end this continuing crisis? we have team fox news coverage for you. connor powell is on the ground. ambassador john bolton will join us live with his complete analysis. first let's go to connor powell in gaza city with the very latest. connor? >> reporter: eric the fighting has definitely slowed down the past few hours but certainly not a cease-fire in terms of what we saw yesterday during the 12 hours where it was very quiet, people were out and about in gaza. today very, very quiet around gaza from what we are seeing there are still hamas rockets being fired out, israeli rockets and mortars being fired into gaza. as i said it has slowed down but there's still fighting. both sides negotiating what the next cease-fire might look like. hamas we under has proposed one but they said that they are going to continue to fire on israeli troops as they continue

to destroy and attack the tunnel system here. israel has said they are willing to consider a 24 hour cease-fire but their troops will continue to operate in gaza. it seems as if there is a lot of disagreement about what this cease-fire will actually look like. of course hamas' long term goal is saying they want the blockade around gaza complete lew lifted. israel, of course, is here in gaza, operating, trying to destroy the tunnels which go into israel and also trying to silence these roberts being fired from gaza going into israel. both sides are negotiating while fighting. we understand there's a lot of pressure on both hamas and israel to try to strike a deal. it's been there for about two or three days. secretary of state john kerry says the framework is there. they are struggling to nail down the terminology. what it means the death toll continues to increase in gaza well over 1 you had palestinians have been killed. more than 40 israelis including many of those soldiers have been

killed during the fighting in recent days. fighting continuing even though it's been reduced and a cease-fire could be on its way. >> the goal of course of the israelis to try and find and shut down those terrorist tunnels. connor powell in gaza city. thank you. >> eric, meantime secretary of state john kerry now heading back to the u.s. after spending the weekend meeting with his european counterparts in paris. the secretary says he had hoped to transform the humanitarian cease-fire into a more sustainable truce but that the events of the last 12 hours have made that nearly impossible. we go to steve santani. >> those diplomatic efforts continue although slow iep. the status of that cease-fire is up in the air. both sides meantime in this bitter israeli/palestinian conflict continue a war of words on the sunday talk shows with

the death toll mounting on both sides israeli prime minister benjamin netanyahu acknowledged today that world opinion may be shifting away from his nation as more palestinian civilians are killed. more than 1,000 palestinians mostly civilians have lost their lives while fewer than 50 israelis mostly soldiers have been killed. prime minister repeated his claim that israel is trying to avoid such casualties while the palestinians are putting civilians in harm's way. >> we told the civilians leave, hamas tells them to stay. why does it tell them to stay? because it wants to pile up these civilian casualties. any of these regrettable tragic civilian casualties should be placed at the responsibility of hamas. >> meantime u.s. secretary of state john kerry ending his diplomatic mission to the middle east and to europe, trying to secure a lasting cease-fire and a long term peace in that region. the palestinians, meantime are discounting netanyahu's claim

council tomorrow. for more on that let's join ambassador john bolton. ambassador, could this u.n. international protectorate idea be a legitimate answer? >> no. this is as ridiculous an idea as we've seen come out of the middle east in some time. first just for what it's worth it's utterly inconsistent with the palestinian authority's matthew mcconaughco contention that it's a sovereign state. more importantly to see through what the implications of the palestinian proposal is, is to insert the united nations between the palestinian authority and israel. and essentially make the u.n. the other party on the other side of the table. that's not going anywhere. i think even the obama administration will reject this. >> you talk about the united nations. look, the human rights council in geneva has decided this week

to launch an investigation on this and targeting israel, not hamas but israel. you voted against the human rights council. what does that mean when they do that? >> this is why we voted against it in 2006 and why we decided not to join it. it was the obama administration's decision to go in. record of this u.n. human rights council has been just as wretched as the predecessor we got rid of. and the comments of the high commissioner for human rights are just examples of the impossible bias built in the u.n. system. it's a problem israel has to confront where i call them the international high minded decide that it's time for israel to stop engaging in self-defense. i hope the government of israel and i really hope the government of the united states have the back bone to keep going. >> do you think that will be the case? look at hamas. they fired 2,000 plus roberts

and they broke the cease-fire yesterday by firing five more rockets including two at tel aviv. how does the world get hamas to stop? >> you know, hamas has got a lot of chutzpa. they asked for a cease-fire and keep launching roberts against civilian targets in israel. the real problem from israel's point of view they barely scratched the surface. the tunnels they uncovered and destroyed are the tunnels hamas uses to infiltrate from gaza into israel. obviously important targets. the real center of hamas activity are tunnels deep inside the gaza strip where they hide the missiles, and others that iran and others have been transporting to them. that's what israel need to get. despite the hostilities that have gone on so far they have barely gotten to the point where they know how many missiles they have to deal with. that's why time is the critical factor here and why hamas is

playing with this idea of a cease-fire. it would like nothing better for israel to stop so it can replenish its stockpiles. >> we just took a look at those tunnels. they are sophisticated. they are not holes dug under the ground. full concrete, electricity, communications. the israelis have discovered about 35, they destroyed some of them. are there more and will this continue until israel is confident that they gotten all these tunnels that have been used by this terrorist organization to kill innocent israeli. >> that's what the israelis should do. there's increasing evidence that these tunnels are being built and financed in part by north korea and certainly by iran. we had a federal district court ruling here last week that talked about the extensive involvement of north korea. no surprise north korea has the most extensive underground construction in the world. they taught iran a lot about what they know and between iran and north korea they've been teaching hamas.

. with one week to go before congress's august recess democrats and republicans are at odds over the continuing immigration crisis along our southern border this as president obama is said to be ready to issue another executive order, this one could give legal status to upwards of 5 million illegal immigrants. >> reporter: it seems the only thing that republicans and democrats agree on is that this is a problem. what needs done about it, how much less how to do it or for

that matter how to pay for it is a continuing battle in washington. there has been much discussion of president obama handling things with an executive order or at least drastically changing policy when it comes to immigration unilateral. republicans in congress don't like that idea in the least and even in congress there are competing bills about how to fund various solutions. the president has asked for nearly $4 billion. senate democrats are willing to give him most of that. house republicans say they can solve the problem of thousands of illegal minors flooding across the border at a fraction of that cost. >> this all has to start with securing the border not writing the president a blank check to keep doing what's not working but solve the problem. >> the american problem wants us to have an orderly border. they are not seeing that. they are seeing chaos. president obama on june 30th sent a letter asking for money and a policy change.

>> reporter: now while the debate in washington makes for good fodder for the sunday shows there's been precious little progress towards a deal much less the grand bargain that president obama wants on comprehensive immigration reform. the house recesses for the summer vacation at the end of this week and now it is crunch time for there to be actual progress rather than just motion. we'll have to see if it happens. >> that's true. for more on the growing immigration crisis along our southern border we're joined by republican congressman trent franks of arizona. he's a member of the house armed services committee. good to see you this morning, sir. >> thank you. always good to be on fox. >> describe what this problem looks like close up? the scene at the border. conditions at the temporary housing facilities. >> well, the situation for these children is a terrible situation and i would have to say to you, if you want to consider some common ground the president has

said we shouldn't punish these children who arrived here through no fault of their own. while people like me wish he would apply that to american unborn children as well the truth is i agree with him on that point. but at issue here is what has praeciecipitated it. it's his policies that precipitated the epic research shows that 95% of those surveyed coming over the border, the unaccompanied minors coming over the border said they were inclined to come here because they thought if they got here they would be able to get, be able to stay. that has precipitated this and the difficulty is if it's not intradited soon more and more will come. the compassionate thing to do is first stem this flood of unaccompanied minors coming over the border. >> i you know have some ideas of a solution but i'm trying to paint a picture here. talking to me about the state of mind of the suzs citizens in ar

and the border agents. >> the border agents are feeling stymied. they can't deal with certain areas. i mean they are kind of prevented from going to certain areas to deal with it. they are overwhelmed. arizona is overwhelmed. and it seems like the rest of the country simply doesn't understand how difficult this is for us because we care about these children. we also care about the rule of law and we know that this humanitarian crisis is growing since the president announced his deferred action program a few years ago, this has increased 2,000%. now there's no way the system can sustain this, this pace and if we don't somehow make it clear that this can't continue, then we're going to be in real trouble. unfortunately the president's announcement of this new executive order he's talking about -- >> talking about possibly giving amnesty to 5 million of these children or families combined

here? >> that's exactly the message that would cause 5 million more to come this way. i tell you, i used to head the children's department, the equivalent of the children's department in arizona and children's issues have been my life. so i understand the commitment on the part of america to these children and i share that. but the bottom line is that this president is causing these children to come and make this treacherous trip across central america in the desert and the bottom line is that they suffer. the coyotes make no attempt to keep them safe. >> i apologize because i understand you have expressed your compassion for the children. i get that. i'm up against a hard break. i want to you tell me in your mine what's the short term fix and long term resolution. what do you want to happen right now? >> the short term fix has to be to make it clear we'll send the children back to their families immediately when they come here because that will reduce the number of children coming over. it will make it clear we intend

message to everyone and to these other central american countries in particular there's no automatic free pass into our country. so first of all, how do you really lock in that message, congressman, and also what is the long term solution as well? >> i think the only way we can lock in that message and you're correct in your analysis we need to take the last children that have arrived and send them back first and be reunited with their families because then that message begins to disseminate. we need to change this information of incredible fear or fear of being persecuted back in their own country. there's a 600% increase in those claims. ironically, the reality is that these children primarily are fleeing economic poverty and under the same policies that this president is trying to implement in america. so, the irony is off the charts.
