tv not easy these days. bernie goldberg on the case. >> you can tell us anything more? >> boy, you are a dumb ass aren't you? >> caution. you are about to enter the no spin zone. the factor begins right now? ♪ ♪ >> hi, i'm bill o'reilly. thanks for watching us tonight. some very bad things happened in the world today and that is is the subject of this evening's live talking points memo. tonight, we'll have the latest on a savage display over the skies of ukraine. killers firing a missile at a civilian airliner, a malaysian jet killing 298 people, that's just been updated. possibly, including some americans we may have more information on that during this hour. also, israel has sent ground troops into palestinian territory to hunt down hamas terrorists and their rocket arsenals, hundreds have been

killed there. bad news breaking out all over the place tonight. we will do the best to provide with you accurate reporting, not speculation. we begin with the jet liner. malaysian air flight 17 in route from amsterdam, holland to koala lamb poor was shot out of the sky not far from the russian border. suspicion immediately fell on ukrainian separatists who want part of that country to be annexed by russia. because they had used missiles to bring down a cargo plane on monday. of course, vladimir putin is supplying these heavy weapons to the terrorists so he is directly responsible. i bet you don't hear european leaders or president obama say that but it's true. russia is trying to undermine ukraine and giving weapons to killers. no question about it. so, over the next few days, you will hear the usual calls for investigations and meetings and talks and discussions. but little will happen to putin. because the west is essentially afraid of him and he knows it. meantime, the families and friends of 298 human beings

grieve tonight. is putin grieving? that's the memo. now, we get into the special coverage of this story and later on of the israeli army entering palestinian territory. first up, joining us from washington, fox news chief washington correspondent james rosen. all right, rosen, what's new tonight? >> well, bill, good evening. there are reports tonight that nearly two dozen of the passengers on board this aircraft were americans. or at least holders of u.s. passports. but those reports remain unconfirmed. however, senior u.s. officials have confirmed to our pentagon team that the plane was, in fact, shot down by a so-called buk surface-to-air missile. it's the very category of missile that the rebels there in eastern ukraine last month boasted of having acquired when they seized control of the missile defense site in donestsk. they have phone intercepts directly implicating two russian military officials in this attack.

president obama and president putin discussed that by phone today. came one day after russian sanctions manufactures this kind of missile. the kremlin has issued a statement in the name of president putin attributing responsibility for this incident to ukraine not saying anything specific about who or what actually shot down that plane. it's actually the third ukrainian plane downed in this region this week. in short, this incident stands to escalate the crisis tensions in u.s. russians relations to a new level. senator john mccain republican senator calls it one of the serious events since the end of the cold war. bill, when you consider it in tam den it up the pressure on the intense criticism for foreign policy, bill. >> we have a number of foreign nationals on the malaysian jet that the airline has put out. all right? >> right. >> the number of dutch-european people. why the hold up on americans? why have we not gotten the

information on that? >> well, it may just be an issue of logistic its. it's unclear the state department was asked this afternoon if they could confirm the reports were already circulating hours ago about 22 u.s. passporters being on this plane. the state has not confirmed it perhaps it has to deal with privacy issues. notify the next of kin, perhaps. i'm speculating there the answer is we don't have the answer. >> we had like 153 confirmed dead in the countries that they came to. as you know, because you travel a lot, rosen, when you buy an international ticket you have to show a pose port. so, the manifest on the plane they know whether americans are there or not. they haven't released. it may be what you are saying. they want to get to the next of kin. all right, rosen stand by, if you have got anything else, we will break. in bring in stephens now columnist for the "wall street journal." there is no question in my mind that these so-called separatists, i call them

terrorists, did this. they had motive. they had the hardware. and -- >> -- and the history. >> come on. and you know whether they intercepted people talking about it or it was on twitter or whatever, they did it. now, will there, in your opinion, be any repercussions on putin who, of course, makes sure they have these heavy weapons. they couldn't get them from anywhere else? >> that's right. i think we have to establish a chain of responsibility here. and the guy who is the is military commander of the so-called donetsk people's epublic a separatist group. a guy by the name of igor or gierken march of 2013 been a member of the fsb, successor to the kgb. the connections between these separatists and russia is absolutely undeniable. the only people deny it are the russians themselves. the question is whether obama is going to pursue the same strategy he did after

crimea, which is condemn and forget. or is there going to be a genuine change in american policy towards russia? that has to go beyond just issuing a handful of sanctions just a few individuals. >> certainly americans don't want a war over ukraine even if the malaysian yet jet liner was shot out of the air my question is. this i don't think folks understand why putin is doing what he is doing. you can briefly explain why putin is arming these terrorists? >> sure. >> for what reason? >> because he gets away with it. >> no, no. there must be a reason for putin. he must want something out of it. >> putin sees his historical role as reconstituting the old, if not the old soviet union, then the czarist empire. he sees all of these areas of kiev. he wants part of the ukraine. already taken part of it, crimia, he wants more of it to just come over to russia? is that what he is after here. >> that's exactly it remember by the way.

there are a lot of russian minorities in nato countries like his stone iily -- if he feels he can get away with an invasion of georgia. >> do other countries. he is undermining the government of ukraine. is he creating this civil war by arming and supplying and probably paying these separatists terrorist to cause all kinds of havoc. that's what is he doing. >> we are doing almost nothing there is no will. can you criticize president obama. but you have got to criticize merkel and cammeron and the french guy and everybody else. >> but they take their cues from the united states, bill. >> no they don't. i don't believe that. >> historically europeans have taken cues from the united states. you have an american president who is saying we have absolutely no will to support a democratic government. >> i think if putin were trend by -- threatened by the united states. i don't think europe would stand up against him. i really don't. i don't think they care. now, the american

government, the faa, wouldn't let american planes fly over that territory. all right? because they knew that these terrorist separatists had these surface to it air missiles supplied by russia. american jets, we're told, don't go over there why did the malaysian jet go? >> it was also a klm jet. it was a code share. because it was cleared for civil aviation, because they were cleared to fly above 8,000 feet. they did not expect that they would have a surface-to-air missile capable of hitting targets up to 72,000 feet which is apparently what these buk missiles are capable. >> sure, these are powerful missiles. >> bill, when you fly internationally, you are flying over all kinds of dangerous places where you are potentially at risk. >> the just don't fly over it's too dangerous, you would think that the dutch and malaysians would take their cue, i would think they will from now on. the responsibility still lies with russia and its proxy. >> i said in my usual flamboyant way that nothing is going to happen to putin. do you agree?

impact segment tonight. mover challenges for president obama. tonight is he here in new york city again raising money for political campaigns even though all hell is breaking loose in the middle east and in ukraine. joining us now from washington. fnc chief white house correspondent ed henry. i said this last week and i will say it again tonight. this fundraising business in the face of intense situations like the border last week and what we have today makes president obama look bad. but he doesn't seem to care.

he doesn't seem to care. am i wrong? >> it's hard to argue with the imagery of this because last week it was texas. as you say, he was fundraising, said i'm not going to go to the border and said well, i'm not interested in photo ops. what did he do today as this crisis was unfolding, a photo op. with a single mom in delaware who wrote him a letter about her plight and then an event in delaware to push for highway funding basically a photo op. in front of a port. he continues to do that and why is he doing it? think back to where this week started that massive "wall street journal" front page story that listed all the crises around the world and it said there is a news story, not a column and it said american global power seems to not be at its top strength right now. i asked josh ernest about it what did he say? he said it's tranquil. some of the president's policies have made the world more tranquil. maybe that's why he thinks he can fund raise if you look at what is going on tonight. >> maybe that's possible. maybe that finland, it's tranquil. but, look, i continue to believe, and i wanted you to tell me if i'm wrong because

you know him better than i know him, he doesn't give a hoot anymore, henry. he doesn't care what people think about him. he is gonna do what he wants to do. he is here at an apartment on the upper west side. charging $32,000 a head to go in there and, you know take a photo with them and then is he going back to washington. meanwhile the secretary of state kerry, who does care what people think of him, cancelled an event he had scheduled in front of the jewish group tonight. >> the president could have sent vice president biden to these fundraisers. he could have sent valerie jarrett. >> he couldn't do that. but get back to my question. he doesn't care what people think about him anymore, henry. >>. no i don't think he does care. >>. no about the criticism. i think he cares about being president. i could think he cares about being commander and chief. but, yes, he doesn't care about the criticism. he thinks that the people

going off on him about fundraising and the like missed the fact that he is playing the long game on immigration reform and all these other issues. but these there are these crises that keep popping up day after day after day. and when he continues to kind of push off the criticism, it looks like maybe he doesn't care. and you are right, is he getting closer and closer to being a lame duck. once these mid terms come up in november. especially if he loads control of the senate to republicans. he is he going to be that much closer to it a lame you can duck. that's just a fact. >> the other thing attached to this is that i do not believe president obama feels the united states has an obligation to right wrongs in the world. so the malaysian jet liner gets popped, okay. now, if it turns out 23 americans are on board. then the whole thing goes bigger. but, he doesn't feel like we should do anything to putin because putin is responsible for this, which he is, and the same thing in gaza. he doesn't think that the united states should get involved. let the israelis and palestinians and hamas sort it out. that's the way he feels.

comcast business. built for business. personal story segment tonight. l.s.u. week president obama was hannerly criticized for fundraising while the southern border humanitarianian disaster involving thousands of children was breaking big. as you may know the president did not go to the border to see the situation firsthand. instead choosing to raise money in other areas of texas. tonight president obama is here in new york city raising money again as i stated. in fact, in the five and a half years he has been in office, mr. obama attended 395 fundraisers as opposed to 338 in president bush. the younger's eight years. joining us now from new orleans democrat james carville washington republican kate obenshain. what do you say, kate, inappropriate to fund raise tonight? >> stunning. i'm really lacking words. not just the fundraisers,

idea how many ground troops from israel have gone into palestinian territory? >> no. that's not the type of thing that they would tell you. i can let you know though that some 48,000 -- excuse me, 58,000 reservists have already been called up. and apparently the decision was made a few days ago to do this. the talk of a cease-fire in the last day was really just talk. it was a diversion. the cabinet here made a decision to go. in they have to get rid of these tunnels that john talked about. you know, today, bill, i actually went to the border and i saw what is left of it infiltration tunnel. 13 hamas militants apparently made it as far as israel, the israelis saw them and then they fled back into the tunnel. some of them may have been killed. it's really not clear. but that really affected a lot of people here. this was the first infiltration there has been since 2006 soon after this took place there was a

report of at least one other one. people here very much on edge. fearing that hamas might make it across the border. >> bombers, you have got all kinds of things that can happen. we might tell everybody there is a big wall that prevents terrorism on the ground from getting into israel, but the tunnels obviously go underneath. now, john, did you feel that you were in any danger there reporting the helmet on and i should tell the audience the reason we have the gays on the telephone in the middle of the night and they had been working since the morning so i want to give them a break and they can report from their rooms tonight because you can't stark. we have our cameras set up so you could see the explosions. did you feel any danger, john, that you were in. >> i don't know if you just saw that there was a pretty serious explosion. there has been some certain points throughout the time we have been here, bill there have been a lot of missile strikes in and

so everybody is waiting to hear whether americans were killed on that plane. any update on that, jennifer? >> right now the state department is not commenting. what we do know the reason the death toll rose is that there were three infants on board. the state department is not commenting on reports that if there were 23 americans on board, bill. >> do you believe as was mentioned earlier by james rosen it might be because of next of kin notification. >> that likely has something to do with it because they released a list breaking down many other countries and it was clear that there were no americans in that list but 26 people unaccounted for. >> where did the report of 23 people carrying passports come from? >> i believe that came from the malaysian airlines itself. it was a report on the wires earlier today. >> okay. but you haven't been able to verify that from malaysian airlines or anything like that. >> no. >> we do understand tonight that the terrorists who fired the rocket from russia, because that's who makes these, what are are they buk missiles?

>> right now what a u.s. intelligence source is telling me is that they're looking at whether it's an sa 11, that's a buk missile or an s 300. 120 that fires these s 300s. the reason this is significant and the difference is significant. if it1rks-300s. if it is an s-300 and if they get evidence it was and thaer investigating that right now, only russia has the s-300. that would mean it would come from russian territory. that means there would be an address for this. and that's a real game changer here if it was actually fired from russian territory. >> okay. now, the final question i have for you, jennifer, is i understand that the terrorists will not allow people to go to the site of the debris, is that correct? >> that is correct, bill. and it's a huge problem for investigators because the separatists now have the black box. they're saying they're going to send that black box to moscow not to ukraine. so they're going to -- moscow's going to control the investigation. and u.s. intelligence officials that i've spoken to said if they can't get on to the ground

quickly and find the ball bearings and the parts of the missile that were used to bring down the plane, they may not be able to determine exactly the kind of missile that brought it down. >> well, the ukraine army should be on the way there now. now, earlier in the show, michael, you might have heard bret stevens say he agrees with me that putin, he's going to get away with it again. do you see it that way? >> unfortunately, i do under current leadership. you know, isolationism doesn't work. when you ignore a problem, it me tast sizes. that's what we saw in the ukraine. what really scares me, bill, is this isn't just about the ukraine and russia. thousands missiles have gone missing in libya because we've led from behind. in 2002 terrorists tried to shoot down an israeli charter flight in kenya. the israelis were able to defeat that. we're still too busy patting down old women and trying to
