of the agenda when he begins to speak and take questions. we could learn more about his plan to sue president obama over his alleged abuse of presidential power. we're monitoring this. if news is made we'll certainly bring it to you. meantime there is a senate hearing about to get underway over the growing crisis along our southern border where a human tragedy is unfolding. president obama is headed for texas today. he will do fund raisers there. he will not visit the actual border. he will meet with governor perry and religious leaders and local officials as well.

in denver while he is there. how does this play out? >> i think, this is very strange. i think this is a sign that the bubble around the white house is much thicker than people think. obama's always likes to cultivate the idea of no drama obama and maybe they think this shows him as everybody, as an every-mankind of thing. martha: when you look at these pictures, think about the fact that the white house wants to avoid picture at border, this is the picture we've got. no doubt there will be more pictures from fund-raisers when they happen tonight, why wouldn't they cancel some of these appearances? i get not wanting to go to the actual border and reasons to think that really wouldn't be the most ebeing effective use of his time, this optics, looks like the bubble is extremely thick. >> i agree. it's bizarre. the white house is telling reporters that they don't do theatrics. that is not their thing. which is absolutely bizarre when

humanitarian, taking care of those who have come across the border. very little of this money is actually going to secure the border. a couple of examples, bill. a billion dollars will be used to house these children, take care of them. 100 million to transport these children. 300 million going to central american governments to persuade them to persuade their own people not to come up here. $45 million to new immigration judges. $5 million for a media campaign, saying hey, don't come. we're not going to have you. that is all humanitarian assistance. i found very little of this 3.7 billion that is actually being used to secure the border. i found $364 million for overtime and temporary postings. by a stretch you could say that that is towards border security but that is a stretch. bill: even on that issue, especially on the republican side of this, they have been pushing for border security for some time now. you know, the money's one thing, we know how tight things have

gotten in washington and rightfully so. but can you get enough people to street for this the way it is lined up? >> probably not. you have to bear in mind, this is just the bill now. another bigger bill is going to come down the road, depending how many more people come into the country. if you look way down the road. by that, maybe six months to a year, who is going to pay for the education and health care of these youngsters that are coming across the border? are they going to be paid for by the local communities where they settle? enormous amounts of money are involved. billions and billions of dollars. i'm not sure that america is ready to pay that money and vote for it. bill: might be just the first ask, 3.7. >> it is. bill: stuart, thank you. catch you in 50 minutes over on fbn. >> thanks, bill. martha: we have pictures coming in from the senate homeland security committee hearing. the topic is the crisis unfolding on the southern border. testimony is expected to focus on the increasing numbers of illegal immigrants that have

been pouring across this southern border, including tens of thousands of unaccompanied children and what it means for our homeland security situation. a lot of questions have arisen, bill, who else might be sneaking across that border. governor perry talked a lot about list of other than mexicans crossing the border. some who are from places that don't like us very much. that is a big concern. bill: we'll see if that comes up, governor perry and president obama, couple hours away in dallas. martha: meantime the irs commissioner john koskinen back on the hill today. he will answer questions from lawmakers on poor record-keeping from the agency concerning more than $100 billion in alleged improper payments made by the government last year. chief political correspondent carl cameron. carl, is the big question, we ask a lot. where is all that money going? >> reporter: follow the money and where is it, yeah. this is not just accounting errors. some people got money they shouldn't have.

$106 billion. of people got unemployment benefits when they were working. cases undue social security benefits paid. tax credits for families who didn't deserve them. half of it, $50 billion from improper payments in government health programs like medicare and medicaid went out to folks. koskinen will be asked about another major issue. the ongoing issue of the lost emails to and from former irs official lois lerner in the investigation of the irs's improper targeting of conservative groups when they are seeking tax-exempt sat stars a couple years ago. can couple of weeks ago, koskinen thought told the ways and means committee said that he thought lerner took proper precautions to save emails. republicans simply don't buy that. irs deliver ad separate batch of document the on july third to lawmakers. we know investigators have been pouring over them on the holiday weekend. if there was anything found in the last couple days the new information and whatever the developments are in the lost

a lot of it is into facilities and judges, that kind of thing. that is interesting. we looked back this morning at latest investment, most recent estimate what it would have cost to bid the fence across the border. that is $6.5 billion. now you have a $3.7 billion request to basically, you know, plug the hole and take care of the people who came through it, right? >> well, it is not going to plug the hole. what we need is the national guard on the border. i introduced legislation to put 10,000 national guard members on the border with the governor's request. we have to stop the problem of people coming into the united states illegally first. and then deal with the folks that are here. and so the bill is misguided because it doesn't deal with the problem. it deals with a symptom. martha: sounds like the president is not going to get his money. >> well, it, the bill will come of course to the house. i hope we adjust it to add the national guard on the border, reimburse states like texas who

have already spent a million dollars a week protecting the united states border. with the national guard. also deal with the issue of immigration judges. but long term we need to have a plan for these people who have come to the united states to reunite them to their home country. that should be the plan. martha: it is a mess at the border. everybody can agree on that. the picture you're seeing, you saw a moment ago on the screen is ongoing hearing on the hill in the homeland security department as they talk about what's going on down there. we're keeping one eye on that as well. you know when you look at this overall situation that is going on down here and you remember what president obama said bit in the past, i want to go to a sound bite we have from president obama talking about what a great job we're doing on the border. >> thanks to the outstanding work of janet, alan, everybody who is down here working at the border, we have answered those concerns. under their leadership, we have

strengthened border security beyond what many believed was possible. they wanted more agents at the border. we now have more boots on the ground on the southwest border than at anytime in our history. martha: so this administration claims they have done more than anybody to stop this problem? >> they may have done some but issue is, is the border secure and it is not. the president is absolutely incorrect when he says the border is secure. you can stand on the texas side and watch people cross in from mexico. with are people there to stop them? they're not. they're missing in action. why doesn't the president go down to the texas-mexico border while in texas raising money for the democrat party to look for himself to see a real crisis that is occurring because the border simply is not secure? martha: another thing i find really surprising is the irony in this. we have illegals coming across the border going into these facilities. so the illegals are welcome into these facilities.

we want information on that. congress wants information on that and the administration yesterday in court, the lawyer for the department of justice suggested we should be able to wait if necessary, two more years, even before we get a list of what documents they don't want to give us. bill: what is your best argument for winning today? i know you feel a bit optimistic that you will win. your argument is what? >> the law allows to us get access to these records. we have a right under the freedom of information act to get a access to these records to force the administration to explain to the court why they're withholding them. they don't even want to do that. they want to bypass the freedom of information act while they fight with congress. the american people should not play second fiddle to a political fight with congress about documents. bill: will you win today, tom? >> i don't know. the court said he is going to rule in the near future. he expressed skepticism yesterday. we won't get an answer for at least a few weeks. but we'll see. i think we'll start getting more information. we have a record, as you know,

is true. the technology gets better with each conflict. now these rockets are flying further and farther than ever before. the question then becomes, how far is the prime minister netanyahu willing to go to wipe out the threat in gaza? >> you know, it is absolutely the right question to ask. no country in the world would tolerate a country, land next door to it launching rockets indiscrimminantly into the country and hitting cities and obviously the prime minister of israel is under a lot of pressure to take steps that would be definitive. the problem is, it is very easy to get into gaza. it is not so easy to get out of gaza. i think that he is, clearly sending a message that he is prepared to take very decisive action against hamas. by the same token he is reluctant to send israeli ground forces in a big way into gaza. gaza is an area with the greatest population density in

the world. it is teaming. it is very inhospitable place to carry out any military action. hamas inbeds itself in civilian areas so civilian casualties would be high and israeli casualties would be high. having said that, mobilization of 40,000 reservists. buildup of ground forces along the border, intensification of airstrikes israelis carry out. these are designed to send a message to hamas, if they keep this up, even if israel is reluctant to go in and in the end hamas will be biggest loser. bill: remarkable thing, mr. ambassador. when you think of a story like this would make international news every day and be major headlines. when you scan the region, whether war in syria, what is happening in iraq, what happens in afghanistan, it goes on and on and on. would this be happening if the rest of the region was not in free fall? >> you know it's a very

interesting question. there is no doubt that hamas today in gaza is being squeezed by the egyptians because they're choking off the tunnels which in the past egyptians have not done. no one is paying attention to the palestinians in the region. that creates some level of frustration for them. but i think what precipitated this was, first kidnapping of the three israeli teenagers, the murder of the three israeli teenagers. the israelis holding hamas operatives for being responsible. that triggered what was the beginning of rockets out of gaza into israel and hamas in a sense trying to show they would respond to what israel was doing in the west bank. i suspect this would be happening regardless of what else is happening in the region, only because you have a very unstable situation that's there. even if you can restore calm, it is an unsteady calm. you don't know how long it is going to last. i think one of the israeli aims right now, will be even if it isn't to go on the ground, to
