firing that has downed some of the planes cullly coming -- actually coming from russia. this has not been confirmed. i would mean a significant departure from what has been happening. >> for one thing, vladimir putin has been able to at least to this point get away with things using semantics. first of all, he was using lies when we're talking about in crimea when he said we have nothing to do with that. it's clear he did have direct something to do with that and now owns it with possession nine/tennings of the law. it's been a proxy situation but it changes if his tanks and his military under this control as commander in chief, did the firing on ukraine, because that is clearly an act of war, and we would be in some way involved because we have allegiances over there that are by treaty can't be broken. >> that's right. and our relationship with ukraine is strong and we have
12:20 pm
been talking about supporting them with equipment and support, but they're not actually a nato treaty ally, so our red line wouldn't be tripped but we would -- it would create a situation where we could go back to the cold war in terms of the level of tensions. this would be a very, very dangerous act, and putin has shown a tendency to say one thing and do another. so, it will be very interesting to see what we find out about these artillery units. >> i understand the importance of this and we have discussed it repeatedly. the fact remains it's vladimir putin who has supporting the rebels. i understand the lines are different but the effect of things is the same. these are his weapons which are we're told shot the plane out of the sky and it's at his direction this is happening. >> absolutely. they're in direct support of these rebel forces, and i think that as was pointed out, they have been on the defensive despite the very prominent

downings of aircraft. they've been losing on the battlefield and as they get closer to the russian border, you'll see russian ethnic groups fall back into enclaves, and russia will be hard-pressed to come to their aid. these are ethnic russians and they're going to be probably looking at defending that territory from the border and that's a very porous agreeaire. >> so behind me our information specialists are working to get clarification on this very important point. is what they're saying the russian military has fired on the ukrainians? we happen to have an answer shortly. like, the one the bank sees?
