bill: a day of breaking news. the prime minister of ukraine is resigning. much more of that coming. martha: "happening now" starting right now. jenna: a lot of news to get two. commercial airliner carrying 116 people has crashed in mali, northern africa. a lot of questions of what . jon: friends ministry has located the plane. the disc heavy rain was reportee area at the time. 110 passengers, six crewmembers onboard. amy kellogg live with the latest on that. reporter: the very latest is france for minister has not confirmed what the ministry of

defense had said that the plane was located near the town of gao in mali. all he would say is that it probably crashed. he did put forth a bit of important information, which is that the pilot had asked for a change of fruit when he was flying because of bad weather. but no distress signals went out at all, so whatever happened happen very quickly but it is not clear what happened, it is not clear how the plane crashed. the plane was air algerie flight 517 to the algerian capital, disappeared off radar 50 minutes after takeoff but it was hours before algerian officials announced it was a problem. it was apparently due to storming whether that deterred the route.

this is the sort of airplane that it was. the plane was provided by spanish airlines swiss air. 110 passengers on board, six crew, they were spanish. the state department said it is not aware of any americans on board. the majority were french, majority of them planning to transit onto france from alger algeria. the french have really taken the lead disseminating information about what has been happening. the area the plane was flying over has been the scene of so much unrest and is to an extent infiltrated by al qaeda, concern may be what happened wasn't just mechanical or weather related issue, but no suggestion there was anything other than some kind of routine problem at this

read the editorial about how the cease-fire should be amended. we should be isolating hamas, not bailing them out. yet with israel on this issue, can you imagine what we would be doing if we got hit by rockets in the neighboring country and there were tunnels under our borders that pop up in villages where people can come out of those tunnels and killed or kidnapped your citizens? no cease-fire should be pushed upon israel until hamas is removed in gaza because the bottom line problem here is maas agenda is to destroy the state of israel. while you have a cease-fire for a group of people who wants to wipe you off the map? try to get a new start for pea peace. jenna: the palestinians say a u.n. run school for refugees has

been bombed in this area, heavy fighting, part of the situation israel is confronting because they said this is an area with lots of intense fighting, they have put rockets in the schools before, so we think in this pressure international communi community. how challenging will it be to go down the path you are suggesti suggesting, continue the war until hamas is gone? >> i would stand with israel and say there is moral equivalency here. it builds tunnels under hospitals, bicycles, apartment complexes, to induce civilian casualties. one way to prevent palestinian children from being killed is to stop trying to kill israeli children by firing rockets into israel and care less about where they land. i would steer the international community down and say let's

condemn hamas for the terror organization they are, try to get a new start on peace, and remove hamas of the cease-fire. we've had three fires the last three years resulting the same outcome. to israel, stay as long as you need to stay, go wherever you need to go, congress has your back, i will be introducing a bipartisan resolution with chuck schumer from new york arguing any cease-fire should be conditioned on israel having the ability to deal with a tall threat and a rocket threat, congress has israel's back, as the administration is throwing it overboard. jenna: why do you think they're taking a different path? and what power could it really have to impact the path they are currently on? >> i imagine they want to fill the passport a lot.

i appreciate him trying to solve problems, but what he is doing is there is no moral equivalen equivalency. the reason so many palestinians have been killed is because hamas said some conditions to have them killed by putting military equipment by schools and hospitals in populated areas trying to get civilians killed and the israeli military is doing all it can to avoid silly and casualty. so my advice to the secretary is don't focus on a cease-fire continuing, focus on isolating hamas, take hamas for the terrorist organization they are and breaking the law of war potentially putting civilians in harms way. jenna: secretary kerry does not speak to hamas because they are barred from the policy. look forward to asking more

about the legislation where it goes from here. let me ask you briefly about immigration issue, the president was requesting $3.7 billion from congress, i only have about one minute here, but democrats are proposing $2.7 billion. what do you think of it? >> not one dime until we address the underlying problem. if you don't change the 2008 law that prevents us from the reporting people that have to be deported, there's no use to throw money at the problem. no funding until we change the law to allow expedited deportation. you will continue to be overrun. jenna: that is not part of what they are proposing. senator graham, grea grace to hy on the program as always, thank you. jon: proposal to send billions

earlier this morning. bad weather was reported in the area but the latest aviation incident is raising more concern for travelers about flying over a war zone or other hotspots around the world. jonathan hunt live with more on how you can know your airplane route even before you go on board. reporter: there are dozens going on around the world and the federal aviation administration lists flight prohibition restrictions for more than 60 countries on its website. with the downing of mh17 over ukraine, the ground-based conflict can bring to the sky were brought home for anyone who flies and a lot fierce were made even worse when hamas fired a rocket from gaza landing near tel aviv airport prompting a band of commercial aircraft from flying to israel some 36 hours but with a little checking

completely restrict different airports to fly in and out of, who are the partner airlines. >> if you're nervous about flying any given route, check before you fly. remember an incident like the downing of mh17 are incredibly rare, which is why they grab our attention so strongly. jon: that is the case, some good information. jenna: a story we're following on "happening now," layoffs of thousands of soldiers with thousands of hours of combat experience have received pink slips sometimes unexpectedly and without notice. raising serious questions of national security and the nature of how we are treating the military men and women. retired four-star general, just the person to talk about this with. some of these troops are

receiving their pink slips when they are deployed, when they are actually overseas. why is it happening that way? >> i don't think that is the right call, to be frank about it. the army does not want to take these cuts, jenna. from a level of 570,000, and cuts to the other services. that being said, we have to take those cuts mandated by the sheer numbers drilled to get there, but given people and notice they are being separated on a combat tour, we could have found a better way to do it. jenna: why would look at the captains and the majors specifically? why fm level because you look at that level and you see what could be somebody with a career facing combat experience, lot experience during wartime,

people at a higher level and a lower level that probably don't have that exper which is something we should value. >> the cuts are across-the-boa across-the-board. what they're starting with is the groups with overages in th them, they grew faster, more people promoted and divulging a little bit, so they put together a board to determine who separated and do it competitively, people do get separated base and what the performance has been like over those number of years. it is tough to let go of people who have made those kind of sacrifice serving honorably, they don't want to go, it is very difficult situation. i lived through it myself when i was a younger officer, it was very devastating on the emotions involved when you share a combat role side-by-side with a

teammate and watching the teammate leave the service under those kind of conditions, it is really tough for their entire families. jenna: a cap imagine being the wife of summary deployed has been away for several months preceding a pink slip and in a couple of months from now you have to find another job, the reality of that is very real. what about the national security implications? we still are at war. what do you think is the impact for all of us outside the army? >> this is beyond irresponsible. we have always had reduced conflicts, but the kind of numbers we are looking at taking ground forces back to pre-world war ii, that is actually reckless, jenna. it makes no sense whatsoever.

there is risk involved here, to bring in the air force back to the 1950s numbers, the global superpower, look at the numbers in the world out there today, the united states military fight and conflicts deterring war, being ready, but people know there is a strong military here, this is not something to contend with, discourages adversarial behavior, it is a force for deterrence. doing what we are doing to the force, you know as well as i do we have discussed this on the show, a lack of american leadership, america is decimated, it doesn't make sense. >> what can we do about it at this point? >> the argument the defense is s made, they have lost those

jenna: an update we brought you, a mother and a daughter have died after a food truck explosion in philadelphia earlier this month causing the explosion you are seeing. the medical examiner says the death due to the aftereffects that they suffered. also injured were 11 others in that. identified as 17-year-old and 42-year-old. jon: arizona governor jan brewer orders a full review of executions after nearly two hours for a convicted killer to die. he shot and killed two people 25 years ago, sentenced to die by lethal injection. an execution that usually requires 10 minutes took almost two hours. in the west coast newsroom with more on that controversy.

>> while reporters say he gulped for air like a fish out of water, attorneys claimed the death was inhumane, should have is stopped, others say he was snoring, and the family says frankly doesn't matter, his suffering was nothing compared to the pain inflicted in 1989 he beat up his girlfriend and she got a restraining order. weeks later he walked into her father's auto body shop, shot him and shot to be twice as she pled for mercy. they executed him yesterday. some witnesses that he gasped for air 600 times. >> for maybe the first seven minutes he closed his eyes and went to sleep, and tha then he started gasping for more than an hour and a half. when the doctor would come in to check his consciousness, he would turn the mic on and you would hear a deep snoring, sucking error sound.

>> you guys are going let's worry about how he is. why did we give him a bullet or something else? everybody is worried about the drug. people who do this on death row, they deserve to suffer a little bit. jon: we have used the gas chamber and electric chair in the past. this is the first time they have used this drug combination. they say this is another reason the death penalty and evil injection specifically should be banned. one judge who heard the appeal said a better solution may be the firing squad which the attorney appealed. he denied the appeal about 30 minutes after he was dead. >> thank you.

the storms rolled through and could have put is a tornado specifically in the campground, virginia eastern shore. taking a look at the radar, a lot of storms and a lot of rain in the area. a 30:00 a.m. eastern time and ultimately 9:00 a.m. when this particular cell very intense looking on radar moved over portions of the eastern shore of virginia we do think the title could have touchdown seeing damage across the area. we do have a risk for more severe weather across eastern virginia but also across portions of southern virginia, north carolina and northern parts of south carolina. some large hill, damaging wind and isolated tornadoes. you just have one storm that could hit your area and possibly
