72-hours, weeks and months. it is important we don't get ahead of the facts and in terms of identifying what individuals or personal ordered the strike or how it came about are still subject to additional information that we will be gathering. and we are working with the entire international community to make sure the focus and -- is

on -- getting to the bottom of this. there has been a lot of misinformation generated in eastern ukraine and this should snap everybody's heads to attention and make sure we don't have time for games or pro propaganda and everybody needs to be held accountable for those who committed the outrage. as you are aware before this terrible incident happened, we pushed sanctions against russiana, i think the concern of russian officials and the markets about the impact this could have on the russian economy is there for all to see. i made it clear to president putin that preferred path would be to resolve this

diplomatically. but he needs to make the decision if they will continue to support violent separatist whose intent is to undermine the government of ukraine. or are they prepared to work with the ukraine for seize and peace? there has been language coming from president putin but we have not seen transition and different action that gives us confidence that is the direction they want to take. we will continue to make clear that as russia engages in

efforts that are supporting this we will increase the capacity. not because we are interested in hurting russia but we believe standing up from a the policy that a country's sovereignty has to be respected and no other country should decide what happens in that country. >> do you see any u.s. military role that could be effected? >> we don't see a u.s. military role beyond what we have been doing in working with our nato partners and some of the baltic state and reassuring them. steve? >> how much blame to you put on putin and is the push for

stronger action now? >> we don't know exactly what happened and i don't want to get ahead of the facts. but, what i do know is we have seen a ticking up of violence in eastern ukraine that despite the evidence of the ukrainian government to abide by seize power and reach out and agree to negotiati negotiations, including with the separatist, have been rebuked. we know they are heavily armed and trained and that is happening because of russian support. it is not possible for the separatist to function the way they are, have the equipment they have, set aside what happened with respect to the

malaysian airlines. a group of separatist can't shoot down military transport planes or fighter jets without sophisticated equipment and training and that is coming from russia. we don't know exactly what happened with respect to the malaysia airlines although we are beginning to draw conclusions given the nature of the shot that was that fired. there are only certainly types of anti-aircraft missiles that can reach up 30,000 feet and shoot down a passenger jet. we have increasing confidence it came from areas controlled by the separatist. but without having a definitive judgment on those issues yet what we do is that the violence taking place is facilitated in

large part because of russian support. and they have the ability to move those separatist in a different direction. if mr. putin makes a decision that we are not going to allow heavy armorments and the flow fighters into ukraine across the ukrainian/russian border then it will stop. if it stops, then the separatist will still have the capacity to enter into negotiations and arrive at the political accommodations that mr. putin himself wants to see. he has the most control over the situation but hasn't exercised it. >> tougher sanctions? >> i think this will be a

wake-up call for europe and the world that there are consequences to an escalating conflict in eastern ukraine. that it isn't going to be localized or contained. what we have seen here is just in one country alone our great allies, the dutch, 150 or more of their citizens being killed. and that i think sadly brings home the degree to which the stakes are high for europe not simply for the ukrainian people. we have to be firm in our resolve in making sure we are supporting ukrainian's efforts to bring about a just seize fire and we can move toward a political solution to this. last question. lisa? >> do we know if other americans were on board and how do you

prevent restrictions without shocking the global economy? >> we have been pretty methodical over the last 24 hours in working through the flight manifest and identifying which passenger might have had a u.s. passport. at this point, the individual that i mentioned is the sole person that we can definitively say was a u.s. or dual citizen. because events are moving so quickly, i don't want to say with absolute certainty that there might not be additional americans but at this stage having worked through the list, been in contact with the malaysian government, which processes the passports as folks

were boarding, this is our best assessment of the number of americans that were killed. obviously that does nothing to l lessen our outrage of the families, regardless of nationality it is heart breaking. with respect to sanctions on the economy, we have consistently tried to taylor them to have an impact on russia and their virgini individuals aiding abedding what they do. the world economy is integrated. russia is a large economy.

president's speech from bret baier who is live from washington. bret, take us through some of the president's comments touching on a number of subjects and in fact speaking to vladimer putin as well. >> yeah, kimberly, it was interesting to see the president. he was cautious in what he said about the shoot down saying it was a surface-to-air missile and there was one u.s. citizen on board. it was likely a dual-u.s. dutch citizen he named. he went on to talk about russia and their involvement in ukraine. the president was cautious about we don't know why had happened and the specifics. but the u.s. ambassador of samantha powers was far more

detailed. she laid out how russian separatist had this surface to air missile and were bragging about shooting down jets and posting video of the remains of this commercial airliner. she ticked down reasons why it points to russian separatist with the help of russia getting these sophisticated air missiles. the president didn't go that far. that was interesting. >> i looked at the caution the president seemed to be exercising. and samantha power went further and said russia you must end this war right now. she gave us the information that the missile that shot down the cargo plane on monday came from russia. we got new information from her.

and from the president we got things like there has been improved language. it is like a dueling message. i don't get it. >> there is a u.s. ambassador speaking to the world with far more detail and she ended her speech as you point out russia can end this war and russia must end this war. the president said ukraine, russian separatist, and russian all have the possibility to end the war. it was interesting to note the differences between the two speeches. and the other is the walking the line on israel and gaza as he has done many time and talking about the seize fire push in egypt. >> i talked to richard hoss, the president of the council of foreign relations, and he suggested the thing to watch is germany's next move, europe in

general, but specifically germany who is set to impose further sanctions on russia. did you believe from what we heard from the president we will see europe come closer to the united states on furthering sanctions now? >> i think you will. i think there was a release this morning saying had chancellor of germany talked to france and is advising france not to sell this ship to russia that was in the works. a big purchase by russia. and the fact they are doing that suggests there is a movement and the eu may shift. that would open the door to additional sanctions that the u.s. could help the eu move forward. and you heard the president saying he doesn't see any u.s. military role beyond what they are doing and there is criticism that more can be done as far as lethal weapons for the

president is speaking that particular this is russia and not the pro-russian separatist. i talked to brett stevens from "the wall street journal" and he pointed out we saw restraint from global leaders yesterday but not putin. the world should be asking why he was jumping to conclusions so quickly. >> this just reiterates what a rogue actor he was. he is not someone you can deal with. at a minimum he is supplying the weapons that should not be supplied to the groups. syria wants weapons so they can take down aircraft but they are not doing that because they know they can shoot down airliners. so it is a serious debate on what kind of weapons they can give them. clearly putin doesn't have that. if they gave it to them or stole

now we see someone has come in and removed evidence that could tie russia to this. >> let's take it further. if it happens that a black box is being reported but we don't have independent conformation, what does that do with the political conversation between us and putin? >> that is a good question. >> you have to put this whole thing in the larger context and why it is disappointing the president choses to say the things he did when he had this opportunity. the resets, the moving the missiles out of eastern europe when russia told him to, the whisper of telling putin i can be more flexible after the election, the refusal to furnish arms to the crane ukrainians.
